Abstract

This research aims to know how to fund Management village (DD) in the framework of community empowerment in Palintuma village in Pinembani District district of Donggala This research uses a qualitative method of descriptive. Data obtained from interviews with the sub-district, village government. Village Institution and village community (primary data source) and from observation, documentation, and data from Palintuma Village (secondary data source). Data collection techniques are conducted with observations and interviews. The sampling technique used is purposive sampling. Data validity using triangulation techniques. The form of data analysis used is an interactive analysis model of Miles and Huberman, which includes data collection, data reduction, data presentation and withdrawal of conclusions  From the results of the study showed that: 1) Community empowerment in the planning phase is still very low this is due to the still lack of community involved in the decision-making in the planning of development programs, 2) Community Empowerment has not been involved in the management team of development activities formed in the village, the community in this case is still involved in the form of approving and as a witness in the formation of the team. 3) Community Empowerment in the implementation of activities has been active this can be seen from community involvement in the implementation of development activities and the impact that produced from the development for the basic social services has been Fulfilled, 4) in the supervision phase of village Funds management has been active, at the time of planning, organizing, implementation and supervision itself, but the society in this stage is still in the consultation stage, so it is necessary to give the understanding Continuyu to the public about the importance of engaging in all stages of Village development program.

Abstract

Artikel ini bertujuan menganalisis lingkungan sosial sebagai sumber belajar IPS, faktor yang mendukung lingkungan sosial sebagai sumber belajar dan hambatan lingkungan sosial sebagai sumber belajar. Lingkungan social adalah segala sesuatu yang terdapat di sekitar kita yang dapat memberikan pengaruh. Jenis penelitian artikel ini adalah deskripsi kualitatif. Instriumen penelitian menggunakan kuesioner dan angket wawancara. Jumlah sampel sebanyak 22 orang peserta didik, 1 orang guru IPS dan 1 orang kepala sekolah di MTsN 2 Tolitoli. Pembahasan artikel hasil penelitian ini menunjukkan bahwa (1) Peserta didik di MTsN 2 Tolitoli melakukan pembelajaran IPS dengan mengunjungi kantor kelurahan dan Guru IPS memberikan contoh terkait kependudukan, interaksi sosial pada pembelajaran IPS tidak hanya berlangsung di dalam kelas melainkan di luar kelas, Peserta didik melakukan kunjungan pameran dan terdapatnya lembaga sosial saat kunjungan di pameran tersebut. Selain itu Peserta didik diajak melihat langsung kegiatan ekonomi yang terjadi dengan melakukan kunjungan kepasar selain itu juga melakukan kunjungan ke situs cagar budaya dan melakukan kegiaatan sosial bersama warga serta mengembangkan isu lokal terkait perlindungan dan pengelolaan lingkungan; (2) faktor pendukung pembelajaran di lingkungan sosial diantaranya lingkungan yang kondusif dan lokasi mudah untuk dijangkau dan pembelajaran lebih konkret, dan (3) Faktor yang menghambat proses pembejaran IPS di lingkungan sosial diantaranya alat transportasi, cuaca dan kondisi lingkungan tempat dilakukan pembelajaran.

Abstract

This study aims to understand and find out how the implementation of policies related to the implementation of securing certain vital objects in the Palu City region of Central Sulawesi Province, this is carried out by the Directorate of Security of the Central Sulawesi Regional Police based on applicable provisions in the National Police, among others: security assistance on National Vital Objects and Certain Vital Objects. This study analyzes 4 (four) factors that influence policy implementation according to the theory of George C. Edward III, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is descriptive qualitative, then as a source of information in the research process as many as 6 ( six ) related people. The results showed that in the implementation of security certain vital objects in the area of Palu City Central Sulawesi Province were still found several obstacles that hindered the process of implementing the policy in accordance with the theory of Edward III, especially communication problems between the two parties have not been fully developed, security personnel resources both police and units internal security is still not evenly distributed so that it influences the performance in the field.

Abstract

This research is based on the major events that befell the people of Palu, Donggala, Sigi and Parigi Mautong, hereinafter referred to as (PADAGIMO), especially the people in North Sibalaya Village, Tanambulava Sub-District, Sigi District, namely an earthquake and liquefaction with a magnitude of 7.4 SR on September 28 2018 which paralyzed the social and economic conditions of the people of North Sibalaya Village. Therefore, this research aims at describing the social and economic conditions of the community and examining what strategies can be done to restore the social and economic conditions of the community after the earthquake and liquefaction disaster in North Sibalaya Village. The research method used qualitative research. Qualitative research used to describe the socio-economic conditions of society with words, supported by documentation. Through this data, the actual condition in the field was described. In collecting the data, this research used document analysis because the data collection method were in the form of interviews and documentation, either to understand the contents in substance or to explain the deeper meaning of these documents. The results show that after the earthquake and liquefaction in North Sibalaya Village, an impact on the social and economic conditions of the community happened. The social impact caused by the disaster, namely, health facilities and services decrease slightly due to the disaster, the education of school-age children is hampered due to the absence of teaching and learning processes at schools and the condition of damaged and missing community houses. Meanwhile, from the economic point of view, it can be seen that after the earthquake, the economy is totally paralyzed, because the loss of livelihoods resulted in a decrease and even loss of community income, due to the absence of a running production process. Related to the socio-economic recovery strategy after the earthquake disaster and liquefaction in North Sibalaya Village, Tanambulava Sub-District, Sigi District, it can be done in the following ways, namely, providing post-disaster assistance, developing Human Resources (HR) both in social and economy conditions, capacity building in capital, and development of people's economic institutions.

Abstract

This research aims to determine the mining and digging subsector which is a superior and competitive subsector and has the potential to develop economy in North Morowali Regency through the analysis of the Gross Regional Domestic Product in North Morowali Regency on the Gross Regional Domestic Product of Central Sulawesi Province. The analytical methods used in this research were the Combined Analysis of SLQ (Static Location Quotient) and DLQ (Dynamic Location Quotient), Shift-Share Analysis, and Klassen Typology Analysis. The results of the research: (1) Combined analysis of SLQ and DLQ shows that the superior subsector and can be a strength in the regional economy of North Morowali Regency is the oil, gas and geothermal mining subsector; (2) Shift-Share analysis shows that all mining and quarrying subsectors are growing more slowly than the same subsector at the level of Central Sulawesi Province; (3) Klassen Typology Analysis shows that only the metal ore mining sub-sector is included in the prime subsector where this subsector has high growth and a large contribution.

Abstract

The objective of this research is to find out the implementation of outpatient rehabilitation services policy atclinicof National Narcotics Central Sulawesi agency. Theresearch type used was qualitative research. The informants determinate by purposive method with certain consideration by set 6 informants. The type of data used was primary and secondary data. The data were collected through interview and documentation techniques. Data analysis used were data collection, data reduction, data presentation and conclusion. The theory used was the theory from Edward III, namely policy implementation, outpatient rehabilitation services for drug consumption.The results of the research show that the implementation of outpatient rehabilitation services policy at clinicof National Narcotics Central Sulawesiagency is: communication insocialization to the community has been organized. Medical and social human resources has been implemented. Facilities and infrastructure become a major support for the implementation of the activities of each field. Disposition is sufficient. The bureaucrachy structure has been implemented well. therefore it is recommended that outpatient rehabilitation services be maintained.

Abstract

The purpose of this study was to analyze the work discipline of the USN Postgraduate Program at Tadulako University. The main theory that became the reference in this study by Soejono (2000: 67), where in this study measuring the work discipline of ASN includes 4 aspects: (1) Timeliness, (2) Using office equipment properly; (3) High responsibility; and (4) Compliance with office rules. The research method uses a qualitative-descriptive approach. The location of this study took place at the Tadulako University Postgraduate Program with 6 (six) informants. Data collection is used by conducting interviews, observation, and documentation. Data analysis techniques are used through: (1) data reduction, (2) data presentation, (3) conclusion. The results showed that the USN discipline of the Tadulako University Postgraduate Program was good enough to be seen from the 4 aspects studied, only two aspects that were classified as optimal, namely: aspects of using office equipment properly and adherence to office rules were optimal. One aspect is quite optimal, namely: high responsibility, and one aspect that is not optimal, namely timeliness.

Abstract

This research was made to answer the research problem that is concerning implementation of policy of curriculum 2013 related with applying of regulation of education and culture minister number 160 year 2014 about 2006 curriculum implementation and curriculum 2013 at SMK Negeri 2 Palu. The method used in this research is. Qualitative with the type of descriptive research and the determination of informants using purposive sampling. Data collection in this study used indepth interview and accompanied secondary data such as research records and documents / archives. The technique of processing and analyzing this research using qualitative data processing and analysis technique which is grouped into 3 process, that is: Data Reduction, Data Presentation, and Drawing Conclusion. The field findings from this research are that the implementation of the 2013 curriculum policy based on the application of permendikbud number 160 of 2014 on the implementation of the 2006 curriculum and the 2013 curriculum in SMK Negeri 2 Palu has been running quite well. It is based on 6 variables, namely: Implementation of Policies, Policy Standards and targets, Resources, Characteristics of Implementing Agents, Attitudes of Trends in Implementers, Inter-Organizational Communication and Implementing Activities.The resources owned by pilotproject schools have only required the endorsement of technology for human resources to add learning facilities. The attitude of the implementor shows a positive attitude so that for the implementation of the task.

Abstract

The theoretical foundation used is Isbandi Rukminto Adi (2018) to see community empowerment by using four indicators namely training, training, planning, and evaluation. This type of research is Qualitative Descriptive which attempts to tell and pour data that is pleasing to the facts, using purposive methods, data gathering and discussion using qualitative analysis to collect data and materials obtained through observation and interviews with the number of 5 (five) informants.Based on the interviews, it was found that the empowerment of the Tolai Timur Village community through Village-Owned Enterprises (BUMDes) had not run optimally. This is related to the stages of planning and planning that run optimally, but planning evaluation and planning runs by maximum community resources to conduct an assessment of the suitability of community empowerment programs through BUMDes involved in planning and improvement with support for improving community welfare in Tolai Timur Village.

Abstract

Flooding is a disaster that every year was happen in Sigi District, based on this research the aim is to: (1) find out the factors the cause of flooding in the Sigi Districts (2) knowing the zoning of danger flooding in the area Sigi District. This research includes field research with a type of qualitative descriptive research, which is used for analysis and describes the distribution of patterns of flood vulnerability levels to then see the level of danger by flooding. The approach used in this research is a complex regional approach. The parameters used are slope, soil type, rainfall, and land use. The population in this research is the entire area of Sigi Districts. Data collection methods used are observation and documentation. Data analysis techniques used are overlay, scoring and layout techniques. Mapping of flood hazard zones in Sigi Districts is divided into four zones, namely; 1) Zone IV is a zone with a very high level of flood hazard category, this zone has an area of 2,4505.62 ha or 4.82%; 2) zone III, namely the zone with flood hazard category has an area of 13,1587.86 ha or 25.91%; 3) zone II, which is in the less dangerous category has an area of 35,0605.76 ha or 69.03%; zone I with the non-hazardous category has an area of 1193.62 ha or 0.24%
