Abstract

Globalisasi ekonomi dan perkembangan urbanisasi merupakan gejafa universal yang tidak dapat dihindari. Untuk mengendalikan megacities perlu diambil Iangkah-tangkah strategis dan demokratis. Berdasarkan pemantauan secara empiris historis tentang perkembangan metropolitan dan globalisasi ekonomi , maka kita diharapkan dapat lebih arif dalam mengambil kebijakan strategis yang berwa wasan jauh kedepan.

Abstract

The  metadicipline  nature  of  planning  often  misleads  students  relating  to what is the focus of this field. Questions arise whether a planner should be focusing  on  physical  aspects  or should  also  dealing  with  wider  concern including social and economic aspe cts. This article explores the meaning of planning,  and  assess  role  of  social  aspect  in  planning  especially  social capital  concept.  It  reveals that  planning  and  social  capital are  reciprocal. Applying  interactive  and  collaborative  planning  approaches  based   on communicative  rationality  increase  social  capital  stock.  Conversely,  social capital  has  also   importan t  roles  in  planning  which  are   supporting   for sustainable  development,  contextualizing  framework,  and  guid ing  the direction of  social change, and bridg ing dialogue among disciplines.Keywords: social capital, planning theory, planning

Abstract

Belok Kiri Langsung (BKL) pada saat lampu lalu lintas menyala merah or Left Turn on Red (LTOR) on any road intersection is now confusing some drivers in this country who do not know or have never known the traffic related regulation. Indonesian Road Traffic and Transportation Law (UU No. 15/1992) with its Goverment Decrees established and issued by the President concerning the Infrastructure and Road Traffic, Peraturan Pe,erintah (PP) No. 43, 1993, article 59 paragraph 3 says that vehicles in any approach which has an LTOR sign displayed may turn left after stopping, providedit is safe to do so. The Indonesian Road Traffic and Transportation Law, UU No. 14/1992 and PP 43/1993 art. 59 p(3) provides the authority for its use. The following problem arises, that the BKI, can not be done safely on any road intersections. Many intersections have geometry deficiencies, such as lack of channelisation, lack of turning lanes, absence of sidewalks and insufficient intersection areas. On the road ontersection within the Area Traffic Control System (ATCS), this problem becomes more difficult since LTOR is not only involves in installing traffic signs, but modification on controler and detector which affect the lanes presence timed calls may required before LTOR is permitted.

Abstract

Water is a resource that plays an important role in supporting the human activities and human. Until now, its function and role for human beings cannot be replaced by other resources. However, the excess of water at the wrong time and place can cause a range of problems for our life and livelihood as well as the decline in the quality of the environment. For years and until recently, floods has not only experienced by developing countries, such as in Indonesia, but also by developed countries. Floods can be caused by many factors, which are grouped into natural and human factors, but this problem is mainly caused by human activities which do not take the carrying capacity of the environment and the variability of climatic condition into consideration. Contribution of each factor to flooding in different areas will be different, one of the important factors related to urban and regional planning is the change in land use. The impact of flooding on the environment, economy, and social are also varied among one region to another. This paper discusses the phenomenon of flooding, causes, impacts, and mitigation with illustration case on flooding in some areas, especially areas of Bandung.Keywords: water resources, disaster, flood areas, land use.

Abstract

Beban lalu lintas di ruas-ruas jalan kawasan pusat kota dan sekitarnya menjadi semakin berat. Kasus kemacetan lalu lintas cenderung meningkat, dan tentunya hal ini merugikan masyarakat pemakai jalan. Namun hal ini kerap tidak disadari sebagai bagian yang ditimbulkan oleh pihak pemilik bangunan baru yang didirikan di kawasan pada lalu lintas.Pertanyaan yang muncul, antara lain, adalah "berapa besar kerugian yang ditanggung masyarakat yang terjebak dalam kemacetan iaiu lintas sebagai akibat pendirian bangunan baru di kawasan padat lalu lintas"?

Abstract

This article presents one step of chain in formulation of Index of Public Service conducted by the city's government. The Index is used to compare the local government performance in delivering public service of their community. It consist of quantitative indicators which can show the public service given by local government. This article focuses on effort to obtain the weight of each indicator conducted by experts who are assumed they have the authority on urban service. Method of Analytical Hierarchy Process is applied to structure the expert's judgment and then the result is further processed by the Expert Choice software.

Abstract

This paper is the result of a research focuses on the elderly living in Jinhua Street in the city of Guangzhou, China. These elderly people are retirees who are women over 55 and men over 60 year of age. The paper will respond to some of the varied needs of the elderly. It is mainly concerned with the housing and services for the elder in the neighborhoods. China has the largest elderly population in the world which account for more than one—fifth of the total world elderly population. The growth speed of China’s elderly population is the fastest in the world. It took over 100 years for the western developed countries to increase its elderly population from 5% to 7%. In Japan, this process took 50 years. However, it took only about 1O years in China. The aging neighborhoods can also be found in other large cities of China, such as Beijing, Shanghai and Wuhan. This paper, therefore will be a valuable information for the renewal of the old neighborhoods and the development of new ones in china.

Abstract

Air merupakan elemen dasar bersifat multi-guna yang sangat dibutuhkan oleh manusia untuk melakukan kegiatan sehari-hari, seperti mandi, memasak dan lainnya. Berdasarkan data Badan Pusat Statistik (2007), masih terdapat 21,1% dari rakyat Indonesia yang masih mengalami masalah kekurangan air bersih. Salah satu wilayah yang mengalami permasalahan cukup pelik adalah Wilayah Pesisir Muara Angke. Analisis pada studi ini terbagi menjadi 2 bagian, yaitu bagian pertama dengan metode Analytical Network Process (ANP) untuk memperoleh urutan prioritas faktor yang mempengaruhi penyediaan sistem air bersih berkelanjutan dan bagian kedua dengan mengadopsi teknik skalogram untuk memperoleh urutan prioritas alternatif sistem air bersih berkelanjutan yang dapat diterapkan di Muara Angke. Berdasarkan hasil analisis, kriteria lingkungan merupakan kriteria yang paling mempengaruhi penyediaan sistem air bersih di wilayah pesisir dan kriteria sosial dianggap paling tidak mempengaruhi. Sedangkan, sub-kriteria yang paling berpengaruh dalam penyediaan sistem air bersih di wilayah pesisir adalah sub-kriteria partisipasi masyarakat. Jenis alternatif sistem penyediaan air bersih yang paling mungkin diterapkan di wilayah pesisir adalah sistem penampungan air hujan (PAH) yang diusahakan oleh masyarakat secara individu dan berkelompok.Kata kunci: sistem penyediaan air minum berkelanjutan, kriteria, wilayah pesisir Water is a basic element of a multi-purpose nature that is needed by humans to perform their daily activities, such as bathing, cooking and others. Based on Central Bureau of Statistics (2007), there are still 21.1% of the people of Indonesia who are still experiencing water shortage problems. One area that has quite a complicated problem is Angke Coastal Estuary. The analysis in this study is divided into two parts, the first part of the method of Analytical Network Process (ANP) to obtain the priority order of the factors that affect the provision of sustainable water systems and the second by adopting techniques to obtain the order of priority skalogram alternative water supply systems that can be sustained applied in Muara Angke. Based on the analysis, the environmental criteria are criteria that most affect the provision of clean water systems in coastal areas and social criteria are not considered to be most affected. Meanwhile, sub-criteria of the most influential in the provision of clean water systems in the coastal region is sub-criteria for public participation. Types of alternative water supply systems are most applicable in coastal areas is a system of rainwater (PAH) are cultivated by individual communities and groups.Keywords: sustainable drinking water supply systems, criteria, coastal areas

Abstract

The area of Tamansari has a spesific historical background where the original function was for recreation and botanical garden. The growing number of population and its strategic location has changed the function of Tarnansari as high-density residential area, with a density of 535 persons/hectare (2000 figure). In relation with transportation problem is northern part of Bandung which is shown by traffic congestion in Siliwangi and Wastukencana roads, the government has designed a strategic development of fly-over which will pass the Tamansari area as an effort to solve the problem. This strategy is a good momentum for residential area redevelopment through redevelopment of Tamansari area
