Abstract

The study is an application of  Data Envelopment Analysis (DEA) method as an approach to assess technological changes and efficiency changes of regional and city industrial manufacture production. The CCR model, BCC model and efficiency scale index will be discussed to measure these changes.

Abstract

Abstract. Central to managing urban growth in the new millennium is understanding the role and nature of the resilience shown by residents and communities in growing towns and cities, and especially in what can be termed the informal city. Urban resilience is defined as the ability of cities to manage and adapt to change, and includes robustness, mitigation and adjustment at all levels. On the other hand, the informal city is about spaces, places and communities where residents adapt to the circumstances at hand using locally based rules, processes and governance. These actions are generally ‘outside’ the structures and processes that guide order and control in the formally planned city. Using the kampung locality of Tamansari in Bandung, Indonesia, as a case study, an analysis of housing resilience and understanding of the local dynamics of housing adaptation in Tamansari was undertaken by assessing four elements, namely, the collective resilience at the Tamansari level, vertical and horizontal housing adaptations, and changes to functionality and space in alleyways and public areas. Five key findings are identified: (i) there is commonality in what residents are seeking, namely, additional living space, modified access ways, privacy, and access to light and air circulation, (ii) a variety of construction methods and materials are utilized, (iii) the process of transformation is ‘step by step’ and incremental, (iii) notions of physical private/public boundaries are fluid, reflecting their flexibility and ability to be locally negotiated and contested, and (v) housing and wider circulation and activity spaces are defined by their multi-functionality. In this setting, legitimization of the informal city by the State is critical as informal settlements play an important role for residents to express and develop their skills of resiliency which may not be acceptable and or tolerated in other parts of the city.Keywords. housing, informal city, resilience.Abstrak. Hal utama dalam pengelolaan pertumbuhan perkotaan di milenium baru ini adalah memahami peran dan ketahanan yang ditunjukkan oleh penduduk dan komunitas di kota-kota, dan terutama pada kota yang dapat disebut sebagai kota informal. Ketahanan perkotaan didefinisikan sebagai kemampuan kota untuk mengelola dan menyesuaikan diri terhadap perubahan, yang mencakup ketahanan, mitigasi dan penyesuaian di semua tingkat. Di sisi lain, kota informal adalah tentang ruang, tempat dan komunitas tempat penduduk beradaptasi pada keadaan yang ada dengan menggunakan peraturan, proses, dan tata kelola setempat. Tindakan ini pada umumnya terjadi di luar struktur dan proses yang memandu keteraturan dan pengendalian di kota yang direncanakan secara formal. Dengan menggunakan kampung Tamansari di Bandung, Indonesia, sebagai studi kasus, analisis ketahanan perumahan dan pemahaman dinamika adaptasi perumahan di Tamansari dilakukan dengan menilai empat elemen, yaitu ketahanan kolektif di tingkat Tamansari, adaptasi perumahan vertikal dan horisontal, serta perubahan fungsi dan ruang di lorong-lorong dan tempat umum. Lima temuan utama telah diidentifikasi: (i) ada kesamaan dalam apa yang dicari penduduk, yaitu ruang hidup tambahan, perubahan jalan akses, privasi, dan akses terhadap sirkulasi cahaya dan udara, (ii) menggunakan berbagai metode dan bahan konstruksi, (iii) proses transformasi terjadi secara bertahap, sedikit demi sedikit, (iii) pengertian batas fisik pribadi/publik tidak pasti, mencerminkan fleksibilitas dan kemampuan mereka untuk dinegosiasikan dan diperebutkan secara lokal, serta (v) perumahan dan sirkulasi serta ruang aktivitas yang lebih luas yang didefinisikan oleh multifungsinya. Pada keadaan ini, legitimasi kota informal oleh negara sangat penting karena permukiman informal memainkan peran penting bagi warga untuk mengekspresikan dan mengembangkan keterampilan mereka mengenai ketahanan yang mungkin tidak dapat diterima dan atau ditolerir di bagian kota yang lain.Kata kunci. Abstract

Sebagai bagian dari sebuah komunitas yang berbagi ruang yang sama dengan beragam kepentingan, anak-anak dan suara mereka patut diperhitungkan dalam komunitas tersebut. Dunia mereka berbeda dengan dunia orang dewasa, sehingga pandangan mereka tidak boleh diabaikan. Studi ini difokuskan pada kehidupan anak-anak di sekitar Gunung Merapi dengan meneliti hal-hal yang membuat mereka bahagia atau tidak bahagia untuk tinggal di desa mereka. Studi ini bertujuan untuk mengidentifikasi factor-faktor yang mempengaruhi perasaan mereka terhadap hidup mereka untuk mengungkapkan potensi dan permasalahan yang ada di desa mereka. Pengumpulan data melibatkan 94 (sembilan puluh empat) anak kelas 5 dan 6 SD di 3 (tiga) desa terdekat dengan wilayah Gunung Merapi. Perasaan anak-anak diungkapkan melalui gambar dan wawancara. Disimpulkan bahwa sebagian besar perasaan anak-anak tentang kehidupan mereka berkaitan dengan keberadaan gunung berapi. Selain keberadaan gunung berapi, faktor-faktor lain yang mengancam adalah serangan hewan dan kerusakan lingkungan karena aktivitas penambangan pasir yang tak terkendali.Kata kunci: anak-anak, Gunung Merapi, perasaan, kehidupan As part of a community who live in the same shared space with various interests, children and their voices need to be taken into account in the community. Their worlds are different from that of adults, thus their views should not be overlooked. This study focuses on the life of children near Merapi volcano, one of the most active volcanoes in Indonesia, by exploring on what makes them feel happy and unhappy about living in their village. It aims to identify the factors affecting their feeling towards their lives in order to reveal current potentials and problems of the villages around Merapi from childrens points of view. The data collection involved 94 children from 5th and 6th grades elementary school of three upper-most villages in Merapi volcano area of Yogyakarta Province, Indonesia. Children’s feelings were expressed through drawings and followed up by interviews. It was found that many of the children’s feelings about their lives were related to the existence of the volcano, both in positive and negative ways. Besides the existence of the volcano, other factors were also found threatening according to children, such as the animal attacks and environmental degradation due to uncontrolled sand mining activities.Keywords: children, Merapi volcano, feeling, life

Abstract

The purpose of this study is to formulate strategies and to develop appropriate scenario for the management of an industrial area towards Eco Industrial Park. Analytical Hierarchy Process (AHP) is used as the analytical method. Industrial actors in an industrial area can jointly improve environmental, economic, and social performance, through the minimization of environmental impact and also has the ability to make products with competitive advantage in the market, based on the results of gap analysis between existing conditions and the ideal concept and Eco Industrial Park benchmarking. The analysis and interviews with several experts showed that, in the industrial estate management of the Eco Industrial Park, the most important objective that needs be achieved is environmental and ecological sustainability.

Abstract

Leisure, recreation and tourism have been part of urban and metropolitan life. Citizen of metropolitan with various lifestyles need some spaces, along with supporting facilities for leisure and recreation which are shared with tourists and other visitors. Planning for providing spaces and supporting facilities for leisure, recreation and tourism is surely an integral part of urban planning. This article explains the urban dimension of leisure, recreation and tourism. Those three terms are defined from various perspectives. Analysis on why people moving or going to urban areas and their implication on leisure, recreation and tourism activities are elaborated. Indonesian illustration on those terms in the context of urban planning are discussed. Finally a discussion on spatial and planning implication of leisure, recreation and tourism are given.Keywords: leisure, recreation, tourism, spatial planning

Abstract

Secara normatif, pembangunan pemmahan biasa diartikan sebagai pembangunan rumah dalam jumlah besar, pada suatu lokasi dan pada kurun waktu tertentu yang terbatas.Jumlah besar dan waktu terbatas memberikan indikasi “persoalan perumahan" yang mendesak, seperti sangat kurangnya persediaan rumah (housing stock), atau sangat rendahnya mutu perumahan serta lingkungannya di suatu kawasan tertentu. Sedangkan faktor lokasi, terutama hanya dikaitkan dengan ketersediaan lahan saja. Singkatnya, pembangunan perumahan dilakukan untuk menjawab kebutuhan rumah atau rumah layak dalam jumlah besar, tanpa dibebani oleh misi lain, termasuk masalah lokasi.Namun pada masa-masa terakhir, jarang sekali kasus pembangunan perumahan dilihat berdiri sendiri, umumnya dikaitkan dengan masalah lain, atau bahkan digunakan untuk memecahkan masalah lain, atau bahkan juga diberi beban ekstra dengan menanggung misi lain.Program transmigrasi atau pembangunan kota satelit, adalah contoh-contoh yang aktual untuk hal tersebut.

Abstract

Land (and property) development should be viewed not only as physical development, or as a matter of supply-demand of property development, or it is an event-sequence of management process. It should be viewed as complexity of the events and agency involves in the process and diversity of form within in a given institutional setting. This study focus on the nature and the consequences of transaction costs economic for the land development process performance. The incident of transaction cost (approximately toward 20%) should be regarded as an indicator that there could be externalities consequences – but according to the field interview in the case of land and property development in the City of Bandung, there had been no respond of that matter. The developers viewed that they tend to refused their responsibility and leave it to the government (or the public) to solve the problem. Some developer had a good initiative by joining together with the local community to cope with the problem.Keywords: land and property development, management process, institutions, transaction costs, developer, externalities, government, public
