Abstract

 Perencana tidak hanya dihadapkan pada tantangan bagaimana merencanakan teknis penyelesaian permasalahan perkotaan secara tepat. Perencana juga dituntut untuk mampu menggerakkan seluruh elemen kota untuk mendukung keberhasilan implementasi rencana yang disusun. Hal ini tidak mudah karena keputusan perencanaan dan implementasinya bersinggungan dengan etika dan pilihan kepentingan yang tidak terpisahkan dari proses politik. Sebagai bentuk perwujudan demokrasi dan desentralisasi untuk kesejahteraan masyarakat, masyarakat dapat memilih kepala daerahnya secara langsung sesuai dengan aspirasinya. Implikasinya, tantangan yang dihadapi perencana dalam menerapkan perencanaan yang ideal akan semakin kompleks. Untuk mendukung keberhasilan pembangunan perkotaan, konsep trust dan leadership perlu dikembangkan dalam praktek perencanaan kota. Tujuan dari penulisan makalah ini adalah untuk mengkaji pentingnya penerapan konsep trust dan leadership dalam praktik perencanaan kota. Metodologi yang digunakan dalam penulisan makalah ini adalah metode desk study terkait dengan planning theory and ethics, urban politics, desentralisasi, perencanaan kota, perencanaan partisipatif, dan pembangunan. Disimpulkan bahwa trust dan leadership penting untuk dipahami dan dimiliki oleh perencana kota dalam mewujudkan keberhasilan pembangunan perkotaan.Kata kunci: Desentralisasi; Etika, Kepentingan; Trust; Leadership Planners are not only faced with the challenge of how to plan the solutions for urban problem accurately, but are also expected to move the entire urban element to support the success of the implementation of the plan. This is not easy since planning decision and its implementation touch the ethics and choice of interests that are inseparable from political process. As the manifestation of democracy and decentralization for community welfare, people can directly select their own leader. As a consequence, challenges faced by planners in implementing ideal concept of planning get more complex. To support the success of urban development, the concept of trust and leadership should be developed in urban planning practice. The objective of this paper is to assess the importance of the application of trust and leadership concept in urban planning practice. The methodology used in this article is desk study method related to planning theory and ethics, urban politics, decentralization, urban planning, participative planning and development. It is concluded that trust and leadership are imperative to be possessed and understood by urban planners for the success of urban development.Keywords: Decentralization, ethics, Interest, Trust; Leadership

Abstract

Millenium Development Goals (MDGs) Indonesia menetapkan "Penanggulangan Kemiskinan dan Kelaparan" sebagai target pencapaian yang pertama. Kendala utama adalah kurangnya kemampuan untuk keluar dari garis kemiskinan karena biasanya kelembagaan masyarakat di lingkungan tersebut kurang memberi akses bagi penyertaan sosial, pemberdayaan, maupun keamanan. Penelitian ini bertujuan, pertama untuk mencari Konsep Model Pemberdayaan Masyarakat Permukiman Kumuh Sebagai Upaya Pengentasan Kemiskinan Perkotaan Yang Berkelanjutan (PMPKB) dan kedua, untuk menerapkan konsep Model PMPKB. Metode yang digunakan adalah Participatory Action Research (PAR) yang menempatkan peneliti dan yang diteliti dalam satu kerangka proses. Model PMPKB diterapkan di 5 kelurahan di kota Surakarta. Hasil di kelurahan Joyosuran menunjukkan bahwa Model PMPKB yang dimulai dari pemetaan masalah partisipatif sampai dengan rencana tindak komunitas serta diakhiri dengan pengintegrasian dengan rolling plan perencanaan pada tingkat kota, bisa menjadi instrumen untuk mengakomodasi aspirasi masyarakat melalui perencanaan dari bawah (bottom-up planning) yang bisa menjamin dan memastikan terintegrasinya proses bottom-up planning pada level kelurahan (sub kota) di dalam dokumen perencanan pada level kotaKata Kunci: Perencanaan Partisipatif; Kelurahan; Kemiskinan; Pemukiman Kumuh; Perkotaan; Model ; Pemberdayaan Masyarakat The Indonesia's Millenium Development Goals (MDGs) has designated "the Eradication of Poverty and Hunger" as the first target of achievement. The main obstacle is the lack of capability to escape from the poverty line because community institutions in the neighborhood do not sufficiently provide access for social inclusion, empowerment, and security. This research aims at, first, finding the Model of Slums Settlement Community Empowerment Concept as an effort for Sustainable Urban Poverty Alleviation (PMPKB), and second, implementing the PMPKB concept model. The method used in this research is Participatory Action Research (PAR) where the researchers and the object of research are put in one process framework. This model was implemented in 5 districts in Surakarta municipality. The implementation of the model at Joyosuran district shows that the PMPKB model which begins with the mapping of participative problems until community action plan and ends with the integration with the rolling plan at the municipality level, can become an instrument to accommodate community aspiration through bottom-up planning that can guarantee and ensure the integration of bottom-up planning at the district level in the planning document at the city level.Keywords: Participative planning, District, Poverty, Slums Settlement, Urban, Model, Community Empowerment

Abstract

Pemerintah Daerah Kota Bandung mengeluarkan kebijakan untuk mengembangkan sistem angkutan umum massal yaitu Trans Metro Bandung (TMB) yang akan beroperasi dengan trayek Cibiru-Cibeureum melewati Jalan Soekarno Hatta dalam rangka mengurangi kemacetan di ruas jalan tersebut. TMB nantinya akan dioperasikan oleh suatu badan konsorsium dari pengusaha-pengusaha angkutan umum di Kota Bandung namun tetap milik pemerintah daerah, sehingga keuntungan maupun kerugian yang dialami oleh konsorsium tersebut akan ditanggung oleh pemerintah daerah. Penelitian ini bertujuan untuk mengetahui besar dan struktur tarif buslane sesuai dengan biaya operasional kendaraan buslane, karakteristik pergerakan serta kemampuan membayar masyarakat di area sekitar jalur buslane Cibiru "“ Cibeureum yang melewati Jalan Soekarno-Hatta.. Studi ini mempertimbangkan penentuan besar dan struktur tarif dengan melihat pola pergerakan masyarakat,kemampuan membayar masyarakat (ATP), serta kelayakan penerapan tarif berdasarkan net present value (NPV) agar tarif yang dihasilkan menguntungkan penyedia jasa tapi juga mendekati (terjangkau) ATP masyarakat.Kata kunci: penentuan tarif, biaya operasional kendaraan (BOK), net present value (NPV), pola pergerakan, dan kemampuan membayar masyarakat (ATP) Local Government of City of Bandung issued a policy to develop a mass transit system called Trans Metro Bandung (TMB) which will operate the route Cibiru-Cibeureum through Jalan Soekarno-Hatta in order to reduce traffic jams on the roads. TMB will be operated by a consortium of agencies from the public transport entrepreneurs in Bandung but still owned by local governments, so the profits or losses suffered by the consortium will be borne by local governments. This study aims to determine the rate and structure of buslane tariff accordance with the buslane vehicle operating costs, the characteristics of movement and ability to pay people in the area around the track buslane Cibiru - Cibeureum through Soekarno-Hatta Road. Abstract

Pergerakan orang atau barang lazim digambarkan dengan matriks asal-tujuan (MAT).Lokasi asal dan tujuan pergerakan adalah lokasi berbasis zona yang dikenal dengan istilah Traffic Analysis Zone (TAZ). Untuk menghasilkan data MAT yang baik, TAZ yang optimal mutlak diperlukan. Untuk itu, penelitian ini bertujuan untuk menyusun TAZ yang optimal dengan metoda aggregasi unit kelurahan dengan mempertimbangkan aspek homogenitas a-spatial dan spatial telah diusulkan dan dibahas dalam tugas akhir ini untuk wilayah studi Kota Bandung. Kerangka homogenitas a-spatial kawasan yang disusun dalam studi ini membagi unit kelurahan Kota Bandung kedalam empat cluster. Masing-masing cluster diasumsikan sudah memiliki tingkat homogenitas yang tinggi dalam satu cluster dan memiliki tingkat heterogenitas yang tinggi antar cluster. Hal ini telah dibuktikan dengan nilai varian dalam cluster yang rendah dan varian intercluster yang tinggi. Dengan metoda aggregasi spatial dari 139 zona awal diperoleh 40 zona berdasarkan kerangka homogenitas a-spatial yang sudah disusun sebelumya. TAZ yang mencirikan homogenitas di dalamnya (optimal) sudah dihasilkan , sehingga antara satu zona cukup berbeda dengan zona lain di sekitarnya. Ini dibuktikan dengan Moran's I yang menunjukkan zona yang terbentuk semakin berbeda dengan zona di sekelilingnya (random).Kata kunci: Traffic Analysis Zone (TAZ), Cluster, Agregasi Movements of people or goods are commonly described by origin-destination matrix (MAT). Location of origin and destination is the location-based movement of the zone known as Traffic Analysis Zone (TAZ). To produce good MAT data, optimal TAZ is absolutely necessary. Therefore, this study aims to develop an optimal TAZ with administrative unit aggregation method by considering aspects of homogeneity of a-spatial and spatial that has been proposed and discussed in this study for study region of city of Bandung. Homogeneity of a-spatial framework area compiled in this study divides the city of Bandung administrative unit into four clusters. Each cluster is assumed to already have a high degree of homogeneity within a cluster and have a high level inter-cluster heterogeneity. It has been proved by the low variance in the cluster and high intercluster variance. With the spatial aggregation method of the 139 starting zone obtained 40 zones based on the homogeneity of a-spatial framework that has been prepared previously. TAZ that characterize the homogeneity in (optimal) is produced, thus quite different from one zone to another zone in the vicinity. Abstract

Kota Bandung sebagai salah satu kota besar di Indonesia memiliki berbagai permasalahan transportasi yang begitu kompleks. Salah satu permasalahan yang sampai saat ini kurang mendapatkan tanggapan adalah permasalahan "killing time" angkutan kota. Akibat dari permasalahan "killing time" angkutan kota adalah penurunan tingkat pelayanan jalan sehingga dapat menimbulkan kemacetan. Teridentifikasinya "killing time" angkutan kota terjadi pada waktu jam-jam tidak sibuk, yaitu pada waktu off peak hour. Studi ini bertujuan mengidentifikasikan dampak yang dihasilkan oleh "killing time" angkutan kota terhadap pengguna jalan. Hasil analisa menyatakan bahwa adanya penurunan kapasitas jalan, kecepatan perjalanan kendaraan dan tingkat pelayanan jalan. Studi ini juga menganalisa pola operator angkutan kota (supir angkot) dalam melakukan "killing time". Hasil analisa pola tersebut adalah rata-rata supir angkutan kota melakukan "killing time" dalam jangka waktu yang cukup lama, sekitar lebih dari 60 menit/kendaraan. Dampak dari penurunan tingkat pelayanan jalan yang dapat menyebabkan kemacetan adalah menimbulkan kerugian yang cukup besar bagi pengguna jalan. Kerugian ini didapat dengan menganalisa dari pendekatan konsumsi bahan bakar.Kata kunci: killing time, angkutan kota, tingkat pelayanan jalan City of Bandung as one of the major cities in Indonesia has a variety of complex transportation problems. One of the problems which until now have not received a response is the problem of public transportation "killing time". The result of "killing time" problem is the reduction of public transportation services that can lead to traffic jam. Identification of "killing time" public transport occurs in the hours when not busy, ie at off peak hours. This study aims to identify the impact produced by the "killing time" public transportation to road users. The results of the analysis states that theres decreases in road capacity, travel speed of vehicles and road service levels. The study also analyzed the pattern of public transport operators (public transportation drivers) in doing the "killing time". Results of pattern analysis is average of public transport drivers to "killing time" in a long enough period of time, approximately more than 60 minutes / vehicle. The impacts of the decline in the level of service road that can lead to traffic jams are causing significant losses for road users. Loss is obtained by analyzing of the fuel consumption approach.Keywords: killing time, public transportation, road service levels

Abstract

Posisi Propinsi DKI Jakarta sebagai pusat dalam metropolitan Jabodetabek menyebabkan terjadinya pergerakan penduduk perhari yang sangat besar dari wilayah sekitar Jakarta ke pusat kota Jakarta. Penyebab utama kemacetan adalah dominasi moda angkutan pribadi pada jaringan jalan tersebut. Adapun alternatif cara mengurangi volume kendaraan yang besar dan menampung jumlah pergerakan yang tinggi tersebut adalah dengan pengoptimalan penggunaan angkutan umum (public transport). Oleh karena itu, studi ini bertujuan untuk menjajaki terjadinya peralihan penggunaan moda dari angkutan pribadi ke moda angkutan umum (bus dan KRL) untuk perjalanan Depok – Jakarta. Dari hasil analisis diketahui bahwa pelaku perjalanan yang menggunakan angkutan pribadi baik mobil pribadi maupun sepeda motor pada umumnya mempunyai minat yang besar untuk beralih menggunakan angkutan umum. Untuk mendukung peningkatan kualitas pelayanan angkutan umum yang bisa dilakukan adalah penetapan standar pelayanan minimal (SPM), keandalan pelayanan, dan penguatan sistem integrasi jaringan antar moda angkutan (feeder and transfer) perjalanan Depok – Jakarta. Serta, diperlukan adanya hubungan antara pemerintah kota Depok dengan propinsi DKI Jakarta dalam merumuskan kebijakan untuk menyelesaikan masalah transportasi Depok – Jakarta. Kata kunci: moda transportasi, angkutan umum, angkutan pribadi Position of DKI Jakarta Province as the center of Jabodetabek metropolitan resulted a very large population movements per day from area around Jakarta to downtown Jakarta. The main cause of traffic jams is the dominance of private transport modes on the road network. There are alternative ways of reducing the volume of vehicles and accommodate a high amount of movement is by optimizing the use of public transport (public transport). Therefore, this study aims to explore the use of the transition mode of personal transportation to the public transport modes (buses and electric trains) to travel Depok - Jakarta. From the analysis note that travelers who use private transport both private cars and motorcycles in general have a great interest to switch to using public transport. To support improvment the quality of public transport services, things that can be done is by the establishment of minimum service standards (SPM), reliability of service, systems integration and strengthening of inter-modal transport network (feeder and transfer) trip Depok - Jakarta. Abstract

Jalan Prof. Dr. Satrio merupakan jalan perkotaan di DKI Jakarta yang saat ini memiliki aktivitas guna lahan samping jalan yang beragam serta tingkat kesibukan yang tinggi. Aktivitas guna lahan yang beragam tentunya menarik pergerakan melintasi Jalan Prof. Dr. Satrio yang secara langsung mempengaruhi kondisi arus lalu lintas pada ruas jalan dan berpotensi menimbulkan titik konflik yang menghambat arus pergerakan lalu lintas. Studi ini bertujuan untuk mengetahui bagaimana kinerja ruas Jalan Prof. Dr. Satrio saat ini, diukur berdasarkan derajat kejenuhan, kecepatan tempuh, waktu tempuh dan tingkat pelayanan (Level of Services). Kemudian setelah mengetahui kinerja ruas jalan maka diberikan alternatif penanganan untuk dapat meningkatkan kinerja ruas Jalan Prof. Dr. Satrio. Pada studi ini disimpulkan bahwa kinerja ruas Jalan Prof. Dr. Satrio, pada jam puncak hari kerja terutama, berada pada kondisi yang kurang baik. Untuk memperbaiki hal ini, serta menghindari bertambah buruknya kinerja ruas jalan tahun 2014, maka diperlukan penanganan berupa pengelolaan lalu lintas, regulasi pemberhentian angkutan umum, pembuatan jembatan penyeberangan, pemasangan road furniture untuk meningkatkan tingkat disiplin pengguna kendaraan serta peningkatan kapasitas jalan.Kata kunci: Kinerja Ruas Jalan, Derajat Kejenuhan, Tingkat Pelayanan, Kecepatan Tempuh, Waktu Tempuh Jalan Prof. Dr. Satrio is an urban street in Jakarta, which currently has a variety of function land beside the road activities with a high level of activity. Variety of function land activities would attract movements across Jalan Prof. Dr. Satrio that directly affects traffic flow condition on the roads and potential conflict points that impede the movement of traffic. This study aims to determine how the current performance of Jalan Prof Dr Satrio, measured by the degree of saturation, the travel speed, travel time and Level of Services. Then, after knowing the road segment performance, alternative treatments are given to improve the performance segment of Jalan Prof. Dr. Satrio. In this study concluded that the performance segment of Jalan Prof. Dr. Satrio, especially weekdays at peak hours, is in poor condition. To fix this, and to avoid the aggravation of the road performance in 2014, it would require the handling of traffic management, regulation of public transportation stops, the making of pedestrian bridge, installation of road furniture to increase the level of discipline motorists and road capacity.Keywords: Toll Road Performance, Degree of Saturation, Levels of Service, Actual Speed, Travel Time

Abstract

The purpose of this study is to formulate strategies and to develop appropriate scenario for the management of an industrial area towards Eco Industrial Park. Analytical Hierarchy Process (AHP) is used as the analytical method. Industrial actors in an industrial area can jointly improve environmental, economic, and social performance, through the minimization of environmental impact and also has the ability to make products with competitive advantage in the market, based on the results of gap analysis between existing conditions and the ideal concept and Eco Industrial Park benchmarking. The analysis and interviews with several experts showed that, in the industrial estate management of the Eco Industrial Park, the most important objective that needs be achieved is environmental and ecological sustainability.

Abstract

As one of the most influential philosophers of the 19"²th century, Henri Lebfebre shows his significant contribution to the recent thinking of urban space. His thinking was built on the basis of his critiques to the development of urban space which according to his view was dominated by he called as "single force", "single center", "monocentric strategy", alias "world market strategy". Under such mainstream of urban force, the urban spaces then have been produced as "space of consumption" which further leads to the "consumption of space". This phenomenon was viewd by him as dangerous situation where the city will destroy itself in the future. This paper aims to discuss his main ideas and thinking in terms of (i) spatial justice and the right to the city, (ii) multi dimensional of urbanism, (iii) urban everyday life and space demand, (iv) dialectic of abstract and concrete spaces, (v) metropolization, (vi) space and centrality, (vii) space and global capital, (viii) space of flow, (ix) right to difference of space, and (x) politics and space. Lefebre ends up his critiques with three main proposals: (i) mobilization of difference in a single movement, (ii) bringing-together of dissociated elements, and (iii) unifications of disparate tendencies. The thinking of Lefebvre contributes much to the development of recent concept of urban space. It teaches us that the core problem of urban spaces is laid on its own contradictory space; without knowing this core problem any problem, any solutions to the urban spatial problems will remain in big questions. Lefebvre believes that urban planning is still relevant to be taken as a way of solution to the contradictory spaces. Urban planning should develop a new method of work. it should work on the basis of empirical problems by knowing contradictory situations of urban space, and not to start with normative and theoretical propositions. Urban planning should bring a city to a situaton what he called as "appropriation" and not "domination"

Abstract

Historical buildings in the City of Bandung are facing several problems in their functionality changes, physical and the architecture/design changes, neglect, absence of local regulations on historic building conservation and lack of spatial information systems of assets. The city has tried to control through licensing, control over city planning, and assistance. However, the fact that problems still occur in the field showed the government's efforts  are not yet effective. This paper aims to propose the use of management assets as a tool to conserve the historical building in Bandung. Employing the approach in assest management, all historical buildings in Braga area in City of Bandung are assessed and categorized. Using the five stages of asset management the result shows that managing and conserving historical building will be much more systematically easier. It is recommended that asset management as an approach need to be employed in the effort to preserve historical buildings.
