Journal of Regional and City Planning or JRCP is an open access journal mainly focusing on urban and regional studies and planning in transitional, developing and emerging economies. JRCP covers topics related to the analysis, sciences, development, intervention, and design of communities, cities, and regions including their physical, spatial, technological, economic, social and political environments. The journal is committed to create a multidisciplinary forum in the field by seeking original paper submissions from planners, architects, geographers, economists, sociologists, humanists, political scientists, environmentalists, engineers and other who are interested in the history, transformation and future of cities and regions in transitional, developing and emerging economies.

The economic development relying on cities tends to attract peoplefrom rural area to migrate to big cities. This urbanization whichhappened rapidly in urban fringe area, especially get realised bythe new housing development. Eventhough people lived becamemore far from the urban centre, urban service is still concentratedin old urban part. This paper presents the research 's resultsconcerning daily people travel related with their main activity. Themethod is primary survey, using questionnaires which weredistributed to households who live in the fringe area. They wereasked about their routinity, which was related with working,studying, and shopping. Case study was chosen for urban fringe incities of Bandung and Semarang. The ï¬ndings show that Bandungand it 's urban fringe area were dense and compact related to thefacilities distribution, whereas Semarang was less compact and lessdense. The ï¬ndings also show that people who lives in compactfringe area were travelling shorter than people who lived in lesscompact fringe area. Related with public transport, level of serviceinfluences people to change the transport mode, and it was notcaused by the length of trip.

Water Demand Management is an effort emphasizing the use of watersupply instead of developing a new supply. This effort is one solution toovercome water supply problems, such as limitation of water resourceand ï¬nancial. Instrument of water demand management applied inIndonesia in general is progressive tariff policy in several PDAM(Public Water Supply Company), nevertheless not all of communitybecome customers of PDAM. How application of water demandmanagement on customer and non customers of PDAM are thequestions explored in this study. The objective of this study isapplication of water demand management by customer and non-customer of PDAM. The study using 114 household consist ofcustomer and non-customer PDAM in Kelurahan Setiamanah, Cimahi.The respondents are, asked about water consumption, willingness toapplying water management instrument, and form of watermanagement instrument already applied. The results of analysis showthat 1) there is no diï¬erence between cunsomer and non cunsomer ofPDAM in water consumption, 2) most of respondents willing to applywater demand management, 3 )respondents who already applied waterdemand management instrument is very limited It can be concludedthat the tarif system in PDAM Kabupaten Bandung have not becomean effective instrument for water demand management. Mostrespondents are generally willing to take steps to conserve water, ifaccess to water resources is very limited.

The City of Sawahlunto was previously recognized by its coal mining activities. Since the decline of mining production in Sawahlunto, the city became a new administrative area which is divided into old and new town areas. This paper discusses the changing identity of Sawahlunto. Urban involution characterizes the town condition; the population number increases but without the expansion of urban character. Some parts of the town are small settlements with strong local identity. Thus, this condition affects "the breakdown" or "the duality" of Sawahlunto identity represented by old town and Talawi city.

A piece of land located strategically in the downtown of Bulukumba City covering 11.440 sq meters, owned by Bulukumba Regency, has been left unoccupied for more than 8 years. The land is formerly occupied by Bulukumba central market which was relocated 8 years ago. Since then the land was remain unmanaged and no effort has never been made to develop it for instance by permitting generating income activities or even social activities to exploit the land. The paper aims to determine the best use of that piece of land. The best land use is obtained by employing Highest and Best Use Method. This kind of method needs land market value as indicator assuming that the highest value reflects the best use of land. The highest land value for specific kind of land use is obtained by involving land residual technique and cash flow method. The result will then be compared by the land value for the same land in vacant condition by using direct market comparison method. The research concludes that the highest and best use of the land, which formerly used for central market in Bulukumba city, is shopping centre. This kind of land use may create market land value as high as Rap. 2.000.000,-/m².

It seems that Export Base Theory particularly in the natural resource export base case is considered as an obsolete theory and barely discussed again in planning journals. This paper tries to revisit the application of economic base concept for Arab Saudi case. Data, references and observation of Saudi Arabia case, strongly proof that Saudi Arabia has developed successfully implementing development concept that heavily rely on this theory. The five year development plans of Saudi Arabia shows a very strong influence of the theory. Many regions in Indonesia show similarity to Arab Saudi in which has prosperous natural resources. They can take lessons to imitate the succes of Arab Saudi.

The trend of tourist activities has changed in the last ten years, particularly on the awareness about environmental quality, education and involvement of local community. This paper discusses the ecotourism area that has become a tourist attraction as well as environment conservation. Part of ecotourism concept has been applied in the development of Capollaga except for the rest of the areas. Local community has not been intensively involved and has not obtained the optimum benefits from ecotourism in the area. Ecotourism has not contributed much in stimulating the economy of local community as well as of local income. In order to meet the criteria of ecotourism concept, efforts particularly involvement of local community is needed.

One of the progresses that influence the development of planning theory is caltural dynamic. Planning cannot be separated from cultural dynamic since planning has systemic dimension towards uture view. This paper, therefore, is aimed to discuss cultural dimension as a capital that cannot be separated from planning theory whose interactions with economical functions are needed to achieving equilibrium between market rationality and social rationality. By elaborating the role of culture as a capital in planning tradition, it can be concluded that culture is a collective programming toward a decision tahen by a community. The tradition of social learning in planning theory can explain cultural interaction as part of learning process and can explain the problem of disparity between planning theory and practice through the concept of externality.

While in general planning concerns with social criteria and objectives, the implementation of planning often involves the introduction of new technology to regional/local communities. An important question for successful planning implementation would then be how those social criteria and objectives be integrated into technology selection process. This question leads us to a technology governance/steering problem within the context of planning. This article addresses this problem within the context of public sector planning, by arguing for a socio-technical co-evolutionary approach. By employing the notion of translation that is central in actor-network theory, a model for empirical studies is proposed. Empirical cases are presented from which normative principles for technology governance in public sector planning can be drawn.

This article is intended to discuss the lameness of land ownership system in our cities, and to describe the idea to cope with the lamness through the application of a program for the provision of homesteading, i.e. 'Limited Equity Cooperative Housing' using a system approach. The discussion is begun with some theoretical views capable of explaining urban poverty in the Third World, i.e. Marginai theory, Developmental theory, Dependency theory and Articulatory theory. These theoretical views become the bases for the discussion on finding policies to cope with the land system in our cities which causes the impecunious group of urban people which has high proximity level to the urban activities center, cannot obtain affordable housing. The discussion began with the description about the concept of Limited Equity Cooperative Housing as an alternative. Then, discussion regarding a system approach to applying a program for the provision of homesteading through the combination of "button:-up" and "top- down" model. The discussion ends with the description of basic strategy to implement the program by using General Action System model introduced by Taicoot Parsons. Finaly, this article ends with policy implication and conciusion.

Revitalisation is indeed an expression of institutionai policy as direct towards the structure of political hegemony and economical policy of a certain period of time. Sociocultural, environment and economic aspects have been the most important elements in creating sustainable environment. In essence, as a process revitalisation is an integrated effort to bring back the vitality of underused and deteriorated urban areas, while as a program it is a part of the urban development approaches. This paper does not intend to differentiate the terminology of renewal, rehabilitation and gentrification, but rather tries to highlight the role and position of revitalization in conjunction with renewal process. As this paper argued, each of terminology has a specific characteristic in urban development. Discussion also highlights the problem of gentrification in urban development process, which might have negative impacts in urban revitalization process. The issue of civil society and people empowerment in urban revitalization have been raised in connection with the democratization of urban planning and development mechanism.
