Abstract

Since President Joko Widodo’s administration begins, there has been a new reform forIndonesia’s maritime psyche. The President sees a huge potential in Indonesia’s maritimesector, especially due to its strong and consolidated domain around Indian and PacificOceans. Hence, he came up with an overarching concept of “Global Maritime Axis”,and set it as the main point of his administration. This so-called “Jokowi’s doctrine”fundamentally represents national vision and development agenda to rebuild the country’sidentity as a maritime nation, boosts its maritime culture, and expands its economy fromwhich Indonesians could prosper. This paper seeks to analyze the impact of Indonesia’smaritime vision in foreign and defense policy, specifically upon maritime diplomacy andresolutions of border disputes; maintenance of territorial integrity, maritime sovereignty,good order at sea, security over the outer islands; and safeguards over national resourcesand exclusive economic zones (EEZ). It then ends with examining recent maritime securitydevelopments, which fosters Indonesia’s position as a maritime power with considerablediplomatic influence on the world, and the opportunities therein.

Abstract

Perairan Indonesia yang luas menyajikan peluang dan tantangan. Di satu sisi, ia menyajikanberbagai sumber daya. Namun, di sisi lain, Indonesia menghadapi tantangan untukmenjaganya dari potensi ancaman. Salah satu tantangan terbesar bagi Indonesia adalahmenjaga teritori perairannya dari aktivitas penangkapan ikan yang illegal, tidak dilaporkandan tidak diatur (Illegal, Unreported and Unregulated Fishing (IUUF)). Maraknyaaktivitas ini mengancam kelangsungan hidup industri perikanan Indonesia. Oleh karenaitu, untuk mendukung agenda Poros Maritim Presiden Joko Widodo, usaha untuk melawa ancaman ini harus dijadikan prioritas utama. Penulis menggunakan kerangka keamananoleh Buzan dkk, di mana isu keamanan tidak hanya terbatas pada isu keamanan tradisional,tetapi juga bagaimana ia disajikan sebagai ancaman eksistensial (existential threats).Tulisan ini bertujuan untuk mengevaluasi proses sekuritisasi kegiatan IUUF di perairanIndonesia di masa pemerintahan Presiden Joko Widodo. Tulisan ini juga membahas elemenspeech act sebagai securitizing move melalui pengumpulan pidato/publikasi pemerintahIndonesia, khususnya Kementrian Kelautan dan Perikanan, serta menganalisis apakahsecuritizing move yang telah dilakukan efektif dalam mencapai targetnya.

Abstract

Salah satu yang menarik mengenai Laos adalah kapabilitasnya dalam mempertahankan pertumbuhan tinggi di tengah keterkuncian geografis yang melekat padanya. Penelitian ini mengkaji upaya Laos dalam menangani hambatan tersebut dengan melihat perjalanan Laos dan perubahan kebijakan ekonominya, terdapat satu transisi yang menjadi momentum utama kebangkitan perekonomian Laos. Keterbukaan dan tata kelola dinamika kawasan menjadi cara inovatif Laos dalam memecah keterkuncian geografisnya. Didukung oleh kehadiran koridor ekonomi di dalam kawasan yang melingkungi Laos, semakin mengetengahkan peran penting dari keterkuncian yang sempat membawa masa keterpurukan dalam ekonomi Laos. Dari temuan tersebut, penelitian ini menghadirkan pemahaman bahwa kombinasi dari kebijakan ekonomi terbuka, kawasan yang dinamis, dan pengembangan koridor ekonomi integratif, berperan penting di balik keberhasilan Laos dalam mempertahankan pertumbuhan ekonomi yang relatif tinggi di tengah keterkuncian geografis.

Abstract

Abad ke-21 mengalami transformasi besar dimana pusat gravitasi geo-ekonomi dan geopolitikdunia perlahan bergeser ke Asia. Momentum ini mendorong presiden Joko Widodomengeluarkan politik luar negeri Indonesia sebagai poros maritim dunia didukung dengankondisi strategis Indonesia sebagai negara kepulauan. Langkah ini diharapkan mampumeningkatkan eksistensi dan bargaining position Indonesia dalam lingkup regional maupuninternasional. Dengan menggunakan metode eksplanatif yang berbasis studi literatur,penulis ingin mengkaji berbagai permasalahan internal terkait pengelolaan kemaritimanyang menjadi tantangan besar bagi terwujudnya Indonesia sebagai poros maritim dunia.Fokus bahasan akan mengacu pada bagaimana tantangan internal yang menghambatterwujudnya poros maritim dunia. Mengacu pada pendekatan pengelolaan wilayah pesisirdan laut secara terpadu dan kepentingan nasional, hasil kajian penulis menunjukan bahwaterwujudnya cita-cita ini harus terhambat dengan kurang efektifnya pengelolaan maritimsebagai tonggak pendukung politik luar negeri ini ditunjukan dengan: 1) Tumpang tindihtupoksi instansi pengelola sumberdaya kemaritiman; dan 2) Minimnya fasilitas penunjangoperasional dan berbagai tindakan kriminal di wilayah laut. Tantangan internal menjadipenghambat bagi terwujudnya Indonesia poros maritim dunia.

Abstract

Globalisasi sebagai sebuah konsep yang mendominasi di era saat ini telah menyentuh berbagai aspek kehidupan manusia dan dalam berbagai bidang. Tak terkecuali aspek budaya dan identitas yang pada dasarnya bersifat dinamis dan mengkuti perkembangan zaman. Salah satu dampak nyata globalisasi terhadap budaya yaitu munculnya budaya global yang menjadi trend negara-negara di seluruh dunia seperti westernisasi. Westernisasi merupakan budaya global yang berisikan nilai-nilai budaya barat yang banyak di adopsi, di adaptasi, di tiru, dan di anut oleh negara-negara di dunia termasuk Indonesia. Pada perkembangannya, westernisasi mendapatkan rival sebagai budaya global yang di tandai dengan munculnya Hallyu (Korean-Wave) yang dapat di katakan sebagai westernisasi versi Asia. Korea-Wave sendiri merupakan trend budaya yang sarat akan nilai-nilai budaya Korea Selatan. Kedua budaya global ini pun memberikan pengaruh terhadap masyarakat Indonesia yang bertindak sebagai konsumen budaya. Dengan menggunakan metode eksplanatif yang berbasis studi literatur bersumber pada buku, jurnal dan media, penulis bertujuan untuk mengkaji mengenai globalisasi  budaya yang menimbulkan munculnya budaya global seperti westernisasi dan Korean wave serta pengaruh dan eksistensi keduanya di Indonesia . Fokus bahasan akan mengacu pada  “bagaimana pengaruh dan eksistensi Hallyu (Korean-Wave)  Vs. Westernisasi di Indonesia?” Untuk mengkaji topik tersebut, penulis menggunakan konsep tiga scenario  budaya dalam globalisasi (The Scenario of Culture in Globalization) atau yang dikenal sebagai Skenario 3 H  (The Three H Scenarios). Hasil analisa penulis menunjukkan bahwa Korean-Wave mulai menggeser posisi westernisasi sebagai budaya global di Indonesia yang di buktikan dengan meningkatnya minat masyarakat Indonesia terhadap simbol-simbol kebudayaan Korea seperti musik, makanan, fashion, make-up, bahkan juga bahasa. Kata-kata Kunci: Globalisasi Budaya, Korean-Wave, Westernisasi

Abstract

This research is study of maritime security cooperatioon among Indonesia, Malaysia and Singapore in safeguarding the Malacca Strait from threats to  maritime security in the area. This research uses Maritime Diplomacy concept as tool to measure the sucess of coordinated patrol in the Malacca Strait. The focus of this research is to analyze the dynamic of international security in the Southeast Asia. Malacca Strait is chosen because it is one of the most important waterways in the world. One of the biggest issue in the Malacca Strait is the threat of piracy and armed robbery. The three states which is located around Malacca Strait respond to this threats by creating a new initiative for tackling maritime security called Coordinated Patrol in 2004. This research conclude that the fulfillment of responsibility for security in the Malacca Strait can suppress the threats of piracy and armed robbery. The Coordinated Patrol held by the three states in Malacca strait also proves that Maritime Diplomacy is a key to the exercise of success in responding to the problems of shared area. Through Maritime Diplomacy, the three states in the Malacca Strait successfully overcome the threats to the shared area among the three states.

Abstract

Indonesia with seven other countries, namely Bangladesh, China, Iran, Mongolia, Pakistan, Peru, and Thailand are the signatory countries of APSCO Convention, on October 28th, 2005. APSCO is space coopeation organization outside the United Nations system for the Asia Pacific region, initiated by the People’s Republic of  China. To date, from the eight signatory countries, only Indonesia has not ratified yet and has not become a full member of APSCO. This paper examines cost and benefit of the Indonesia membership on APSCO.  The methods used are quantitative and qualitative method.  While the analysis used approaches related to contribution of cost to provided and benefits to be received by Indonesia as well as the national interest mentioned in Presidential Decree No. 64/1999 on Indonesian Membership and Indonesian Government Contributions to International Organizations.  From the study, it was found that by ratifying the Convention and following APSCO activities optimally, the benefits will be receive by Indonesia greater than contribution given to APSCO. Similarry, the joining of Indonesia in APSCO will also provide substansial benefit for the national interest, especially for politic, economic, international peace and security, humanity, and others as well as  enhancing better relationship among countries in the Asia-Pacific region.

Abstract

Due to the stereotypes that women are unable to do jobs besides household chores, the people mostly assume that women are unable to work in politics and government as well as men do. This assumption, implicitly, violates human’s right to reach their social welfare. This paper, hence, aims to explore how women are perceived and treated in the government of the United States, specifically in the Congress by analyzing the current situation through literature reading. Based on the historical studies, the authors argue that gender equality has not been applied properly in the United States’ political system. This case eventually results in the emergence of various doubts on the United States as a role model for countries around the world that promote her civilian rights as the main priority.

Abstract

The Rockefeller Foundation has introduced itself a global philanthropic organization (foundation) and ‘old players’ in philanthropy’s arena. This idea has continued since existing of The Rockefeller Foundation in 1913 until now. This paper discusses about how philanthropy is taken over as a creative and effective strategy to realized development goals in the developing countries. One of the most influential philanthropic organizations in global arena is The Rockefeller Foundation, this foundation have so many strategic plan to accelerate development in the developing countries, such as their support on the ‘Alliance for Green Revolution in Africa (AGRA)’ that began in 2006. This program has become a creative strategy to realized food security and economic improvement in Africa.

Abstract

This paper will discuss about the degeneration of human security as a norm that dictates Australia’s immigration policy. As one of the originator of 1951 United Nations Convention Relating to the Status of Refugees, Australia should comply to the idea that refugee must be protected at all costs, even if they went through irregular channel of migration. However, the tightening of Australia’s immigration since 1992 puts this compliance under serious question. The fact that every irregular immigrants entering Australia has to be either detained in an offshore detention center for indefinite amount of time or getting turned back by naval ship means that Australia can no longer tolerate irregular immigration. While this act can probably be justified if those immigrants are part of people smuggling scheme, the same cannot be said if those immigrants were a genuine refugee. In that regard, this paper argues that the norm of human security in Australia has been degenerating and got replaced by the norm of state security. This argument will be proven by using the theory of norm diffusion. However, since the theory cannot explain why certain international norms disappear, this paper will complement it by using the theory of norm degeneration. This paper concludes that globalization and the rise of international terrorism is the biggest factor for the degeneration of human security norm in Australia.
