Abstract

Abstract

This study discusses how critical theory analyzes the birth of the Black Lives Matter social movement by black people in the United States. This movement stems from the long-standing anger and disappointment of black people in the United States. The peak of this racial discrimination occurred in the enforcement of law in 2013, where the perpetrator (white) was acquitted after killing two black people. Based on this incident, the BLM movement was born as a response to violence and legal inequality against black people. The Black Lives Matter movement in critical theory can be understood as the result of a normative agenda to fight for the rights of those oppressed by a hegemonic power. This study aims to provide a new perspective in analyzing the birth of social movements. Through critical theory with a qualitative approach, this study highlights the role of critical theory by focusing on how systems can create discrimination against a race and normative agendas in explaining the emergence of collective social movements. The results of this study show that discrimination against black people in the United States is not only caused by racial differences but also the result of the manifestation of a discriminatory international system. The existence of the BLM is an effort by society to break free from this discriminatory system. Keywords: Racial discrimination, critical theory, social movements, United State, Black Lives Matter.

Abstract

Abstract

This study argues that the Colombian government’s counterinsurgency (COIN) strategy against the FARC exemplifies both the potential and limitations of David Galula’s population-centric COIN theory in the context of asymmetric warfare. Galula emphasizes that successful COIN is 80% political and only 20% military, prioritizing civilian support through “clear, hold, build” operations. This study employs a qualitative case study method using David Galula’s counterinsurgency (COIN) theory as the main analytical framework. Data are drawn from secondary sources such as academic literature, policy documents, and international reports, analyzed through a theory-driven content analysis. Colombia adopted this framework by integrating military offensives with state-building, rural development, and reintegration programs to win the “hearts and minds” of the population. While military efforts under Plan Colombia significantly weakened the FARC’s operational capacity, widespread human rights violations, particularly the “false positives” scandal, undermined public trust and deviated from Galula’s principle of civilian protection. This case reveals the dilemma of applying COIN in asymmetric conflicts, where insurgents exploit ideological and tactical advantages, while states must uphold legitimacy. Ultimately, the Colombian experience confirms that lasting peace necessitates more than force; it requires justice, trust, and a sustained state presence. Keywords: Asymmetric Warfare; Counterinsurgency (COIN); David Galula; FARC; Colombia.

Abstract

As we move into modernisation and globalisation, the world is exposed to different diseases that could be deadly and dangerous for our citizens. The COVID-19 pandemic, which originated in China, exemplifies a disease that was recognized as a global health crisis due to its rapid worldwide spread. To combat this pandemic, China developed multiple strategies, including an intensive combination and application of health policy and surveillance, all of which can be analysed using the thinking of the French philosopher Michel Foucault. This study examines how China’s pandemic strategy can be explored through Foucault’s concepts of biopolitics and panopticism. This framework explains how modern governance puts the population at the centre of the political agenda, supported by a surveillance system to ensure compliance. Although biopolitics and panopticism are evident in China’s Zero-COVID policy, which was integrated with the country’s Social Credit System (SCS), the author found that Foucault alone cannot fully account for China’s strategies, as they do not fully align with the country’s political and cultural context. Therefore, this study highlights the usefulness and limitations of applying Foucault’s analytical framework to an authoritarian government such as China. Keywords: China, Michel Foucault, COVID-19, Biopolitics, Panopticism.

Abstract

The Russia-Ukraine war has caused global instability in various fields. One of them is food supply instability, which could threaten global food security. To address this threat, the United Nations and Türkiye mediated the Black Sea Grain Initiative (BSGI), a humanitarian initiative to ensure the safety of export traffic in the Black Sea. Over the course of a year, the BSGI has been considered successful in alleviating food shortages and reducing grain prices by up to 23%. However, the BSGI had to be suspended because Russia, as a party, withdrew. This study analyzes whether Russia’s actions constitute the weaponization of food and, if so, how. Guided by the definition of “food as weapon” and the concept of weaponization of food, this study argues that by withdrawing from the BSGI, Russia has weaponized food using two methods, namely: attacks on agricultural infrastructure and supply chains, and the use of food to gain support from African countries by providing them free grain and foodstuffs. It will also explain how the end of the BSGI has negatively impacted global food security and contributed to the continuation of the Russia-Ukraine conflict. Keywords: Russia-Ukraine conflict, Black Sea Grain Initiative, food security, weaponization of food, International Relations.

Abstract

Abstract Indonesia and Papua New Guinea (PNG) share one of the most complex land borders in the Asia-Pacific region, where questions of sovereignty, security, and indigenous identity frequently intersect. This article examines how legal legitimacy shapes regional governance in the context of Indonesia–PNG diplomatic relations. Using a qualitative legal approach combined with policy and document analysis, the study draws on treaties, bilateral agreements, official diplomatic statements, and domestic legal instruments. The research finds that although diplomatic ties have gradually improved, legal and institutional asymmetries continue to limit the effectiveness of cross-border cooperation, particularly in managing population mobility, informal trade, and localized conflict. Nevertheless, recent developments such as Indonesia’s BNPP coordination mechanism and PNG’s ongoing legal reform efforts indicate potential for a more coherent and legitimate governance framework. By focusing on an often-overlooked bilateral relationship, this study contributes to a deeper understanding of diplomacy at the regional margins and highlights the centrality of legal design in fostering sustainable and trust-based cooperation between neighboring states. Keywords: Legal Legitimacy; Border Diplomacy; Indonesia–PNG Relations; Regional Governance; Transboundary Cooperation.

Abstract

Abstract

South Korea’s New Southern Policy (NSP), seeks to diversify economic partnerships beyond China and the United States by strengthening ties with Southeast Asia. Indonesia became a pivotal partner through the Indonesia–Korea Comprehensive Economic Partnership Agreement (IK-CEPA). Within this framework, Hyundai’s EV Battery Plant in Karawang represents a flagship investment advancing the prosperity pillar of NSP. This study investigates how South Korea and Indonesia address challenges in implementing the prosperity principle of NSP through IK-CEPA, focusing on Hyundai’s EV Battery Plant during 2023–2025. Guided by Complex Interdependence Theory and the CEPA concept, the research analyzes the interdependent relationship between the two countries in overcoming obstacles within strategic economic cooperation. A qualitative descriptive approach was employed, supported by a literature review and limited interviews, analyzed using the Miles & Huberman model. Revealing two main obstacles: Indonesia’s regulatory complexity, including overlapping institutional authority and licensing delays, and global EV market volatility, such as nickel price fluctuations and the EV chasm. To address these challenges, both countries pursued cross-ministerial coordination, joint operational checks, and active involvement in KADIN and KOCHAM. These efforts underscore that prosperity is a dynamic process requiring continuous adaptation and collaboration, reinforcing complex interdependence in modern economic diplomacy. Keywords: NSP; IK-CEPA; Hyundai EV Battery Plant; FDI; Complex Interdependence.
