Abstract

The implementation of Disaster and Risk Management (DRM) policy in Madagascar was a great success and an evolution from its birth until today thanks to these different stakeholders. This implementation that has helped a lot the improvement of living standards of the local population in eastern of Madagascar before, during and after the passage of an aleas. Yet blocking factors even been known because the implementation is not fully satisfactory. This study aims to analyze the problems of implementation. Despite unceasing improvement, the local population still has a very low impact strength and after each cyclone crossing ,the same situation returns. To improve this implementation, I will also suggest few solutions that could solve these problems, so that each level actors can improve their own policy and work method. Note that these solutions were made after long lived with the community.

Abstract

Preparation for the construction and development of  NYIA airport in Temon sub district, Kulon Progo district, D.I. Yogyakarta province has caused displacement of people for their land, including farmers. Farmers affected are located in five villages that include Jankaran, Palihan, Sindutan, Glagah and Kebon Rejo. The objective of this resrarch is to  analyze the impact of land conversion on farmer household incomes and food security status.  The research used both primary and secondary data. Primary data was collected using structured questionnaire.  Analysis of data was based on descriptive statistics and test of differences between paired samples. Results showed that land conversion has had a negative and significant influence on incomes of affected farmer households. The decline in household income of farmers in 5 villages in Temon sub district among other factors, is attributable to the reduction in farming land. Secondly, consequently, loss of farmer household income aggravated the vulnerability of the affected households to food insecurity.  The number of farmer households that experienced food insecurity increased from 87 percent of all farmer households prior to land conversion to 90 percent after land conversion. Conclusions formed the basis for several policy recommendations to mitigate and if possible overcome the problem.

Abstract

This research analyze the practice of irrigation, education, and free trade governance linked with functional decentralization concept in Indonesia’s decentralization policy frame. This research use constructivist approach and qualitative-descriptive method. Research result find several factors that cause functional decentralization in Indonesia’s decentralization policy for irrigation, education, and free trade is not adopted. Political institution is not adopted, independence of the farmers, integration of river and irrigation web, and state constitution, are the factors from irrigation side. Several factors in education are the existence of educational boards, the independence of school, devolution in education governance, and state constitution. For free trade, the institution of Batam governance, members structure in Batam’s boards, the uncertainty of BP. Batam in Indonesia’s administration structure, and state constitution, which make functional decentralization is not adopted. Generally, state constitution is major factor of functional decentralization is not adopted. The Construction of Decentralization in the Future of Indonesia’s Decentralization Policy especially in irrigation, education, and free trade can be done gradually begin from inter-local government cooperation, state-local collaboration in boards until establishing the functional decentralization’s organization.

Abstract

The Pasar Raya Padang suffered various dynamics and changes since the West Sumatera earthquake 2009. Many studies had been conducted by academicians and researchers, but no study offering the model of economic space govern at Pasar Raya Padang according to traders’ needs. This paper was conducted by qualitative approach offers the models of traditional economic space govern in the city of Padang. This research had been conducted since 2015 in Pasar Raya Padang. The data were collected through in-depth interviews, focus group discussions (FGD), observation and document study. The result is that the traders as the primary market stakeholders want to have the model of economic space govern integrated over the system, the infrastructures, and market layout. The traders intend to have Pasar Raya Padang that still uses traditional system but the physical buildings that are set up as a modern market with complete facilities.

Abstract

The aims of this study are to examine and analyze the influence of implementing good governance and performance based budgeting on the quality of budgets of local government offices (SKPD). This research used analytical techniques that included  Partial Least Square (smartPLS) 3.0, while goal setting theory was used in o explaining  the phenomenon of budget qualities.  The population of the study was all  SKPDs in  Sumbawa Regency.  Meanwhile, 94 respondents, who were selected using purposive sampling method served as respondents. The inclusion of SKPD was conditional on it having been examined for compliance with service quality considerations by   Ombudsman in 2015.   Data was collected using the questionnaire technique. The results of this study showed that the implementation of good governance and performance based budgeting through  district contributes to improvement in budget quality. The implications of this study is that local governments should implement principles of good governance and performance based budgeting they aim to improve the quality of public services they deliver.

Abstract

This paper analyze the need for ecology based democracy to achieve sustainability in local development.  Research results indicate that the development of democracy as it was mandated in the Green Constitution has directed the implementation of the Local Sustainable Development Goals using Ecocracy principles. The new trend of Open Local Government and Green Economy by strengthening the strategies of gender development and Ecoregion has recognized the sovereignty of the environment in local development.  A qualitative CATWOE analysis concludes that in the context of local sustainable development, the ideas of Ecofeminism and Ecoregion practically take into consideration local factors which are unique and different due to the nature of diversity. Consequently, the key principle of Ecocracy must be enhanced comprehensively through enhanced participation, transparency, law enforcement, sustainability, local wisdom (socio-culture), equality (gender), accountability, efficiency and effectiveness, and welfare.

Abstract

This thesis is an analysis of public policies based on the research carried out about the implementation of RASDA Program (local rice husbandry) in Kulonprogo in 2015. It is claimed as a new alternative offered to replace the Government RASKIN Program that is already running. This research aimed at determining how effective the implementation of the RASDA Program in Kulonprogo was and identifying the factors that cause RASDA program did not run as the expectation. The method used in this study was a qualitative method using two types of data, primary and secondary data. The data collection techniques used were observation, interview, and documentation with informants selection technique using the principle of purposive and snowball techniques. The data analysis technique was done through data reduction, data display, and data verification.The results showed that efforts to renew the RASKIN Program (cheap-priced rice) through RASDA program were not successfully done. The achievement of program outputs and outcome indicators were still far away from the expectation. The progress was not significantly improved, it still encountered the same problems as those in the implementation of the previous RASKIN Program. Meanwhile, farmers did not have any benefits from the uptake of the local rice because it was not optimally prepared.There are several factors that cause RASDA Program in Kulonprogro did not run well. The first reason was that it is difficult to link the concept of the program with the actual situation, seen from: (1) the farmers as the program target still thought conservatively causing the loss of the benefits that will be gained from the RASDA Program; (2) the intervention of political elites in the process of policy formulation; (3) the limited authority of the local government in the National RASKIN Program; and (4) the incoherence among the needs for resources in the factual conditions. The second cause, the conflict of interest among the holders cause the program implementation did not synchronize to each other, as seen from: (1) their efforts to make RASDA program as a springboard for “other” purposes; (2) the bias support of BULOG; (3) the lack of enthusiasm and initiatives among the holders/bureaucracy; and (4) the entrepreneurs’ mindset of business that dominated farmers community. The third reason is that there was not awareness on the characteristics of the group target to anticipate problems that arise.Based on these findings, the researcher suggested the government focus in optimizing the current mechanisms of the food subsidies. The government should also concern in looking for other alternatives to optimize the potential of the local foods. The government should also  do some efforts to gain the welfare for farmers, by: (1) reconstructing values and norms in terms of social rules to support the program with the intensive socialization; (2) allocating the budget the APBD for the procurement of subsidized rice for poor households who are not registered; (3) monitoring the program up to the lowest level intensively; (4) encouraging small entrepreneurs to become BULOG’s partners to seek an access to the Capital; (5) maintaining fair competition among rice traders; (6) conducting studies on the possibility of establishing an integrated rice husbandry regional company; (7) encouraging the local rice branding.

Abstract

Despite the large number of border management agencies at  both local and national level, there is no guarantee that borders of  Riau Islands   Province are well protected. Most  illegal fishing, mining and human trafficking are attributable to  the lack of  collaboration among various   border management agencies. It also indicates failure to implement effectively collaborative culture, leadership, team process, structure, and  strategic vision.   This study aims to evaluate the implementation of Collaborative Governance Model in the management of Riau Islands Province borders. The  study used a descriptive verification method,  and collected data using an interview technique, while  partial least squares method was used in analyzing the  data. Results swhowed that the  collaborative team process (CTP), turned out to be the dependent variable, while the other   five principles, , inter alia,  structural, cultural, leadership and strategic vision variables were established as the indepdendentindependent variables that influence CTP.

Abstract

The purpose of this research is to study the influence of parental involvement in education related activities on student achievement in high schools in NongChok District, Bangkok, Thailand. To compare the influence that  parental involvement has  on  student achievement as well as  analyze the joint  influence of parental involvement and education policy on  student achievement,  parents are categorized in accordance with demographic characteristics. The population in the comprised  parents who have  children that are currently studying in  public high schools in NongChok district, Bangkok, Thailand. A non-random sampling method was used in determining the sample of respondents used in the survey.  The calculated sample size was 210 respondents. Data were collected using  structured questionnaire which had 0.88  reliability. Determining demographic characteristics was based on descriptive statistics (percentage, mean, and Standard Deviation; while  One-way ANOVA, and Multiple Linear Regression analysis techniques were used to analyze the data. Study results indicated that  60.5 percent of respondents were married mothers (79.5 percent), had  high school education attainment or equivalent to (51.4 percent), worked  as employees (43.8 percent), earned below or equivalent to  150,000 Baht per year (44.3 percent), and worked less than or equal to 8 hours per day (71.9 percent). Testing of  hypotheses showed that the involvement of parents  in students’ education  of parents takes various forms;  type of the parents  had a statistically significant influence on  students’ achievement at 0.01 level. The results of the multiple linear regression analysis indicated that education policy had significantly influence on  students’ achievement at 0.01 level, while  parental involvement  did not show  statistically significant relationship with  students’ achievement.
