Abstract

The aim of this paper is to reveal several factors why war on drugs is still adopted by The Indonesian government and to offer an alternative approach as a problem solver. Therefore, the paper utilizes a literature review by collecting data from books, journals, news articles, and research reports. The results indicate that some factors consist of: (a) The New Order as previous generation failed to notice the dangers of drugs; (b) Since the New Order, the government is not committed to reveal the involvement of political actors in the drug problem; (c), SBY did not show a firm attitude to the drug problem; (d), Jokowi is the product of the previous generation, the New Order, who may believe that drug issues can be solved by legal approach; (e) Political affiliation between Jokowi and Megawati at PDI-P; (f) The war on drugs is a populist policy and can not be separated from political interests. As a result, war on drugs in Indonesia is war on young generation because the greatest victim of the policy is the lives of the young generation. To get out of this trap, the government should prevent individuals and groups from social exclusion because social dimensions frequently precede the drug issues and become a stumbling block for those who are addicted to get out of the drug problem.

Abstract

Information, communication, and technology advancements in 21st century encourage startups to innovate and develop their business further. Because it’s an ICT based business which is supported by the existence of internet, this kind of business starts to become borderless. As a result, the distributions of the products start to become unlimited. The conveniences offered by these advancements invite more ICT based product developers. The positive impact as a result of that such as more new jobs, easier way to access the markets, and also cheaper production cost with guaranteed profits. In addition to that, this of course also becomes an added value to the country because it increases Network Readiness Index and nation’s income from taxes. This research aims to analyze startup’s growth, in addition to its relation with related actors such as government, private sectors, and universities. Analysis on every actor will emphasize on their contribution to startup developments in Daerah Istimewa Yogyakarta directly or indirectly. In conclusion, there will be an illustration about how big the contributions and how close the actors are between startups and the three actors.

Abstract

A study of science today is inseparable from a diversity of contexts. This is also reflected in society’s discourse on the positioning of science itself. To that end, principles of science cannot be actualized as such, rather must be underpinned by society needs that are reflected in research and pre requisites of science manifested in reengineered forms. Findings that relate to the environment, especially water, are crucial today in many areas.   By using a comparative and in-depth interview methodologies in a qualitative manner, this article which is based on a research that was conducted during   2008-2016 period in Code- Yogyakarta city (Indonesia), Air Panas Diwak- Semarang (Indonesia), Umbul Cokro-Klaten (Indonesia), Rawa Pening-Salatiga district (Indonesia), Curug Kalisidi- Semarang city (Indonesia) and Tasik Chini- Negeri Pahang (Malaysia), makes it interesting for a variety of reasons. First, based on a lot of previous literature, this article makes an argument that water with all its manifestations and forms, must have the quality of fulfilling needs of society. Water as an integral part of science, is accorded the position of a subject as well as an object in relation to society.

Abstract

This paper discusses the agencification phenomena as one of New Public Management (NPM)-based administrative reform initiatives. Thailand, Hong Kong, and Pakistan were chosen because of their similarity on administrative legacy and availability of data. The study uses a review of literature research method, while comparative approach was employed to analyze experiences of agencification in the three selected cases. Research result showed that the three countries implemented agencification in different ways; rational agency model is not the only driver for agencification initiatives; and contextual factor that include traditions, cultures, structures, and values influence the implementation of agencification process as a public sector reform initiative. Policy implications can be drawn by reading the three countries on agencification. Thus,  Indonesia, as one of NPM adopters can learn from experience gleaned from the three polities in conducting its administrative reform agenda.

Abstract

Patent is one of the lever factors in improving the nation's competitiveness. A reward to an inventor is one way that can be taken to increase the productivity and patent development in Indonesia. The social network analysis on the relationship of co-invention and registered patents can identify inventing actors who deserves the award. Joko Waluyo obtained an actor who is considered central to the co-invention social network relationships of registered patents in LIPI. It is based on the high value of betweeness and closeness to the node Joko Waluyo. In addition, it was found that the prolific inventor does not always mean a central actor in the social network.

Abstract

This purpose of the study is to  evaluate the  implementation of tourism programs in Bobale Island, Kakara Island, Tagalaya Island and Meti Island in North Halmahera District. The study is based on a model developed by George Edward III, and used qualitative methods to collect and analyze data.  Data collection techniques used included in-depth interviews, observation and study of the documents. Results of the study showed that resources, communication, disposition and bureaucratic structure are the main factors that influence the implementation of tourism policies are. Nonetheless, this study also showed that public support through public participation in the implementation process is also an important factor that determines the success of tourism policy. To that end,   community support or community participation should be an important factor that must be taken into account in the formulation of development priorities of Tourism development Master plan for North Halmahera District government.
