Abstract

This paper discusses "Makasar Tourism Training Project" (MTTP) which aims to increase the human resources performances for tourism. Many programs have been implemented by this project such as Competency Based Training/ Assessment Workshop; Fellowship Programs; Training Programs; and Upgrading Facilities. This paper show that MTTP have succeeded in increasing the tourism performance particularly and human resources for tourism in wider sense. However, various obstacles found this program, such as: lack of commitment in the parts of local government, insufficient, and poor motivation. These obstacles have to be tackled in order to ensure the program sustainability.

Abstract

Naskah ini merupakan hasil penelitian tentang kemunculan modal sosial di masyarakat dengan mengambil studi kasus masyarakat RW 13 Kelurahan Subangjaya Kecamatan Cikole Kota Sukabumi. Selain itu, penelitian ini juga mendeskripsikan penyebab kemunculan modal sosial dan mendeskripsikan bagaimana modal sosial dapat berfungsi dalam mengatasi persoalan masyarakat yang tidak dipecahkan sepenuhnya oleh pemerintah. Berdasarkan hasil penelitian di lapangan dapat disimpulkan bahwa masyarakat RW 13 Kelurahan Subangjaya Kota Sukabumi telah memiliki semangat modal sosial yang cukup kuat dan telah ada secara alamiah sejak dulu dan telah turun temurun, sehingga sangat mudah untuk digerakkan. Kekuatan modal sosial di RW 13 lebih dipengaruhi oleh tingkat homogenitas masyakarat RW 13 yang masih kental. Selain itu, kepemimpinan juga berkorelasi positif terhadap kemunculan modal sisual di RW 13. Konsep keteladanan dalam eksistensi modal sosial hanya efektif jika diterapkan pada masyarakat dengan relasi primer di unit sosial yang kecil dan terbatas (primary social relation) seperti di tingkat RW dan RT dan akan menemui kesulitan jika diterapkan pada komunitas yang lebih besar. Di sisi lain, kepemimpinan yang baik membawa efek negatif, di mana kualitas modal sosial masyakarat menjadi tergantung pada kualitas pemimpin dalam aksi kolektifnya

Abstract

Penerapan Peraturan Gubernur Nusa Tenggara Timur Nomor 8 Tahun 2011 tentang Organisasi dan Tata Kerja Unit Pelaksana Teknis Pendidikan dan Pelatihan Koperasi dan Usaha Mikro Kecil dan Menengah pada Dinas Koperasi dan Usaha Mikro Kecil dan Menengah Provinsi Nusa Tenggara Timur adalah dalam rangka untuk meningkatkan efektivitas kerja organisasi pada UPT Diklat Koperasi dan UMKM. Penelitian ini berusaha untuk melihat dampak kebijakan organisasi terhadap efektivitas organisasi dengan menggunakan enam elemen variabel dari kebijakan dan praktik manajemen. Keenam elemen tersebut adalah penetapan tujuan strategis, pencarian dan pemanfaatan sumber daya, lingkungan prestasi, proses komunikasi, kepemimpinan dan pengambilan keputusan, serta adaptasi dan inovasi organisasi. Penelitian kualitatif ini menggunakan pendekatan studi kasus. Teknik analisis data yang digunakan adalah analisis data model Miles dan Huberman, yang terdiri atas reduksi data, display/penyajian data, dan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa efektivitas organisasi pada UPT Diklat koperasi dan UMKM belum berjalan secara baik, hal ini dapat dilihat dari beberapa hal antara lain, belum adanya tenaga spesialisasi pengelola diklat dan tenaga khusus (sarjana) di bidang perkoperasian dan kondisi lingkungan kerja (lingkungan prestasi) pada UPT Diklat koperasi dan UMKM yang belum efektif. Penempatan pegawai juga belum tepat, mutasi ke UPT Diklat Koperasi dan UMKM tidak memperhatikan latar belakang pendidikan dan spesialisasi/keahlian pegawai sehingga membutuhkan waktu dalam proses penyesuaian serta menurunkan jumlah pelaksanaan diklat dikarenakan keterbatasan alokasi dana.

Abstract

The paper examines the perception of the exixtence of Sultan Ground in Srigading village, Bantul, Yogyakarta Special Region (DIY) province. This study show that existence of Sultan Ground in the village is fully recognized and acknowledged by the local community. They acknowledge that the land in their villages is not private land or government land (country), but belongs to the Sultan. Local people control the land with the status of land use right, which means that they can use the Sultan Ground for various purposes, such as agriculture/ livestock, economic activity, tourism, and settlements. Public recognitions of the Sultan Ground’s is in line with the rule of law. In that regards, DIY Province has special land arrangements, which are different from those in the land law that applies nationally.

Abstract

Dalam kehidupan sehari-hari, masyarakat kerap menyelesaikan berbagai masalah sosial dengan menggunakan nilai-nilai yang telah terbentuk dan disepakati sebagai sebuah norma. Norma atau pedoman yang dipatuhi ini seringkali berwujud sebuah institusi informal. Kepatuhan warga kemudian melahirkan rasa saling percaya dan menyebabkan terjalinnya jaringan sosial, kemudian membentuk pola perilaku sehingga tumbuh menjadi budaya dalam bentuk pemberdayaan warga. Salah satu bentuk norma sosial ini adalah “jimpitan”, yang diberlakukan di RT 70 dan RT 71, RW 19 Danunegaran Yogyakarta. Artikel ini akan membahas mengenai bagaimana institusi jimpitan sebagai modal sosial menjadi solusi dalam mengatasi permasalahan warga di kampung tersebut. Menggunakan pendekatan kualitatif induktif, terlihat bahwa lemahnya fungsi pemerintah dalam memenuhi kebutuhan pelayanan publik membuat warga RT 70 dan RT 71, RW 19 Danunegaran memilih institusi jimpitan sebagai modal sosial dalam menyelesaikan permasalah warga, terutama berkenaan dengan penguatan tali silaturahmi serta perbaikan dan pemeliharaan sarana pelayanan publik. Mereka memilih institusi ini karena dianggap paling sesuai dengan kondisi warga. Jimpitan yang semula hanya bertujuan untuk pengikat tali silaturahmi warga kini justru menjadi jembatan bagi pengikat tali silaturahmi yang terbentuk pada modal sosial lainnya.

Abstract

One of the objectives of regional economic development is to increase the economic sector, in which the increasing of economics sector will be beneficial for society. This indicator is important to recognize the condition of the economy in particular region in given period indicated by GDRP (Gross Domestic Regional Product) data of the region or area. Since the enactment of the autonomy then the local Government has bigger role in managing regional economic potential that exists in its territory. Economic growth is one of indicators that affect economic development. Economic development in substance aims to increase public welfare. Yogyakarta province is one of cities on the island of Java with the level of GDRP that keeps increasing each year since 2003 until 2013.In the development process there are also regions that have abundant of natural resources but lacking in human resources, and yet there are also regions that are otherwise lacking in terms of natural resources however have abundant in human resources, both in quality and quantity. This situation then leads to the distinction in development that resulted in the economic growth and disparities welfare in each region.  The research also aims to identify the patterns of economic growth according to Klassen Typology and describe the level of regional disparities between districts/cities in Special Region of Yogyakarta (DIY) Province. The methods of analysis used covers analysis of the Klassen Typology, inequality Williamson Index, and inequality Theil Entropy Index. The results showed classifications according to Klassen Typology, Yogyakarta is concluded in the category of advanced and fast growing area. The index disparities show a pattern of increasing. This implies that development in district / cities in Special Region of Yogyakarta (DIY) Province are increasingly uneven.

Abstract

This article discuss two important subjects. First, it argues that Indonesian government should reform their performance appraisal system. Second, the recommendation to improve the performance appraisal system for civil servants. There are three reasons argued by the author of why Indonesian government should reform their performance appraisal system for civil servants: First, the system is not academic enough in term of the instruments which are used; second the method is not effective, lastly the system could not be used to diagnose to provide feed backs to improve the performance of the civil servants. To prevent the inefficiency, the author strongly suggest that the government should take immediate action to replace the old system with the new ones which is recommended from this article.

Abstract

Characteristics of DKI Jakarta as Indonesian capital with a rich diversity of people from various social, cultural, and economic backgrounds, have challenging implication for participatory community empowerment. This is proven by low participation level in community affairs in the province. This research aims to assess factors responsible for low participation in community empowerment in urban areas and identify measures to improve it.  The research was based on a qualitative methods in the Village Community Empowerment Program (PPMK) implemented in KampungRawa, Kalibaru, and Tanjung Duren Melawai in DKI Jakarta, Indonesia. The selection of the administrative villages was based on Social Insecurity Potential Index (IPKS) which portrays an overview of urban social structure. Research results showed that low  participation in community affairs is attributable to the normative nature of  participation, non-compliance of  targeted groups in  certain areas, lack of information, weak public institutions (Village Consultative Council/LMK), lack of adequate support from  local leaders (Chief of Neighborhood Association (RT) and Chief of Community Association (RW)), and absence of  management training programs. Moreover, low participation is exacerbated by low public awareness about the environment. Thus, efforts that can be undertaken include enhancing the role of the   Government, implementing e-governance by RT and RW neighborhood heads as the driving force and representatives of the community.

Abstract

This study analyzes the gap between expected and perceived services by ship passengers at the Sri Bayintan Port, Kijang, Riau Archipelago. The purpose of the paper is to examine the gap between expected and perceived service delivery by ship passengers in the Sri Bayintan Port.  To test the service gap, ServQual variables as postulated in Parasuraman, Zeithaml & Berry (1988) were used. The variables include tangibility, reliability, responsiveness, assurance, and empathy. Data were collected using a sample of 98 passengers, who were chosen at random. Research results showed that there is a significant difference between expected and perceived service delivery among   passengers who use Sri Bayintan port.  In particular, findings of this study showed that passengers were not satisfied with the quality of service delivery they received in Sri Bayintan Port.

Abstract

This research aims in analyzing the capacity development of non-profit organizations in the growth stage through six internal components and four external components at Papuan Pesat Foundation. The approach used in the research is the action research based on the soft systems methodology that consists of two activities that had been done simultaneously, which are the research interest and the problem solving interest (McKay and Marshall, 2001). It fulfills criteria that are systematically desirable and culturally feasible (Flood an Jackson, 1991). Whilst the theory used is according to Brothers and Sherman (2012) that states that there are six internal components that should be strengthened in the growth stage, which are the leadership, the organization’s culture, the role of the board, programs’ extension, the management and infrastructure, the financial sustainable.  Afterwards, according to De Vita, et. al. (2001) there are four organization’s external components that should be maintained, which are the social demographic, the economy/market, the politic and values, and the norms. The result of this research shows the research interest, that the organization needs to be equipped with the transformational leadership, the simple structure design, and the improvement of the role of the board. For the problem solving interest, it needs the working programs’ extension through the correct formulation process, the human resources management, the organization’s financial sustainability. Then the external components which need to be formed are the collaboration among the non-profit organizations, the local government, the private sectors, business activities, politic participations and the public relation.
