Abstract

The planned and centralized development (pembangunan) in Indonesia has been already revised through free, democratic and decentralized one. This s is the right choice and should be maintained, because only this canguarantee the sustainability of the development (perkembangan) of Republic Indonesia. The new modus of government should be however accompanied however accompanied by strengthening the civil society (mass media, people organizations. intellectual associations, law enforcement!, administrative transparency etc.). Furthermore all actors at the levels of state, province as well as leabupaten should begin to learn to practise the so called Subsidiaritats- and Solidaritatprinz0 of governance.

Abstract

The firs purpose of the research is to analyze the sustainable development policies and public participation to the Green Open Spaces shifting function in Malang. The second is to analysis the factors that binder the policy implementation process. This paper shows that public participation in the sustainable development policies is less than optimal. Some factors that impede the policy implementation are 1) inadequate provision of GOS both in quantity and quality; 2) many weakness in the institution who manage the GOS; 3) the weak role of the stakeholders; 4) the use of open land for GOS function is not optimal yet. Some of the recommendation of this research include the need to revise UU No.24/1992; to develop guidelines for the implementation of GOSs management; to improve the campaign about the importance of GOS through "green cities movement"; to develop incentive and disincentive mechanism for increase private participation in the GOS management; and to develop GOSs pilot projects in the Malang City.

Abstract

This paper aims at explaining the challenge that public relations faces in public sector organisations. This is an important topic due to the fact that public organisations in Indonesia in recent years have difficulty in gaining peoples support. One of the main weaknesses of public relations practice in public sector is that they tend to apply press agentry model of public relations; a practice which tends to ignore the important of truth as the essence of information. This paper argues that in order to maintain sustainable support from the people, government has to apply appropriate public relations model. It also shows an example of how local governments in China practice appropriate model of public relations so that people support can be obtained.

Abstract

Kegiatan ekonomi sektor informal yang dijlankan oleh pedagang jalanan (street vendors) di Kota Solo secara signifikan dapat meningkatkan pendapatan daerah. Namun, keberadaan pedagang jalanan yang sebagian besar berasal dari pendatang luar daerah, ditanggapi secara negatif oleh pemkot Solo. Implikasi dari hal tersebut adalah kegiatan ekonomi yang dijalankan oleh para pedgang jalanan dikontrol oleh pemerintah daerah dan elit berkuasa lainnya. Semenjak adanya pembatasan akses partisipasi pedgang jalanan terhadap proses pengambilan kebijakan maka tata kepemerintahan Kota Solo mulai memberdayakan pedagang jalanana untuk membangun jejaring kerja. Membangun jejaring kerja merupakan hal yang sangat vital bagi kemampuan bertahan pedagang jalanan. Semakin banyak jejaring kerja yang dimiliki maka semakin tinggi pula kemampuan para pedagang jalanan untuk bertahan. Namun, para pedagang jalanan yang tidak memiliki atau sedikit memiliki jejaring kerja merupakan pihak-pihak yang cenderung rapuh dalam menghadapi persaingan dunia usaha.

Abstract

A large of the population of women 50,3% from total population is resources of development very potential, regulations of legislation nothing different between man and women in government sector, role and position to women still long distance with man community, from total of civil servant and in time his proportion is 60% to man and 40% to women. In local government of province special administrative territory Yogya, his proportion 66,2% to man and 33,8% to women. Women as decision maker and policy formulation in local government of province special administrative territory Yogya still very little, echelon II now 1 people, until need to increased role and position women civil servant pass through education although education of structure, education of gradation and etc education, and need to give a chance bigger again to women civil servant to sit on necessary and have high control toward process of decision of decision maker although policy formulation.

Abstract

BAPPEDA at regency/city in local autonomy has important position and very strategic. It caused all of the planning process and development in local governmentprocessed 6y that body. Because of that its very important if BAPPEDA at regency/ city performance need to improve, base on its mandate, vision and mission. The same as condition at BAPPEDA Ponorogo regency in local autonomy era will always try to improve has performance as a professional planner development institution project stamp. It means BAPPEDA have already worked yet as a professionalplanner institution. This describe about how is the strategy to increase BAPPEDA Ponorogo regenvg performance. Base on research which is use strategic management concept, writer did strategic management analysis strategic issue identification and finally range the strategies. SWOT model analysis explain thet there are problems become strategic issue all at once with are need to notice and hadling quickly and accurately to increase BAPPEDA Ponorogo regency.

Abstract

Tulisan ini membahas pengukuran kinerja implementasi kebijakan publik. Penulis mengambil studi kasus implementasi kebi- jakan Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Pariwisata di Desa Wisata Brayut Kabupaten Sleman. PNPM Mandiri Pariwisata diimplementasikan di desa ini pada tahun 2009, 2010, dan 2011. Untuk mengukur kinerja im- plementasi PNPM Mandiri Pariwisata di Desa Wisata Brayut, penulis menggunakan dua indikator. Pertama, indikator policy output yang terdiri dari indikator cakupan, bias, akses, dan kesesuaian program dengan kebutuhan. Kedua, indikator policy outcomes yang terdiri dari initial outcome, intermediate outcome, dan long-term outcome. Berdasarkan pengukuran, didapat hasil bahwa kinerja implementasi PNPM Mandiri Pariwisata di Desa Wisata Brayut terbilang rendah. PNPM Mandiri Pari- wisata gagal dalam mencapai long-term outcome yaitu meningkatkan kesejahteraan masyarakat miskin di desa wisata. Hal ini terjadi karena setidaknya dua faktor, yaitu disposisi implementor dan format kebijakan. Berdasarkan kedua faktor tersebut, penulis memberikan rekomendasi kebijakan agar kebijakan PNPM Mandiri Pariwisata menjadi lebih baik di masa yang akan datang, yaitu dengan: (1) memodifikasi kebijakan; (2) memodifikasi wujud kebijakan/program; (3) merinci metode monitoring dan evaluasi; dan (4) merinci poin pemberian sanksi dalam Petunjuk Teknis Operasional (PTO).

Abstract

Using a political-economy model of analysis introduced by Uphoff and Ilchman (1972), the writer tries to analyze the "aggregate optimality" of dePelopment programmes aimed at combating poverty in Indonesia. Other than the macro analysis of development political-economy, the four micro analysis or criteria of aggregate optimality are used to evaluate the effectiveness of development programmes for the poor: market integration, assets or production factors transfer, organisational or institutional building, and enterpreneurship improvement. Then, a retrospective evaluation is applied to some development programmes implemented during the New Order regime in Indonesia, the Bimas (Mass Guidance) programme, PKT (Integrated Regional Development) programme, PIR (Nucleic People Plantation Project), and the Inpres (Presidential Instruction) programme. It is found out from this assessment that all of the development programmes have not really able to alleviate the incidence of poverty in the regions. The Bimas, PKT, PIR and Inpress were not designed as direct attack to poverty issues and hence could not substantially improve productivity among the poor. In the process of implementation, these programme have been oriented more to economic growth and formal sectors rather than the poor people economy. The worse thing was that the programmes have created poor people dependency in terms of economic as well as political resources.

Abstract

This is paper aims to describe the completion of local autonomy based on local culture system in West Sumatera and Bali Province. Beside that, this paper also tries to find out the role of state which depicts state autonomy in implementation of government functions at lowest level, such as nagari in West Sumatera and Desa Pakraman in Bali. Although the local culture system could be applied in local autonomy, yet the modern government system which is introduced by state has affected local culture system at the lowest level. In this context, state autonomy has been involved in fusing local culture system into modern government system so that performing of local democracy declines.
