Abstract

This study attempts to identify the various of the traditional market, which have suffered from marginalization caused by rapid expansion and penetration of modern supermarkets and other large retailers. As a way out, this recommends various protection strategies, which are based on provisions of the constitution and legislation and/or enacting new ones. Providing legal protection to sources of livelihood is common practice in many developed nations, where weak players are shielded from foreign player, and is also evident in other sectors and institutional aspects of the broader economy. The study recommends certain models of traditional markets development, which makes it a source of reference for various parties, market manager, government, local universities, and others.

Abstract

The State-owned Plantation Company 10 (PTPN X) constitutes an example of modem (rational) way in managing Vorstenkmds tobacco production in Indonesia. This case shows that as public bureaucracy becomes a part of international market, there is change of decision making locus in the society, from family institutions to the bureaucracy. Consequently, bureaucracy intervenes much of family institutions. There are two types of bureucratic intervention: economic and technical. Economic intervention is concerned with marginalization of income while technical intervention is concerned with marginalization in setting up the standard of quality for tobacco. The negative repercussion of these interventions has been a deteriorating spirit in planting tobacco among the farmers. Farmers become the outsiders in their own land. Then, because of pressure and insecurity, farmers try to respond by using social security mechanism through family institutions, both temporary and continually. Such developed social mechanism has been performing very well in connecting farmers with the market. Finding in Kali Tengah shows that traditional social security would necessarily be a continual dichotomy with modem social security.

Abstract

The act of Region autonomy has implemented by Indonesian government since four years ago, which is purpose to give authorities more large for doing self regulation and self determination of local government as well as local society. All those have to be done by principles of democratization, social participation, even distribution, justice, local potential, and region pluralist. Following policies of region autonomy implementation in Indonesia is colored by social conflict of ethnic and religion for long time. The emergence ethnocentrism, movement of local elite and institutionalism of religion, in which all those can encourage communalism movement. In the other word that policies of region autonomy should be can a trigger communalism movement. In the context discuss of communalism movement, which is India has experience regarding to communalism movement that is influence Indians democratization. This article is to discuss how far the communalism pluralist is influential in realities of politic in India? What kind of learning realities of political in India? And what is challenging of region autonomy policy related with potential of Indonesian communalism? A learning of communalism pluralist and its influential in realities of politic in India, at least there is five challenge ofregion autonomy policy related with potential of Indonesian communalism namely: (1) To avoid a trigger ofsocial economic imbalance between communal, the government should be making a regulation ofsocial economic for any communal to protect "market intervention", which can be damaging economic communal. Beside, should be there a government facilities special for any economic communal that can be solving its weakness any aspect. (2) To make a regulation for conducting "cross cultural membership" on local government, industrial, social organization (non religion) and for conducting a "multiparty system" as well as "multidimensional party system " on politic parties especially. (3) A regulation of local language that purpose limited to become as formal language and to avoid local language as instrument political vested interest of self communal, which is neglecting the Indonesian language. (4) An act social conflict - special provisions regarding to conflict of ethnic and religion -, that can be giving sanction at a level of threatening nation integrity. (5)An act of Worship Placefor regulating its building.

Abstract

Abstrak: Tulisan ini menganalisis tentang implementasi program Jaminan Pendidikan Daerah (JPD) di Kota Yogyakarta. Belum efektif- nya program JPD dalam mencapai tujuannya menjadi latarbelakang kajian ini. Pentingnya penilaian untuk menjelaskan ala- san-alasan program JPD tersebut belum efektif menjadi tujuan dari penulisan ini. Pendekatan kualitatif deskriptif digunakan penulis untuk menjelaskan secara objektif, detail, dan mendalam terhadap hasil yang telah diperolah di lapangan. Teknik obser- vasi, wawancara mendalam, dan dokumentasi digunakan penulis dalam pengumpulan datanya. Hasil penelitian menunjukan bahwa implementasi program Jaminan Pendidikan Daerah (JPD) di kota Yogyakarta belum efektif mencapai tujuannya dikare- nakan: pertama, hasil penilaian keluaran (output) program seperti akses, bias, cakupan, dan ketepatan layanan menunjukkan belum efektif dilaksanakan. Kedua, penilaian hasil keluaran (outcome) program menunjukkan bahwa bantuan yang diberikan kepada para siswa KMS secara langsung dapat dirasakan. Namun, secara lebih lanjut pada penilaian kedua yaitu dampak jangka menengah (intermediate) belum menunjukkan efektif karena motivasi belajar maupun prestasi belajar siswa KMS masih dapat dikatakan rendah. Selanjutnya, dampak jangka panjang (long-term) belum dapat terwujud dan masih menjadi harapan program.

Abstract

Kecenderungan umum yang terjadi di banyak negara di dunia, tidak terkecuali di negara berkembang, ialah pergeseran mekanisme perumusan kebijakan yang sebelumnya hanya terpusat pada aparat pemerintah kemudian mengarah ke arena publik dan melibatkan banyak komponen yang lebih luas. Perumusan dan proses perubahan kebijakan publik kini akan lebih banyak ditentukan oleh kekuatan dan kepentingan-kepentingan eksternal. Sebagian contoh menunjukkan bahwa munculnya kepentingan eksternal itu bisa merugikan rakyat. Keharusan untuk melakukan liberalisasi, keterlibatan Bank Dunia dan IMF yang mendikte sebagian kebijakan di negara berkembang, misalnya, merupakan salah satu contoh betapa kekuatan eksternal bisa saja menimbulkan dampak negatif bagi kedaulatan pemerintah dan bagi kepentingan rakyat. Namun secara umum keterlibatan lebih banyak kepentingan di luar pemerintah diharapkan akan lebih dapat mengontrol proses pembuatan kebijakan publik sehingga betul-betul sesuai dengan kebutuhan rakyat banyak. Dengan menganalisis proses pembuatan kebijakan publik di Tanzania dan Indonesia. tulisan ini bermaksud menunjukkan pentingnya keterlibatan pihak-pihak di luar pemerintah yang sekaligus merupakan tema baru bagi perkembangan di dalam studi kebijakan publik. Kasus yang diangkat dalam analisis untuk Tanzania adalah proses pembuatan kebijakan yang menyangkut liberalisasi penjualan senjata api sedangkan kasus dari Indonesia ialah proyek mobil nasional dan perpanjangan kontrak eksploitasi tambang oleh PT Freeport.

Abstract

The civil servant lecturer professional behavior model was designed based on the social cognitive theory of Bandura (1991,1989,2001) theory of planned behavior (Ajzen, 1988,2005), moral development stages of Kohlberg and ethical decision making model (Jones, 1991; Weber and Gillespie, 1998). The Structural equation analysis result show a fit and goodness of the model with the empirical data i.e; Chi square is only 14,384, probability equal to 0,421, RMSEA is 0,009, GFI is 0,990, AFGI is 0,969, and CMIN/DF is 1,027. The model and empirical data explain that professional behavior of civil servant lecturer in Indonesia at This time is determined by interaction dynamics of: 1) personal factor, i.e. intention to behave professionally, occupational commitment, and organizational commitment; and 2) situational factor, i.e lecturers response to organizational design. Only around 9,57% of respondents have been successful to demonstrate professional behavior and able to reach "engage in moral behavior"

Abstract

Necessity will make available land for developmcw, offering the opportunity for the transfer of for several projects. whether for state of public requirements, or for business necessity tfar that matter. in either a small or a large scale. Because the slate owned land is no longer satisfactoo, in supply. it is desirable that these various necessities for land, which in a way. are objects for the need for the right to prossess land. whether it as individuals or by a legal body, or by the legal community radar) be there. Regulating or controlling this aspect is not that easy. This is because there often en:curs a discrepancy between das sullen and das rein. This writing will attempt to analyze the implementation of the kepres No. 55 of 1993 whose operationalization was supported by the ministerial regulation Agrarian/Head of BPN No. 1 of 1994, by revising what was meant by public importance. how its deliberation should be executed in the process of-freeing land, how the loss should be shared, how the prcession of the transferred land should be in the hands of the legal community (adat). From the results of the analysis. it is concluded that the concept of public importance, the discussion and sharing the loss, all eAperience a shift. With the validity of the kepres discussed above, it is apparent that it is only government which has the right to use the land meant for public importance for other development activities.

Abstract

Community Oriented Policing (COP) is an effort of monitoring security by stressing on local initiatives, public and private partnership and policing and policing with the community. It is aimed at, establishing and sustaining community-police-government partnership through a problem solving approach responsive to the needs and demands of the community. COP promotes and support organizational strategies to address the causes and to reduce the fear of crime and social disorder. By partnership, COP insist role and paradigm changes of government, police, and community. This paper describe the collaborative effort and their problems among community, police and the local government.
