Abstract

The economic crisis which was experienced by the government of Indonesia in the 1980s has a very significant implication of the reformation of state administration in Indonesia. This crisis signaled to the government dun development and public services which are exclusively dependent of government bureaucracy are very susceptible to the global economiclOrces. Al the end of it it is reaaayl that oilier actors outside the state bureaucracy are absolute necessisary for instance. the private and the voluntag agents as a support in the process of development and also us participants in providing public services. Because of this therefore, cooperation between these three actors is voy desirable in order That an efficient model of the provision of public services to the community can be achieved. One of the concepts which is advanced in this writing is the development of partnership between the state and the private sector in providing public services. The success in eslablismeni of this partnership is in itself very much influenced by : the change in attitude and orientation of the bureaucrats. extending opporumiol it the private and the LSM agents to develop through revision of the constitution which limits their role in taking care of public services, the necessity of government limitation in providing public services whenever the private and the LSM agents have been able to act. the shift in the role of government towards the private institutions which is desirable that it is done with transparency and openness. and finall is the necessity for effectiveness in bureaucratic control and politicians who are increasingly widening the role of the private agens to participate.

Abstract

This article discuss two important subjects. First, it argues that Indonesian government should reform their performance appraisal system. Second, the recommendation to improve the performance appraisal system for civil servants. There are three reasons argued by the author of why Indonesian government should reform their performance appraisal system for civil servants: First, the system is not academic enough in term of the instruments which are used; second the method is not effective, lastly the system could not be used to diagnose to provide feed backs to improve the performance of the civil servants. To prevent the inefficiency, the author strongly suggest that the government should take immediate action to replace the old system with the new ones which is recommended from this article.

Abstract

Criminal acts involving the perpetration of rape in public transportation vehicles which have become common these day, have caused a lot concern an anxiety in the general public. The root cause of such heinous acts can be traced t the disorientation of some section of society that is attributable to social disorganization, which in turn has undermined social control, individualism and materialism, rampant pornography, booze and porno-action, poor government oversight of public transport, among other factors. Resolving the problem calls for several measure, which among others should include, strengthening the penal code to empower stringent legal action against the perpetrators, and taking effective preventive measures to deal with multifaceted cause of social disorganization.

Abstract

Artikel ini mengetengahkan kenyataan di dunia kita perihal meningkatnya manfaat dari penerapan/ implementasi program KM/ pengelolaan pengetahuan secara sistematis dan terpadu baik disektor swasta/ bisnis maupun pemerintah. Penjabaran inti dari KM itu sendiri, komponen-komponen dalam proses KM, serta unsur yang penting dalam penerapan program KM, dilakukan secara seksama. Faktor pendorong penerapan program KM yang bersifat eksternal, internal, dan ongoing, juga disajikan guna melihat kemudahan-kemudahan serta kesulitan yang ditimbulkan proses tersebut. Namun, inti dari artikel ini adalah melihat prospek penggunaan KM di bidang pendidikan (knowledge centers), pemerintah daerah (regional government), dan dalam proses penggalian dan pemanfaatan kearifan lokal (indigenous knowledge) oleh pemerintah regional dan pusat untuk memacu tumbuhkembangnya pembangunan yang berkelanjutan. Penerapan untuk memantau kualitas dan menganekaragamkan produk dan jasa yang dihasilkan pusat pengetahuan dan pemerintah regional, serta pemanfaatan kearifan lkal untuk tujuan yang sama dibahas secara serius tetapi jauh dari membosankan. Untuk menempatkan penerapan KM di usaha swasta, maupun pemerintah dalam konteks sosial/ kultur/ ekonomis, permasalahan yang dihadapi dalam implementasi program KM disajikan sehingga menjadi pertmbangan bagi individu, organisasi, maupun pemerintah yang berkeinginan memulai membangun program KM.

Abstract

This research has an anxiety of a lot of human right delinquency cases. Some of those delinquents are bureacrats. Therefore, the research question is why bureaucracy commits to human right violations especially in land law-suit cases? Is there any condition that stimulates those violations? And what type of bureacrats who have high or low appreciation for human right? The research takes land law-suit cases because it is one of the biggest human right cases in Indonesia. Theoretically, bureaucrat commits to human right violation because they have bad attitude that is influenced by patrimonialism culture or profit oriented behavior for personal interests. Meanwhile, the structure of bureaucracy that are hierarchical and rigid stimulates bureaucrats to be more responsive to superior than community. The research has found that there are four conditions making bureaucrats ignore human right value. Those conditions are: emphasis on economic growth, lack of human resources capacity, profit takers, and ambiguity of land constitutions. The research has also found four types of bureaucrats who are categorized based on bureaucrats orientations to development and constitutions. They are: an adventurer type, a bureacrat who commits to human right violation on either political, economic, and culture aspects; an authocratic type, a bureaucrat who commits to human right violation on political and economic aspects; an developer type, a bureaucrat who commits to human right violation on political aspects; and, a humane type, a bureaucrat who gives high appreciation for human right values.

Abstract

The decision of the Indonesian Law Makers to approve the bill of the National Education System (Undang-Undang Sistem Pendidikan National) to become the law is one of the important agendas in the Indonesian education rystem. Besides produced positive impacts, the implementation of this law, unfortunately, has also caused a lot of controversies in the community. One of them was the disparity of the amount of the budget spent by the localgovernments allocated in the education activities. Paying special attention on the negative impacts of the implementation of National Education System, the author suggests that the efforts to improve the quality of Indonesian education should not be done partially, but simultaneously accross the nation.

Abstract

As an instrument to gauge the competence and competition in learning process, Ebtanas (Standard National Grades) and UMPTN (Admission Test for State Universities) in Indonesian education system have changed into a myth of schooling. Not only that the Ebtanas and UMPTN have become the aims of schooling, but also become "traffic lights" that direct schools management. In the schools, teachers always encourage students to be successful in Ebtanas and UMPTN tests. They make Ebtanas and UMPTN as the only reference and guideline. Other subjects such as religion, morals, culture and literary apreciation, and personality development -- the important fundamentals for affective education -- are ignored. At the same time, parents and the society generally perceive school cis a place for their children to drill their children to be. able to compete in achieving a good Ebtanas Standard Grade (NEM) and a success in UMPTN. The Ministry of Education makes the NEM and UMPTN as the only indicators of the success of schooling. The educational policy flaws are aggravated by other policy failures with 1994 Curriculum, which over-emphasising on formal schools of SLTP and SMU. Other vocational schools (SMK) that are in better position to provide employment and support economic development are generally marginalised. With the Curriculum 1994, all of the SLTP, SMU, and SMK students achievement is measured by the NEM, and later by the UMPTN for entering the state universities. Consequently, the number of students who want to be enrolled in universities is not followed by the capacity. There is no doubt that Ebtanas and UMPTN constitute the bottleneck. There is a "university intoxicated zone" that must be corrected by: ( 1) Reconstructing Ebtanas and UMPTN simultaneously to create a rational flow to the university, and (2) To change the fundamental policy for higher education. It is urgently required that the government give a fair playing field to the formal as well as vocational schools.
