Abstract

Management conservation and using of coastal resources must be achievedfor the benefit of present and future generations dependent on these resources. The paper further identifies sources of the obstacles in management coastal. Improving institutional capacity to be able of delivering good ocean policy is inevitable.The important point is that successful implementation of a national integrated coastal resources management program must involve an inter-departmental coordinating body with a dispute resolution mechanism.

Abstract

BAPPEDA at regency/city in local autonomy has important position and very strategic. It caused all of the planning process and development in local governmentprocessed 6y that body. Because of that its very important if BAPPEDA at regency/ city performance need to improve, base on its mandate, vision and mission. The same as condition at BAPPEDA Ponorogo regency in local autonomy era will always try to improve has performance as a professional planner development institution project stamp. It means BAPPEDA have already worked yet as a professionalplanner institution. This describe about how is the strategy to increase BAPPEDA Ponorogo regenvg performance. Base on research which is use strategic management concept, writer did strategic management analysis strategic issue identification and finally range the strategies. SWOT model analysis explain thet there are problems become strategic issue all at once with are need to notice and hadling quickly and accurately to increase BAPPEDA Ponorogo regency.

Abstract

Akuntabilitas merupakan salah satu isu penting dalam kajian ilmiah dan praktik di bidang administrasi publik. Akuntabilitas adalah pengendalian terhadap organisasi publik pada level organisasional yang dimaksudkan untuk menjadi landasan dalam memberikan penjelasan kepada pihak-pihak baik dari internal maupun eksternal yang berkepentingan melakukan penilaian dan evaluasi terhadap tindakan-tindakan yang dilakukan oleh organisasi publik tersebut. Akuntabilitas sebuah organisasi pu- blik dapat diukur dari sejumlah dimensi, di antaranya: transparansi, pertanggungjawaban, pengendalian, tanggung jawab, dan responsivitas. Metode yang digunakan untuk menyusun penelitian ini adalah survei literatur akademis di bidang admi- nistrasi publik yang revelan dengan akuntabilitas. Selain itu, dilakukan pula upaya penelusuran melalui berbagai sumber baik dari dokumen resmi pemerintah maupun dari berbagai pemberitaan di media massa baik cetak maupun elektronik untuk mendeskripsikan praktik-praktik yang berhubungan dengan akuntabilitas pada organisasi sektor publik. Hasil yang diperoleh dari penelitian ini menunjukkan bahwa akuntabilitas organisasi sektor publik di Indonesia masih belum optimal. Oleh kare- nanya, ke depan organisasi sektor publik perlu memprioritaskan perhatian terhadap akuntabilitas. Sebab, di negara demokrasi seperti Indonesia, organisasi publik dituntut untuk akuntabel terhadap seluruh tindakan-tindakan yang telah dilakukannya. Dimensi-dimensi akuntabilitas dapat dijadikan pijakan bagi organisasi publik dalam mengelola berbagai aktivitas yang di- jalankan mulai dari masukan, proses, keluaran, dan hasil, serta bagaimana respon lingkungan terhadap hasil tersebut.

Abstract

The main policy problem of labor and manpower in Indonesian provinces, as exemplified by the case study in Central Java Province, is the the low rate of Regional Minimum Wage (UMR). The UMR policy are decided through negotiations among three institutions: labor unions, enterpreneur groups, and the government. The bargaining power of labor unions is very much depended upon the internal cohession of its members, meanwhile of the enterpreneur groups are relatively in better positions as they could deal with governmental policy makers by giving rewards through their economic resources. Government officials, who are supposed to back employees, have not played their role as most of them did not act as a good mediator of the conflicts. , Unfortunately, as most of the NGOs are still easily co-opted by the bueaucratic policy makers and the media have not given enough concern to the labor issues, policies regarding UMR do not always help the employees. It can be concluded, therefore, that the low UMR rate in Central Java is caused by patrimonial political culture in the bureaucracy as evidenced in a "collaborative" decisions between entrepreneurs and bureaucrat officials. Moreover, the UMR rate is also worsened by current economic austerity in the province as reflected in low Consumer Price Index (IHK), limited job opportunities and underemployment.

Abstract

This paper discusses empowerment program for coastal communities in Cilincing district, North Jakarta. Basically, the program has bees relatively successful in developing coastal communitiess entrepreneurship. This can be seen from the estabilishment of cooperatives and small scale enterprises in that area. But, this paper underlines that grant allocation for the fisherman is still limited. Otherwise, the merchants received the most amount of grant allocation. In other word, bias on delivering program has occurred. Furthermore, target location for this program has not been equal yet.It was concentrated on few villages only low understanding for loan scheme also became crucial problem for the program. This has pushed for bad credit in a lot of amount.

Abstract

Public bureaucracy holds a strategic position in government implementation as well as to effort of democratization and autonomy in local and village government scope. Professional bureaucracy apparatus intensely support the increase of public service quality, particular yfor social empowerment as the realization of local and village autonomy essence. The concept of bureaucracy neutrality needs to be bought into reality in order to urge a bureaucracy that more oriented to its main function, namely as public service apparatus. Long history oflndonesian bureaucracy reflects the occuring bureaucracy politization by government regime, with the result that all bureaucracys line become an administration tool in performing is authority centralization. As the consequence, service tends to be addressed to government (patron) by neglecting public service function. It includes in village government scope, in which bureaucracy becomes a political machine, meanwlile serves as an effective controlling tool that limits social access to public arena. The outcome of case study conducted in one village of Bantul Regency with data resource was gained from government official and prominent figures both in regency or village government area, reveals that bureaucracy politization in village government nowdays is much stronger than under new orde era. On the pretext of democratization and social empowerment, government (red : regent and his political party) performs a set of bureaucracy politization in village government. With limited village resource condition, politic euphoria, and conflict as the result of election proces of village government bureaucracy apparatus, government intervences village government and its community. The patron-client relation is between the government with village government and its community. It is evidenced that bureaucracy politization of villlage government is re-carried out, among others is the estabilish of "Paguyuban Pamong" with its main agenda is the winning of regent for next period and also the winning one of political party at last general election 2004

Abstract

The purpose of the policy is the establishment of new autonomous regions to facilitate the implementation of quality public services. The emergence of a new autonomous region is expected to improve the way local government more effective. This study reveals the impact of the establishment of few autonomous regions, South Minahasa regency on the quality of public services, particularly the population of administrative services. Implementations of the policy formation of autonomous regions have an impact on the quality of administrative service population. Some of the factors the lead to less than optimal public service facilities and infrastructure are less adequate human resources that have not worked in a professional, institutional aspects are still too weak aspects of the limited budget. On the community side, the lack of awareness of the importance of ID cards and the lack of public knowledge makes people participate less in performance improvement of administrative services population.
