Abstract

The study examine the challenge of Indonesia education is how to build human resourse in a compete with other nations in the world. The acceleration of human development not only the government responsibility, but also must be involve all stakeholders becomes the starting point in answering the challenges. Furthermore, in the study used theoretical basis of thuman resource management in educational perspective, research methodology usede qualitative method. Abstract

Maternal and child health is one of the Millennium Development Goals MDG's 2015 global agreement targeting the maternal mortality rate in Indonesia can be reduced to 102 per 100,000 live births in 2015. Efforts to suppress AKI continue to be pursued, including the provision of health services for pregnant women. In 2014, the government began implementing a National Health Insurance (JKN) nationally. Implementation of the JKN program causes Delivery Guarantee (Jampersal) for pregnant women deleted. The deletion encourage local governments to be creative pressing AKI with JKN program and the Regional Health Insurance (Jamkesda). Policy of Implementation Security System Maternal Health in Banjarmasin, which inhibits MCH program because the program JKN knows no territorial, pregnant women can choose the health care she likes, while the MCH program is monitoring the health of pregnant women by the cantonal ie PWS-KIA for evaluation and program planning region. The cause of the mortality rate among pregnant women in the city of Banjarmasin is due late in delivery to the referral occurs as a result of factors helper (service providers at a basic level), delayed detection of high risk so that the condition of pregnant women who were referred is severe enough, and too late to reach health care at the level of referral services. Lack of adequate resources, facilities and infrastructure that do not support and quality of service at referral level is a factor causing delay in rescue efforts maternal health. JKN program bureaucratic system does not support MCH programs, thus largely independent midwives are reluctant to deal with pregnant women / mothers give birth this was due to a convoluted bureaucracy and services / approved rates are too low in accordance with Law of the Ministry of health            No 59, 2014.Keywords: implementation of policies, health insurancepregnant women.

Abstract

In era globalization the state is expected to change for the better, one of them in the service of maintenance of manufacture Electronic Identity Card. In realizing the changes the government is expected to apply the principles of good governance in giving services must oriented to meeting the needs and satisfaction of the people. This research aims to determine the quality of service maintenance of manufacture Electronic Identity Card based on good governance. Data collection was conducted using questionnaires, interviews, and observations in the District Sukolilo Surabaya, questionnaires were distributed to the public as much as 25 informants. Methods for the data analysis is a data reduction, data presentation, and draw conclusions. The results of the study to get a whole that the implementation aspects of good governance to the dimensions of quality of public services have not felt very good satisfaction just people feel good.Keywords: good governance, the quality of service.

Abstract

Account Representative is the officer in charge at the Pratama Tax Office, which has already applied modern administrative system. This research aims to gain an overview of the characteristics of excellent service implementation at the KPP Pratama Surabaya Wonocolo. The implementation of excellent especially by officials Account Representative (AR) departmend of supervision and and consultation. The data were obtained from observations and interviews with relevant parties, especially (AR) department of supervision and consultation at the KPP Pratama Surabaya Wonocolo and the taxpayer. The results of the interviews and the data collected were analyzed using descriptive method with interpretive approach. Results from the research showed that in general the officials Accounting Representative (AR) of KPP Pratama Surabaya Wonocolo indicates excellent service with good implementation, the overview of the implementation of service excellence at the KPP pratama Surabaya Wonocolo was shown with attitudes approach related to care, efforts to serve with the best act that is based on ability, attitude, attention, appearance, actions, and responsibilities. To support these actions must be supported by integrity, professionalism (accountability and commitment), synergy, services (sincerity and transparency) and ethical code. Meanwhile, to achieve the objective of satisfaction was shown with some of the responses from taxpayer in general.Keywords : implementation, Accounting Representative, excellent service

Abstract

Effectiveness of Service System Making Driver's License (SIM) Online in Administrative Administrator Unit (Satpas) Colombo Surabaya Online SIM is applied for the creation of new SIM and SIM renewal. The purpose of this research is to know and describe the effectiveness of service system of SIM making online to know and describe the constraints faced in service system of SIM making online and to know and describe effort done to improve system effectiveness of service of SIM making online. Analytical technique used is descriptive qualitative. The results showed that the effectiveness of the service of making Driver's License (SIM) online is known from several factors, namely: a) Time factor; shows that the time required in service is 15 to 20 minutes; b) Accuracy factors; indicates that the staff or the party providing online services has a high accuracy and accuracy so that in practice rarely found an error in the process of service being run; and c) Service-style factors; it is known that the style of service providers in this case is the staff or parties as performing the duties and responsibilities of work in accordance with applicable SOP and existing. The results also show that online SIM services are considered to be effective but not maximal considering there are still some obstacles in the implementation. These constraints consist of: a) there are still people who do not know clearly about the mechanism of the SIM online; b) the number of staff is considered to be lacking; c) there is a connection or network trouble; d) The Administrative Administrator Unit Colombo Surabaya still uses the conventional system in the implementation of its operational management; and e) still under renovation. In relation to the apparent constraints, efforts are made to improve the effectiveness of SIM-making services online by conducting socialization through television and radio and socializing the ball pickup system; making additional staff as needed, the Parties may cooperate with the service provider; and updating IT-based infrastructure and training in the use of information technology-based infrastructure or the Internet. Keywords: Effectiveness, Service, Driver License (SIM) online

Abstract

Quality Services User of Service User Pdam City Surabaya (Study on PDAM Responsiveness and Accountability in providing customer service of dirty/smelly water). Settlement in Surabaya city is one of clean water prone area. So far the distribution of clean water is done through home connection obtained from pdam Surya Sembada in Surabaya city, but the service obtained stiil not in accordance with service standard. This study aims to how resposiveness an akuntability PDAM Surabaya city in providing services. The method used in this research is qualitative descriptive method whit focus of public service covering, service procedure, completion time, competence of service providr officer. Research results can be seen that customer complaints service water distribution system that has been implemented well enough about the procedures service, facilities and infrasructure, the competence of serviceprovider. But at this yime the process of workmanship provided by the officer has not been in accordance whit waht is set and the officer so far only responds to all customer complaints but not acted upon. Keyword : service, responsiveness and accountability

Abstract

The Lifestyle have a major impact on the purchase and consumption of consumerbehaviour of consumers. From time to time an individual’s lifestyle and particular groupof people will move dynamically. However, lifestyle is rapidly changing, so that at acertain time is relatively permanent lifestyle. The existence of Traditional markets inurban areas from time to time further increasingly threatened by rampant construction ofModern Markets. As we know the impact of the existence of Modern Market to retailbusiness managed by cooperative, Traditional Market small and medium enterprise anddraw up a concept on the empowerment of retail business applied by cooperative,Traditional Market small and medium enterprise. The main problem of this study is (1)the position of Traditional Market and Modern Market seen from institutional aspectand the existing regulation, (2) the impact of the existence of Modern Market to retailbusiness managed by cooperative, Traditional market small and medium enterprise seenin aspect of business volume, selling price, worker number and factors affectingconsumer behaviour in determining to shopping and (3) the concept to empower retailbusiness applied by cooperative, Traditional Market small and medium enterprisesimpact to business volume of Traditional Market. Between before and after theexistence of Modern is quite different, in which the business volume of TraditionalMarket was higher before the existence of Modern Market, while variable of sellingprice and worker number is just a slight difference. Abstract

Attractions Puger Beach in Jember District, East Java Province. Puger Beach 35 km northwest of the city of Jember known as a fish auction, will Puger Beach has a very interesting beauty with a large waves also can be used for surfing. Another potential that can be developed is the island of Nusa Barong is located not far from Puger Beach, Development of attractions that must be done with more focused and sustainable.The formulation of this research is how is the strategy of puger beach tourism development in increasing the tourists in Jember District Government? So the purpose of the research is to analyze the strategy of puger beach tourism development in increasing the tourists. Sources of data in this study are primary data and secondary data. Primary data was obtained by conducting interviews to tourism managers, the public. Related offices and visitors who are in the location of research, while secondary data obtained from BPS, Department of Culture and Tourism Kab. Jember, libraries and internet, data analysis techniques used using Descriptive Analysis method while to obtain tourism development strategy using SWOT analysis.Based on the results of data analysis and discussion that has been done, it can be concluded tourism object. Puger Beach can be developed using aspects of attractiveness, accessibility aspects, aspects of activities and facilities, social, economic and cultural aspects. Abstract

In the current era of information technology, demanding effective and efficient public services along with the diverse needs and wants of everyone. The existence of public services e-Kiosk is one sign of the development of information technology with the aim to improve the quality of service. Thus the authors take the title of Website Quality Influence In e-Kiosk Service Against Satisfaction Society (Urban Nginden Jangkungan Surabaya) because there is still a public complaints over the e-Kiosk machine disorder that sometimes does not work properly. The purpose of this research is to know the effect of simultaneous and partial of website quality dimension that is usability (X1), information quality (X2), and service interaction quality (X3) with community satisfaction (Y) and which is the most dominant influence to public satisfaction. This research uses correlational research with quantitative approach of 100 respondents conducted by accidental sampling sampling technique in Nginden Jangkungan Urban Village and data collection technique through observation, questionnaire, and literature study. The results showed that simultaneously, the three dimensions of website quality affect the satisfaction of the community. Partially, usability and information quality have influence to public satisfaction, while service interaction quality does not have influence to the satisfaction of society and from third dimension of website quality, information quality dominant influence to public satisfaction. Key words: quality website, Usability, Information Quality, Service Interaction Quality, and community satisfaction

Abstract

The purpose of this study is to provide an overview of the implementation of the VillageFund Allocation in District Airmadidi North Minahasa Regency, as well as contributingfactors and obstacles affecting the implementation and the strategy that should be donewithin the framework of the successful implementation of the policy but it also willprovide recommendations to the local government in the management of AllocationVillage fund. The method used in this research is qualitative descriptive method, wherethe main instrument in the study is the researchers themselves. Sources of data used isthe source of primary data and secondary data relating to the circumstances of empiricalimplementation of the Policy. The results showed that the implementation of the policyof the Village Fund Allocation (ADD) in the district of Minahasa UtaraberjalanAirmadidi quite smoothly. However, if it is linked to the achievement of objectives, theimplementation of the Village Fund Allocation (ADD) in the District of North MinahasaRegency Airmadidi not optimal. Some of the factors that affect the implementation ofthe Village Fund Allocation (ADD) in District Airmadidi North Minahasa Regency iscommunication, resource capabilities, attitudes executor, bureaucratic structure, and thesize and environmental policy objectives.
