Abstract

The study deals with measuring the role and communication pattern of school committee in improving school quality on basic education level in Yogyakarta. School committee is an independent organization as a way for society to increase quality and efficiency of school management. It is an effort to realize school management based on society. Thus, the success of education is not merely the responsibility of central government, but also provincial government, school's bureaucracy, parents as well as society. Although the existence of school committee can motivate society to participate in education management, but due to relatively new, some distortions still occur. Therefore, the role of school committee is highly expected for society to participate in school management optimally. This phenomenon has been happened in many SD (primary schools in Yogyakarta city). This Research used qualitative methods with descriptive-qualitative approach. Non-participant observation and in-depth interview were used to collect the data. The study indicates that the school committees played roles as advisory, supporting, controlling, and mediating agencies at SDN Serayu, SDN Pujokusuman I, SDN Percobaan I and SD Muhammadiyah Sukonandi in Yogyakarta city. Nonetheless, the roles were still not optimized. It means that the role of school committee at these schools were still equal to BP3 model. The role of school committees were more focussed on the development of school. This condition is contrast to other school committees developed in SD Ungaran I and SD Muhammadiyah Sapen whose role and communication had run effectively. Keywords: school committee, school management, role and communication patterns

Abstract

This paper presents a research report on the characteristics of information presented in eight blogs in 2008 and how those eight bloggers (blog owners) empowered civil society through their published articles. Field data demonstrate that the articles they published contained empowerment messages, achieved positive responses from the blog visitors, and implied that the blog owner conducted their social function as bloggers. However, the dispersed information in the blogs has only obtained one response from each visitor. That information could not develop a dialog for creating a consensus on what civil society should do when they encounter the state. Having seen the relations between persons and blog, bloggers were reluctant to apply interactivity principle when they receive responses from their blog visitors. They were receptive, appreciative, and sympathetic to individuals in responding to their articles. However, only a few of them wished that their participants changed and developed. They expected their changed and grown turned into empowered citizen when they faced the state. In short, Indonesian bloggers are only partially in empowering civil society. Keywords : blog, blogger, civil society empowerment, interactivity principle, dialog, and relations between persons and blog.

My approach included intensive observations on the Indonesia press system and survey among 330 Indonesian journalists and 55 head regencies and 55 regency’s secretaries. My analysis of the data and their context revealed the professionalism of Indonesian journalists. In their own opinion, the Indonesian journalists had a high level of professionalism. However, the bureaucrats questioned their self-assurance. Therefore, it was difficult to determine the actual level of professionalism of the Indonesian Journalists throughout the many regions in Indonesia. Fortunately, the Indonesian journalists were free to report news according to the values in which they believed. Based on this condition, the Indonesia press owners no longer had to fulfill the political and commercial imperative functions of the press. The Indonesian press did not limit itself to report political news, but also cultural news to improve of life of Indonesian citizens. In conclusion, I consider that the Indonesian press has moved beyond its imperative function.
