Abstract

The Child Identity Card (KIA) is a program launched by the Directorate General of Population and Civil Registration (Ditjen Dukcapil) in accordance with Permendagri Number 2 of 2016 concerning KIA, implementation at Disdukcapil of Bengkulu City on January 01, 2019. KIA is the same identity card as KTP, in its implementation KIA is given to children aged 0-17 years as proof of identity, but in 2023 the achievement of KIA was only 51.31% of the national achievement target of 75%. The purpose of this study is to evaluate the Child Identity Card (KIA) Policy at the Population and Civil Registration Office of Bengkulu City, with the Evaluation theory using Wayne Parsons' theory in Utari (2021: 30), namely Formative Evaluation and Summative Evaluation. Using Qualitative Research Methods with 5 informants. Data collection techniques using primary data and secondary data, based on the results of the study, it is known that it is not quite optimal: seen from the aspect of target achievement, it has not yet reached the target, there has been no socialization by invitation to the sub-district and village communities, but has worked with schools, hospital midwives, and RT / Urban Village. The budget factor is the lack of budget in the implementation of the MCH program, thus making the socialization (communication, information, and education) not running optimally. In terms of services, it has been carried out in accordance with applicable standard service procedures, from the aspect of resources it is still lacking but in terms of quality it is adequate, and in terms of the impact of benefits before and after the KIA program was implemented, previously there was no child identity card that could be carried everywhere similar to Identity Card as proof of the child's identity when experiencing adverse events and making it easier for children to gain access to public services such as in the fields of education, health, banking, transportation and immigration.

Abstract

The aims this study was to determine the implementation of Regional Government Information System (SIPD) development planning agency of Seluma district. Through analysis of data and information obtained at the research location. This study was a qualitative study presented descriptively. The informants of this study were 4 informants. Data collection techniques used observation, interviews and documentation. Based on the results of the study and discussion using the theory of Edward III 1984 (in Tresiana & Duaji, 2019:59) there are 4 (four) indicators used, namely: 1) Communication: Communication between the BAPPEDA of Seluma Regency and the Ministry of Home Affairs and OPD/SKPD of the Seluma Regency government was carried out via letters, WhatsApp groups, Zoom Meetings or direct coordination. The submission of OPD/SKPD information required in the preparation of development planning documents is also complete and clear. Information data is submitted by inputting information data through the One Data Indonesia portal. 2) Resources: The resources available at the BAPPEDA of Seluma Regency are also quite good and fulfilled, the operator's ability was quite capable of operating regional government information system although not optimally due to the lack of training programs and other training for regional government information system operators at the Bappeda of Seluma Regency, the budget funds from the APBD are also sufficient and the facilities used in the implementation of regional government information system are also adequate. 3) Disposition: The attitude of the implementers at the BAPPEDA of Seluma Regency was quite good. Implementors already have a firm attitude and desire to implement regional government information system in preparing regional development planning documents. 4) Bureaucratic Structure: The bureaucratic structure in implementing regional government information system policies is quite good because it was in accordance with standard operating procedures (SOP), BAPPEDA Seluma district has the authority to prepare development planning documents, namely RPJPD, RPJMD, and RKPD, the preparation of which is through SIPD.

Abstract

This research aims to find out evaluation of policy on Posyandu organization in Lawang Agung Village, South Bengkulu Regency. Data collection techniques are carried out by means of interviews, observation, and documentation. After the research results were obtained, they were analyzed by collecting data, reducing data, presenting data and drawing conclusions. The informants in this study is 7 people consisting of 3 key informants and 4 main informants. The theory used in this research according to Wayne Parsons (2008: 549-552), there are two types of policy evaluation models used, namely Formative Evaluation and Summative Evaluation. Based on the research results, conclusions can be drawn, namely: 1. Formative Evaluation a. The integration of posyandu program in Lawang Agung village follows the guidelines of the Minister of Home Affairs Regulation No. 19 of 2011. b. Posyandu services are carried out with 5-table system in accordance with the provisions (DEPKES RI 2006), where tables 1-IV are the duties of cadres. While table V is a professional such as Doctors, Midwives, Nutrition Team, Kesling & Kespro and Nurses. d. The resources needed are human resources, facilities and infrastructure, additional food and budget funds, where the health fund budget is taken from 10% of APBD and ADD funds. 2. Summative Evaluation, a. Comparison of public health before and after the posyandu program is implemented, the comparison can be seen from the postnatal maternal mortality rate (MMR), infant mortality rate (IMR), as well as an increase in the community's healthy and clean lifestyle. b. The impact of the intervention on one main group or group that is not a control, no adverse effects have been found so far, there is only cooperation from the village government, Health Center and Health Office. c. Comparing what happened with what might have happened without intervention, the cooperation carried out is part of the functions and duties of the obligations of the village head. d. Regional division policy is based on the functions and duties of the village head. Regional division policy is based on population and village area so that the aim is to facilitate program implementation.

Abstract

This study aims to determine the “Effectiveness of Program Keluarga Harapan (PKH) in Ratu Agung Sub-District, Bengkulu City. The method used in this research is descriptive qualitative method. Data collection techniques are carried out by means of observation, interviews, and documentation. Data analysis techniques by means of data reduction, data presentation and make conclusion. The informants in this study amounted to 6 people consisting of 2 key informants and 4 main informants. The theory in this study is the theory of effectiveness according to Budiani (in Nuraida 2019: 155), there are 4 aspects used, namely Program Target Accuracy, Program Socialization, Program Objectives, and Program Monitoring. Based on the research results, conclusions can be drawn, namely: 1. Target Accuracy: a. The target recipients of PKH are poor families who meet certain criteria and need social assistance to improve their standard of living, where the PKH target recipients are in accordance with the recipient criteria. b. The intended target is the group or individual who is the main target of an activity or intervention program. In the context of PKH, the intended target is the underprivileged or poor community. However, PKH in Ratu Agung Sub- District has not been running effectively because the program has not been entirely targeted. 2. Program socialization: a. The time of socialization, namely the time of implementation of socialization activities, is carried out every once in a month meeting with Beneficiary Families (KPM) accompanied by PKH assistants. this socialization activity has been running quite effectively. b. The purpose of socialization, namely P2K2 (family capacity building meeting). 3. Program Objectives: The purpose of PKH in Ratu Agung Sub-district, Bengkulu City is to prosper people whose economy is still low and break the chain of poverty, but the objectives of PKH in Ratu Agung Sub-district, Bengkulu City have not been effective because this program has not achieved its main objectives. This can be seen from PKH beneficiary targets, there are still many underprivileged people who are entitled to receive assistance from PKH. 4. Program Monitoring: The implementation of the PKH in Ratu Agung Sub-district, Bengkulu City has so far been running quite effectively.

Abstract

This research aims to find out Policy Evaluation of Free BPJS Program in Bengkulu City. Data collection techniques are carried out by means of observation, interviews and documentation. Data analysis techniques by means of data reduction, data presentation and drawing conclusion. The informants in this study amounted to 10 people consisting of 4 key informants and 6 main informants. The theory used in this research is the theory of evaluation models according to Wayne Parsons (in Yessi Utari 2021: 30). There are two types of policy evaluation models used, namely Formative Evaluation and Summative Evaluation. Based on the research results, conclusions can be drawn, namely: 1. Formative Evaluation: a. The purpose of this free BPJS program is to prosper the people of Bengkulu city in the health sector. b. Background of Free BPJS Policy, this free BPJS program is based on Mayor Regulation no.14 of 2022. c. Free BPJS Policy Formulated in Bengkulu City, this policy is a mandate from the 1945 Constitution and the Indonesian Law No.17 of 2023 concerning health. d. The funding allocated for Free BPJS Program is from APBD funds taken from the cigarette tax based on the Indonesian Minister of Finance Regulation no.128/PMK.07/2018 and Governor Regulation no.11 of 2017. e. Implementation of Free BPJS Program Policy in Bengkulu City, this free BPJS policy has provisions, namely Identity Card and Family Card who are domiciled in Bengkulu City, as well as Certificate of Indigence from Urban Village. f. The Relevance of Free BPJS Program among the People of Bengkulu City is still less relevant, especially in terms of service at health facilities when seeking treatment, it is still a little slow in health consultations or taking medicine. g. The service quality is quite good and very helpful. The service quality is quite good and very helpful to the community. h. The problem felt is the sudden deactivation of membership and the registration of online services for parents who are difficult to understand. i. Free BPJS program should improve facilities and services at the first health facility. 2. Summative Evaluation: a. This program helps the community in the health sector. b. The success of free BPJS program has been quite successful because many people in Bengkulu City have been helped. c. This Free BPJS has helped the community to seek treatment. d. The obstacles or challenges felt are the system of free BPJS program. The obstacles or challenges felt are the application system and people who transfer their residence. e. The budget evaluation is felt to be right on target but for the evaluation of human resources it is determined by credentials..

Abstract

This study aims to determine the Performance of Employees of the Business Development Services Section in Attracting Public Service Advertising Services at LPP RRI Office of Bengkulu. The method used in this research is descriptive qualitative research. Furthermore, data collection techniques are carried out by means of interviews, observation and documentation. After obtaining the research results, it is analyzed by reducing data, presenting data and drawing conclusions. The informants in this study amounted to 5 people consisting of 2 key informants and 3 main informants. This research uses the theory according to Mahsun. (2006: 77) regarding performance theory: (1) Input indicators: There are costs used in making advertisements that are in accordance with PNPB rules, the amount of advertising costs depends on the collective agreement and how long the advertisement will be aired. (2) Process indicators: The public comes directly to the service section without a representative provided that a photocopy of a valid ID card or driver's license, fill out the form or stamp that has been provided, and pay the cost of making an advertisement based on existing regulations. (3) Output indicators: In terms of the target of making service advertisements determined by PNBP, it means that there are certain rules set by the President Director of LPP RRI. LPP RRI office of Bengkulu does not set targets in advertising, this is because LPP RRI Bengkulu emphasizes services according to community needs without pursuing profits. (4) Outcomes indicators: The production of advertisements for RRI services does not contain racial or ethnic groups, only for social purposes, including in serving the creation of advertisements desired by the community which have been regulated by the government through existing regulations including the amount of costs in making these service advertisements. (5) Benefit indicators: The benefits for the community in placing advertisements at LPP RRI Bengkulu are that the costs incurred are more affordable, the radio broadcast coverage is wider than other private parties and the advertisements broadcast are of higher quality. (6) Impact indicators: The effect for the community is that more people recognize the advertised product or service, while for the agency it can get income from the cost of advertising services made.

Abstract

Organizational performance is a crucial factor in effective resource utilization and strategic decision making that supports growth. Performance evaluation includes comparison with internal and external standards and peer organizations. Factors such as managerial skills, work system effectiveness, motivation, and employee job satisfaction play a significant role in achieving organizational goals. Quality service in education contributes to customer satisfaction and achievement of educational goals. School administration has crusial role as administrative services, plays an important role in supporting the educational process. This study was used a qualitative method with a critical paradigm and data was collected through observation, interviews and documentation. This study evaluated the performance of administrative staff at SMA Keberbakatan Olahraga (Sports Talent High School) in Bengkulu Province by focusing on six main indicators: work quality, work quantity, timeliness, effectiveness, and commitment. The study found that the quality of work of administrative staff at this school was very good, characterized by neat and timely administration management. Although there was a slight delay in collecting some documents, overall administration management met the established standards. The high quantity of work reflects the productivity of administrative staff who demonstrate significant commitment to their duties. Employee commitment was supported by training and development programs, although there is a need for improvement in work facilities. Overall, the performance of administrative staff at this high school is very good, playing an important role in supporting the smooth running of school activities and achieving the set educational goals..

Abstract

This research was conducted to find out how the stages in therapeutic communication process are established between teachers and students with Down syndrome who are in SLB Karabela, Bengkulu city. This research uses descriptive qualitative methods. In this study using data collection techniques through in-depth interviews, observation, and documentation. The results showed that there is a practice of therapeutic communication at SLB Karabela, where this communication has four stages, namely the pre-interaction stage where this stage the teacher prepares himself to meet with students, the stage (orientation) Introduction stage where the teacher approaches students slowly, the work stage where the teacher is teaching children with Down syndrome by persuading students gently and the termination stage where the teacher sees the students’ development from beginning to end. In this study it is found that teachers in dealing to students with Down syndrome have different ways. This is because students with Down syndrome have different characters, so they require different actions.

Abstract

This study aims to determine the role of family communication in improving the psychological well-being of adolescents in broken home families. This research is a qualitative research using the triangulation method, namely observation, documentation and interviews as well as literature studies. This type of research is field research which means that the researcher observes directly to the field to get maximum results. Family communication is analyzed as factors that affect the psychological well-being of adolescents. The results of the study show that the role of family communication has not been applied massively by parents to adolescents affected after the divorce of their parents, giving rise to the term broken home, which is a family in which there is no peace, prosperity and disharmony. Family communication in broken home families shows a bad parental self-image for children because parents do not put themselves like parents to children who need guidance after divorce. So that the psychological atmosphere in children is disturbed such as feeling afraid, depressed and not expressive. In families that are broken home, there is a parental communication style that changes to be more aggressive towards children. This is because the way parents lead their children is not done as they should and parents think too much about their own feelings, so that children feel uncaring and more comfortable outside the home. The language ethics used by parents when talking to children have changed. Parents use word choices and body gestures that make children feel pressured so that children keep their distance from their parents because they think that parents are no longer a safe place.

Abstract

This research aims to determine the coping skills used by informatics students in thesis guidance. The research method used was a qualitative descriptive approach with in-depth interview techniques with four students who were active in thesis guidance and two thesis supervisors as sources of information in the research. The theory used is the stress coping theory from Lazarus & Folkman 1984. The results of the research show that informatics students of the Informatics Study Program are more likely to focus on problems (problem-focused coping) such as preparing a regular work schedule, discussing with seniors or friends, fighting feeling lazy, and looking for additional references from previous research journals or websites that support learning, because not all Informatics students have the ability to manage emotions (emotion-focused coping) such as seeking support from friends and family, not easily getting emotional when the lecturer is angry when don't reply to chats, be patient, don't panic, don't give up easily trying to carry out guidance and remain enthusiastic especially when experiencing pressure during thesis guidance.
