Abstract

This research is driven by problems related to subsidized fertilizer distribution that is not in accordance with the right principle (right amount, type, time, place, quality and price). This encourages a change in the distribution of subsidized fertilizers called iPubers. Therefore, this research wants to see how the implementation of iPubers in the perspective of E-Government. This research aims to find out how the implementation of E-Government Subsidized Fertilizer Integration Application (iPubers) in optimizing the distribution of subsidized fertilizers. This research employs a qualitative method with a descriptive approach. The data is collected through interviews, observations and documentation studies. The research findings show that the procurement and distribution of subsidized fertilizers follow several stages, namely: a) planning and procurement of subsidized fertilizers, b) distribution and redemption of subsidized fertilizers through the iPubers application, c) receipt of subsidized fertilizers by farmers through the iPubers application, d) reporting and supervision of subsidized fertilizers. The results of this study refer to Indrajit's notion of six important components that must be considered in implementing E-Government, namely: 1) content development, 2) competency building, 3) connectivity, 4) cyber laws, 5) citizen interfaces, 6) capital is not applied thoroughly in the iPubers application. Therefore, application development and training for retailers and farmers are needed.

Abstract

The implementation of decentralization in Indonesia does not always run smoothly. Since the beginning of its implementation, various challenges have continued to emerge that hinder the effectiveness of this policy. One of the main challenges is the capacity gap between regions, where some regions are able to manage autonomy well, while others still depend on central assistance. Corruption and low accountability at the local level are also serious problems that often undermine decentralization. The aim of this research is to analyze the impact of the transformation of decentralization policies in Indonesia on the stability of regional government, as well as identify the challenges faced by regional governments in the context of globalization and their implications for political and economic stability. The research method used in this study is a literature study, which collects and analyzes various academic sources, government reports, and related documents to understand the transformation of decentralization policies and their impact on regional government in Indonesia. The research results show that the post-1998 Reformation decentralization policy transformation had a significant impact on regional governance, but also gave rise to complex challenges, such as central-regional conflict and budget inequality, which affected political and economic stability. In the context of globalization, this challenge emphasizes the importance of collaboration and strengthening human resource capacity, as well as the need for synergy between central, regional governments and community participation to achieve better stability.

Abstract

This research aims to analyze the role of participatory accountability in regional financial reform, especially in encouraging community involvement in regional budget oversight. Regional financial reform in Indonesia is focused on increasing transparency and accountability through the application of digital technology such as e-budgeting, e-audit, and the Regional Financial Information System (SIKD). Active community participation, both directly and indirectly, is an important element in ensuring effective and efficient use of the budget. This research uses qualitative methods with a case study approach in several regions that have implemented community participation in APBD supervision. The research results show that community involvement can increase financial transparency and encourage accountability of public officials, but there are obstacles such as a lack of public communication space and digital literacy. To overcome these obstacles, policies are needed that support more inclusive community involvement and wider application of information technology. Thus, the integration of participatory accountability and digitalization of regional finance is expected to strengthen more transparent and accountable financial governance, as well as increase public trust in regional governments. This research contributes to the development of regional financial policies that are oriented towards transparency and community participation.

Abstract

West Pasaman, like many regions outside the main economic centers in Indonesia, relies heavily on transfers of funds from the central government through the Balancing Fund, which includes the General Allocation Fund (DAU), Special Allocation Fund (DAK), and Profit Sharing Fund (DBH). ). This dependence shows that PAD, which should reflect regional capabilities in managing local resources, is still limited, so that regional fiscal conditions become vulnerable. This research analyzes the influence of low PAD and Balancing Funds on financial independence in West Pasaman Regency. Using a descriptive qualitative approach, this research describes and analyzes the influence of PAD and Balancing Funds on the financial independence of local governments. Data was collected through a review of literature studies including scientific journals, government reports and official documents. The analysis technique applied is document study to understand local government policies and their impacts. The research results show that West Pasaman's financial independence is hampered by dependence on the Balancing Fund, as well as weaknesses in governance, human resource capacity and infrastructure. However, there are opportunities to reduce dependency by diversifying income sources and optimizing local economic potential.

Abstract

The aim of this research is to analyze the influence of decentralization and regional autonomy on the performance of village government in Indonesia, as well as identify the challenges faced in implementing regional autonomy. The research method used is literature study, which includes analysis of documents, journals and official reports to collect information and data related to decentralization, regional autonomy and village government performance. The results of this research show that although decentralization provides greater autonomy to village governments, capacity gaps, challenges in financial management, and adaptation to global change are still significant obstacles in improving the performance of village governments in Indonesia. Although decentralization has given village governments greater authority and independence, there are significant gaps in capacity, funding and adaptation to global change. Village governments still face limitations in terms of human resources, administrative capabilities, and adequate infrastructure support to manage autonomy effectively. This often hinders improving village performance in providing responsive and efficient public services to the community. These challenges are increasingly exacerbated by problems in managing village funds and the inability of villages to respond to demands for sustainable development caused by globalization.

Abstract

Decentralization in Indonesia has become one of the main strategies in increasing community empowerment, especially in independent villages. The background to this research focuses on how greater allocation of authority and responsibility to village governments can encourage active community participation in development. This research uses a literature study method to analyze various community empowerment initiatives that emerged as a result of decentralization, taking into account the factors that influence the effectiveness of their implementation. The research results show that decentralization has had a positive impact on empowering village communities. Training programs and collaboration with related institutions, as well as the management of Village-Owned Enterprises, are several examples of initiatives that have succeeded in increasing community access to economic and social opportunities. Although there are still challenges in the implementation process, the research results show that decentralization can be an effective instrument in creating independent and sustainable villages.

Abstract

This research aims to assess the use of information technology in regional financial management and its impact on public service performance in Indonesia. The background to this research refers to the importance of transparency and efficiency in regional financial management which can be improved through the application of information technology. The research method used is a literature study, which involves collecting and analyzing data from various relevant sources, including journals and research reports related to the implementation of information technology in the public sector. The research results show that the use of information technology in regional financial management has a positive impact on public service performance. These findings include increased efficiency in budget management, transparency of financial reports, and public satisfaction with public services. However, challenges in implementing information technology still exist, such as limited infrastructure and human resource training.

Abstract

This research was motivated by the conflict between Satpol PP and street vendors during the arrangement and control of street vendors on Padang Beach. The Padang City Satpol PP carried out control over street vendors to relocate them to the Culinary Center, but this control was strongly rejected by the street vendors because they were reluctant to leave the beach. This research aims to find out how the relationship between the local government and street vendors is in efforts to organize Padang Beach street vendors. This research uses a qualitative method with a descriptive approach. The data collection techniques used were interviews and documentation. Informants in this research included the Padang City Tourism Office, Padang City Satpol PP and Padang Beach street vendors. The results of the research show that the relationship between the local government and street vendors in efforts to organize Padang Beach street vendors is not running harmoniously. Judging from the Relationship Management Theory according to Hon and Gruning (1999), only two dimensions of the four dimensions of relationship management are working well, namely trust and commitment, but this only happens at the beginning of control. Meanwhile, the dimensions of control over relationships and satisfaction do not work well.

Abstract

Organizations are assessed based on academic services, especially to students. A college operates based on student satisfaction. The best services must be offered by the academic sector. Providing exceptional customer service is crucial for business success, particularly for companies and establishments in the service industry. The purpose of this study is to determine how satisfied students are with the administrative services provided by Bengkulu University's Department of Agricultural Technology. In this study, all enrolled students majoring in Agricultural Technology at the Faculty of Agriculture, Bengkulu University. Descriptive and quantitative research methods used simple random sampling were used for this research. through their perceptions of the quality of academic services. Using a straightforward random sampling method, SPSS software was used to handle the research sample. By examining the quality from the tangible aspect of the physical evidence, the aspect of reliability, the element of responsiveness, the aspect of assurance, and the aspect of empathy, students can gauge how satisfied they are with academic services. According to the study's findings, the evaluation of satisfaction comprises the following elements: physical aspects (tangible) at 86%, aspects of reliability (84%), aspects of responsiveness (86%), aspects of assurance (68%), and aspects of empathy (92%).

Abstract

The purpose of this study was to determine the quality of clean water services at the Tirta Hidayah Regional Drinking Water Company (PDAM) in Bengkulu City and to determine what inhibiting and supporting factors are experienced by the Tirta Hidayah Regional Drinking Water Company (PDAM) in providing services to its customers in Bengkulu City. The method used by the researcher, namely qualitative research, is a method for exploring and understanding the meaning that a number of individuals or groups of people consider to come from social or humanitarian problems. The results of the study are: The Quality of Service at the Tirta Hidayah Regional Drinking Water Company (PDAM) in Bengkulu City, in terms of tangibility, is included in the good category, because of the completeness of the facilities and infrastructure in the company. Service Quality at the Regional Drinking Water Company (PDAM) Tirta Hidayah, Bengkulu City, seen from the reliability aspect, is included in the good category, because the employees are very reliable in providing services, Service Quality at the Regional Drinking Water Company (PDAM) Tirta Hidayah, Bengkulu City, seen from the responsiveness aspect, is included in the good category, because when responding to customers they are good with customers, Service Quality at the Regional Drinking Water Company (PDAM) Tirta Hidayah, Bengkulu City, seen from the assurance aspect, is included in the good category, because PDAM provides a guarantee of comfort in serving its customers, Service Quality at the Regional Drinking Water Company (PDAM) Tirta Hidayah, Bengkulu City, seen from empathy, is included in the good category. Because these employees really care about customers when there is a problem. Suggestions for employees whose level of service quality in serving the community should be given rewards/awards so that other employees are more enthusiastic in providing services and the Regional Drinking Water Company of Bengkulu City should improve in providing counseling and information as well as socialization. Research limitations based on the researcher's experience during the research, the researcher realized that the results of this study were not perfect and had many limitations that affected the expected results, one of which was the number of samples processed in this study, which was only 30 respondents because in PDAM users in Bengkulu City, many were divided into 3 zones when conducting research in the field, many did not use PDAM and many disconnected PDAM..
