Abstract

Abstrak: Pengembangan kompetensi guru Pendidikan Agama Islam di wilayah Kota Lhokseumawe dilatarbelakangi oleh kompetensi guru Pendidikan Agama Islam mengalami kemunduran dari beberapa indikator profesionalisme. Artikel ini mengajukan temuan, yang didasarkan pada teknik pengumpulan data kualitatif yang dideskripsikan melalui analisis dekriptif, bahwa pengembangan kompetensi profesionalisme guru di Kota Lhokseumawe belum sepenuhnya mengalami perkembangan. Langkah-langkah pengembangan kompetensi profesionalisme guru adalah melalui belajar mandiri, mengikuti pelatihan individu, diskusi dan rapat dewan guru, melakukan penguatan melalui kegiatan Kerja Kelompok Guru, serta melakukan pusat kegiatan guru pada tingkat kecamatan. Lebih jauh ditemukan bahwa kendala utama pengembangan kompetensi profesionalisme guru adalah pelatihan guru berjalan di tempat, kurangnya alokasi dana peningkatan guru, terjadinya penurunan motivasi, dan kurangnya penguasaan informasi dan teknologi.Abstract: The Development of Professionalism Competence of Islamic Education Teachers in Aceh. The development in Islamic Education Teachers Lhokseumawe City area, against the background by the competence of teachers of Islamic education suffered a setback of several indicators of professionalism. The findings based on qualitative data collection techniques are described through descriptive analysis reveals that the development of professional competencies of teachers in Lhokseumawe city has not shown significant growth. Efforts to develop  professional competence of teachers are done through independent study, individual training, discussions and meetings of the board of teachers, strengthening through teachers’ group work, and organizing centre for teachers’ activities at the district level. However, the whole process of the training for teachers of Islamic education became stagnant, the budget cut for improving the quality of teachers, less motiveted, and lack of mastery of information and technology.Kata Kunci: guru, kompetensi, profesionalisme, pendidikan agama Islam

Abstract

Abstract: Islam Versus Terrorism: A Legal Qur’anic Exegesis Approach. In the last decade, terrorism discourse has become one of the most  important international issues. The West has claimed that Islam had supported terrorism and violence against other community, especially the West. This article attempts to elaborate the issue of terrorism in the context of Qur’anic exegesis and Islamic jurisprudence (fiqh). The author argues that Islam as the grace for the whole universe (rahmatan li al ‘âlamîn), in its very doctrines, never support terrorism, radicalism, violent actions, and destructive actions on the earth (fasâd fi al-ardh). This paper attempts to discuss how the Qur’an responses to the issue of terrorism by analyzing the interpretation of legal related verses. Kata Kunci: terorisme, tafsir hukum, al-irhâb, jihad, kekerasan.

Abstract

Abstrak: Penghimpunan zakat di Indonesia telah memiliki payung hukum yang jelas. Akan tetapi, data penghimpunan (fundraising) zakat dan infak Badan Amil Zakat Nasional di Sumatera Utara periode 2015 menunjukkan perolehan zakat yang masih rendah yaitu hanya Rp. 14,55 milyar, dan infak sedekah Rp. 4,82 milyar. Penelitian ini bertujuan untuk menganalisis permasalahan yang dihadapi amil dalam penghimpunan zakat untuk menemukan rekomendasi solusi pemecahannya. Penelitian ini adalah penelitian deskriptif dengan mengambil sampel secara purposive beberapa cabang Badan Amil Zakat Nasional se-Sumatera Utara yang memiliki penghimpunan zakat terbesar. Data diperoleh dengan menggunakan kuesioner dan teknik wawancara. Metode analisis yang digunakan adalah dengan melakukan kristalisasi terhadap beberapa permasalahan pokok, sehingga didapati permasalahan yang paling mendasar. Hasil penelitian menunjukkan bahwa undang-undang dan peraturan zakat belum terlaksana secara efektif, pemerintah kurang memberi perhatian terhadap pengelolaan zakat, dan tidak dimilikinya sumber daya manusia profesional.   Abstract: The Problems of Zakat Fundraising: A Case Study of BAZNAS in North Sumatra. Alms’ (zakat) fundraising in Indonesia has had comprehensive regulations. However, the collection amount of Alms and charity expenditure (infaq) by BAZNAS in North Sumatera in 2015 still low, it is only Rp 14.55 billion of Alms and Rp 4.82 billion of charity expenditure. This study aimed to analyze the problems faced by the alms collector (Amil) and to find the solutions. This study was descriptive research that took a purposive sample in some of BAZNAS’s Branches in North Sumatera which have big amount of alms collection. The data were obtained using a questionnaire and interview techniques. The analytical method used to perform crystallization of some main issues, so that the most fundamental problem was found. The results showed that the laws and regulations of alms is not implemented effectively, the governments less on given attention to the management of alms and have not professionals human resources.Kata Kunci: zakat, fundraising, Badan Amil Zakat Nasional, Lembaga Amil Zakat

Abstract

Abstrak: Kebijakan pendidikan nasional menghendaki para pendidik di Indonesia harus memiliki empat kompetensi, di antaranya adalah kompetensi kepribadian. Pendidikan nasional juga menegaskan urgensi penanaman karakter oleh pendidik terhadap peserta didik, sehingga para pendidik pun dituntut memiliki karakter yang telah ditetapkan. Artikel ini mengkaji tinjauan fukaha terhadap etika pendidik dalam Islam. Di antara fukaha di dunia Islam, Imam al-Nawawî telah memberikan ulasan tentang etika pendidik dalam Islam. Berdasarkan analisis isi terhadap karya Imam al-Nawawî, ditemukan bahwa seorang pendidik Muslim dituntut memiliki etika yang harus dipahami dan diamalkan dalam proses pembelajaran, yang terdiri atas etika pendidik dari aspek kepribadian, etika pendidik dari aspek kegiatan ilmiah, dan etika pendidik dari aspek penyampaian pembelajaran. Artikel ini telah menegaskan bahwa khazanah Islam tentang etika pendidik sangat kaya, dan harus diaktualisasikan dalam dunia pendidikan Islam di Indonesia.Abstract: Teacher’s Ethic in the Perspective of Imam al-Nawawî’s Thought. National education policies require educators in Indonesia to have four competencies; among of it is personality competences. National education reiterated the urgency of the character building by educators to students, so that the educators were required to have a character that has been decided. This article examines the Jurists review toward educators’ ethics in Islam. Among of jurists in Islamic world, Imam al-Nawawî has given reviews on educators’ ethics in Islam. Based on a content analysis of Imam al-Nawawî work, it was found that a Muslim educators are required to have ethics that must be understood and practiced in the learning process, which consists of educators ethics from personality aspects, educators ethics from scientific activity aspect, and educators ethics from learning delivery aspects , This article has been asserted that the Islamic literatures about the educators ethics is very much, and must be actualized in Islamic education in Indonesia.Kata Kunci: al-Nawawî, etika, pendidik, kepribadian, kegiatan ilmiah, pembelajaran

Abstract

Abstract: Syi‘ah Itsna ‘Asyariyah: Some Principal Teachings. The debate of ideological understanding of the rightful leadership is an important issue within the Shiates mainstream of Islam. The Shiates put ‘Ali—the fourth of al-khulafâ’ al-râsyidûn—in a special position, because they consider him as the rightful successor of the Prophet Muhammad. On the contrary, however, they consider the other three caliphs as unlawful claimers to the caliphate. However, differences of understanding in the Shiates also occur at doctrinal level that gives rise to the emergence of the Twelvers and Seveners of Shiates, the former of which holds that there are twelve lawful number of imâm whereas the latter believes that there are only seven respectively. This article traces the historical roots of divergent doctrine within the Shiites mainstream, analyses how it develop through times, and argues that the different doctrine hold by respective sects whether at a lesser or greater extent lead to different factions. Kata Kunci: syi‘ah itsna ‘Asyariyah, imâmah

Abstract

Abstrak: Permasalahan utama dalam penelitian ini adalah kebijakan pendidikan nasional terhadap pendidikan Islam dan pendidikan sekular. Pada mulanya, sekularisme memang hanya berbicara tentang hubungan antara agama Kristen dan negara saja. Namun kemudian berkembang merambah kepada seluruh aspek kehidupan dunia manusia, dan juga masuk ke dalam berbagai pemikiran para filsuf dan kaum intelektual pada saat itu. Selanjutnya, ide pemikiran sekularisme ini juga masuk menyebar ke dunia Islam dan juga masuk ke dalam undang-undang sistem pendidikan nasional. Tujuan penelitian ini adalah untuk mengetahui kebijakan sistem pendidikan nasional terhadap keberadaan pendidikan Islam dan pendidikan sekular. Penelitian ini adalah studi literatur yang sumber datanya dari buku-buku dan dokumen tertulis. Setelah dianalisa, ditemukan bahwa dasar pemikiran sekularisme yang bertentangan dengan ajaran Islam telah mempengaruhi kebijakan sistem pendidikan nasional.Abstract: National Education Policy toward the Existence of Islamic and Secular Education. The main problem in this research is a national educational policy towards Islamic education and secular education. At the outset, secularism is only talking about the relationship between Christianity and state. Then it develops extended to all aspects of the human world, and entered into the philosophers thinking and intellectuals at the time. Furthermore, the idea of secularism is spread to the Islamic world and entered into the law of national education system. The purpose of this research was to determine the policy of the national education system to the presence of Islamic education and secular education. This research is a review of literature which the data sources from books and written documents. After analysis, it was found that the rationale of secularism in contradiction with Islamic teachings that have influenced policy of the national education system.Kata Kunci: pendidikan, Islam, sekuler, kebijakan, politik hukum

Abstract

Abstract: Exploring Some Cultural Dimensions of Acehnese Sultanates: An Historical Study. Culture constitutes a significant dimension of the life of community. As a concept, experts in general define culture as an ideational system, which include ideas, concepts, rules, and meanings that are shared by community and expressed in daily life. In its history, especially during the 17th century, Aceh, as an Islamic kingdom, developed its own culture, as it was evident in the state’s institutions and behaviors. This includes, among others, political, intellectual, ceremonial, and cosmopolitan and tolerant culture. All these were induced by the Islamic character of the kingdom, which was also enriched by its Acehnese and Southeast Asian elements.Kata Kunci: budaya, kerajaan, Aceh, dan Islam

Abstract

Abstrak: Politik hukum merupakan sesuatu yang mendasari kebijakan dasar diundangkannya suatu regulasi, dan dasar kebijakan diberlakukannya suatu regulasi tertentu dalam tatanan sistem hukum nasional. Pengaturan dan keberlakuan  regulasi perbankan syariah di Indonesia dalam perspektif politik hukum adalah sesuatu yang patut untuk dipahami. Penelitian ini menggunakan metode penelitian kualitatif dengan komparatif deskriptif sebagai analisis berpikirnya. Penelitian ini menunjukkan bahwa regulasi perbankan syariah menjadi cerminan dalam dimensi kebijakan dasar (basic policy). Regulasi perbankan syariah merupakan respons atas perkembangan industri perbankan syariah yang membutuhkan jaminan kepastian hukum dan keadilan hukum dalam suatu regulasi yang jelas. Dalam dimensi kebijakan keberlakuan hukum (enactment policy) regulasi perbankan syariah diyakini memberikan manfaat (utility) dan kemaslahatan bagi masyarakat Indonesia dan dipandang sejalan dengan tujuan ekonomi nasional. Eksistensi regulasi perbankan syariah di Indonesia saat ini memperkuat teori positivisasi hukum Islam dan memperkuat paradigma hukum profetik dalam sistem hukum nasional.Abstract: Legal Policy of Islamic Banking in Indonesia. Legal policy is something that underlies basic policy of a regulation and a basic policy of enactment specific regulation in the national legal system order. Setting and enforceability of Islamic banking regulations in Indonesia on political law perspective is something that deserves to be understood. This study uses qualitative research with descriptive comparative as its thinking analysis. This study shows that the regulation of Islamic banking was a reflection of basic policy dimension. Islamic banking regulation was a response to growing Islamic banking industry that need of legaly and legal justice in a clear regulation. In the enactment of policy dimension, regulation of Islamic banking is believed to provide utility and benefit for Indonesia people and seen as a goal of national economic objectives. The existence of Islamic banking regulations in Indonesia nowadays reinforces the theory of Islamic law positivism and strengthening the legal prophetic paradigm in the national legal system.Kata Kunci: politik hukum, perbankan syariah, positivisasi, hukum profetik

Abstract

Abstrak: Penelitian ini bertujuan untuk mengungkap ayat-ayat al-Qur’an yang berkaitan dengan profesionalitas guru. Ayat-ayat tersebut kemudian ditafsirkan menurut Tafsir al-Mishbah karya M. Quraish Shihab. Penelitian ini merupakan penelitian kepustakaan (library research), dan termasuk dalam kategori penelitian kualitatif. Adapun metode yang digunakan adalah metode tematik (maudhû‘i), yakni menghimpun ayat-ayat al-Qur’an yang berbicara tentang profesionalitas guru. Selanjutnya, untuk mengungkap makna-makna serta simbol-simbol dalam ayat-ayat al-Qur’an tentang rumusan profesionalitas guru, penulis menggunakan pendekatan linguistik, semiotik, hermeneutik dan psikologi. Hasil penelitian menunjukkan bahwa pembentukan profesionalitas guru dalam konsep Tafsir al-Mishbah dapat dilakukan melalui upaya membangun kompetensi guru yang profesional berbasis nilai-nilai Islami, menciptakan lingkungan belajar yang kondusif dan bercirikan nilai-nilai Islami, menciptakan suasana pembelajaran yang efektif berciri khas Islam, dan mendukung tercapainya tujuan pendidikan nasional dengan pengembangan berbagai kompetensi profesionalitas guru.Abstract: Teacher’s Professionalism in M. Quraish Shihab’s Tafsir al-Mishbah. This study aims to reveal Quranic verses related to teacher’s professionalism. The verses are  interpreted through Tafsir al-Mishbah the works of M. Quraish Shihab. This research is a library research and categorise as qualitative research. The method use is thematic method (maudhû‘i) which collecting the verses of al-Qur’an that tell about the teacher’s professionalism. Then to uncover the meanings and symbols use in the verses of al-Qur’an which formulate the teachers’ profesionalisms, the authors use linguistics, semiotics, hermeneutics and psychology approaches. The result of the research showed that the formation of the teachers’ professionalism in Tafsir al-Mishbah concept can be done through, building teachers’ profesionalism competencies based on Islamic values, creating conducive learning and Islamic values characteristics, creating effective learning with Islamic characteristics, and supporting the purposes of national education with development of teachers’ profesionalism competencies.  Kata Kunci: al-Qur’an, M. Abstract

Abstract: Theological Construct of Islamic Radicalism in Post New Order Indonesia. This article seeks to investigate the theological foundation of radical Islamism in post-New Order Indonesia. It basically argues that an attempt at delineating the nomenclature of Islamism from its pejorative connotation becomes imperative in order not to lump such words as pure salafis with salafi jihadist. In addition, the venture of all types of radical Islamism begins with the creed that the establishment of Islamic realm on earth based on the Qur’an and Hadith is a holy duty and regarded as compulsory upon every adult Muslim male. As such, the article analyses 1) the account of belief system of radical Islamism, 2) the transformation process of violence into a sacred creed, and 3) the centrality of such doctrines as jihad and istisyhâd (martyrdom). Kata Kunci: Islamism, radikal, jihad, istisyhâd
