Abstract

The rapid advancement of digital technologies has fundamentally transformed the landscape of civil society advocacy, particularly in the defence of digital rights in Indonesia. This study examines the evolving role of SAFEnet (Southeast Asia Freedom of Expression Network), a prominent civil society organization committed to protecting digital freedoms. Employing a qualitative case study approach, the research explores SAFEnet’s strategic responses, structural challenges, and advocacy outcomes through comprehensive literature analysis and thematic interpretation. The findings reveal that SAFEnet has transcended its initial function as a policy watchdog, emerging as a facilitator of digital public discourse, a provider of legal assistance, and a cross-sectoral coalition builder advancing the rights to freedom of expression, data privacy, and digital justice. Its integrated advocacy model encompasses social media mobilization, digital literacy campaigns, policy engagement, and the innovative use of technology to amplify civic participation. Despite operating within a restrictive regulatory environment characterized by censorship and the criminalization of dissent, SAFEnet has demonstrated adaptive resilience and strategic innovation in expanding the digital public sphere and promoting democratic engagement. This study contributes to the discourse on digital civil society by critically mapping a localized advocacy model and by reinforcing the theoretical relevance of network society and public sphere frameworks in the context of Indonesia’s evolving digital democracy.

Abstract

The presence of Islamic boarding school students (santri) in Indonesia’s political history holds substantial significance, not merely due to their growing demographic weight but also because of their strategic influence and pivotal roles in the last three national elections. Santri function not only as active voters but also as critical components of electoral coalitions and, in some cases, as candidates themselves. This study employs a quantitative research design utilizing a multistage random sampling technique, with a margin of error of 3.1%, a 95% confidence level, and an assumed population variance of 50:50, resulting in a sample size of 1,076 respondents. Data were collected through structured face-to-face interviews conducted during the 2024 general elections in Central Java. Participants comprised individuals who had attended and resided in Islamic boarding schools (pesantren). Findings indicate that family members and religious leaders exert a strong influence on santri's political engagement. A majority of santri report still relying on family networks and religious authorities as primary reference points when selecting their preferred candidates. Furthermore, the majority of santri are affiliated with the Nahdlatul Ulama (NU) organization, which remains a dominant institutional force within Indonesia’s Muslim community. However, the alignment between santri and formal political parties, especially Islamic political parties, remains relatively fluid, with only a minority holding formal party membership or sustained political affiliations. This suggests that while religious identity shapes political values, party loyalty among santri is neither uniform nor necessarily strong.

Abstract

This study aims to analyse the main issues of the Open Government Partnership in the Basque Country. The Basque Country plays a leading role in the open government campaign in Spain because it is a pilot program of the local government of the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Basque Country government and sourced from the Google Scholar database. The findings of this study indicate that the Basque Country's open government is not popular. The key issues in the Basque Country's open government include accessibility, e-government, government websites, transparency, and e-services. Meanwhile, the current issues include public service innovation, private-public partnerships, and autonomy. These issues highlight the urgency and potential contribution of the Basque Country's open government going forward. The Basque Country is currently focusing on its five open government commitments. These commitments contribute to the Basque government's strategic vision by developing tools, models, and common guidelines for all levels of government, thereby increasing the value of public action and the standing of its public institutions and officials. The findings of this study serves as recommendations for stakeholders in the Basque Country, including all local governments in Spain and all members of the Open Government Partnership

Abstract

The purpose of this paper is to understand the concept and factors behind the emergence of Indonesia's maritime strategic vision, known as the Global Maritime Fulcrum. A vision of Indonesia's maritime strategy was presented by President Joko Widodo in 2014. The emergence of the Global Maritime Fulcrum is inextricably linked to ideas, values, and norms believed to originate from Indonesia itself, as well as external influencing factors such as Indonesia's views on changes and shifts in international political dynamics in the Indo-Pacific region namely the rivalry between the United States with the Indo-Pacific Strategy and China with the belt and road initiative. The ability to recognize identity in a strategic geographical location as a maritime island state is one of the internal factors that also influenced the emergence of this idea. Other factors that also support the influence of GMF ideas include the changes in the geopolitical dynamics of the Indo-Pacific region over the last decade since the emergence of China’s strategy through the Belt and Road Initiative in 2013 it has made the situation in the Indo-Pacific region even more interesting for study. The dominance of the presence of the United States and its allies, such as Japan, India and Australia in the Indo-Pacific region began to be disrupted by the presence of China under the Belt and Road Initiative programs. Indonesia, as a country with a strategic geographical location in the Indo-Pacific region, is in the middle of the rivalry between the two major powers of the United States and China. Indonesia must recognize and keep an eye on the changing geographical and political security situation in the Indo-Pacific. The Global Maritime Fulcrum, which emerged in 2014, is the right place to know where and how Indonesia is positioned to respond.

Abstract

This article analyses the configuration of political communication strategies employed by legislative candidates in the local electoral context of Salatiga, a multicultural city in Central Java. Recent scholarship on local political communication in Indonesia has broadly examined campaign practices in a fragmented manner, often separating face-to-face interactions, digital media use, and social networks. Drawing on a systematic review of existing studies, this study demonstrates that local political communication operates through a hybrid strategy that integrates interpersonal communication, digital platforms, and socially embedded networks within a normative framework of Tolerance. Using McNair's political communication framework, this study argues that different communication channels perform distinct yet complementary functions. Face-to-face communication plays a central role in identity building and in gaining support by fostering trust and social legitimacy. At the same time, digital media primarily serves as an information source and tool, expanding the reach of messages, particularly among younger voters. Simultaneously, community-based networks and opinion leaders mediate political messages and align them with local social norms, thereby enhancing message acceptance. The findings further show that Salatiga's culture of tolerance functions not merely as a social backdrop but also as an active discursive boundary that shapes acceptable political narratives. This study contributes to the literature by offering an integrated theoretical model of local political communication that emphasizes the contextual orchestration of communication functions in multicultural settings.

Abstract

Despite significant advancements in women's higher education in Indonesia, where female enrolment now surpasses that of men, major gender disparities persist in the labor market. This paper investigates the enduring paradox of "Excelling on Campus, Lagging in the Workplace," wherein higher educational attainment for women does not translate into equitable outcomes in labor force participation, remuneration, and career advancement. Employing a qualitative methodology through a systematic literature review, this study synthesizes and critically analyzes existing national data, institutional reports, and academic literature. The analysis is framed by the Feminist Critique of Human Capital Theory, arguing that conventional economic models fail because they ignore the entire sphere of social reproduction the unpaid domestic and caregiving labor that is disproportionately shouldered by women. The findings demonstrate that the participation gap, wage disparities, and the "glass ceiling" are not separate issues but are interconnected manifestations of a system that structurally penalizes women for their socially-mandated reproductive roles. The study concludes that achieving substantive gender equality in Indonesia requires a policy shift beyond merely promoting education, necessitating a fundamental re-evaluation of the value of reproductive labor and the implementation of policies that directly address these structural barriers.
