Abstract

Problems faced by The Office of Cooperatives, UMK, UM and Industry in Metro City are the lack of attention of leaders to subordinates and leaders less actively involving employees in office matters. The application of a culture of honesty, perseverance and discipline in the Department of Cooperatives, UMK, UM and Industry in Metro City is still not effective. Both elements of these variables have an impact on the non-optimal  performance of employees that can be seen from the results of work that is not in accordance with organizational goals. Based on these issues then the problem is: (1) How does the influence of leadership style on staff performance? (2) How does the influence of organizational culture on staff performance? (3) How does the influence of leadership style and organizational culture together on staff performance?. The purpose of this research is to find out, analyze and explain the influence of leadership style and organizational culture on staff performance at the Office of Cooperatives, UMK, UM and Industry Metro City both partially and simultaneously. Use traditional research is descriptive method with type of library research and field research and data collection technique used observation, questionnaires and documentation. Sources of data derived from primary and secondary data. This study uses quantitative analysis method by means of product moment correlation  analysis and multiple regression. The test results for the relationship between  leadership  style on satff performance obtained t count of 3.621. Furthermore, for organizational culture variables on employee performance, it is obtained t count 3.665. Testing simultaneously or together obtained statistical F results of 27.850. It was concluded that this study found a significant influence both partially and simultaneously between Leadership Style and Organizational Culture on Employee Performance at the Office of Cooperatives, UMK, UM and Industry in Metro City.

Abstract

 Documents are one of the important factors in measuring the level of achievement of organized activities in government. The development of science and technology currently causes changes in all aspects of life, as well as in administrative activities. At present many parties are utilizing electronic media in document management. Using electronic media in document management will facilitate data management.This research is an exploratory research with a system approach in the form of Soft System Methodology (SSM) which is an approach to solve complex unstructured problem situations. The analysis used is to use 7 (seven) stages in Soft System Methodology (SSM).From the results of the study it can be concluded that the management of documents to improve administrative services leadership can be done through the use of an input system for documents or letters electronically so as to streamline time, Lack of understanding of JFU in existing technology so that it is a bit difficult to implement the existing system, Lack of understanding of the manuscript service so that there is often a lack of understanding of correspondence. Requirement of protocol training for all protocols so that they can understand their respective duties and functions and Standard Operating Procedures that have not been optimal for managing incoming and outgoing letters and the absence of Standard Operating Procedures for the Secretary of the Regent.

Abstract

The problems in this research are: (1) How is the Environmental Condition of the Organization at the Metro City Trade and Market Office. (2) What aspects support and hinder the Organizational Environment in Supporting Public Organization Performance at the Metro City Trade and Market Office.The research method used in this research is descriptive qualitative method. The use of this method is to describe the Organizational Environment in Supporting the Performance of Public Organizations at the Metro City Trade and Market Office, to study qualitatively, how all data is obtained directly from informants in the field using interviews and document studies.The results show that the organizational environment of the Metro City Trade and Market Office is one of the causes of success in carrying out a job, because the organizational environment can affect workers, especially the organizational environment that is psychological in nature. The organizational environment at the Metro City Trade and Market Office aims to provide maximum work comfort, so that employees in providing quality services, in the sense that if employees work and the results of the work get appreciation and recognition, then the work must be of high quality.Supporting and inhibiting aspects in efforts to improve the organizational environment at the Metro City Education and Culture Office. These aspects can occur both internally and externally to the organization. Internal factors include elements contained in the body of the organization, namely the Metro City Trade and Market Office. Then the external factors that come from outside the Metro City Trade and Market Office, such as local governments, relevant agencies and the community. This happens because a good organizational environment has been strived for, but it has not materialized as expected because there are still employees who are not fully comfortable with the existing organizational environment, such as air circulation, noise in the workplace.

Abstract

Management of Regional Property at the Regional Financial and Asset Management Agency of Lampung Province which is based on the Regulation of the Minister of Home Affairs Number 19 of 2016 concerning Guidelines for Regional Property Management, in the implementation of the presentation of the report is still not optimal and causes problems both administratively and physically so that it will be related to the results whether or not local revenue (PAD) is good. The purpose of this paper is to analyze how the management of regional property so as to increase local revenue, what aspects become obstacles and what efforts can be made. The theory that becomes a reference for analyzing is in accordance with the expert opinion put forward by George R. Teryy that good management includes Planning, Organizing, Actuating, Controlling. This research method is to use qualitative research with descriptive analysis method, the data collection technique used by the author in making this report is to use the method of observation, direct interviews with BPKAD officials in Lampung Province, besides that the author also conducts documentation studies and literature studies to support fulfillment. this research. The result of this research is that the implementation of regional property management at the Regional Financial and Asset Management Agency has implemented a good management pattern starting from Planning, Organizing, Actuating, and Controlling or in short. (POAC), although the implementation is still not optimal, and what becomes an obstacle in the management of regional property to increase regional revenue (PAD) is the change in the regulations for the organizational structure, duties and functions and work procedures of the Lampung province regional apparatus in 2019. happen in 2020, changes in the leadership of regional heads, not optimal implementation of leases and sales, the occurrence of land/land disputes, based on data in 2019 there was an increase in local revenue (PAD), while in 2020 there was a significant decrease and maximum efforts have been made by the Regional Asset Management Sector such as improving performance by placing the State Civil Apparatus (ASN) in accordance with job analysis, determining policies, and dispute resolution.

Abstract

Permasalahan dalam penelitian ini yaitu : (1) Bagaimana Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin pegawai Negeri Sipil Pada  Badan Pemberdayaan Masyarakat  dan Pemerintahan Desa Provinsi Lampung. (2) Aspek-aspek apa yang menghambat dalam Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Provinsi Lampung.Desain penelitian ini adalah menggunakan jenis penelitian kualitatif dengan metode analisis deskriptif. Penggunaan metode ini adalah untuk mendeskripsikan Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin pegawai Negeri Sipil Pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Provinsi Lampung, mengkaji  secara kualitatif, bagaimana Seluruh data diperoleh langsung dari informan dilapangan dengan menggunakan wawancara dan obsevasi.Hasil penelitian menunjukkan bahwa Implementasi Peraturan Pemerintah RI No. 53 Tahun 2010 Tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat Dan Pemerintahan Desa Provinsi Lampung, telah dilaksanakan, namun belum optimal, Pegawai yang memiliki disiplin yang baik terbukti menunjukkan kinerja yang lebih baik dibandingkan dengan yang tidak memiliki disiplin yang baik. Hal tersebut terlihat masih adanya aparatur sipil Negera yang sering masuk kantor terlambat dan ada pula yang sering pulang sebelum jam kantor, tanpa adanya alasan yang jelas, dan diperkuat pula oleh laporan kinerja pegawai.Aspek-aspek yang menghambat Implementasi Peraturan Pemerintah RI No. 53 Tahun 2010 Tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat Dan Pemerintahan Desa Provinsi Lampung, yaitu tingkat pengetahuan pegawai tentang aturan. Tidak semua pegawai mempunyai disiplin yang baik, yang ditunjukkan oleh pengetahuan tentang system aturan dan ketaatan terhadap system aturan organisasi. Kelemahan utama dalam disiplin pegawai adalah kurangnya pengetahuan tentang aturan tata kerja dan standar prosedur operasional, yang nengakibatkan hasil kerja yang berkurang, waktu kerja jadi berkurang serta kualitas kerja yang relatif rendah, sehingga disiplin pegawai dalam menjalankan tugas-tugasnya sering terabaikan.

Abstract

The purpose of this paper is to determine the procedure for eliminating Regional Property in the form of equipment and machines and to determine the supporting factors and constraints that occur in the procedure for deleting Regional Property in the form of equipment and machines.This research method is to use a qualitative research type with descriptive analysis method, the data collection technique used by the author in making this report is to use the observation method, direct interviews with BPKAD officials in Lampung Province, besides that the author also conducts documentation studies and literature studies to support compliance. this research.The results of this study are to find out about the procedures for the elimination of regional property in the form of equipment and machines and to find out what are the supporting factors, the causes of the constraints that become obstacles in the procedure for removing equipment and machines. vehicles based on Permendagri Number 19 of 2016 at BPKAD Lampung Province. In this study, through interviews with BPKAD assets in Lampung Province, the author can find out that the procedure for deleting Regional Property in the form of equipment and machines shows that the overall procedure carried out by the Lampung Province BPKAD has been effective and is in accordance with Permendagri Number 19 of 2016 but there are still obstacles. because the recording, inspection and security were less than optimal which led to changes in the presentation of asset values on the balance sheet.

Abstract

The problem in this study is: (1) how to implement regulation of bupati's right way number 48 year 2018 about main duty and function of public relations bureau and protocol of regional secretariat of the district way kanan. (2) what aspects inhibit the implementation of the regent rules right way number 48 year 2018 about the main task and function of public relations bureau and protocol of the district secretariat district way kanan. The method of research used is qualitative with a descriptive analysis method.  The use of this method is to describe the policy implementation of regulation of the bupati's way kanan number 48 year 2018 about the main task and function of public relations bureau and protocol of the district secretariat district right way, to examine qualitative, how all data are obtained directly from the informant in the field using interviews and document studies. The results showed that the implementation of the regent rules way kanan number 48 year 2018 about the main task and function of public relations bureau and protocol, has been running well, the leader already implemented the existing regulations by giving the task to employees according to their background and ability, although in their execution is not optimal, it is due to the human resources, which is relatively lacking. Then, the inhibitory aspects are, (1) there are employees who do not know exactly the basic tasks and functions, sometimes employees feel the basic tasks that are carried out not according to the part. (2) often the employee is employed not a principal task that should be implemented, so that the officer does not perform the job optimally. In the field of work management, there is still a contradiction between what has been programmed and that has been done, (3) the solid task given by the leadership so that often the overlap of task and authority is carried out employees, because employees often work beyond their supposed working hours.

Abstract

The problems in this study are: (1) How is the Implementation of Governor Regulation Number 24 of 2017 concerning Tax Collection of Motorized Vehicle Fuel in the Regional Revenue Agency of Lampung Province. (2) What aspects are hampering the Implementation of Governor Regulation Number 24 of 2017 concerning Collection of Motor Vehicle Fuel Taxes in the Revenue Agency of Lampung ProvinceThe research method used in this research is to use qualitative research types with descriptive analysis methods. The use of this method is to study and describe qualitatively, how the Implementation of the Governor Regulation Number 24 of 2017 concerning Collection of Motor Vehicle Fuel Taxes in the Revenue Agency of Lampung Province. All data obtained directly from informants in the field using interview and observation techniques, according to the research objectives to be achieved.The results showed that the Implementation of the Governor Regulation Number 24 of 2017 concerning Motor Vehicle Fuel Tax Collection has been carried out. This is consistent with the results of research showing that the implementation of the program is still entirely sourced from the top or top down, both from the program activities and the funding has been carried out but not yet optimal. The implementer cannot innovate because it is clear that the program must be implemented, although sometimes it is not suitable with local conditions. Then the taxpayers feel less socialized by the Governor Regulation Number 24 of 2017 concerning Collection of Motorized Vehicle Fuel Taxes, because not many taxpayers who have been using taxable facilities know about it, so the government sometimes uses its rights suddenly without being socialized first first.Aspects that hinder the implementation of Governor Regulation Number 24 of 2017 concerning Tax Collection of Motorized Vehicle Fuel at the Regional Revenue Agency of Lampung Province, namely (1) Awareness of taxpayers in paying taxes on time, has not been implemented in accordance with the specified time so that tax arrears occur, (2) The role of the implementing staff of Motor Vehicle Fuel Tax Collection which is not yet optimal in socializing the tax payment system, so that the implementer has not fully been able to carry out his duties optimally.

Abstract

The problems in this study are: (1) Does coordination have a positive effect on employee performance at the West Lampung District Legislative Council Secretariat (DPRD), (2) Does work motivation have a positive effect on employee performance at the Regional Representative Council Secretariat (DPRD) of the Regency West Lampung, (3) Does coordination and work motivation affect employee performance at the Secretariat of the Regional People's Representative Council (DPRD) West Lampung Regency.In this study, using an explanatory survey method, by analyzing the influence of the coordination variable and work motivation as the independent variable on employee performance as the dependent variable. Researchers use a research approach in accordance with the objectives to be achieved, namely in addition to describing and describing the empirical facts found in the field, they will also carry out a qualitative analysis between the independent variables and the dependent variable.The results showed that there was a significant influence both coordination and work motivation on employee performance partially as well as, coordination and work motivation together had an effect on employee performance at the Secretariat of the Regional People's Representative Council (DPRD) West Lampung Regency. According to the results of the assessment criteria, the coordination variables and employee motivation on employee performance are in the good enough category, but not yet optimal. This is because there are other variables that influence but are not researched

Abstract

Masalah dalam penelitian ini adalah: (1) Apakah Gaya Kepemimpinan berpengaruh terhadap Kinerja pegawai pada (2) Apakah Budaya Organisasi berpengaruh terhadap Kinerja pegawai pada Biro Humas Dan Protokol Provinsi Lampung, (3) Apakah Gaya kepemimpinan dan budaya organisasi berpengaruh terhadap Kinerja pegawai pada Biro Humas Dan Protokol Provinsi Lampung. Metode penelitian yang digunakan dalam penelitian ini ialah metode explanatory survey survei. Populasi dalam penelitian ini seluruh Pegawai pada Biro Humas Dan Protokol Provinsi Lampung sebanyak 150 orang, kemudian sampel dalam penelitian ini yaitu sebanyak 60 orang. Sesuai hasil penelitian menunjukkan bahwa Gaya kepemimpinan berpengaruh terhadap kinerja pegawai pada Biro Humas dan Protokol Provinsi Lampung. Sesuai hasil penelitian menunjukkan bahwa gaya kepemimpinan yang diterapkan sekarang belum sepenuhnya dipatuhi oleh pegawai. Kemudian Budaya organisasi berpengaruh terhadap kenerja pegawai pada Biro Humas dan Protokol Provinsi Lampung. Sesuai hasil penelitian menunjukkan bahwa budaya organisasi berada pada kategori cukup baik, namun belum optimal, hal ini dikarenakan budaya malu yang ada pada Biro Humas dan Protokol Provinsi Lampung belum sepenuhnya dilaksanakan oleh pegawai. Gaya kepemimpinan dan budaya organisasi secara bersama-sama berpengaruh terhadap Kinerja pegawai pada Biro Humas dan Protokol Provinsi Lampung. Sesuai hasil penelitian menunjukkan bahwa gaya kepemimpinan yang ditampilkan dan budaya organisasi dengan sepuluh prinsip malu belum optimal dalam meningkatkan kinerja pegawai, karena masih ada variabel lain yang mempengaruhi kinerja pegawai tetapi tidak diteliti.
