Abstract

Abstract: This study aimed to describe the bureaucratic neutrality in the election in Indonesia, and effortsto improve the neutrality of these. Literature study was conducted by doing a search of documentsand review of related research results bureaucratic neutrality in the election in Indonesia as well asaspects ofthe employment ofcivil servants, especially thejob competency and competency standards.Weaknesses in aspects of personnel administration that allows the regents through personalitynya, andsupported by vested interests, political speculation, and power is expected by the civil servants whoprovide political support to the contestants election, has led to the bureaucracy involved in the election.There shoutd be clear guidelines for career development and performance appraisal ofcivil servants toprovide opportunities for the emergence of objektiovitas regent / mayor in the recruitment of officerswithin the district / city.

Abstract

Abstract: this article mendeskrikan purpose and existence of moral education in educational efforts. For that we need to look back on the goal of education is creating a moral person, independent, mature and mature, honest, noble, virtuous noble character, behave politely, shameless and arrogant and not concerned with the interests of the nation rather than only concemed with personal or group interests.How to create a moral education that is the changes to the measure of success for teachers and students in teaching-leaming process should not only fixated on numbers alone, but more than that, the moral improvement for educators and officials to be role of a model for learners

Abstract

Abstrak Lingkungan hidup merupakan sumber kehidupan manusia, binatang, tumbuhan dan makluk hidup lainnya. Lingkungan hidup memiliki sistem yang merupakan sistem kehidupan itu sendiri. Sedemikian pentingnya peran dan fungsi lingkungan hidup bagi kehidupan makluk di bumi, maka upaya perlindungan lingkungan hidup merupakan prioritas yang harus dilakukan oleh seluruh umatmanusia, agar kelangsungan sistem kehidupan tetap terjaga. Salah satu upaya perlindungan lingkungan hidup adalah dengan pengaturan prinsip tanggung jawab mutlak (strict liability) dalam hukum lingkungan. Pemberakuan prinsip tanggung jawab mutlak (strict liability) dilakukan secara terbatas pada kegiatan-kegiatan yang memiliki potensi menimbulkan dampak besar dan penting terhadap lingkungan hidup.

Abstract

Abstract: In doing the job, a pharmacist is as the manager. In managing the pharmacy, the pharrnacist can cooperate with stakeholders supplying the needs. This cooperation is based on an agreement between the pharmacist and the stakeholders. The agreement is made in order to build up a pharmacy. The agreement is about the licensing ofthe pharmacy and principles ofthe professionals. The agreement is completely influenced by the pharmacy regulations, including the regulations of thepharmacy and the pharmacist. The regulations also restricted the freedom in deciding the obligations and rights in the cooperation among the sides.

Abstract

Regional Representatives Council(DPD) is astate agency subject to the provisions ofArticle22 and Article 22DC 1945 Amendment. This institute is a substitute of regional representatives and group representatives as we have ever known before. Various parties think that DPD authority by are still weak and as if only as a subordinate staff of experts with the }Iouse. This lead to the idea of thenecessity of returning to the 1945 Constitution amendments, particularly with respect to the authority to strengthen the authority of the Council. DFD has a huge role to accommodate the aspirations of the region associated with the implementation of regional autonomy, both in terms of financial management sourced from the General Allocation Fund, as weil as the poteirtial of natural resources in the region, spatial, poverty, natural disasters, health, environmentand others. While the Council has not and is not even sensitive to the issues that come into direct contact with development interests and welfare of local communities. The idea of the Fifth Amendment must be seriously considered and studied, since amendments to the constitutionis a necessity. The idea of the needfor further amendments to the 1945 Constitution should be appreciated by first preparing a clear grand design ofthe material constitutionneeds tn be amended. Therefore, the amendmentis not just a patch work. And the most urgent one is that pecple candirectly take benefit from the amendment.

Abstract

Regional Representative Council (PRC) is a new state institution based on the third amendment of the Constitution 1945. It is regulated in the Stipulation of Atticle22 C and Article 22D of the Constitution 1945. This institution is the substitute of regional and assembly delegations, as we know before. It is only a weak party; however, it has a quite strong power. Therefore, it emerges criticisms that PRC is no more than a group of staffs who are sub ordinate to the Parliament. As a result, it leads to the idea of the next amendment of the Constitution 1945, particularly on the power of pRC. In the reality, there are many disregarded cases dealing with regional autonomy that should be the attention of PRC. Take, for example, managements of regional finances from public allocation funds. as well as from natural resources of the regions. Other cases are poor nutrition, starving, and floods as the result of bad space managements. These cases get only minor attention from PRC' In this case, pRC is considered insensitive to the issues and developments of the regions. Therefore, the Fifth Amendment needs to be taken into account. However, before we go further' we need to prepare the grand design. There should be clear what are being improved. In the end, the amendment wili not be the process of mending or patching only. Yet, the peoples can take the benefits of it.

Abstract

Rapid social changes as the result of knowledge and technology progress have been shifted good values to the new ones which are scraping the good values. Citizenship education should be the education of a thinking process. It also should be the education of values, characters, and attitudes. It is due to the fact that education of values, characters, and attitudes does support the building of a nation’s characters. In achieving the goal of education of values, characters, and attitudes, habituation efforts are needed. It can be done through internalization and application of civic knowledge, civic values, and civic skills. Students not only have to learn from classes, but also apply those three competence in problem solving in their real lives. Those three competence will be achieved if every individuals have civic engagement in their community life. Service learning method is considered as a good way to internalize values and applying the competence of the students. Furthermore, this method will help students in giving meaning to their mastery in the learning process.

Abstract

In this dynamic era, national defense concept towards national stability becomes veryimportant study in the life of the nation. This study is then used to determine the purpose and strategy of a country, and the country’s position in the arena of international politics. In this case, Indonesia has the principle of independent and active foreign policy, in which Indonesia will no be interrupted by other countries. In this principle, the power of diplomacy take the role as the soft power. This soft power of course cannot be separated from the hard power, which are governmental power and military in strengthening national defense and maintaining national stability.

Abstract

Abstract:trade union established as a common goal ofworkers in obtaining life insurance and mutual prosperity. But in its development, trade unions met various obstacles both in the internal context where there are workers who do not want to join the union or the external context where the union is under pressure from the investors and the government. However, they are not desperate and trying to fight the goal. Furthermore, they struggle in perkembangannnya teryata not only the interests of the union but also the interests of the people in general such as issues of racial and class and gender gaps. This paper is expected to provide a historical consciousness of the reader in order to use the past as suggestions and lessons learned in designing a better  future.Keywords: national movements, labor, human existence, humanism

Abstract

Abstract:the voters who did not vote in the election (white group) legislature is still high. In 2014 the government gave rise to a new program, a program Volunteer Democracy (Relation). Relationships program is expected to create a positive awareness of the importance of the elections in the life of the nation. This study aims to determine the grounding performance, form the performance of “Relasi”, and the constraints faced “Relasi” in the implementation of legislative elections in 2014, especially in the city of Banda Aceh. The method used is descriptive qualitative. Source of data obtained through interviews and documentation. The subjects of the research is determined by purposive sampling method. The subjects in this study is one the group’s chairman and two members of the group of each segment. The results showed that the foundations of the program “Relasi” is the voter turnout tends to decrease. Mechanism of action of different used is adapted to the situation and the condi-tions required. Overall the entire relationship has been working in accordance with its function as an extension. Obstacles faced when socialization is the style, technique, time, and bounce. In addition to the mindset of the people who mostly do not have awareness about the importance of democracy.Keywords: volunteer democracy, legislative elections
