Jurnal Ilmu Sosial dan Ilmu Politik (JSP) is an open access, and peer-reviewed journal. Our main goal is to disseminate current and original articles from researchers and practitioners on various contemporary social and political issues: gender politics and identity, digital society and disruption, civil society movement, community welfare, social development, citizenship and public management, public policy innovation, international politics & security, media, information & literacy, politics, governance & democracy, radicalism and terrorism. This article describes the role and involvement of media in reporting disaster. Media involvement in giving people information on disaster should based on human safety, security and dignity. This paper suggests that media report on pre, during and after a disaster should consider human values at the first priority.

The popularity of New Public Management in the developed countries raises a question whether such a concept applicable in the Third World context. Relies on three focuses group discussion involving local bureaucrats, this article shows the desirability of New Public Management as model of local public administration, despite a strong awareness of the challenge they have to encounter.

The 1998 Reformasi movement has contributed to the blossoming of pers freedom in Indonesia. Consequently, there has been a rapid growth in the number of print media, including the "Islamic press" which claims to represent the interest of the muslim majority. In fact, the Islamic press attracts a diverse readership with a wide variety of demographics such as age, gender, social group and ideology. The growth of the Islamic press is scruntinized in this article to clarify the process of negotiationb between Islamic value, popular culture, mystic traditions and Indonesia contemporary politics. This process of negotiation has become important following the financial bankruptcy of many Islamic media organisations due to mismanagement and changes in the aspirations of Indonesian muslim. This article argues that the econimic and political sustainability of the Islamic press depends on its ability to appropriate popular culture and to articulate the politics of Islam in the context of contemporary Indonesia.

This article traces to endeavor the concept of public services in the practice of inclusive citizenship. Contextualization of citizens should be important to be argued in order state eff ort to fulfi lling its citizen basic needs. There are three major schools of public service regime; the liberal, social democratic, and social investment wherein each paradigm gives a diff erent sense of the citizens. Liberal regime defi nes citizen guaranteed to choose their public service patt ern, amidst state or market. Social democratic regime emphasizes obligatory state in terms of public services for its citizens. Meanwhile, the social investment act rationally in providing services to its citizens. The paradigm of Inclusive citizenship emerges as a form of alternative response of the third paradigm in providing public services and comprehensive democratic to every citizen. Implementation of inclusive citizenship toward public service reform is urging and signifi cant to recommend how far and beyond state posited citizen as their client who must be served vice versa. This article will elaborate more on the meaning of inclusive citizenship in the public service.

The term local self-reliance is chosen to incorporate the three concepts widely discussed on local politics in Indonesia: local autonomy, federalism and separatist movement. This article offers a critical assessment on the discourse on the issues by showing various blunders in interpreting am! then implement key political concept, such as the strength of the state, state-society relationship, and the relationship of local-central agencies. These blunders are rooted from the preoccupation of the instrumentality of the state. Aware of those blunders, this article suggests to analyse the issue from the framework of political movement.

This paper argues that humanitarian action in the aftermath of disaster could be explained with the concept of disaster governance. Humanitarian action has been defined as any action to minimize human suffering wherever it is found without considering any state boundaries. Its goal is to make the affected person to be resilient in the aftermath of disaster. This paper elaborates the principle of disaster governance including the concept of humanitarianism, the development of humanitarian enterprise, and the issue of coordination within the chaotic coordination after disaster. Second, it examines the concept of disaster governance as a model of network. Later, through those both tools, the case of Merapi Eruption in 2010 will be put into context.

One of the most important theme in the current debates on globalization is the implication of globalization to the state. Two contending positions can immediately be identified: one that argues that globalization results in the 'retreat of the state' and other that argues that globalization is 'what the states make of it'. While it is quite apparent that none of these two positions is satisfactorily defensible, this article presents another problem related to the way in which the state is related to the globalization. Both positions tend to take the state for granted, in that, all states are (western) modern states, without taking into account their history and sociology. As a result, they fail to cacth inside dynamics of political power taking place in the group of states so called the third world and, therefore, lose their releaance.

The UNESCO defines the goals, objectives and the aims of development to be: not to develop things but to develop men. It means that the development process has to emphasize to promote the capacity of human resources and institutions in each community. Therefore in that process, community initiative and capacity in local level are very important. Nevertheless, governmental or non-governmental organization can execute some programs as an intervention in that process. In order that intervention has an impact to increase the capacity of the people, it has to use a principle; help the people to help themselves or intervention is a part of enabling process.

This paper explores the contestation among islamic sub-altern communities and islamic mainstream communities. It discusses two important things. First, the forms of resistance of Jemaat Ahmadiyah Indonesia (JAI) of Yogyakarta toward the practice of minoritization. Second, how the Yogyakarta city, which best known as a tolerance city, facilitate the dialogue among islam communities. This paper conclude that the resistance of JAI of Yogyakarta is a respond toward minoritization employed by islamic mainstream communities. In this case, the JAI of Yogyakarta has succeed in mobilizing supports from their external network of academic groups and civil society organizations.
