Uncritical understanding of the notion of nation-state in Indonesia has led a discredit to ethno-nationalism, which essentially is the primary form of nationalism in favour of the secondary form of nationalism. The former refers to a shared imagination of being a member of ethnic group, and the later refers to a shared feeling of being a citizen of the state. Such a mistreatment of ethno-nationalism in governing the state has troubled the state itself as demand of more local autonomy sprang out. It is through a process of political decentralization that the state attempt to accommodate demand for expressing ethno-nationalism. The difficult process of negotiating transition toward a democratic order in Indonesia is eased by the state's capability to redefine the meaning of nationalism and local autonomy.

Several studies have proven that public trust in government improves the level of policy or regulation acceptance and reduce administrative costs. In contexts where trust in government is high, citizens tend to be more willing to voluntarily comply with public policies. This article aims to explore issues of trust and distrust toward government, seen from the aspect of public compliance, both to rules or policies. The level of public trust toward government is expressed by giving its support through its conduct which complies with the existing rules. This study employed a case study research design, which was conducted in Yogyakarta, July 2015 – March 2016. It assessed the government regulation on Traffic and Road Transport and Local Regulation on Street Vendors Management. This study concludes that a number of non-compliant behaviors is a form of low publictrust in government. Disobedience is a representation of government failure to enforce the rule of law which resulted in some of the processes and procedures of public services that have not been followed by people. Level of public trust in the government regulation is an output of a variety of interrelated elements: the performance of the implemented regulation to solve public problems; consistency in the regulation’s enforcement and fairness, and government officials’ behavior, demonstrated through exemplary attitude.

There have been many promising advantages for the public service schemes based on privatization or partnerships (kemitraan) between the government agencies and the private organizations Along with the newly enacted law on Local Government and the Financial Shares between the Central and Local Governments privatization and kemitraan will be an interesting alternatif for financing public services at the local level. In Indonesia, however, it appears that insofar there are limited local authorities that are experienced in negotiating, implementing and controlling the privatized schemes or the kemitraan. Lack of commitment, political vested interests, and lack of professional attitudes air among the obstacles for the local governments in conducting such schemes. On the other hand, too much profit maximizing, ignorance to the public interest, and low morale would also obstruct the private sectors in serving the best for the public': Nevertheless, such limitations must not avert both sides fivm making political, managerial and technical breakthrough to create a responsive public service system as the privatized and partnership system would be a win-win solution for the government agencies, the private organizations, and the society

Global governance has entered intellectual debates in the International Relations since early 1990s. What global governance exactly means, however, is still very much debatable. Without ignoring the contentious nature and without aspiring to offer alternative definition of the concept, this article seeks to present ways in which global governance can be best understood. As such, global governance can be seen as a normative project, an idealised global political order to be achieved in order to tame globalization. This view of global governance represents mostly, but not merely, that of practitioners of international relations. At the same time, global governance can also be seen as descriptive and analytical frameworks which can be employed by students of International Relations. While it does not reflects an epistemological breakthrough in the study of international relations, global governance offers a challenging and promising research agenda.

(Press Between Two Neighbouring Countries) Cultural differences between the Indonesian and Australian media sometimes create complaints and tensions. While the Australian media are generally regarded as being aggressive, fond of conflict, eager to get to the core of issues quickly and playing "supervisory" role, the Indonesian media are portrayed as being government's microphone and leaving the fact and the truth. The problem to be discussed centre on how the various views of the neighbouring countries' press emerge. By brushing aside the reasons to rationalise and the existed opinions, this paper shows that both the Indonesian and Australian press have implemented a good professional standard of journalism.

Most of Small Medium Enterprises (SMEs) worried after government implementing the Asia China Free Trade Area (ACFTA). This agreement pushed down the import tariff from five percent to zero percent. China’s products and local product compete in market without government protection. China’s products will dominate market share due to the lowness of local products competitiveness. In several years, deindustrialization potentially happens in Indonesia. Government should reorient the SMEs development policy to minimize negative impact of ACFTA. It can be done by supporting local potential commodities, revitalizing capital loan policy, and synergy between government and others stakeholders to develop SMEs.

Observation at rural grassroots in Special Province of Yogyakarta reveals that there is a strong foundation for civil society. Self governing capacity has been well demonstrated in many forms within the daily live of the community: neigbourhood associations, policy advocacy and so on. The way they organise them mostly by revitalised the disfunctional organisation during the New Order government. Yet, more external fascilitation and support is needed still.

This study begins from a simple question on how Dayak Benuaq and Dayak Tunjung/Tonyoii people (individually and collectively) are able to maintain their local wisdom and local culture in the midst of the ambush of mass media exposure and then acknowledged as the Dayak tribes who are still ‘Beradat (Wellmannered)”. Their local wisdom which is still maintained were able to counteract the negative eff ects of mass media exposure so it can be used as a model of literacy media, either through media literacy education or media literacy movement. This study used a qualitative explanatory method and used a communication ethnographic approach in fi eld. Primary data was collected through interviewsed and observations of some Dayak Benuaq and Dayak Tunjung people, including some community leaders and local governmentoffi cials that found with the snowball sampling technique. The results showed that, fi rst, public awareness through the local wisdom lense in media literacy has not been able yet to maximize their own potential due to society passivity as media users, as well as a lack of support from the government to create a media savvy society. Second, the model used within both tribes is known as Protectionist Model based on their local wisdom which includes four kinds of elements, which are; the ability to access, to analyse, to evaluate, and to create content.
