This paper is about the efforts of civilian government of Chile to subordinate its military since 1990 until 2006. Every government has its own strategy to do so. The strategies of every civilian government seek for supremacy, but the corporate interest of military often restricts it. The Chilean government’s policies that intervene the military institution and damage the corporate interest could be a negative impact on the armed forces. Policies of civilian governments to military especially Pinochet’s issue and human right abuses have a strong impact on instability of the country. Finally, the defense policy of “division of sphere” of Ricardo Lagos not to intervene the military and also the commitment of military especially army to be more professional post Pinochet, have been successful in establishing civil supremacy in Chile.

This article is aimed at seeking and analyzing the application of innovative leadership in the implementation of urban strategic policy of the City of Makassar such as Clean Makassar (Makassar Tidak Rantasa-MTR) and Smart City (Kota Dunia) based on local wisdom using the tagline of Makassar Sombere. Innovative leadership should be loaded with innovation as the significant impact of sustainable transformation towards smart city with three main goals: to reconstruct the existing miserable community fate for the better future, to restore urban planning to be more convenient and livable, and lastly to reform leading bureaucracy to have globally recognized and standardized services. This in turn will be beneficial in fighting against corruptive practices and will be applicable in achieving international standard of public services as intended. The fundamental issues to overview are the real condition of Makassar city leadership in enhancing community welfare, the implementation of innovative leadership, and determinant factors of such leadership to be applied within the public policy of Makassar city government.

Implementation of the Village Fund and Community Participation in Development in Rural District of Tellu Limpoe Teteaji Sidenreng Rappang.The purpose of research is to determine the Village Fund Policy Implementation in Rural Development in the District Teteaji Tellu Limpoe Sidenreng Rappang and to determine the Community Participation in Rural Development in the District Teteaji Tellu Limpoe Sidenreng Rappang. The population of this study of 2,265 people, while the sample using the formula slovin is numbered 96 people.Techniques of data collection are (1) observation, (2) Interviews (3) of Library Studies and (4) questionnaire. The data was analyzed using frequency tables and percentages. The results of this study indicate that the Village Fund Policy Implementation indicator with a value of 69.78% both categories, Public Participation indicator with a value of 67.2% to the category of good, Rural Development Indicators in the District Teteaji Tellu Limpoe Sidenreng Rappang with a value of 71.4% categorized good.

The failure of the coup attempt in Turkey this year showed the support for Kemalism proved with only a small group of military who do. Kemalism that carries nationalism, secularism and Westernism have lived for many years in Turkey. But into the early 2000s with the victory of the AK Party and the election of Erdogan's Islamist assessed in several key positions such as mayor and then Prime Minister and now President showed the phenomenon of decline in support for Kemalism and the Turkish people's desire to return to practice religion freely. Not only that, the constitutional changes also contribute to it.

The winning of Syamsari Kitta-Achmad Dg Se’re (SK-HD) against the incumbent Burhanuddin B - Natsir Ibrahim (Bur-Nojeng) was quite suprising in 2017 Local Election of Takalar Regency. Since the incumbent couple was believed to be in the ‘safe seat’ during the election. Based on several surveys and supported by many political parties, the incumbent couple was predicted to effortlessly win the election. The final result, however, showed that the new candidate was the winner despite being limitedly supported by merely three political parties. One factor which had seemingly been as the main winning strategy was to maximize the couple’s political marketing. This study aims to describe the political marketing strategy undertaken by the winning candidates of SK-HD in the 2017 Takalar local election. Using qualitative research, the results of this study indicate that the winning of SK-HD was based on several aspects. These may include the mixture of the candidate’s social, political and economical assets, coupled with the existing socio-political context of Takalar and of South Sulawesi Province, and the marketing strategy which had vividly and thoroughly been executed by their teamwork.

Islamic social movement was a unique phenomenon during the 20th century. This movement was then transformed into certain orientation to purify Islamic values. The emergence of Islamic social movement in several countries was a response to internal and external condition of Muslims all over the world, with particular attention to colonialism and imperialism which were developed by Western countries against Islamic world. In general, Islamic social movement emerged in order to attract emancipation and transformation of Muslim communities and to rearrange socio-political and economical identity of Muslim communities in order to be in line with Islamic ethical values.

Prophethood (nubuwwah) is an implementation of the authority of divine lordship (to order and to protect) in a so-called divine city in which justice (‘adalah) as the fundamental objective of divine laws and politics may be rigidly enforced within the milieu of socio-politics. The purpose of this prophetic political engagement is to restore the ritual formal principles (i’tibari) of the sharia to its realistic fundamental principles (takwini) so that the Truth (al--Haq) may be flawlessly observed to its utmost level of possibilities.

Western thinkers believe that Muslim scholars were the pioneers of philosophical thought ethics, yet provide no significant contribution in the field of political thought. Furthermore, the former treat the latter as possessing no clear views on political thought and that religion and Islamic civilization have by no means political thought. This point of view is a faulty at all. Since sixteen and seventeenth century Europe failed to acknowledge the characteristics of Muslim political thought. Al-Mawardi was one of the Muslim thinkers who came forward to construct an attractive paradigmatic contribution between social concepts or systems with institutions (state).

This article is trying to explore participation, one of the crucial Good Governance elements, as one concept which is elaborated not only as a merely participating, but also containing an effort to control awareness to truly immerse in the whole political process. There should be a real red line between participating per se and participating with awareness. Just participation may be a form of pseudo participation, which is established on the basis of mobilization. Participation with awareness, on the other hand, is more contributing to create fundamental changes in political process. In the context of participation, this sort of understanding is really crucial. Besides, this article analyzes any forms of public participation in formulating policies to govern Indonesia, particularly the locals. Whether or not they have a direct correlation with wider public interests, they have to be proportionally appreciated, particularly after the application of local autonomy. This also plays a criticism towards the just participation in Indonesia, which has caused Indonesia to be left behind by developed countries due to the latter amazing political awareness. Development may be well running by depending on the government strength, but the result will be much better when the development fully obtain public support and participation.

This article reflects the role of fishermen as subaltern group in the politic of sea side reclamation development in Makassar city. Subaltern may be defined as suppressed, inferior and powerless subject in representing the subjects themselves. The dynamic of development in urban areas is strictly attached to the management of the leading regime which produces urban political planning. The development vision of Makassar city to combine the concept of world city and local wisdom is more less a series of sustainable development of old city developed in the perspective of developmental colonialism and recently restructured in that of economic imperialism. When development is correlated with surplus achievement, the result may be twofold. In one hand, it will create new wealthy parties, while at the same time, communal poverty and misery is frequently an immediate consequence of the development itself. Indeed, development is not merely provided by nature. It is an unavoidable consequence of political process and negotiation by political actors, which may involve intrigues, fight for interest, and chase of power with political implications.
