Abstract

Oceans were regarded as limitless source of fish and surmised that their supply was enough for the growing population. However, the fish sustenance of the seas was transcended by the increasing population's demands. Through the decade, wild fish stocks progressively depleted. Thus, aquaculture has emerged to address capture fisheries insufficiency. This research study aimed to assess aquaculture through its sustainability and effects on the ecosystem of ASEAN countries. This study utilized a Descriptive-Quantitative research design which gathers quantifiable information to describe the object of the study and how it could improve. It also employed data mining techniques. It is determined that Vietnam has the largest aquaculture farm while Indonesia boasts the highest fish production. Most of the ASEAN countries' employment rates in aquaculture-agriculture only amount to less than 15%. The majority of the countries have good aquaculture economies, while some are dependent on the importation of aquaculture products. The five leading ASEAN countries in aquaculture are Indonesia, Vietnam, Thailand, Philippines, and Myanmar, respectively. Aquaculture reduces fishing pressure on wild stocks but uses lots of shared resources that may hinder environment. “Responsible Aquaculture Standards in Vietnam" is the proposed action plan to minimize the negative outcomes of aquaculture in the Philippines. Abstract

This study aims to analyse ERIA’s contribution as an international organization and economic research institute, in its’ involvement to support the ASEAN infrastructure development through Comprehensive Asian Development Plan (CADP). CADP was first submitted to the East Asia Summit in 2010, to implant and to pursue both deepening economic integration and narrowing development gaps by illustrating a grand spatial design of both economic infrastructure and industrial placement in ASEAN and East Asia. It also explained further about the digital development which has happened in East Asia and reviewed every five years. Authors used a descriptive qualitative research methodology towards the contribution made by ERIA in infrastructure building of ASEAN. From our findings, we can conclude that CADP, in line with the goals set in ASEAN Community Pillars, made development and infrastructure growth in ASEAN increased significantly, and will continue to do so from the phases set in their goals. Abstract

The traditional elite in the 2017 Buru Regency Head Election has a strategic position for the survival of democracy for five years. The influence and power they have is the key in the democratic process of the 2017 Pilkada won by the couple Ramli Umasagi and Amustofa Besan (RAMA). This study seeks to understand the existence of local elites on Buru Island and their role in the 2019 Regent Election. using the elite theoretical framework proposed by Mosca, Pareto and Keller synthesized with the theory of political participation formulated by Mirriam Budiarjo, Samuek Huntingting and Joan Nelson. This study finds that in the Buru Island community, the local elite has been stratified in structure; Mat Gugul, Hinolog and Soa. The figures in this elite not only play a role in social, cultural and economic functions, but also have an increasing significant political role During the reformation period. Second, In the 2017 Pilkada, these elites have carried out intense participation, among others, in conducting political socialization, being the Pilkada committee, mobilizing lower-level so that the community participates in politics and not abstaining, Resolving conflicts if they occur and providing political support to RAMA candidates. whose triumphed in this election. This research strengthens theories about the role of local elites or non-governing elites in the political process. Abstract

Abstract This journal aims to examine more deeply the Jakarta Governor's action plan in dealing with climate change and its impact on life. In addition, this journal will also examine the international legal framework that deals with climate change and identify the role of international human rights in climate change issues. This journal begins by identifying the basis of international law, the development of international law, and looking at the character and nature of the framework. This study seeks to identify the role of international human rights law in closing the gaps left by the climate change framework. This research was conducted by examining secondary data from relevant books, journals, and published documents. There are several findings from this study. First, the current international climate change framework is insufficient to address the problem of climate change and its adverse effects. Second, there are many challenges that the Government of Jakarta must face in implementing an action plan to deal with climate change in order to make Jakarta a city capable of dealing with the impacts of climate change. Abstract

The Government of Sudan hastened to handle refugees when a mass influx of Tigrayan refugees swarmed the Ethiopian-Sudanese border in late 2020. Political rivalry between the TPLF (Tigray People’s Liberation Front) and the coalition led by Ethiopian PM Abiy Ahmed's newly formed political coalition Prosperity Party/Paartii Badhaadhiina reached an all-time high when Federal Government decided to halt the financial aid planned for Tigray and formally reject regional election results held by Tigray earlier in September 2020; PM Abiy Ahmed condemned it as an illegal election carried out without Federal Government’s approval. In countermeasure, TPLF stormed the Ethiopian Defense Force regional base headquartered in Tigray capital, Mekelle, An action that provoked PM Abiy Ahmed's intentions to crush the TPLF once and for all. The military coalition consisted of Ethiopian Defense Force, Amhara Milita the Liyu Hayl, and Eritrean forces attacked Tigray from two consecutive fronts, forcing the civilians to flee their homes west into the Ethiopian-Sudanese border, begging for asylum from the Sudanese Government. This study aims to answer the roles and responsibilities carried out by the Sudanese Government in handling the Ethiopian refugees sheltered in the states of Kassala, Gedaref, and Blue Nile during the Tigray crisis. Using Kayongo-Male’s African Refugee Migration research model, the authors find the eagerness shown by the Sudanese Government to handle the Ethiopian refugees, the difficulties of rehabilitating the infrastructure, and the passive role of the African Union in mediating the conflict between the TPLF and Federal Ethiopian Government.

Abstract

South-South Cooperation has played an important role in encouraging development in various countries through strategic programs, such as training, sending experts, providing grants, scholarships, infrastructure, as well as empowering women. Indonesia as one of the countries that plays an active role as a donor country is expected to increase its role in strengthening Indonesia's position as a new emerging donor so that it can improve Indonesia's image in international forums. Diplomacy carried out by Indonesia is part of a constructivism approach in the study of international relations related to the formation of perceptions and values that Indonesia will share with its cooperation partners. South-South Cooperation is not only part of Indonesia's national priority in The National Medium-Term Development Plan 2020-2024, but also provides benefits as a bridge between the needs of beneficiaries and Indonesia's interests, improves Indonesia's positive image in the region and globally, and is part of Indonesia's economic diplomacy. In the recovery after the COVID-19 pandemic, South-South Cooperation is expected to be a part of development cooperation form that can be one of the instruments for restoring conditions and building back better in achieving the goals of Sustainable Development Goals 2030. Abstract

Each country will meet each other and work together to meet the needs of their respective countries. In bilateral relations, Indonesia cooperates through an agreement on the protection and placement of domestic sector workers between the Republic of Indonesia and the Kingdom of Saudi Arabia with an effort to agree on a moratorium on sending Indonesian Migrant Workers (PMI) to Saudi Arabia. The problem discussed in this study is the relationship between Indonesia and Saudi Arabia regarding the protection and legal remedies for Indonesian workers in Saudi Arabia. This research uses normative juridical mode. Methods of collecting information from books, magazines and the internet such as relations between Indonesia and Saudi Arabia. The results show that the governments of Indonesia and Saudi Arabia have agreed on a Memorandum of Understanding (MoU) on the placement and protection of Indonesian Migrant Workers in Saudi Arabia. The effect of the signing of this Memorandum of Understanding is to guarantee the protection of the rights and welfare of Indonesian Migrant Workers who work there. Abstract

Achieving sustainable development has been confronted with many challenges both coming from the society and institution and what we mean by the institution is not limited by the state government only. Sustainable goals are expected from relations of mutual dependence between society and institutions (such as governments and international organizations), which we call the Sustainable Development Goals (SDGs) ratified by the member states of the United Nations. The idea of inclusive development is multifaceted, but ultimately it places an emphasis on the social, ecological, and political spheres of development at the national and regional levels. In this context, this paper addresses the question of what the challenges of building a just and inclusive society as part of the goal 16 of SDGs in ASEAN and then elaborate from specific case study of Indonesia on the challenge and obstacles of building a just and inclusive society. Although the main topic is discussing the challenge of the implementation, this paper also discusses how some regulations, structures, and values within the state have also been a driving factor of SDG 16 implementation. To analyze and frame the SDGs implementation and its challenges, the paper uses the social control theory from Durkheim. This paper finds that, while SDG implementation performs well in terms of social inclusion in the local community (a smaller area of development), it performs poorly in terms of human rights and tolerance. This paper suggests that there is a risk of failure in the actual implementation of SDG Goal 16 in a large and diverse country like Indonesia.

Abstract

Renewable energy is one of the issues that is the focus of every country, not only developed and developing countries. The energy transition is the focus of state policy in creating renewable energy. SDG 7 is one of the references for each country to oversee the energy transition policy towards renewable energy. One of the efforts made in helping each country to achieve the SDG 7 target is through international cooperation. One form of international cooperation that pays attention to renewable energy is the G20. Through the G20, it is hoped that there will be a collaboration between countries in efforts to achieve SDG 7 targets. Therefore, this article aims to analyze the opportunities and challenges faced by the G20 in implementing commitments to achieve SDGs7. Literature studies originating from official documents, journal articles, and internet sources are used to further analyze the opportunities and challenges facing the G20. The results of the study show that the G20 cooperation provides opportunities for member countries to be able to work together in achieving SDG 7, but the different characteristics and resources between developed and developing countries are a challenge in the energy transition process towards renewable energy.

Abstract

As one of the most modern cities in South Kalimantan, Banjarmasin has emerged as a popular place to visit for residents of the surrounding rural regions. Is it true that the city of Banjarmasin has developed into a secure location from an economic, social, and environmental standpoint? This paper attempts to look at the cognitive behavior of the people of Banjarmasin in regard to the messages that were communicated by the Sahabat Sungai community. This is done by attempting to understand the strategies that were carried out by the Sahabat Sungai community through environmental communication. Aside from that, we also need to pay attention to the ways in which residents living near the river in Banjarmasin are attempting to address the deteriorating conditions along the river.
