Abstract

Assessment of road conditions using the SDI method and inventoried in the GIS in Klungkung Regency is carried out on the Jl. Gn Agung, Jl. Gn Rinjani, Jl. Gn Batukaru, Jl. Gn Semeru, and Jl. Gn Batur. Selection of district roads used by roads in the city of Semarapura which is the center of travel in Klungkung district should get more attention through road handling. In addition, the sections used are roads that visually have road damage. This research was conducted because there are still damaged roads that must be treated quickly. This study aims to analyze road conditions, analyze road handling types and inventory road conditions in a GIS map. The data used in this research are primary data and secondary data. Primary data was obtained through a survey of road conditions by measuring road damage, while secondary data was obtained from the Bina Marga section of the PUPRPKP Office of Klungkung Regency, namely, SK Klungkung regency roads, Klungkung regency road maps and Klungkung district road baseline data. The stages of research analysis were identification of road damage by measuring, data recapitulation by processing survey results, data analysis using the SDI method and inventorying in a GIS map. The results of the assessment for the Jl. Gn Agung is in moderate condition 0.416 km and slightly damaged condition is 0.300 km. Jl. Gn Rinjani, 0.277 km is slightly damaged. Jl. Gn Batukaru is slightly damaged by 0.119 km. Jl. Gn Semeru is slightly damaged by 0.288 km. Jl. Gn Batur condition is slightly damaged 0.546 km. For the type of handling carried out Jl. Gn Agung periodic maintenance and routine maintenance, Jl. Gn Rinjani, Jl. Gn Batukaru, Jl. Gn Semeru and Jl. Gn Batur is regular maintenance. Inventory of road condition data and basic road data of Klungkung district using GIS provides an overview of road conditions in the form of a road network map so as to provide convenience in monitoring road conditions and determining the type of handling. This research can be used as a reference in determining the type of handling of district roads in Klungkung district.

Abstract

In 2019 there are indication of decresed performance of Padangbai Port which can be seen from the long vehicles queues. Decline in performance is due to the high volume of vehicles unsuitable availability of facilities and infrastructure. This condition is exacerbated by the use of Padangbai Port to also serve the crossing to Nusa Penida. Damage to the pier or bad weather can also be the cause of reduced port performance. As an evaluation of the problems in 2019 and the impact of the Covid-19 pandemic in 2020, an analysis of operational performance evaluation is needed. To get ideal operational performance in the future, an analysis of the needs of ships, docks and ideal facility space is needed. The analysis is based on the prediction of the volume of passengers and vehicles by taking calculation from effect of the opening of the Banyuwangi - Lembar crossing route, which operates from 2021. In this study, the analysis of operational performance ata Port Padangbai in serving route Padangbai – Lembar was based on the Regulation of DJPL No. HK/103/2/2DJPL-17. The prediction of passenger and vehicle volume is carried out using 4 methods whics is growth factors based on GRDP, based on population growth, based on vehicle growth and regression analysis. From the 4 prediction methods, a representative prediction result will be selected. The calculation of ideal number of ship is based on the load factor and the calculation of the ideal dock is based on the ideal BOR value. The method of calculating the ideal facility space based on KepMen Perhubungan No. KM 52 Tahun 2004. The result show that the performance level of Port padangbai in 2020 is waiting time 13 minutes, approach time 19 minutes, ET/BT 63,42%, BOR in 2020 49% and BOR in 2019 85,74%. Prediction result of passanger and vehicle volume did not show a significant increase in the future. Result of the calculation ideal number of vessels are in 2019 26 units, 2020 19 units, 2025, 22 units, 2030 26 units, and 2040 30 units vessel. The ideal number of dock based on the calculation result show in 2019 ideally there are 3 docks, from 2020 to 2030, ideally there are 2 docks and in 2040 ideally there are 3 docks. The ideal facilty space calculation obtained the land side existing facility space is still adequate for 2019, but the availability of parking areas for crossing vehicles is prone to shortages. Meanwhile, the availability of land side facilities is currently still adequate for 2020 to 2040. The availability of water side facilities is not sufficient enough from 2019 to 2040.

Abstract

Dengan keadaan new normal, masyarakat Indonesia harus lebih intensif dalam menjaga kesehatan dan kebersihan. Masyarakat harus mematuhi protokol kesehatan salah satunyadengan mencuci tangan dengan bersih. Penggunaan hand sanitizer adalah sebuah upaya pencegahan penularan virus Covid-19. Penelitian ini akan dilakukan suatu pengembangan alat yang berupa hand sanitizer otomatis yang akan mengeluarkan cairannya sendiri menggunakan sensor ultrasonik yang berfungsi untuk mendeteksi suatu objek dengan jarak kurang lebih 5 cm. Sensor yang digunakan adalah sensor ultrasonik,sensor air dan sensor infrared. Penerapan internet of things pada hand sanitizer otomatis ini adalah dengan mengirimkan notifikasi berupa pesan masuk jika kondisi cairan hand sanitizer di dalam botol harus segera diisi ulang melalui aplikasi telegram yang akan dideteksi oleh sensor air, jika kondisi cairan sudah mencapai 250cc (50%) dan 125 cc (25%) . Metode yang digunakan adalah metode Internet of things (IoT) yang merupakan sebuah pengembangan internet yang sedang berjalan, dimana sebuah benda yang mempunyai kemampuan komunikasi yang membuat mereka dapat mengirim dan menerima data. Sistem ini dibuat untuk membantu dan mempermudah petugas kebersihan dalam mengontrol kondisi cairan hand sanitizer serta untuk mengurangi kontak fisik pengguna dalam pemakaian hand sanitizer. The new normal situation, Indonesian people must be more intensive in maintaining health and hygiene. The community must comply with health protocols, one of which is by washing hands thoroughly. The use of hand sanitizers is an effort to prevent the spread of the Covid-19 virus. This research will develop a tool in the form of an automatic hand sanitizer that will release its liquid using an ultrasonic sensor that functions to detect an object with a distance of approximately 5 cm. The sensors used are ultrasonic sensors, water sensors, and infrared sensors. The implementation of the internet of things on this automatic hand sanitizer is to send a notification in the form of an incoming message if the condition of the hand sanitizer liquid in the bottle must be refilled immediately via the telegram application, which will be detected by the water sensor if the liquid condition has reached 250cc (50%) and 125 cc (25%). The method used is the Internet of things (IoT) method which is an ongoing internet development where an object has communication capabilities that allow them to send and receive data. This system was created to assist and make it easier for janitors to control the condition of the hand sanitizer liquid and to reduce the physical contact of users in using hand sanitizers.

Abstract

Badung Regency government has 116 activities in 2018 where there were 77.5% experiencing Contract Change Order (CCO) during construction phase. This study aimed to analyze the influential factors of CCO on the construction project performanceand to formulate prevention strategies. Data was collected by distributing questionnaires to 55 respondents. Data was analysed using RII and multiple linier regression methods. The most dominant factor causing the occurrence of CCO was the discrepancy between the project designand the field condition, as indicated bythe RII value of 0.735. The multiple linear regression analysis demonstrated that there were 5 dominant factors (the best predictors) that affect the project performance. Among the 5 factors, the discrepancy between the project design and the project field condition was indictaed as the most influential factor on the overall project performance in term of quality, cost and time. Based on separate regression analysischanges in the project work scopeor the project additional volume of work become the most influencing factors to the project quality.Strategies for preventing CCO was formulated based on interview with the experts, that cover conducting field survey to complete the required data, using BIM software to provide accurate volume of work, and synchronizing planning document to ensure the project design fulfilled the requirement of the building users.

Abstract

Construction equipment, especially heavy equipment, is one of the important resources in the implementation of construction projects. Heavy equipment can streamline the number of workers and the completion of projects can be faster. The selection of heavy equipment must be in accordance with the work during construction, and the efficiency of the equipment must be considered. The construction project of the Sanjiwani Hospital, Gianyar Regency is a construction project that requires heavy equipment, so this project needs management in terms of time and cost efficiency of using heavy equipment. The purpose of this study was to analyze the most optimum combination of heavy equipment in terms of time and cost in excavation and soil embankment work, so that losses due to project delays can be avoided. The method used in this research is the calculation of production capacity and cost efficiency on each heavy equipment. The results of the analysis show that the effective combination of heavy equipment for excavation work is 9,153.89 m3 and embankment is 456.80 m3, namely a combination of 2 Komatsu PC200-8 Excavator, 3 Komatsu WA200-1 Wheel Loaders, and 11 Hino Dutro Dump Trucks capacity 9 m3. The work can be completed in 185 hours at a total cost of IDR 162,363,500.00. The use of this combination can speed up the time by 95 hours (33.93%) and can save costs of IDR 47,468,500.00 (22.62%) of the existing condition.

Abstract

Pada pelaksanaan proyek konstruksi di Kabupaten Badung tahun anggaran 2019-2020 terdapat 31 paket pekerjaan dari total 118 paket pekerjaan proyek konstruksi yang mengalami keterlambatan dari jadwal yang ditetapkan. Tujuan dari penelitian ini untuk menganalisis faktor penyebab keterlambatan dan merumuskan upaya penanggulangan keterlambatan pelaksanaan proyek konstruksi di Kabupaten Badung. Penelitian ini menggunakan metode deskriptif. Pengumpulan data dilakukan dengan cara menyebarkan kuesioner yang melibatkan 40 responden yang terkait dalam pelaksanaan proyek konstruksi di Kabupaten Badung tahun 20192020. Analisis Relatif Important Indeks (RII) digunakan untuk menentukan peringkat faktor penting yang menyebabkan keterlambatan pelaksanaan proyek konstruksi. Metode Focus Group Discussion (FGD) digunakan untuk merumuskan upaya penanggulangan keterlambatan pelaksanaannya. Hasil Analisis RII menunjukkan faktor yang paling berpengaruh yaitu Faktor Tenaga Kerja (Labors) dengan nilai RII sebesar 0.842. Upaya penanggulangan keterlambatan dirumuskan melalui metode Focus Group Discussion (FGD) yang mencakup upaya peningkatkan keterampilan pekerja dengan cara pemberian edukasi dan pelatihan secara rutin, memperhatikan kebersihan dan kelayakan tempat tinggal pekerja karena tempat tinggal pekerja yang tidak sehat dapat menyebabkan tingginya angka pekerja yang sakit, pemantauan kedisiplinan tenaga kerja, mengadakan pertemuan atau safety talk untuk membahas kendala kendala yang terjadi di lapangan serta memberikan arahan terkait scope pekerjaan, pengaturan area persebaran para pekerja agar masih dapat termonitor dengan baik. In the implementation of construction projects in Badung Regency in the year 2019-2020, 31 work packages out of a total of 118 work packages, encountered delays from the set schedule. This research aims to discover the important factors causing project’s delays and to formulate efforts to manage delays on construction projects in Badung Regency. Descriptive method was used in this study. Data collection method was conducted through a questionnaire survey that was distributed to 40 respondents, who were involved in the implementation of construction projects in Badung Regency, in the year 2019-2020. Respondents' responses were tabulated and analysed by using the Relative Important Index (RII) analysis to discover the factors that mostly effected on construction project delays. Then the related mitigation to overcome the delays were formulated based on the result of a Focus Group Discussion (FGD). The results showed Labor Factor had the most influencing factor, with an RII value of 0.842. Through the Focus Group Discussion, the mitigation formulated for the delays in construction project implementation caused by the labour factor, were: providing training regularly to improve workers’ skills and abilities, take notice to the cleanliness and appropriateness of workers' living quarters because an unhealthy worker's place can cause a high number of sick workers, monitoring labours’ discipline, holding meetings or safety talks routinely to discuss the deterrents that happen in the field and provide directions to workers so they understand the scope of work, and adjusting workers’ work distribution area, so they can be monitored optimally.

Abstract

Budget limitations are a problem in road handling programming. The purpose of this study is to determine the hierarchical arrangement and quantitative measurements of each sub-criteria so that a mathematical formula is formed to develop a priority scale for handling district roads with the study location in Klungkung Regency. The decision making method used is Analytical Hierarchy Process (AHP). The hierarchical arrangement of the research results consisting of Level-1 is the objective, namely determining the priority scale for handling district roads in Klungkung Regency. Level-2 is a criterion, and Level-3 is a sub-criteria that affects the criteria. The criteria used are i). Network system (A) with sub-criteria for road conditions (A1), pavement width (A2) and disaster-prone areas (A3), ii). Land Use System (B) with sub-criteria for access to government offices (B1), to areas of tourist attraction (B2), to strategic transportation areas (B3), and to areas of holy places and cultural heritage (B4), iii). Movement System Criteria (C) with sub-criteria LHR (C1), and iv). Institutional System Criteria (D) with subcriteria included in the proposal in the Musrenbang (D1), according to the direction of RENSTRA (D2), and equal distribution of road stability (D3). The weights of each sub-criteria A1, A2, A3, B1, B2, B3, B4, C1, D1, D2, and D3 are 15.23%, 7.80%, 5.80%, 3.25%, respectively. 9.50%, 8.10%, 3.24%, 19.9%, 6.32%, 7.63%, and 13.24%. The mathematical formula based on the weight of the quantitative measurements, namely Y = 15.23A1 + 7.80A2 + 5.80A3 + 3.25B1 + 9.50B2 + 8.10B3 + 3,24B4 + 19.9C1 + 6,32D1 + 7,63D2 + 13 , 24D3. Obtained a priority scale arrangement of road handling, namely 62 very high priority scale roads, 58 high priority scale roads, 60 medium priority scale roads, 59 low priority scale roads, and 60 very low priority scale roads.

Abstract

E-Procurement merupakan proses pelaksanaan pengadaan barang atau jasa yang pemanfaatannya menggunakan teknologi informasi dan komunikasi. Implementasi berawal dengan Perpres Nomor 54 Tahun 2010. 80 persen tingkat kasus korupsi kolusi dan nepotisme berasal pengadaan barang dan jasa sehingga implementasi atau pengaplikasian e-Procurement di Kota Kupang digambarkan dengan tidak efisien dan transparan. Pola pikir, etika pegawai dan aktivitas pegawai untuk melakukan kejahatan yang tidak terdeteksi oleh sistem, adanya beberapa pihak yang mampu membobol sistem dan beberapa kasus pengawasan yang hanya dilakukan secara internal. Kasus-kasus ini yang menjadikan faktor kompetensi sumber daya manusia, infrastruktur dan pengawasan resisten dalam implementasi e-Procurement di Kota Kupang. Penelitian ini bertujuan untuk mendapatkan bukti empiris pengaruh faktor kompetensi sumber daya manusia, infrastruktur dan pengawasan dalam implementasi sistem e-Procurement dan memberikan rekomendasi strategi dalam meningkatkan implementasi sistem e-Procurement di Kota Kupang. Jenis penelitian adalah penelitian mix methods. Penentuan sampel yaitu metode nonprobability sampling, dengan cara pengambilan sampel yang digunakan adalah sampling jenuh. Sampel penelitian adalah pegawai Bagian Pengadaan Barang dan Jasa Setda Kota Kupang dengan jumlah 33 responden. Metode survei melalui pengisian kuesioner dan wawancara merupakan teknik pengumpulan data yang digunakan. Alat analisis yang digunakan adalah Smart Partial Least Square 3.2. Hasil dalam penelitian menunjukkan bahwa faktor kompetensi sumber daya manusia, infrastruktur dan pengawasan berpengaruh terhadap implementasi sistem e-Procurement Kota Kupang. Dengan meningkatkan kompetensi sumber daya manusia, infrastruktur dan pengawasan akan meningkatkan kesuksesan implementasi sistem e-Procurement. Setelah membuktikan pengaruh secara empiris maka diberikan rekomendasi strategi dengan merangkum dari hasil wawancara dan brainstorming. Beberapa rekomendasi strategi dalam meningkatkan implementasi sistem e-Procurement yakni penyelenggaraan pendidikan dan pelatihan, server bantuan melalui Dinas Kominfo, memperbaiki jaringan data atau internet dan sosialisasi untuk mengajak masyarakat memonitoring, meningkatkan transparansi dalam evaluasi dengan memberi saran untuk menambah menu evaluasi pada website Lembaga Pengadaan Secara Elektronik, melaksanakan e-audit dan juga membuat regulasi atau peraturan tentang pelaksanaan e-audit untuk proses pengadaan barang/jasa. Utilization of information and communication technology to carry out the procurement of goods/services is called e-Procurement. Implementation began with the Presidential Regulation Number 54 of 2010. 80 percent of the level of corruption, collusion and nepotism stemming from the procurement of goods and services, so that the implementation of e-Procurement in Kupang City is categorized as inefficient and transparent. The mindset, employees and activities of employees to commit crimes that are not detected by the system, there are several parties who are able to break into the system and there are several cases of supervision that are only carried out internally. These cases are the factors of human resource competence, infrastructure and resistance monitoring in the implementation of e-Procurement in Kupang City. This study aims to obtain empirical evidence of the influence of competency factors of human resources, infrastructure and supervision in the implementation of the e-Procurement system and provide strategic recommendations in improving the implementation of the e-Procurement system in Kupang City. This type of research is a mixed methods research. sample determination is non-probability sampling method, with the sampling method used is saturated sampling. The research sample is the employees of the Procurement Section of the Regional Secretariat of Kupang City with a total of 33 respondents. The survey method through filling out questionnaires and interviews is a data collection technique used. The data analysis technique used is Smart Partial Least Square 3.2. The results in this study indicate that the competence of human resources, infrastructure and supervision has an effect on the implementation of the e-Procurement system in Kupang City. By improving the competence of human resources, infrastructure and supervision will increase the success of the implementation of the e-Procurement system. After determining the effect empirically, a strategy recommendation is given by summarizing the results of interviews and brainstorming. Some strategic recommendations in improving the implementation of the e-Procurement system are the provision of education and training, improving the internet network and server assistance through the Information and Communications Service, outreach to invite the public to monitor, improve evaluation in evaluation by providing suggestions for adding an evaluation menu to the Procurement Institution's website. In general, Electronic, carrying out e-audits and also making regulations or regulations regarding the implementation of e-audits for the process of procuring goods/services.

Abstract

Tanah dapat dibedakan menurut ukuran partikel yaitu : lempung berlumpur, pasir, tanah liat. Tanah liat atau lempung berpasir adalah tanah yang memiliki agregar berbutir halus. Tanah lempung berpasir memiliki keunggulan seperti mudah menyerap air, memiliki permeabilitas yang cukup efektif. Selain itu tanah lempung memiliki kekurangan seperti tanahnya jika dibentuk mudah pecah, didalamnya memiliki nutrisi yang rendah, kurang cocok untuk bercocok tanam. Dalam perencanaan bangunan, tanah mempunyai peran penting karena sebagai kekuatan konstruksi dasar bangunan, seperti pada pembangunan jalan raya, jembatan, dan banguanan bertingkat. Tujuan penelitian ini adalah agar peneliti mampu mengetahui seberapa kuat dan stabilnya suatu tanah tersebut sebelum mendirikan sebuah bangunan pada daerah yang sudah ditentukan. Metode yang digunakan adalah kuat geser tanah menggunakan alat Direct Test Shear. Hasil dari penelitian kuat geser tanah yang telah dilakukan, kita didapat memperoleh kohesi sebesar 0,267 kPa dan nilai dari sudut geser sebesar 1,4800, sehingga dari data yang diperoleh bahwa tanah tersebut rawan longsor dan memerlukan perbaikan tanah agar tanah kuat menopang pondasi bangunan.

Abstract

Secara kuantitatif, Universitas Palangka Raya telah mengalami peningkatan yang luar biasa selama satu dekade terakhir. Dengan demikian, banyaknya peningkatan kuantitas penduduk kampus tahun demi tahun sehingga dibutuhkan sistem pengaturan yang baik untuk masa depan. Penelitian ini bertujuan untuk memprediksi tarikan perjalanan yang terjadi pada kampus UPR dalam jangka sepuluh tahun kedepan. Metode yang digunakan yaitu analisis trend moment untuk mengetahui trend perkembangan jumlah mahasiswa. Sedangkan untuk jumlah dosen dan staff diprediksi menggunakan rasio terhadap jumlah mahasiswa. Kemudian tarikan perjalanan diprediksi berdasarkan hasil kuesioner presentase intensitas harian menuju kampus dan kebiasaan pemilihan moda menuju kampus saat ini. Dari hasil analisis data, didapat prediksi tarikan perjalanan pada tahun 2021 sampai 2030 yaitu berkisar antara 19222 sampai 29903 orang/hari atau 18376 sampai 28587 kendaraan perhari dengan komposisi pemilihan moda 2% pejalan kaki; 2,3% pengguna sepeda; 78,2% pengguna sepeda motor; dan 17,4% pengguna mobil.
