Abstract

Keberhasilan sektor pertanian tidak terlepas dari manajemen pengelolaan sistem jaringan irigasi dan peran serta pemangku kepentingan yaitu pemerintah dan pengelola subak. Sampai saat ini masih banyak permasalahan yang dialami dalam pengelolaan jaringan irigasi akibat kurang optimalnya peran serta pemangku kepentingan, lambatnya respon penanganan terhadap masalah pengelolaan jaringan irigasi sehingga berdampak pada tidak meratanya pembagian air dari saluran tersier ke areal pertanian. Hal ini juga terjadi pada Daerah Irigasi (DI) Tiyingtali yang mengalami permasalahan jaringan irigasi seperti terjadinya sedimentasi pada saluran sekunder yang mengakibatkan besarnya volume pelimpahan air saat musim hujan, serta kurang optimalnya pembagian air dari hulu ke hilir. Sehingga penelitian ini bertujuan untuk menganalisis peran serta pemangku kepentingan dalam pengelolaan jaringan irigasi pada DI Tiyingtali. Pendekatan yang digunakan dalam penelitan adalah dengan pendekatan eksploratif dan metode deskritif analitis. Pengumpulan data dilakukan menggunakan kuisioner dan wawancara. Teknik pengambilan sampel/responden pada penelitian ini menggunakan metode purposive sampling, yaitu responden yang menangani pengelolaan jaringan irigasi di DI Tiyingtali yang mecakup pemerintah 25 responden dan pengelola subak 33 responden. Analisis data dilakukan menggunakan regresi linear untuk menganalisis pengaruh peran serta pemangku kepentingan terhadap pengelolaan jaringan irigasi. Selanjutnya dilakukan analisis deskriptif dari hasil wawancara untuk merumuskan upaya peningkatan kinerja dan peran serta pemangku kepentingan. Hasil penelitian menunjukkan pemangku kepentingan berperan sebesar 68,3% dalam pengelolaan jaringan irigasi, sedangkan 31,7% sisanya dipengaruhi oleh faktor lainnya. Pemangku kepentingan secara bersama-sama berpengaruh signifikan secara simultan dan secara parsial terhadap pengelolaan jaringan irigasi artinya peningkatan peran serta pemangku kepentingan secara simultan maupun parsial akan meningkatkan kegiatan pengelolaan jaringan irigasi.

Abstract

The current government focuses on the development of the village itself by creating a dana desa program. The research objectives are to evaluate the process of village development with the dana desa program in Karangasem Regency, to analyze the value of legal aspects, aspects of human resources, social aspects, and aspects of the use of technology & information in influencing the success of the dana desa program, and to analyze the solutions to the identified obstacles. This study uses a qualitative descriptive method by looking at the results of open questionnaires, closed questionnaires, interviews and reviewing village fund documents. In the closed questionnaire analysis using SEM-PLS analysis using the SmartPLS program. The evaluation results from the legal aspect, human resource aspect, social aspect, financial aspect, and information technology aspect in the process of implementing the dana desa program are in good category. In the process of implementing the village fund program, various obstacles were identified. All aspects reviewed have a significant effect on the success of the implementation of the Dana Desa program. Legal aspects have the most significant positive influence on the success of the Dana Desa program, followed by information technology aspects, social aspects, financial aspects, and HR aspects respectively.. One of the solutions to the identified problems is to increase the competence of human resources in the village to be able to carry out the dana desa program properly.

Abstract

Izin Mendirikan Bangunan (IMB) adalah salah satu prosedur perijinan yang harus dipenuhi dalam suatu kegiatan penataan sekaligus pengendalian ruang. Direktorat Bina Penataan Bangunan Ditjen Cipta Karya Kementerian PUPR telah mengembangkan Sistem Informasi Manajemen Bangunan Gedung (SIMBG). Dalam pelaksanaannya di lapangan masih ditemukan permasalahan. Kepuasan masyarakat terhadap Sistem SIMBG dapat diukur dari yang terdiri dari dimensi kualitas sistem, kualitas informasi, kualitas pelayanan dan kebermanfaatan masyarakat. Penelitian ini bertujuan untuk mengetahui hubungan antara kualitas sistem, kualitas informasi, kualitas pelayanan dan kebermanfaatan masyarakat (perceived usefulness) terhadap kepuasan pemohon. Indikator terlemah dari setiap dimensi tersebut mengindikasikan perlunya perbaikan untuk meningkatkan implementasi sistem SIMBG. Penelitian ini adalah penelitian dengan pendekatan kuantitatif, yakni penelitian yang menggunakan data terukur, dan menghasilkan simpulan yang dapat digeneralisasi. Penelitian ini dilakukan dengan metode survey menggunakan kuesioner yang disebarkan ke pemohon IMB. Pengolahan dan analisis data menggunakan metode SEM (Struktural Equation Modeling) dengan bantuan software aplikasi SmartPLS. Hasil penelitian ini adalah Kualitas sistem, kualitas informasi dan kualitas pelayanan berpengaruh positif dan signifikan terhadap kepuasan pemohon dengan nilai t statistik > nilai t tabel (1,96) dan kebermanfaatan masyarakat mampu memediasi hubungan antara kualitas sistem, kualitas informasi dan kualitas pelayanan dengan kepuasan pemohon. The Building Permit (IMB) is one of the licensing procedures that must be met in an activity as well as spatial control. The Directorate of Building Arrangements, Directorate General of Human Settlements, Ministry of PUPR has developed a Building Management Information System (SIMBG). In its implementation in the field, the problems were still found. Community satisfaction with the SIMBG system can be measured from the dimensions of system quality, information quality, service quality and perceived usefulness. The purpose of this study is to determine the relationship between system quality, information quality, service quality and perceived usefulness to applicant satisfaction. The weakest indicator of each of these dimensions indicates the need for improvement to improve the implementation of the SIMBG system. This research was a research with a quantitative approach, namely research that uses measured data, and produces conclusions that can be generalized. This research was carried out using a survey method using a questionnaire distributed to IMB applicants. Data processing and analysis used the SEM (Structural Equation Modeling) method with the help of SmartPLS application software. The results of this study were system quality, information quality and service quality have a positive and significant effect on applicant satisfaction with a statistical t value > t table value (1.96) and perceived usefulness were able to mediate the relationship between system quality, information quality and quality. service to the satisfaction of the applicant.

Abstract

Projects carried out by PT. Tunas Jaya Sanur during 2017 is quite diverse, so there is often a variety of potentials related to work safety and has an impact on the surrounding environment. Therefore, PT. Tunas Jaya Sanur implements the Safety, Occupational and Environmental Health Management System. In addition, the director of the company PT. Tunas Jaya also measures the achievement of Management of Occupational Health, Safety and Environment (SMK3L) by using a Key Performance Indicator (KPI). The purpose of this study is to find out work safety and environmental problems (K3L) and to determine the level of success that has been obtained by PT. Tunas Jaya Sanur during 2017 in terms of occupational and environmental safety risks (K3L) based on the main performance indicators (KPI) set by the company. Data collection was conducted using a questionnaire involving 88 respondents who were directly involved in the PT. Tunas Jaya Sanur during 2017. The method of analysis in this study is a quantitative analysis method carried out based on Australian / New Zealand (AS / NZS) standards 4360: 2004, then to measure KPI (Key Performance Indicators) on procedures for calculating KPIs main). The results of the analysis of risks issued by PT. Tunas Jaya is a medium risk (medium risk) of 30 risks, a large risk (high risk) of 14 risk-related risks (very high risk) are 2 risks. The level of success in controlling and controlling that has been done by PT. Tunas Jaya Sanur during 2017 showed that the work safety and environmental management (K3L) of PT. Tunas Jaya Sanur Bali in 2017 is classified as "Very Healthy", with the AA category with a performance score of 94.58%

Abstract

Kebisingan karena lalu lintas pada daerah perkotaan di Bali menyebabkan terganggunya masyarakat sekitar dan pada sektor pariwisata. Kawasan Simpang Lima Sunset Road menjadi salah satu pusat pariwisata di Kabupaten Badung yang menjadikan aktifitas trasnportasi maupun perdagangan menjadi berkembang. Tujuan penelitian ini adalah untuk menganalisis pengaruh jarak dan arus lalu lintas sebagai sumber kebisingan yang ditimbulkannya di dalam dan luar ruangan pada kawasan Simpang Sunset Road, menyusun model matematis yang menyatakan hubungan antara variasi jarak dengan arus lalu lintas yang berpengaruh terhadap kebisingan di dalam dan luar ruangan pada kawasan Simpang Lima Sunset Road dan menganalisis persepsi kebisingan oleh pengguna fasilitas umum di kawasan Simpang Lima Sunset Road.Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer meliputi data kebisingan lau lintas, volume lalu lintas, persepsi masyarakat dan tata guna lahan. Data sekunder meliputi peta lokasi penelitian..Tingkat kebisingan tertinggi terjadi pada lahan kosong berjarak 10 meter yaitu sebesar 71,89 dB(A). Rata-rata kebisingan akibat lalu lintas di Simpang Lima Sunset Road yang tertinggi terjadi untuk jarak 10 meter dari tepi jalan sebesar 68,317 dB(A) dan untuk jarak 20 meter sebesar 65,84 dB(A) sehingga kawasan tersebut dikategorikan bising (> 60 dB(A)). Model kebisingan lalu lintas terbaik berdasarkan volume pada Pertokoan Sunset Star jarak 10 meter yaitu y = -36,844x2 + 5170,9x – 179437 dengan nilai R2 = 0,2518, pada Pertokoan Sunset Star jarak 20 meter yaitu y = 1,886x2 - 255,46x + 10480 dengan nilai R2 = 0,0012,dan model terbaik kebisingan lalu lintas berdasarkan volume pada lahan kosong jarak 10 meter yaitu y = -4,6268x3 + 982,82x2 - 69419x + 2E+06 dengan nilai R2 = 0,3963, dan lahan kosong jarak 20 meter adalah y = 0,2814x3 - 72,179x2 + 6002,1x – 160905 dengan nilai R2 = 0,3434). Persepsi masyarkat di sekitar Simpang terdapat 63% responden yang merasa cukup terganggu. Hal ini menunjukkan suara kendaraan yang berada pada kawasan Simpang Lima Sunset Road tidak begitu berpengaruh terhadap gangguan yang dialami responden. Pernyataan ini didukung hasil pengaruh lalu lintas terhadap kebisingan yang dialami di kawasan Simpang Lima Sunset Road. Model Polynomial hubungan volume dan kebisingan (Leq) berupa persamaan y = -36,844x2 + 5170,9x – 179437 dengan nilai R2 = 0,2518 yang artinya volume kendaraan berpengaruh sebesar 25,18 % terhadap kebisingan. Noise caused by traffic in urban areas in Bali causes disruption to the surrounding community and to the tourism sector. Simpang Lima Sunset Road area becomes one of the tourism centers in Badung Regency that makes transportation and trade activities become developed. The purpose of this study was to analyze the influence of distance and traffic flow as a source of noise caused indoors and outdoors in the Simpang Sunset Road area, develop a mathematical model that states the relationship between distance variations and traffic flows that affect indoor and outdoor noise in the Simpang Lima Sunset Road area and analyze noise perception by users of public facilities in the Simpang Lima Sunset Road area.Data in use in this study is primary data and secondary data. Primary data includes traffic noise data, traffic volume, community perception and land use. Secondary data includes a map of the research location. The highest noise level occurs on vacant land 10 meters away which is 71.89 dB(A). The highest average traffic noise at Simpang Lima Sunset Road occurred for a distance of 10 meters from the curb of 68,317 dB(A) and for a distance of 20 meters of 65.84 dB(A) so that the area was categorized as noisy (> 60 dB(A)). The best traffic noise model based on volume at Sunset Star Shops distance of 10 meters is y = -36.844x2 + 5170.9x – 179437 with a value of R2 = 0.2518, at Sunset Star Shops distance of 20 meters ie y = 1,886x2 - 255.46x + 10480 with a value of R2 = 0.0012, and the best model of traffic noise based on volume on land empty distance of 10 meters i.e. y = -4.6268x3 + 982.82x2 - 69419x + 2E+06 with value R2 = 0.3963 , and the vacant land distance of 20 meters is y = 0.2814x3 - 72.179x2 + 6002.1x – 160905 with a value of R2 = 0.3434). The perception of people around Simpang is that 63% of respondents feel quite disturbed. This shows that the sound of vehicles in the Simpang Lima Sunset Road area does not have much effect on the disturbance experienced by respondents. This statement is supported by the impact of traffic on noise experienced in the Simpang Lima Sunset Road area. Polynomial model of volume and noise relationship (Leq) in the form of equation y = -36,844x2 + 5170.9x – 179437 with a value of R2 = 0.2518 which means the volume of the vehicle affects 25.18 % of noise.

Abstract

The project implementation process from planning to implementation sometimes encounters problems ranging from cost, quality and time. In the implementation process, there are obstacles, namely the soil conditions in the image do not match the actual conditions and the architectural work undergoes a design change, because the previously planned floor plan does not match the desired function. These problems lead to the need for additional costs and additional time for project completion. This study aims to identify, assess risk acceptance to determine dominant risk, mitigate risk and determine risk ownership that will be obtained as a result of these problems. The study used a qualitative descriptive method. Data were collected by means of brainstorming, interviews, observations and questionnaires. Questionnaires were distributed to 28 respondents. The results show that there are 40 valid risk identifications. There are 10 unacceptable risks and 21 undesirable risks which include dominant risk and 9 acceptable risks that do not require mitigation measures. Mitigation is carried out with 3 types of actions, namely by reducing, transferring and holding risks. The dominant risk is unacceptable, namely the occurrence of design changes more than once. Mitigation is done by ensuring the design is approved by all parties involved or who have an interest in the design to be carried out such as the owner or management of the hospital so that the design is in accordance with the desired function so that there is no design change more than once. The allocation of ownership of the largest risk is the responsibility of the contractor, namely the risk of financial problems to the contractor. The dominant risk impact on the additional cost and time added to this work has a major impact on the technical and project aspects. The total amount of additional costs is Rp. 10,825.600.000,- and the total additional time is 117 days on the project.

Abstract

Provinsi Bali merupakan salah satu provinsi di Indonesia yang aktif pada sektor pariwisata, fokus pembangunan infrastruktur penunjang pariwisata ialah proyek Shortcut Denpasar-Singaraja. Penelitian ini dilakukan dengan metode deskriptif kualitatif. Pengumpulan data dilakukan dengan cara observasi, brainstorming dan survei. Penyebaran kuesioner dilakukan kepada 32 orang responden yang berkompeten dan berpengalaman pada proyek shortcut Denpasar- Singaraja. Penilaian dan penerimaan risiko berdasarkan standar Australia Standart/New Zealand Standart (AS/NZS) 4360:2004. Hasil penelitian terdapat 72 risiko yang teridentifikasi berdasarkan 4 sumber risiko. Hasil penilaian dan penerimaan risiko didapatkan 30 risiko dominan yang terdiri dari 27 ( 42%) tergolong risiko tinggi (high risk), dan 3 (5%) jenis risiko sangat tinggi (very high risk). Risiko very high risk yaitu pekerjaan cut and fill tanah dengan risiko pekerja tertimbun longsoran tanah, pekerjaan beton dengan aktifitas pemasangan scafolding dengan risiko terjatuh dari ketinggian dan pekerjaan erection beton girder yaitu pada aktifitas pemasangan box girder dengan risiko terpeleset hingga terjatuh dari ketinggian. Risiko kategori high risk pada pekerjaan persiapan terdapat 7 risiko, pekerjaan cut and fill terdapat 6 risiko, pekerjaan jembatan terdapat 13 risiko dan pada pekerjaan jalan terdapat 1 risiko yaitu terpeleset hingga terjatuh dari ketinggian pada saat perataan tanah dan pemasangan rumput. Terdapat 75 tindakan mitigasi untuk risiko dominan antara lain melakukan safety induction seminggu sekali dengan memberikan penjelasan sebelum dimulai semua aktifitas, selalu memakai APD melakukan pemeriksaan terhadap kekuatan dan ketegakan scafolding, serta melakukan pengawasan terhadap pelaksanaan metode kerja secara benar.Alokasi kepemilikan risiko (risk ownership) yaitu jabatan safety berada di urutan pertama (57%), dilanjutkan dengan site manager (23%) dan jabatan supervisor civil (20%). The results of risk assessment and acceptance showed 30 dominant risks consisting of 27 (42%) classified as high risk, and 3 (5%) types of very high risk. Very high risk, namely soil cut and fill work with the risk of workers being buried by landslides, concrete work with scafolding installation activities with the risk of falling from a height and concrete girder erection work, namely in box girder installation activities with the risk of slipping and falling from a height. There are 7 risks in the high risk category for preparatory work, 6 risks for cut and fill work, 13 risks for bridge work and 1 risk for road work, namely slipping and falling from a height during leveling of the ground and installing grass. There are 75 mitigation measures for dominant risks, including conducting safety induction once a week by providing an explanation before starting all activities, always wearing PPE, checking the strength and enforceability of scaffolding, and supervising the correct implementation of work methods. namely the safety position in first place (57%), followed by the site manager (23%) and the civil supervisor position (20%).

Abstract

Kemampuan manajemen khusus diperlukan untuk mengelola suatu proyek konstruksi yang rumit demi tercapainya keberhasilan proyek. Meski kriteria keberhasilan proyek telah diketahui kegagalan proyek masih bisa terjadi. Penyebab kegagalan proyek di Kabupaten Gianyar disebabkan oleh perusahaan konstruksi tidak memiliki sumber daya yang cukup, penawaran harga terlalu rendah, hubungan yang kurang baik antara kontraktor dengan mitranya sehingga dapat disimpulkan bahwa kegagalan proyek disebabkan oleh kondisi internal perusahaan tersebut. Tujuan dari penelitian ini adalah untuk menganalisis faktor-faktor dominan pada internal perusahaan yang mempengaruhi keberhasilan proyek konstruksi gedung di Kabupaten Gianyar. Metode pengumpulan data dengan kuesioner dan analisis yang digunakan adalah analisis faktor eksploratori serta analisis regresi linier berganda. Hasil dari analisis faktor dan analisis regresi linier berganda didapatkan lima kelompok variabel baru yaitu Sumber Daya Dan Kemampuan Perusahaan (X1) dengan nilai koefisien regresi ? (Beta) sebesar 0,205, Penerapan Manajemen Konstruksi (X2) sebesar 0,261, Budaya Kerja Yang Efektif (X3) sebesar 0,191, Strategi Perusahaan (X4) sebesar 0,264, serta Perencanaan, Metode dan Teknologi Perusahaan (X5) sebesar 0,207. Dari analisis regresi disimpulkan bahwa kelima faktor internal secara parsial dan simultan berpengaruh positif dan signifikan terhadap keberhasilan proyek konstruksi Gedung. Special management skills are required to manage a complex construction project in order to achieve project success. Even though the criteria for project success have been known, project failures still occur. The cause of project failure in Gianyar Regency was caused by the construction company not having sufficient resources, the price quote was too low, the relationship between contractors and partners was not good, so it can be concluded that the project failure was caused by the company's internal conditions. The purpose of this study was to analyze the dominant of company's internal factors that affect the success of building construction projects in Gianyar Regency. Methods of data collection with questionnaires and analysis used is exploratory factor analysis and multiple linear regression analysis. The results of the factor analysis and multiple linear regression analysis obtained five groups of new variables and it was concluded that the five internal factors partially and simultaneously had a positive and significant effect on project success with the dominant variable are Corporate Strategy with a regression coefficient value of (Beta) are 0.264, Implementation Construction Management (X2) are 0.261, Company Planning, Methods and Technology (X5) are 0.207, Company Resources and Capabilities (X1) are 0.205, and Effective Work Culture (X3) are 0.191.

Abstract

Private vehicle ownership does not pay attention to the capacity of the road that will cause congestion of the road network in urban areas. Setting The Tohpati Junction with Traffic Signaling Tool is not able to cope, the solution to this condition is to build an underpass. The purpose of the study is to analyze the performance of existing intersections and underpasses in 2025, analyze the amount of costs required for the underpass, analyze the direct benefits of underpass construction, and can be known whether the project is feasible or not with an economic feasibility analysis of the underpass investment built. In addition to using primary data and secondary data in calculations, the method of economic feasibility analysis as a comparison of costs and benefits with indicators Net Present Value (NPV), Benefit Cost Ratio (BCR) and Internal Rate of Return (IRR). The results showed the performance of existing intersections obtained a delay of 373 seconds /smp morning peak hours, for the peak hour of noon 364 seconds / smp, and the peak afternoon 364 seconds / smp, including the level of service F. Simpang assumption underpass built the value of delay peak hours morning 19.02 seconds / smp, for the peak hours of noon 19.33 seconds / smp, and the peak afternoon 18.32seconds / smp, including the level of service A. In realizing the construction of the underpass, it is necessary to pay Rp. 224,964,665,195.28 and direct benefit from the construction of the underpass at Simpang Tohpati in Denpasar City for the cost savings of road users.amounting to Rp.10.407.740.934,00. In general, the underpass construction project at Simpang Tohpati in Denpasar city is economically viable and the terms of the three bank interest rates of 12%,15% and 18% in one year result in a non-negative NPV value, BCR is not less than one and the IRR is not below the bank's interest rate, hence the analysis related to the sensitivity of the bank to the condition of I, II and III.
