Abstract

This research is motivated by the grow number of street vendors (PKL) in Serang City who used sidewalks, roads and other public facilities to become a selling place which are not intended. The purpose of this research is to find out how big is the Implementation of Policy of Structuring of Street Vendors  in Serang City. Data collection techniques in the form of questionnaires based on the George Edward III’s Policy Implementation theory that consists of communication, resources, disposition, and bureaucratic structure. The method used in this research is quantitative by taking samples as much as 90 street vendors  using Taro Yamane formula. From the discussion, it can be concluded that Implementation of the Policy of Structuring of Street Vendors  in Serang City reached 57.70%. This proves that the implementation of the policy of structuring street vendors in Serang City has not been running well. The suggestion of this research is to provide an adequate and strategic location for street vendors  as well as complete socialization to street vendors  and the community about the policy of structuring of street vendors.

Abstract

Related to Family Resilience in Banten Province, especially in Serang District. Several factors (vulnerability) are high poverty and high rates, imbalances of economic development in cities and countries and high seriously indicated outflows quickly. Human Development (HDI) of 65.12 far below the provinces of 70, 96. Unemployment Rate (TPT) even recorded the highest at 14.80% with the answer the lowest TPT area in the province of Banten is the City of South Tangerang 6.13% . Pontang Sub-district is recorded as the largest enclave of Indonesian Migrant Workers (TKI) on a local and national scale that will undoubtedly affect various matters relating to family circumstances that are directly related to Family Resilience conditions. The concept of Family Resilience is examined with Input, Process and Output Components (Sunarti, 2003). Family welfare depicted from several indicators described in Input and Output Components in Pontang Sub-district shows a positive situation, with relatively optimal conditions in indicators of the Maternal, Infant and Toddler Economy, Education and Conditions. Indicators that support the optimal for children, Complete, Used Residents of Correctional Institution, Psychological Social Problem Family, Problematic Migrant Worker and Trafficking Victims. The relatively optimal condition of social welfare in Pontang Sub-district can be used as an indicator of Family Resilience in Pontang Sub-District because Family Welfare is an important part of Family Resilience. As for the Process Group described by participants in the Maternal Health Program, Infants and Toddlers still show less conditions. Family resilience indicated optimal in Pontang Sub-district can be interpreted that the family as one of the family members that can develop (potential vulnerability) that potentially cause damage (potential damage) in family life.

Abstract

This research tries to identify and analyze condition of infrastructure in Cikiruh Wetan Village Cikeusik Subdistrict Pandeglang Regency represent coastal area bordering with Regency of Lebak and Paniis Village Koroncong Subdistrict represent agriculture area bordering with Regency of Serang and look for alternative of empowering rural community appropriate with existing potency. The fundamental problem is that infrastructure development in both villages is still low and uneven, in addition the villages are categorized as underdeveloped villages.The research aims to analyze the condition of infrastructure in the villages and formulate models of community empowerment through the support of infrastructure. This research uses qualitative approach with case study method. Using qualitative analysis with qualitative data and quantitative data. Informant determinated by purposive. Data Collection through Indepth Interview, observation and related documents.Theresearch results found that the condition of existing infrastructure in the research location, both education infrastructure, health, transportation, economy and settlements is still relatively inadequate. Infrastructure development policy has been implemented, but the way of its implementation is still less patterned and less integrated, especially for villages located in the area bordering with Lebak and Serang Regency. Village community empowerment efforts have been gradually undertaken, but not consistently and systematically implemented, especially the realization of infrastructure development in accordance with the potential and needs of villages, guidance and monitoring of the community to the maintenance and using the infrastructure reasonably.

Abstract

Education is the most important aspect in nation building. Quality human resources will only be realized from quality education. Education distribution strategy should get main priority because in reality there are still children in Serang District who dropped out of school or did not continue their education, especially in elementary education level. The government's step in dealing with the problem of dropping out of school in Serang Regency with the promulgation of the compulsory 9-year basic education should be continued. Because in the implementation there are still some inhibiting factors, such as, the state of the economy, the circumstances of social and cultural environment, facilities of education and community participation. This study aims to determine the constraints faced, how the socialization, and what kind of characteristics of school drop outs. This research uses qualitative approach and descriptive by using Partisipatory Action Reseach (PAR) method. The presence of researchers in this study as the main instrument in collecting data until the reporting stage of the results. Source of data used in this research is primary data source, FGD, interview and narrative. The Researcher becomes the key informant and supporting informant chosen purposively. The results of the research formulation of the problem shows that there are obstacles faced by the Government of Serang Regency in the success of wajardikdas program, such as: Demographic-Economy, Culture, Human Resources, Budget Limitations, Monitoring and Evaluation, Validity Data obtained and lack of socialization, Understanding of the characteristics of school drop outs.

Abstract

This research discusses the handling of narcotic addicts and victims of the abuse of narcotics into the integrated rehabilitation institutions and synergies through coordination and cooperation between agencies and implementing policy in Banten Province.  The presence of Shared Rules are expected to be the solution in implementation of rehabilitation in the levels of investigation, the prosecution, the trial and the judgment synergistically and integrated. The research method used i.e. qualitative descriptive. By using the Partisipatory Action Research (PAR) approach through thematic methods. Data collection techniques are used namely observation, FGD, narrative interview and documentation. The technique used is the analysis of thematic analysis. Where as a policy implementation model used is a model developed by Merille s Grindle.

Abstract

The research focused on fishering empowering program implemented in The National Fishery Harbor of Karangantu at Serang City in 2012 and 2013. Which are not properly done after doing the assesment of program results. This condition causes the evaluation results by the program evaluator can not be used as a benchmark in preparing a better decision recommendation. The theory used as a foothold is Jones's Evaluation Program theory (1984: 199): specification, assessment, analysis and recommendations. The paper focuses on the third step of analysis, through qualitative approaches using case studies that aim to describe, summarize the various conditions, various situations or various phenomena of social reality of society. Based on economic and social considerations that the evaluation is not looking at the socio-cultural conditions that take place in Karangantu, then the dependence on technical guidance is very high, so the initiatives of fishing communities rarely come to the forefront. Recommendation of this research is still needed role of Technical Team and Fisheries Supporting Extension as facilitator and evaluator in program evaluation. Moreover the main task as a program implementer at the community level. Then the Facilitator and Evaluator are expected to have educational qualifications, experience and insight in the field of community empowerment, and have a high commitment and partisanship towards the poor.

Abstract

Persaingan pendidikan tinggi mengacu pada Permendikbud no.24 tahun 2012 tentang penyelenggaraan pendidikan jarak jauh pada Perguruan Tinggi (PT) yang telah dibuka kesempatan dan peluang bagi Perguruan Tinggi lain selain Universitas Terbuka (UT) untuk menyelenggarakan pendidikan jarak jauh. berbagai strategi yang dapat diterapkan untuk menjaga kelangsungan hidup suatu organisasi dalam menghadapi para pesaing termasuk, salah satunya adalah dengan memperhatikan asosiasi merek dan loyalitas merek pada organisasai tersebut. Salah satu atribut yang terpenting adalah merek. Ekuitas merek berkaitan dengan tingkat pengakuan merek, kualitas merek yang diyakini, asosiasi mental dan emosional yang kuat serta aktiva lain (Kotler, 2007). Selama 34 tahun ini, Universitas Terbuka sebagai satu-satunya perguruan tinggi yang menyelenggarakan pendidikan jarak jauh merupakan pemimpin pasar dan top of mind nya pendidikan jarak jauh. Oleh karena itu pentingnya membangun sebuah merek dan dilakukan UT. Tujuan penelitian ini adalah 1) Mengetahui signifikansi masing-masing elemen dari variabel branding dalam membangun UT, 3) Untuk mengetahui promosi UT dalam meningkatkan loyalitas pelanggan. Hasil Penelitian menunjukan dengan analisis Structural Equation Modeling (SEM). Brand UT berpengaruh signifikan terhadap harga nilai t-statistik pengaruh Brand UT terhadap Harga sebesar 6.866673, nilai ini lebih besar dari nilai t-tabel 1,98 untuk level signifikan 0.05 (5%). Brand UT berpengaruh signifikan terhadap Loyalitas dengan nilai t-statistik pengaruh Brand UT terhadap Loyalitas sebesar 11.518046, nilai ini lebih besar dari nilai t-tabel 1,98 untuk level signifikan 0.05 (5%) dan nilai t-statistik pengaruh Brand UT terhadap Popularitas sebesar 7.930576, nilai ini lebih besar dari nilai t-tabel 1,98 untuk level signifikan 0.05 (5%)

Abstract

Penelitian ini bertujuan untuk melakukan kajian penelitian permasalahan timbulnya hambatan dalam implementasi kebijakan Peraturan Bupati No 27 tahun 2015 tentangperekrutan Mantri Tani Desa Peranannya sebagai pendamping penyuluh pertanian di Desa PadasukaKecamatan Maja Kabupaten Lebak dalam meningkatkan hasil produksi UPSUS PAJALE.Mantri Tani Desa sebagai pendamping penyuluh pertanian di Kabupaten Lebak tentu tidak luput dari hambatan-hambatan yang dihadapi oleh petugas Mantri Tani Desa karena peran Mantri Tani Desa sebagi pendamping penyuluh memegang  peranan penting dalam mendukung keberhasilan pembangunan pertanian, perikanan secara nasional. Peneliti mengindetifikasi bahwa implementasi kebijakan tentang Mantri Tani Desa peranannya sebagai pendamping penyuluh pertanian di Kabupaten Lebak dalam upaya meningkatkan hasil produksi PAJALE baik di pengaruhi oleh aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Aspek-aspek tersebut akan berpengaruh terhadap berhasilnya tidaknya Program Mantri Tani Desa. Hasil penelitian tentang implementasi kebijakan Program Mantri Tani Desa(MTD) sebagai pendamping penyuluh di Kabupaten Lebak dalam upaya meningkatkan khusus padi, jagung, kedelaidan merupakan kajian ilmiah dan diharapkan dapat menjadi wacana untuk menambah pengetahuan dan wawasan bagi peneliti dan peneliti berikutnya, karena Program Mantri Tani sebagai pendamping penyuluh di Desadi Kabupaten Lebak baru pertama kali diimplementasikan di Indonesia.

Abstract

Higher education competition refers to Permendikbud no.24 of 2012 concerning the implementation of distance education at universities (PT) which has opened opportunities and opportunities for other universities besides the Open University (UT) to organize distance education. Various strategies that can be applied to maintain the survival of an organization in the face of its competitors include, one of them is to pay attention to brand association and brand loyalty to the organization. One of the most important attributes is the brand. Brand equity relates to the level of brand recognition, brand quality believed, strong mental and emotional associations and other assets (Kotler, 2007). For the past 34 years, the Open University as the only college that provides distance education is the market leader and top of mind of distance education. Therefore the importance of building a brand and doing UT. The purpose of this study is: 1) to know the significance of each element of branding variables in building UT, 2) To know UT promotion in improving customer loyalty. The results showed by Structural Equation Modeling (SEM) analysis. Brand UT has a significant effect on the value of t-statistics of the influence of Brand UT on the Price of 6.866673, this value is greater than the t-table value of 1.98 for the 0.05 significance level (5%). Brand UT has a significant effect on Loyalty with the value of t-statistics of Brand UT's influence on Loyalty of 11.518046, this value is greater than the t-table value of 1.98 for the significant level of 0.05 (5%) and the value of the influence of Brand UT on Popularity 7.930576, this value is greater than the value of t-table 1.98 for the significant level 0.05 (5%).

Abstract

This research discusses how to manage roads and bridges in public services. This study aims to analyze the performance of road and bridge construction in public services at the Banten Provincial Public Works and Spatial Planning (PUPR) Office in 2017. The theory used in this study discusses the performance appraisal model according to Dwiyanto in pasolong (2010: 178), quality service, Responsiveness, Responsibility, and Accountability. The research method used is qualitative. Data collection techniques used were interviews and documentation. The results of this study are that the performance of the Banten Province PUPR Service can be approved quite well about there are several developments on roads and bridges such as the failure of development and delays, the work carried out is in accordance with the vision and mission of the organization. The Banten Provincial PUPR Office tried to respond in the settlement of the community lawsuit, the compilation of development planning responses was made, the construction and maintenance of the road and development was carried out according to the budget and carried out in stages. Factors that hamper performance such as facilities and infrastructure that are still lacking such as heavy equipment in the construction / maintenance of roads and bridges if used in time related to activities that can help and slow down materials, amount and quality of human resources in terms of PUPR service staff or service providers, people's perceptions of consistency, and natural nature. The efforts of the PUPR Service to improve community licensing in managing roads and bridges Speed up the arrival of material stocks, increase the number of heavy equipment, improve the quality and advantages of human resources, and implement E-Government by improving the SIAP PUPR application system that is available for community needs in response to complaints / complaint. Kata Kunci : Kinerja, Pengelolaan jalan dan jembatan, Pelayanan publik.
