Abstract

Penelitian ini bertujuan untuk mengkaji tentang Manajemen Konflik Dalam Pelaksanaan Program Gerakan Mamuju Mapaccing di Kabupaten Mamuju dengan menggunakan Teori Konflik yang dikemukakan oleh Robbins (1998). Penelitian ini bersifat kualitatif. Pengumpulan data dilakukan melalui observasi, wawancara dan kepustakaan. Data dari hasil observasi dan wawancara disajikan dalam bentuk dokumentasi terhadap objek penelitian. Data dari hasil kepustakaan disajikan dalam bentuk kutipan-kutipan untuk memperkuat temuan penelitian. Data yang diperoleh dianalisis dan diolah dengan menggunakan teknik analisis data yang dimulai dari reduksi data, penyajian data, kemudian pengambilan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa sumber konflik berasal dari adanya kesalingtergantungan pekerjaan antara Dinas Lingkungan Hidup dan Kebersihan dengan Kelurahan, adanya ketergantungan pekerjaan satu arah, adanya dideferensiasi horisontal yang tinggi antar Kelurahan, serta perbedaan dalam kriteria evaluasi dan sistem pemberian imbalan dalam pelaksanaan Program Gerakan Mamuju Mapaccing.

Abstract

Penelitian ini ertujuan untuk menganalisis dan mendiskripsikan efektivtas pelaksaanaan Program Keluaga Harapan (PKH) pada Komponen Kesehatan dalam rangka Pengentasan Kemiskinan di Kota Makassar.Penelitian ini menggunakan pendekatan kualitattif. Jenis data yang dugunakan adalah data primer dan data sekunder. Penentuan informan dilakukan dengan teknik Purposive Sampling, Teknik Pengumpulan Data dilakukan dengan observasi dan wawancara secara mendalam serta Dokumentasi . analisis yang dilakukan dengan pereduksian data, penyajian data, serta penarikan kesimpulanHasil penelitian menujukkan bahwa Efektivitas pelaksanaan Program Keluarga Harapan (PKH) dalam rangka pengentasan Kemiskinan di Kota Makassar belum berjalan dengan efktif. Pelaksanaan Program Keluarga Harapan dilihat pada Komponen Kesehatan belum efektif berdasarkan empat indikator yang diteliti, Keberhasilan Program, Keberhasilan Sasaran, Kepuasan terhadap Program dan Pencapaian Tujuan secara Menyeluruh. Namun hanya satu dari keempat indikator tersebut pada pencapaian tujuan menyeluruh yang sudah berjalan susuai dengan harapan.

Abstract

The permit of two million tons of rice import in 2018 has tickled Indonesia's ability to fulfill its own rice needs. Farmers' anxiety that rice import can affect rice prices proved by its declining. The distribution of imported rice indeed has not been optimal. People say that imports are carried out without proper planning. This study aims to estimate the rice production and consumption data of Indonesia in 2014 to 2019, compare those data, and conclude whether Indonesia needs to import the rice at those years based on the comparison result. Estimating rice production and consumption were carried out using secondary data consisted of paddy production data, per capita rice consumption data, and population projection data which obtained from the website of the Central Statistics Agency (BPS) and/or the Ministry of Agriculture. Based on the comparison result between rice production and consumption data from 2014 to 2019, it can be concluded that from 7 islands in Indonesia, only 2 islands have the estimated rice consumption which always more than the estimated production, namely Maluku and Papua. The total estimated rice consumption in Indonesia is always lower than the estimated production. A rice surplus on a nearby island, Sulawesi, should be able to cover shortages in Maluku and Papua. If the estimated rice consumption in these three islands is totaled, the amount is always smaller than the estimated rice production in these three islands. This is because the production of rice on the island of Sulawesi is very large. The estimated total consumption of rice in 2019 is only 60% of production.

Abstract

The short article aims to discuss the bureaucratic reform by Kang Yoto during his leadership in Bojonegoro Regency. In the governance structure, the local government is a street level bureaucracy that must be responsive to community development. Using library analysis and focus group discussions, Authors also discuss with Kang Yoto as directly, when the process of entoring at the University of Muhammadiyah Malang. Authors analyze the bureaucratic reform movement carried out by Kang Yoto able to change people's stigma better towards bureaucracy. Some of the things done by Kang Yoto such as the bloated Friday, transforming public services and bureaucratic innovation succeeded in bringing a positive impact on development in Bojonegoro Regency. Needing this shows the success of bureaucratic reform in the regions needs strong commitment and leadership in the regions. This paper is expected to be able to provoke potential regional leaders who will fight in the simultaneous Regional Election in 2020.

Abstract

This study aims to (1) describe and analyze the condition of existing apparatus resources in the Merauke Regency Regional Personnel Agency; and (2) describe and analyze the apparatus development strategy in the Merauke Regency Regional Personnel Agency. This research applies a qualitative approach. The informants involved included: (1) Head of the Regional Civil Service Agency; (2) Subdivision of the Strategy of the Regional Civil Service Agency Resources; and (3) a number of training alumni employees. Data collection techniques are interviews, observation, study of literature and documentation. Data analysis techniques are carried out through data reduction, data presentation and data verification. The results showed that the implementation of education and training, especially in the Merauke Regency Regional Personnel Agency, had been effective, although there were still some improvements that needed to be made so that the results of the training could be maximized as expected. Employees are the most important resource in a public organization. Good employees who meet the qualification standards can only be obtained through effective recruitment efforts. The implementation of education and training in the Merauke Regency Regional Personnel Agency is good because based on the results it shows starting from training materials, good and effective delivery methods in the training process, facilities and infrastructure to support training activities, skilled presenters, learning process according to standard procedures, proportion of time and the method of implementation was working well and effectively.

Abstract

The problem of waste as an urgent problem in Surakarta became the beginning of the idea the Waste to Energy of PLTSa Development in Putri Cempo Landfill. This study aims to describe the process of policy formulation and analyze the implementation preparation of PLTSa development policy in Surakarta. This descriptive qualitative study was obtained from interviews with 8 informants and analyze data from results of interviews, documentation, and observations according aspects of policy formulation process and policy implementation preparation. The findings show that the policy formulation process has through several formulation steps of the Draft Regional Regulation Formulation arranged by the executive and still in the draft has planned to be approved in 2020. Changes of central regulation on tipping fee and concerns about potential state losses had hampered the draft. Eventually, the draft has planned to be finished in 2020 and become regional regulation in 2021 but could not be continued because of the budget was refocusing for Covid-19 handling. Nevertheless, the political will of Surakarta about this matter is very serious. This is realized by taking preparatory steps to implement the policy in parallel with the policy formulation process. In the process of preparing for implementation, the Surakarta City Government has made preparations on organizational activities and interpretations. In organizational activities, designation of the implementor has been carried out institutionally and personally, establishment of implementation management with leading sector and collegial pattern, and the scheduling which is now in the construction phase. While the organizational activity being prepared is making SOP, this is somewhat hampered due to limited resources. In the interpretation activity, Surakarta City Government has not yet fully made official communication and socialization preparations to the residents considering that the implementation is unclear, so that it is still passive to residents around the PLTSa construction.

Abstract

Trust that is well built in the policy-making process in network organizations gives birth to an effective policy outcome in the form of decreased assumption levels. This research method uses a qualitative approach and a case study strategy to explain trust in the implementation of food diversification policies. The data was collected through in-depth interviews and observations. Data processing and analysis techniques are carried out in three stages, namely: data reduction, presentation and conclusion drawing. The informants in this study were as follows: a) Chair of the Women Farmers Group b). sub-district extension team; d) District extension team.The results showed that the trust that occurred in the interaction of actors, in this case the Food Security Service, Extension Officers and the Women Farmers Group in the implementation of food diversification policies in Bone Regency was not effective. This can be shown that there is no mutual agreement that can be used as a rule of the game for the actors involved in implementing this policy. Opportunistic behavior is a sub-concept that assesses the presence and absence of trust, which is not identified in this study, because there is no mutually agreed upon rule of the game. Then, the actors' good will trust does not emerge because they are still designing and running their respective programs. Therefore, the implementation of the diversification policy requires trust between them so that the performance of this policy can be realized.

Abstract

Electronic Government (e-Government) has been implemented in Indonesia at both the central and regional levels, where Information and Communication Technology (ICT) is integrated with public services in order to increase effectiveness, efficiency, and transparency. Surakarta has succeeded in creating an application that operates online which can be used to access population administration services, namely Dukcapil application (Dukcapil dalam genggaman in Indonesian term). This application is designed to make it easier for some people of Surakarta who are still experiencing problems if they have to directly access population administration services, whether constrained in terms of time, energy, and cost. As part of population administration services and population information systems, user satisfaction is important for Dukcapil Dalam Genggaman because it is related to the quality of the services provided and the success of implementing the application. User satisfaction can be influenced by several factors. Therefore, this study will examine the factors that influence user satisfaction of Dukcapil Dalam Genggaman. These factors were adapted from a model for measuring the level of user satisfaction with information systems, namely End User Computing Satisfaction (EUCS), which measures satisfaction based on content, accuracy, format, ease of use, and timeliness. This study aims to determine the effect of these factors on user satisfaction of Dukcapil Dalam Genggaman. The questionnaire was distributed to users of Dukcapil Dalam Genggaman and successfully obtained a sample of 107 users. The data analysis used is multiple linear regression. It was found that content, accuracy, ease of use, and timeliness have a significant effect on user satisfaction of Dukcapil Dalam Genggaman. Meanwhile, the format does not have a effect on user satisfaction of Dukcapil Dalam Genggaman. Based on these findings, the Department of Population and Civil Registration of Surakarta is recommended to develop Dukcapil Dalam Genggaman by focusing on the factors that affect user satisfaction of the application.

Abstract

This article examines How the Design of the Society Empowerment Field Program, and the factors of resistor empowerment Field at Desa Pa’batangang, Kecamatan Mappakasunggu, Kabupaten Takalar. This phenomenon seeing that countryside fund policy is not maximum to superintendence it, by seeing of the indication of less involvement societies to the forum of countryside development plan, and the effects are many activities that unsuitable with society’s needs, and the execution of activity is not well presentation. In Permendesa PDTT number 11 years 2019 clause 5 concerning use priority countryside funds, it states that there are two sectors that become priority; countryside development and society empowerment which these two sectors should run simultaneously. However, Society Empowerment Field Program become neglected, most of the utilization countryside fund only focused on physical project, staff like pretend resources potency which is exist in countryside. Whereas, towards build the autonomous countryside, it very important to have support from government that become beneficial. This article may useful for the government of Takalar regency, along expansion countryside fund program. Research informant: Head of Countryside, Staff, Technical Practitioner, and Societies. Research scientific used qualitative. Data aggregation through interview, observation, secondary data study. Researcher used Data analysis technique’s Miles and Huberman. Based on research, that the result of Program manifested in two sectors; development and society empowerment. From both sectors, it shows that there is Fund Allocation distributed on activity which is not productive and there is no impact on society’s economic growth. Thereafter, which become resistor factor of the society empowerment are rigid regulation and the homogeneous activity, less manpower, less socialization, society access to the program is low and tend to hegemonic, the society only involved in taking and implementing activity, and the consequence is simply tend to active formality.

Abstract

The Innovation Structuring of street vendors In Maros regency (supervised by Deddy T. Tikson and Hasniati). This study aims to analyze the results of innovation structuring of street vendors in Maros Regency based on the criteria of the United Nations (UN). This research was conducted in Culinary Area of ​​No Wave Beach of Maros Regency. The method used in this study is a qualitative approach with a focus on innovation results from the arrangement of street vendors in Maros regency. There is also a research design used is case study (case study). The result of the research shows that the innovation of street vendors in Maros Regency based on criterion of United Nations (UN) is less successful. This was because of the 6 indicators, 1 indicator that partnership is not met because there was no professional cooperation either government, private or banking. 4 less effective indicators that sustainability was not working well because there was no special regulation governing culinary areas, innovation indicators in local and transferable contexts did not provide specific publications related to secondary data as well as special information related to street vendors in the area of ​​culinary beaches and non- other areas were still difficult to adopt the concept in applied. Indicators of gender equality and social exclusion because they had not demonstrated traditional special food and local wisdom in the arrangement of street hawkers, although gender and local wisdom were not contradictory and indicators of leadership and community empowerment due to governor commitment were not accompanied by clear policies and lack of merchant empowerment concepts a clear five foot post relocation. The indicators that become the strength of this innovation was the impact. Impact indicators provide benefits for both street vendors, government and the environment.
