Abstract

The success of regional development by the government run by these areas, where the implementation is greatly influenced by the ability of the apparatus in performing their duties. The role of the government apparatus is mostly used as a means of renewal and empowerment of the community. Therefore, the basic functions and control performed by the government apparatus is the formulation and implementation of policies that function as a motivator and facilitator for the achievement of fair and equitable development goals in all fields. Conservation of one of the spearheads of public services must provide optimal service and quality sehinggah the role of kecamatan as a salag of one community service can be efficient and effective.

Abstract

Public sector management is the responsibility of local governments as managers of public facilities in the region. Terminal as one of the public facilities in the area has a function that is vital for the development of a city. Terminal has a very important role, but there are still many terminals that exist in regions throughout Indonesia are not running effectively. One such ineffective terminal is Type A terminals in Pekanbaru City. This paper discusses the factors causing inefectivity function of Bandar Raya Payung Sekaki terminal (BRPS) Pekanbaru City. The purpose of this study is to describe and analyze factors causing the inefectivity function of Bandar Raya Payung Sekaki terminal (BRPS) Pekanbaru City. The method used in this research is qualitative descriptive by using interview technique, observation, and documentation as a tool for data collection in the field. Result of research indicate that there are 3 main factors causing inefektivitas terminal of Bandar Raya Payung Sekaki (BRPS) that is, policy factor, environment social factor (spatial, security, and accessibility), and institutional factor.

Abstract

Untuk menganalisis pelaksanaan administrasi kepegawaian tenaga honorer di lingkungan Pemerintah Kabupaten Rokan Hilir, peneliti menggunakan metode analisis data kualitatif dalam mendeskripsikan administrasi kepegawaian tenaga honorer yang dilakukan. Hasil penelitian menunjukkan bahwa pelaksanaan administrasi kepegawaian tenaga honorer dilingkungan Pemerintah Kabupaten Rokan Hilir masih belum berjalan dengan baik, ini dapat dilihat dari Analisis Jabatan dan Analisis Kebutuhan Pegawai masih belum ada, Prosedur Rekrutmen tenaga honorer juga belum ada, penempatan yang masih ditemukan tidak berdasarkan keahlian dan pola penggajian yang belum jelas.

Abstract

Public agencies that provide public services accountable, transparent, accessible, easily accessible information is a public instasi some traits that have applied the principles of good governance. Office of Population and Civil Registration Pekanbaru is the public agency that organizes public services in the field of population and civil registration, including the service of National Identity Card, Family Card, registration and issuance of birth certificates and death.This study aims to determine how the Principles of good governance. This research is a qualitative descriptive study. The sampling technique used was purposive sampling technique. Data collection technique used observation and interview and questionnaire. The data used in this study is the apparatus of the state and civil society is managing the administration. The data obtained were analyzed using descriptive analysis technique that consists of data reduction, data presentation and conclusion. Based on the research that the application of the principles of good governance is good but there are some that need to be improved. Namely, equality and the supremacy of law. For that we need an improvement in some aspects.

Abstract

This study addresses the need of medical doctors planning process undertaken by theHealth Deparment in Pekanbaru City. So far inventory step in the planning process under taken only limited data collection and the number of qualified doctorsonly, not to the activity analysis and mapping. In addition,the method that used by health office in Pekanbaru City is not standard, so that the number of doctors exceeds national standards, but it is not appropriate qualifications and uneven distribution.This study is a qualitative research to seeks and understand deeply the secondary data from the documents which related the topics, as well as the primary data obtained from interviews with informant of the research as : Chief of medical department, The head of Human resources division and Chief of health section of Health Services and Referral Association.To analyze the planning needs of medical doctors conducted by the Health Departement Pekanbaru city, the author uses the theory proposed by Noatmodjo (2003: 24), namely: inventory, estimate (forecasting), and the planning, monitoring and evaluation.The conclusion of this research is the planning of the medical doctors’ need which has done by health department of Pekanbaru had through steps as follows: inventory, forecasting (estimate), monitoring and evaluation. But there should be strengthened in every steps and also commitment from pekanbaru government, as preparation of the health master plan, minimum standard services, establishes a special a department of planning and standard operational procedure.

Abstract

Feasibility Phase II simultaneous elections in the city of Pekanbaru post-Regulation No. 18 in 2015 affect the population administration and the right to vote of citizens, could be implicated cause some residents do not get a voter card. The Regulation boundary change Pekanbaru and Kampar namely RW 15,16 and 18 villages of three districts of the hill highway intersection that previously pekanbaru region into an area of Kampar. Thus, the Election Commission Pekanbaru as election organizers make an effort assessment mapping and data collection forms of suffrage of citizens in the disputed area in order to participate in the elections. Using descriptive qualitative method with theoretical concept of political interest in the election and Elections To Local as well as data analysis through interpretation of ethics and EMIC is further elaborated in the study of electoral governance in accordance with the discussion of the study. The results of this study demonstrate the efforts made by the Election Commission of Pekanbaru in data collection and mapping of suffrage of citizens in the border area of Pekanbaru and Kampar walk is not optimal for a long period of time but has shown improvement on the sustainability of suffrage in the interests of the election. Furthermore, citizens residence status does not match the expectations of citizens citizens in the response resulted in three RW at the intersection of three villages regarding the status of permanent voters list (DPT) on the elections, simultaneous phase II have a tendency not to vote.

Abstract

Reforms will be able to meet the demands of the public, especially related to the improvement of the quality of public services, but it is still far from reality. Including services are provided by the Department of Population and Civil Registration Batam still not yet optimal. It is characterized by the many complaints from people who are not satisfied with the service that is given by the Department of Population and Civil Registration Batam.The approach used in this study is a qualitative approach. Type of research is descriptive.Methods of data collection is done by observation and documentation, informant selection technique is done by purposive sampling, data analysis performed by data reduction, data presentation and conclusion.The research found that investigators found the constraints of service in terms of Batam City Disdukcapil tangible, asurance and reability still not optimal. The cause is a factor of human resources and infrastructure, and systems that are not transparency. While the factors supporting online data base nationally integrated very helpful in order to avoid double data residence documents.

Abstract

This research was conducted at the office of the Badan Kepegawaian Daerah of Pekanbaru. Based on their initial observations of problems in implementing Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.in terms of human resources mampun Technology. This study focuses on the Implementation of E-Government through Employment Service Application System (SAPK Online): (1). To Knowing how the implementation of E-Government by using the Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.. (2). For Knowing the factors inhibiting the implementation of E-Government by using the Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.. This study is a qualitative study with the primary objective to describe and depict in detail and depth about how the implementation of E-Government in personnel administration through the Employment Service Application System (SAPK Online). Then the data analysis techniques used in this research was qualitative descriptive analysis, which is a technique that tries to describe things that are special to the data obtained through observation, interviews and documentation so that a qualitative data, to be analyzed further to become a conclusions according to the indicators that have been determined by the authors.

Abstract

Public services at the district office coastal fringe. The quality of public services can be measured include the following elements: the turnaround time of service, details of fees or tariffs, procedures, facilities and infrastructure. In the implementation of public services in the district during the coastal fringe still constraints in implementing the four elements of the charter, because of the lack of openness to the public, although the sub-district officials had to undertake socialization activities that also involve the public. Although officially a maximum service is 15 minutes, the findings in the field expressed ketidaksusuaian with what has been set. The factors that affect the quality of services at the district office coastal fringe is: 1. Work Motivation bureaucracy and apparatus; 2. The ability of the apparatus; 3.pengawasan / social control; 4. The behavior of bureaucracy / apparatus; 5. Communication, disposition and bureaucratic structure and organizational communication climate and the flow of information; and 6. Restructuring the organization.

Abstract

This study examines the dynamics and process of PAW process of six members of DPRD Riau period 2014-2019 after deciding to become candidate for regional head. The problems that occurred PAW six Riau DPRD members after the enactment of candidates for regional head in the 2015 election did not run in accordance with established procedures. The research used the concept of Alert Time Substitution and Political Representation Theory with qualitative explorative method. The existing information system within the DPRD still does not reflect the regularity of factors that are shaped by the internal political background of political parties. a very long hiatus meeting in Riau's political representation included some neglected agenda and duties of legislation. In addition, the Ministry of Home Affairs decree was abolished in the determination of PAW Riau DPRD members 2014-2019 and became administrative judges that led to the vacancy of parliamentary seats
