Munculnya pemikiran prospek kehadiran partai politik lokal di SumateraBarat, berawal dari sebuah kekecewaan masyarakat Sumatera Baratterhadap partai politik nasional. Mendasari dari sebuah kekecewaan padapartai politik nasional, maka partai politik lokal diasumsikan dapatmemberikan solusi dalam rangka penguatan politik lokal di daerah SumateraBarat, dan dapat mengakomodir aspirasi masyarakat lokal yang lebih baik.Karena ditenggarai selama ini partai politik nasional yang sentralistikmengakibatkan kurang diberikannya ruang kepada masyarakat daerah untukdapat merasakan hadirnya partai di tingkat daerah. Tujuan penelitian : 1)Untuk mendeskripsikan kurang optimalnya fungsi partai politik di ProvinsiSumatera Barat 2) Untuk menganalisis prospek kehadiran partai politiklokal sebagai akibat kurang optimalnya fungsi partai politik nasional saatini. Adapun tinjauan teori yang digunakan dalam penelitian ini tinjauanpartai politik lokal dan tinjauan desentralisasi. Dalam penelitian ini, penulismenggunakan pendekatan kualitatif dengan desain penelitian eksploratifdeskriptif. Teknik pengumpulan data dilakukan dengan wawancara dandokumentasi, sementara teknik keabsahan data yang digunakan penelitimenggunakan triangulasi teknik dan trianggulasi sumber pengumpulan data.Pemilihan informan dilakukan dengan teknik purposive sampling dansnowball sampling. Berdasarkan hasil penelitian, maka dapat dijelaskanProspek kehadiran partai politik lokal di Sumatera Barat, seiring denganpermasalahan yang terjadi di dalam partai politik nasional. Jawaban darihasil penelitian adalah prospek kehadiran partai politik lokal di ProvinsiSumatera Barat, ada dua sisi pandangan yang berbeda. Di satu sisi partaipolitik lokal memberikan prospek yang positif terhadap penguatan politiklokal dan desentralisasi di daerah Sumatera Barat, namun di sisi lain partaipolitik lokal berpotensi menimbulkan implikasi negatif serta kendala-kendalayang mengakibatkan kehadirannya di Provinsi Sumatera Barat menjadi kiansulit untuk diwujudkan dalam waktu sekarang.

Tujuan dari penelitian ini adalah untuk mendeskripsikan kualitas pelayanan yang diberikan aparatur Dinas Tata Kota Bukittinggi terhadap pelayanan yang diberikan kepada masyarakat dalam mengurus izin mendirikan bangunan (IMB). Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan metode analisis pendekatan secara deskriptif. Metode pengumpulan datanya digunakan data primer dan data sekunder. Adapun teknik pengumpulan data melalui metode obervasi, wawancara, serta dokumentasi. Analisis yang digunakan menggunakan teknik reduksi data, penyajian data dan verifikasi/menarik kessimpulan. Hasil penelitiannya adalah bahwa kualitas pelayanan yang diberikan oleh apartur dinas tata kota Bukittinggi udah mencakup pelayanan prima dan pelayanan sepenuh hati, hanya saja masih terdapat berbagai kekurangan dalam pelayanan misalnya dalam kurangnya sosialisasi Perda 19/2003 tentang IMB. Namun kelemahan tersebut tidak dapat dijadikan masalah krusial bagi warga Bukittinggi untuk mengurus IMB. Sebab, faktor yang menjadi kendala justru pada keengganan atau kemalasan masyarakat dalam mengurus IMB. Jadi kualitas pelayanan aparatur Dinas Tata Kota Bukittinggi sudah baik namun sayangnya masih ada sebahagain kecil masyarakat yang belum menyadari pentingnya mengurus Izin Mendirikan Bangunan (IMB).

The research is aim at describing the implementation of development planing meeting (Musrenbang) in kelurahan Sitokok, Kecamatan Bulang Kota Batam. Beside of, its aim identifitiying and inhibiting fighters of society role in planing and contructing in kelurahan Setokok. The research used qualitative and descriptive approach. There were two kinds of data taken, first is primary data and second is secondary data. In collecting data, the technique used were observation method, interview method, and documentation method, in analying data, reduction data technique was used furthurmore, the presenting of result of analysis and verivication and draw the coclussion. The result of analisis showed that the society in development plan meeting in kelurahan setokok ran as societys expection. How ever, there were some inhibiting factors founds such as the societyss distrust on stakeholder its caused by the socio economic gap in each area. The important of development planing meeting (musrenbang) is to give the chance to society to partipate in democratic way. Therefore the the society aspiration can be sent to disstrict of batam government

Tujuan dari penelitian ini adalah untuk mendeskripsikan efektifitas perda nomor 11 Tahun 2013Tentang pengelolaan sampah di Kota Batam. Penelitian ini menggunakan penelitian kualitatif denganpendekatan deskriptif dengan data primer dan sekunder, teknik pengumpulan data melalui metodeobervasi, wawancara, serta dokumentasi. Analisis yang digunakan menggunakan teknik reduksi data,penyajian data dan verifikasi/menarik kessimpulan. Hasil penelitiannya adalah bahwa efektifitas perdaNomor 11 Tahun 2013 Tentang pengelolaan sampah di kota Batam sudah efekfif, hanya saja awalawalterbentuk perda ini pada tahap pelaksanaannya terdapat beberapa kendala. Diantara kendalanyaadalah: penduduk KotaBatam baik jumlah penduduk yang datang dan penduduk yang lahir cepatpertumbuhannya, ketidakpatuhan hukum masyarakat dalam melaksanakan perda dan faktormasyarakat kurang berpartisipasi dalam pengelolaan sampah. Walaupun terdapat kendala, DinasLingkungan Hidup Kota Batam terus melakukan sosialisasi kepada masyarakat agar perda ini efektifdijalankan, sehingga kesadaran masyarakat akan pengelolaan sampah dapat ditingkatkan. Adapunfaktor pendukung dari perda tersebut adalah: Terlihat sebagian masyarakat dalam gerakan banksampah cukup efektif, kemudian adanya kerjasama dengan pemerintah pusat dan badan usaha dalampemberdayaan dan pengelolaan tempat pembuangan akhir sampah di Kecamatan Punggur.

Prototype of Batam as an industrial city in Indonesia with a variety of large factories has impacts on the environment. For example, waste and air pollution. AMDAL (Environmental Impact Assessment) issue becomes an urgent issue for Batam government which involves the role of Bapedalda Batam. The data of Batam Bapedalda from 2011 to 2015 showed the improvement of AMDAL. This study aims atanalyzing the policies and programs of Batam Environmental Impact Management Agency (Bapedalda) to the increase of AMDAL percentage. Method of collecting datawas done by interview, observation and documentation. Technique of selecting informant was purposive sampling, data analysis technique was done by data reduction, data presentation and conclusion. For large-scale industrial areas such as Batamindo, Kabil, Panbil the implementation of AMDAL have been effective but for the coastal area is still less effective because of investor low awareness. There are three things to increasethe percentage of AMDAL: (1) increasing the investor requirement of voluntary from company, (2) effort in socialization context, door to door service, (3) public awarenessby applying law enforcement.

The growth rate of motor vehicles in Batam City in recent years runs very rapidly. This levy will increase the original revenue of Batam City, But the implementation of the policy of Bylaw No.1 / 2012 on parking that has been running for three years (2012-2015) does not generate significant revenue on parking charges. The Purpose of this research is how the implementationn of parking management system based on evaluation of the policy of Bylaw No.1 / 2012 on parking Btam City. Data retrieval method is done by observation and documentation. Informant selection technique is done by purposive sampling, technical data analysis is done by data reduction, data presentation and conclusion drawing. The result of the research is that the policy of Batam City Government in increasing its achievement PAD not yet optimal, due to some obstacles such as: parking management system is not feasible, there is no public satisfaction survey index to measure the extent to which the achievement of parking policy in Batam City, Human Power that needs coaching and training. Its solution of Batan City government re-filed Ranpeda about parking with the intention of changing parking rates, changing the system of parking management and service facility improvement

Reforms will be able to meet the demands of the public, especially related to the improvement of the quality of public services, but it is still far from reality. Including services are provided by the Department of Population and Civil Registration Batam still not yet optimal. It is characterized by the many complaints from people who are not satisfied with the service that is given by the Department of Population and Civil Registration Batam.The approach used in this study is a qualitative approach. Type of research is descriptive.Methods of data collection is done by observation and documentation, informant selection technique is done by purposive sampling, data analysis performed by data reduction, data presentation and conclusion.The research found that investigators found the constraints of service in terms of Batam City Disdukcapil tangible, asurance and reability still not optimal. The cause is a factor of human resources and infrastructure, and systems that are not transparency. While the factors supporting online data base nationally integrated very helpful in order to avoid double data residence documents.

Pelaksanaan pilkada serentak pada situasi pandemi akan manyangkut langsung dengan persoalan keselamatan dan kesehatan jiwa pemilih. KPU Provinsi Sumatera Barat disamping mewujudkan pilkada yang demokratis disaat yang bersamaan juga diharapkan bisa berjalan dengan aman, lancar dan tidak ada korban satu apapun. Penelitian ini bertujuan untuk mendeskripsikan dan mengidentifikasi strategi KPU Provinsi Sumatera Barat dalam menghadapi penundaan pilkada serentak tahun 2020 akibat Covid 19. Metode pengambilan data dilakukan dengan cara wawancara, observasi dan dokumentasi, teknik pemilihan informan dengan purposive sampling. Adapun hasil penelitian ini strategi KPU Provinsi Sumatera Barat dalam menghadapi penundaan pilkada serentak akibat masa pandemi Covid 19 adalah: pertama, meninjau secara kesinambungan perkembangan Peta Sebaran Covid 19 Di Sumatera Barat, kedua, memastikan semua tahapan pilkada harus mematuhi protokol kesehatan, ketiga, mengoptimalkan aturan kampanye di media masa selama pandemi Covid 19 dan Keempat, melibatkan seluruh komponen masyarakat untuk meningkatkan partisipasi pemilih.

An important component in tourism activities is a tour guide or better known as a tour guide A tour guide is someone whose job is to lead a tour and provide for the needs of tourists. Tour guides must have competence in the form of knowledge, skills and experince as well as behaviors that must be owned, internalized, and mastered by tour guides in develoving profesionalis of good service to vistting tourists. Because it is not only related to serviece but also related to tourist satistification. The purpose of this research is to increase the knowledge of local tour guides about guiding techniques and identify effevtive form of guideng techniques to increase the competence of local tour guides. Becausa it is only related to service but also related to tourist satisfaction. The purpose of this research is to increase the knowledge of local tour guides about guiding techniques and identify effevtive form of guiding techniques to increase the competence of local tour guides. This type of research is qualitative with the action methode wiyg the object of research being local tour guides in sarugo tourism village. The informants for this research were Ninik Mamak, Wali Jorong, ok dawirs, and local tour guides in Sarugo Tourism Village. The result showed that local tour guides in the Saribu Gonjong Tourism village had worked as local tour guides but dis not quality the competence standards and the importace of holding training and inviting competent resource person to improve the competence of local guides.Keyword: improvement of competence, tour guide, tourism village

The BAMUS member selection system cannot be separated from the dynamics in local political developments at the Nagari regional level. The election of BAMUS members also creates a struggle for power, which is common in every round of general elections in Indonesia. Prospective BAMUS members use various methods in the election process to win the election and gain power at the root level. The implementation of the election of BAMUS members in Nagari Talu in 2020 is different from the election of BAMUS members in villages/nagari in general, because it was carried out directly for the first time in West Pasaman. The selection of Bamus members is guided by Minister of Home Affairs Regulation Number 110 of 2016 Challenges to Village Consultative Bodies. The election of Bamus members is carried out democratically with regional representatives and women's representatives. The purpose of this research is to understand the implementation of the BAMUS member election in Nagari Talu and to find out the dynamics of local politics in the 2020 BAMUS Nagari Talu member election. This type of research is descriptive qualitative. The informants in this research were 2 prospective members of Bamus, 1 member of the Bamus Election Committee and 2 traditional leaders. The research results show that the dynamics of local politics in the 2020 BAMUS Nagari Talu member election took the form of protests from several community figures. This cons lies in the aspect of determining the electoral system mechanism. This public figure protested because the mechanism for directly selecting Bamus members had eliminated some of the roles of ninik mamak in the nagari.Keywords: local politics, BAMUS, direct election
