<![CDATA[Siak Regency is one of the areas in Riau that has the potential to develop tourism in the region, precisely in Kecamatan Mempura include: natural potential, historical potential, socio-cultural potential, and the potential of agriculture and condensation. They are: Tangsi Belanda, Tomb of Sultan Buang Asmara, Kotler House and Office, Datuk Pesisir House, Dome of the Dome, Wedana Office at Lower Hilir. The tourism sector requires a good development of tourism. The potentials that are owned can be developed and get maximum results. <![CDATA[This research is about Strategy of Water supply and sanitations Community Based Sanitation (Pamsimas) In Indragiri Hulu Regency. This research is useful to find a solution. The problem in this research is that the pamsimas program, water service only fulfills <20% of service target facilities.that have been built not functioning optimally From 108 villages only 62 villages with well-built infrastructure and 23 partially functioning villages. Asmoko (2013) Fishbone analysis is a tool that is the only thing and the factors that cause it. This fishbone or fishbonediagram analysis shows the circumstances by looking at the effects and causes that contribute to this category with the categories of Labor, Machine, Methods, Materials, and Media. This study aims to find strategies for improvement and management that have been built. qualitative research with a Fishbond analysis approach. That will be OK to make a decision for. Based on the results of research the main cause in poor achievement of net service target of PAMSIMAS program is the weakness of human resources. <![CDATA[District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. It's just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy. From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.]]>

<![CDATA[Performance Faculty of Administrative Sciences can be seen from the performance of employees. This study focuses on the performance of existing units in the Faculty of Administration in carrying out its main duties and functions in order to support the strengthening of Faculty's performance. But in reality the performance of existing units in the faculty of administration of the University of Lancang Kuning showed less satisfactory work. Indicators that are visible include unstructured unit work programs, inadequate facilities and infrastructure, limited budget support and weak leadership which are a constraint in motivating employees to do their job well. The objective of the study was to explain the performance of faculty units and their inhibiting factors. The research method uses qualitative with emphasis on the concept of performance measurement. The techniques used in data collection are observation, interview and documentation study. The results showed that the performance of the faculty unit has not run well, this is obtained from the measurement of performance indicators that include job performance, expertise, behavior and leadership. As for the inhibiting factors of faculty unit performance is the limited support of facilities, infrastructure and funding. Besides, the reward and punishment system has not been done to the employee job resulting in the employee's motivation in working to be reduced, besides it is necessary to be given guidance and training for the work unit to understand the duty and function properly.]]>

<![CDATA[Karang Taruna is a forum for the development of nonpartisan youth generation, which grows on the basis of awareness and sense of social responsibility from, by and for the community, especially the younger generation in the village / kelurahan or social community equally, which is mainly engaged in social welfare.Keberadaan organization Karang taruna kelurahan is the Lurah's partner in fostering and protecting the community in their respective neighborhoods. Therefore, the main task of the organization of youth is together with the Government and other community components to tackle various social welfare problems especially faced by the young generation, whether they are preventive, rehabilitative or potential youth development in their environment. on the organization of urban village cadars in the region Tampan district there is less running programs and activities that are social responsibility in the midst of society. Lack of organizational coaching and limited resources Taruna coral organization causes the functions of less efficient organisms implemented. The importance of the provision to the organization of youth can enhance the increase of knowledge and skills to the board to perform the main tasks and functions as an organization that provides social services to the community.]]>

<![CDATA[President of the Republic of Indonesia Joko Widodo has targeted a number of foreign tourists in 2016reached 20 million to Indonesia. Various programs are being introduced to make it happen. This needs to besupported by local governments, including the Government of Kampar regency. Because in this district are one ofthe leading tourist attraction that is not managed well, but already well-known. Call it Durian Gardens, located inDistrict of Mount Sahilan Kampar, Riau. The purpose of this study is the first activity; to analyze the performanceof the tourism development Durian Gardens in Kampar regency. Second, to identify and analyze the barriers to thedevelopment of tourism in Kampar Regency Gardens Durian. The study was conducted in Desa Kebun Durian District of Mount Sahilan Kampar regency. Thepopulation in this study is the Government apparatus and related parties. Serve as the Village Head KeyInformance. The sampling technique used is the census for the government apparatus and techniques for publicaccidental. Sources and types of data in this study are primary and secondary. Data have been collected based onthe type and form of data, for subsequent qualitative data is analyzed descriptively.With the enactment of Law no.10/2009 About Tourism, the Tourism Development today Riau Indonesia in general and in particular shall refer tothe provisions of the Act. <![CDATA[The problems arising from the transfer of the office is the lack of innovation that made the apparatus districts in managing facilities and infrastructure, such as has not been doing renovations / office layout both internal and external. Then less stable governance for not referring to the spatial plan. The objectives to be achieved is to analyze how the organizational culture at the Head Office of Coastal Rumbai Pekanbaru and analyze barriers in organizational culture Rumbai Coastal District Office of Pekanbaru. Research done at the District Office Rumbai coastal city of Pekanbaru. The population in this study is the apparatus of the district office. They were selected because it was affordable. Camat serve as Key Informants. The sampling technique used is the census. Sources and types of data in this study are primary and secondary. In order to gather the necessary data, then used observation, interview and questionnaire. Data was analyzed by qualitative deskriftip. The research activities conducted in the organizational culture known Rumbai Coastal District Office has been running pretty well. Because in general, spilil state apparatus (ASN) in the District Rumbai Coastal already memahmi understanding organizational culture. Namely, a characteristic which is upheld by the organization and being a role model organization as a differentiator between one organization to another or organizational culture is also defined as the values and norms of behavior accepted and understood jointly by members of the organization as a basis in the rules of conduct contained within the organization.]]>

<![CDATA[This study aims to identify and analyze the effect of transformational leadership style of the effectiveness of employee performance in PHC Sidomulyo Pekanbaru, Based on Law No. 23 of 1992 on Health which emphasizes the importance of improving the quality of health services, especially the level community health centers in the form of health care cost and quality, this study used survey method with quantitative approach. Primary data were collected by distributing questionnaires to the entire population of the research sample numbering 50 employees Sidomulyo Pekanbaru City Health Center data analysis using simple linear regression by using SPSS program to see the effect of the independent variable on the dependent variable. The results of data analysis showed there was a positive and significant influence transformational leadership style with health center staff performance effectiveness Sidomulyo western city of Pekanbaru. This is indicated by tcount amounted to 1,750 with p = 0.000 <0.05. note that the value of R2 (Rsquare) amounted to 0,702. This means that the influence of transformational leadership style of the effectiveness of the performance of employees amounted to 70.2% positive and significant effect of transformational leadership style with employee performance demonstrated the effectiveness of leadership style is suitable to be applied in the health centers. The functioning of transformational leadership on improving the effectiveness of performance based leadership efforts to provide motivation to improve performance in working as part of the organization so that employees develop performance by jointly realize the objectives of the organization.]]>

<![CDATA[This research was held with a period of study of 3 (three) months. Where the population and the sample amounted to 42 people consisting of morning class students of semester VII Fia Unilak. The sampling technique are using census. Type of data that collected in this study includes data, past experiences, beliefs, and experiences of others. the theoretical concepts using the concept of Vincent Gaspers. Analysis of the data in this study is using qualitative descriptive analysis. The research was funded by the Faculty of Administration with funds in the amount of three (3) million rupiah. The results of research is Pretty Good with responses as many as 18 respondents or 41.67% that responded Pretty Good which is the most dominant indicator of past experience as much as 19 respondents or 42 responses , 52%. Suggestions in this research is to create and provide views of the respondents who are young cadres in trying to run a business entrepreneur which must to remember the intense competition in the world of work so that entrepreneurship is the one of ways to go. And to all parties to work together to form a cadre of entrepreneurs who are reliable in the Lancang Kuning University Pekanbaru]]>

<![CDATA[The Indonesian people are always faced with the problem of how to build a clean government and good (good governance and clean government ) . Bureaucracy is expected to be a motivator and as well as a catalyst of the passing of development, not able to perform its role as a modern bureaucracy not only promote the capacity to organize the tasks and functions of the organization , but also capable of responding to the aspirations of the public into the activities and programs of the organization and is able to bring new innovations aimed at facilitate the performance of the organization and as a part of the manifestation of the professional apparatus. In the perspective of public administration Indonesia known to a wide range of pathologies that make bureaucrats or officials are not professional in their duties and functions include low motivation to change and innovate. Given the urgency of the apparatus role in organizing role and function , it would need to be sought and formulated a strategic approach to build the new face of professional personnel that are reliable , responsive , flexible and innovative in providing services and procedural development implementation.This type of research is descriptive qualitative approach , data collection techniques using in-depth interviews and documentation . The selection of informants by using purposive sampling so didapatlah informants in accordance with the criteria. Further analysis of the data through the interpretation of ethics and EMIC is further elaborated in the study of governance in accordance with the governance discussion is being investigated.The results of the study of responsiveness and innovation apparatus Subdistrict Bukitraya well in order to give service to the community as well as in the implementation of the tasks that others have started to lead to the vision of districts Bukitraya namely the realization of the District Bukitraya The Professionals In The Governance and Service to Society , it's just not done optimally.]]>
