Abstract

This study aimed to develop a financial management model for school-based 9-year basic education learning obligatory in the District of Kudus, Central Java. This study employed a Research and Development approach, in which the actual model obtained from the preliminary study was developed into a model design which was appropriate with the ideal condition in the District. Then, the final model of financial management for school-based 9-year basic education was determined through a focused group discussion attended by practitioners as well as experts in the related field. The results of the data analysis show that the financial model of basic education which had been implemented so far was not appropriate any longer given that the financial aid provided by the central government along with the provincial as well as district government on the basis of the number of students without taking into account the differential factors was not in line with the real needs of the schools. Therefore, it is necessary to develop a financial model of the basic education by considering achievement as the standard measure, in which the School Operational Aid (BOS) from the central and provincial government remains based on the number of students annually, while the subsidy from the residential government is still capable of covering the lack of the whole school needs under the conditions that the school is obliged to (1) arrange the School Budget and Activity Plan  (RKAS) on the basis of EDS, (2) arrange the prioritized programs on the basis of the school vision and mission by (3) considering the school status, 4) average scores of the National Examinations (UN) and other achievements. The theoretical implication is that the model resulted from this study confirms Grubb, Rebbeca Allen’s theory that the students’ achievement is determined by fund; it also confirms Psacaropoulos that quality education requires high investment and that this development model is the realization of financial management functions as they were proposed by Harold Thomas Jones, and Warsono as well as the financial management theory proposed by Blocher.

Abstract

This research aimed to know indicators that could be utilized to develop an instrument to scout talent for fencing that fulfilled the criteria of being valid, reliable, objective and effective. The phases of this research and development study included (1) reviewing the criteria of a good test, (2) analyzing the sport to be tested, (3) literature review, (4) selecting test items, (5) establishing procedures, (6) peer review, (7) pilot study, (8) determining validity, reliability, and objectivity, (9) developing norms, (10) constructing test manual.  The development of an instrument to scout talent for fencing contributed to (1) shortening the period of time needed to provide high achievement by means of selecting prospective athletes, (2) eliminating work and energy  as well as separating high talent for the coach, (3) increasing the competitivity and number of athletes in order to achieve higher performance, (4) enhancing the athletes’ self-confidence, because the enhancement of athletes’ achievement is significant compared those of athletes of the same ages without experiencing any selection process, (5) making it easier for the coach to apply the test model for talent scouting for fencing in the field.

Abstract

This research aimed to develop a Physical Education, Sports, and Health (PJOK) learning in the form of public policy intervention through the determination of physical fitness as an element of school accreditation assessment at schools in Kabupaten Aceh Besar. The data were drawn using the purposive and snowball technique completed with the triangulation method focusing on emic perspective. Meanwhile, the data were analyzed qualitatively. The result of this study shows that the PJOK learning at schools in Kabupaten Aceh Besar had been running properly. Nevertheless, theories presentation dominated classes sessions compared to practices. Viewed from the quality and quantity, the PJOK teacher as the main human resources was considered fulfilling the standard. Nevertheless, after being reviewed within the existing bureaucratic structure there was no area which was responsible for the sports development at school. The financing for PJOK teaching-learning processes from the APBK budget had not been specifically allocated according to its needs. According to the standard, the number of facilities was still very limited. The research subject as a whole hoped that there was serious attention from the regional government to the PJOK teaching-learning processes by issuing specific policy concerning this matter. In conclusion, all subjects of this study stated their agreement if the government issues a public policy by determining physical fitness as one of the assessment elements of school accreditation at the education unit in Kabupaten Aceh Besar. In order to implement the policy, it is necessary for the district council (DPRK) of Kabupaten Aceh Besar to issue a legal foundation in the form of district regulation (Qanun).

Abstract

The content of local wisdom in 2013 Curriculum is expected to develop appreciation to multicultural typicality by introducing traditional games and sport rooted from the culture of Indonesian ethic groups. A martial art is expression by which people defend themselves and has deep philosophical teaching to be mastered by individuals who want to learn self-defense. Because the martial art has developed into an achievement sport, the philosophical values are fading and are replaced by the pursuance of winning or losing. This study is meant (1) to introduce Langga as the local content integrated into self-defense activities within the PESH teaching and learning, (2) to develop appreciation to multicultural typicality by introducing Langga martial art rooted from Gorontalo culture. This is a qualitative study and the data were collected by using observation, documents and intertviews, and analyzed by using an interactive flow model. Langga martial art is not only designed to develop skills and knowledge, but also intended to provide the students with understanding about physical movement in sport, to generate the historical motivation to inherit the culture and historical values of the ancestors as national cultural wealth coming from Gorontalo, and to encourage students to understand and conserve the local culture.

The achievement of high performance and optimal physical quality is the requirement that can not be ignored by a coach because every sport requires physical quality levels that vary according to the required physical qualities of the sport. Today, there are many types of tests to determine physical capabilities that are used for identifying the talent of table tennis players of all age groups. The available physical tests have not been tested empirically against the physical performance of a table tennis player. This study aimed to develop appropriate physical tests for men and women’s table tennis players aged 13-15 years. The method used was research and development. The development steps included 1) a preliminary study, 2) needs analysis, 3) expert validation, 4) empirical validation, 5) evaluating the effectiveness. The research samples consisted of 73 men’s players and 68 women’s players aged 13-15 who were enrolled in the Indonesia table tennis club (PTMSI) in Central Java; the age chronologically following the practice for at least 2 years and the frequency of exercise being 3 times a week. The data were analyzed using inter-correlation and research instruments consisting of observations with the Likert scale in the form of a rating scale. The results of the research and development show that the appropriate physical tests for men and women’s players aged 13-15 years consist of 6 test items including arm span, hands reaction speed, a tennis ball catching-throwing test, shuttle run, 20-meter sprint and multistage running. The conclusions of this research are:  the developed physical tests are appropriate for men and women’s table tennis players aged 13-15 years, including the length of arm span, speed of reaction hand, tennis ball catching-throwing test, shuttle run, 20-meter sprint, and multistage run tests.

Abstract

Students understand and develop movement skills through various sport games, but they have less enjoyable experience because of inappropriate and uncomfortable ball size. The existing standard balls often frighten the students  because of their weight and may hurt them when the balls hit their body parts. This study is intended to design a multifunctional ball for basket ball, volley ball and football and to find out how it can improve the students’ motivation in the teaching of Physical Education, Sport and Health in Primary and Junior High Schools in Semarang. This is a research and development study. The sample of 36 students were selected for the small-scale testing and 72 students for the large-scale testing. The results of the study show that the final product was a multifunctional ball with the size of 66 cm, made of soft, unslippery Poly Urhetane sponge, 270 gram in weight, air pressre of 0.250-0.3 bar and the bounce of 105-115. The ball was designed in light and interesting color. The final product has two functions for basket ball, volley ball and football, and does not cause pain because of their light in weight and reasonable size.
