Abstract

This study aimed to describe the planning and action processes of health, sports, and physical education (henceforth penjasorkes) at junior high school as an effort of implanting character values. The subjects of the study were 30 penjasorkes teachers, 117 respective students, and documents of teaching-learning devices. This was a descriptive research study. The techniques employed for collecting data were observation, interview, questionnaire, and documentary study. The results of this study show that most teachers did not have any teaching-learning plan which matched the school condition. Teachers prepared their lesson plan just to fulfill the requirements of teaching-learning administration. The penjasorkes teaching-learning processes that had been carried out by the teachers so far stressed more on the teachers’ skill and performance. They mostly applied authoritarian approaches supported by some standard learning facilities. The character values implanted through this typical approach developed without any learning modification, it merely stressed on disciplinary trait as the main value. Other character values were developed neither through habit nor deep intervention during the teaching-learning processes.

Abstract

Students understand and develop movement skills through various sport games, but they have less enjoyable experience because of inappropriate and uncomfortable ball size. The existing standard balls often frighten the students because of their weight and may hurt them when the balls hit their body parts. This study is intended to design a multifunctional ball for basket ball, volley ball and football and to find out how it can improve the students’ motivation in the teaching of Physical Education, Sport and Health in Primary and Junior High Schools in Semarang. This is a research and development study. The sample of 36 students were selected for the small-scale testing and 72 students for the large-scale testing. The results of the study show that the final product was a multifunctional ball with the size of 66 cm, made of soft, unslippery Poly Urhetane sponge, 270 gram in weight, air pressre of 0.250-0.3 bar and the bounce of 105-115. The ball was designed in light and interesting color. The final product has two functions for basket ball, volley ball and football, and does not cause pain because of their light in weight and reasonable size.

The result of this study shows that the PJOK learning at schools in Kabupaten Aceh Besar had been running properly. Nevertheless, theories presentation dominated classes sessions compared to practices. Viewed from the quality and quantity, the PJOK teacher as the main human resources was considered fulfilling the standard. Nevertheless, after being reviewed within the existing bureaucratic structure there was no area which was responsible for the sports development at school. The financing for PJOK teaching-learning processes from the APBK budget had not been specifically allocated according to its needs. According to the standard, the number of facilities was still very limited. The research subject as a whole hoped that there was serious attention from the regional government to the PJOK teaching-learning processes by issuing specific policy concerning this matter. In conclusion, all subjects of this study stated their agreement if the government issues a public policy by determining physical fitness as one of the assessment elements of school accreditation at the education unit in Kabupaten Aceh Besar. In order to implement the policy, it is necessary for the district council (DPRK) of Kabupaten Aceh Besar to issue a legal foundation in the form of district regulation (Qanun).

Abstract

This study aimed to develop a financial management model for school-based 9-year basic education learning obligatory in the District of Kudus, Central Java. This study employed a Research and Development approach, in which the actual model obtained from the preliminary study was developed into a model design which was appropriate with the ideal condition in the District. Then, the final model of financial management for school-based 9-year basic education was determined through a focused group discussion attended by practitioners as well as experts in the related field. The results of the data analysis show that the financial model of basic education which had been implemented so far was not appropriate any longer given that the financial aid provided by the central government along with the provincial as well as district government on the basis of the number of students without taking into account the differential factors was not in line with the real needs of the schools. Therefore, it is necessary to develop a financial model of the basic education by considering achievement as the standard measure, in which the School Operational Aid (BOS) from the central and provincial government remains based on the number of students annually, while the subsidy from the residential government is still capable of covering the lack of the whole school needs under the conditions that the school is obliged to (1) arrange the School Budget and Activity Plan (RKAS) on the basis of EDS, (2) arrange the prioritized programs on the basis of the school vision and mission by (3) considering the school status, 4) average scores of the National Examinations (UN) and other achievements. The theoretical implication is that the model resulted from this study confirms Grubb, Rebbeca Allen’s theory that the students’ achievement is determined by fund; it also confirms Psacaropoulos that quality education requires high investment and that this development model is the realization of financial management functions as they were proposed by Harold Thomas Jones, and Warsono as well as the financial management theory proposed by Blocher.
