Abstract

This study examines how HR research utilization affects organizational performance and tests whether HR capability mediates this relationship in an emerging economy context. Using a quantitative, cross sectional survey, data were collected from 220 HR professionals and senior managers involved in strategic HR decision making across organizations in Indonesia. The hypothesized model was analyzed using Partial Least Squares Structural Equation Modeling to estimate direct and indirect effects. Findings show that HR research utilization positively and significantly strengthens HR capability, and HR capability, in turn, positively influences organizational performance. The direct effect of HR research utilization on organizational performance is present but relatively weak. Mediation results confirm that HR capability significantly transmits the effect of research utilization to performance outcomes. Practically, the study suggests that organizations should not depend only on accessing or using HR research to improve results. Instead, they should invest in building HR capability, including analytical, professional, and strategic competencies, to translate research based knowledge into effective practices and measurable performance gains. The study advances evidence based HRM by showing that the research practice gap is primarily a capability development challenge rather than a knowledge access problem in emerging economy settings.

Abstract

This Community Service Program aimed to increase the competitiveness of cencaluk products as a traditional food typical of Bengkalis through strengthening branding and utilizing digital technology. Cencaluk is a fermented shrimp product that has been passed down through generations and has high cultural value and economic potential. The partner for this activity was the Joint Business Fishermen Group of Kelapapati Laut Village, Bengkalis, which is one of the cencaluk processing community groups in the region. This activity focused on two aspects: training in packaging design and the creation of a distinctive logo/label to strengthen product identity and increase sales value, and training in website and social media management to expand market reach through digital promotion. Implementation methods included counseling, demonstrations, and intensive mentoring. The results of the activity show that partners were able to produce more attractive packaging and logo designs, and had skills in managing digital media as a promotional tool. In addition, understanding of the importance of branding and digital marketing has increased, resulting in more effective marketing strategies. Thus, this program contributed to increase the capacity of partners in developing cencaluk as a superior regional product with high competitiveness.

Abstract

Purpose – This study analyzes the economic resilience of wetland villages as a basis for promoting rural investment in Siak Kecil Subdistrict, Bengkalis Regency, Indonesia. The study focuses on the importance of aligning rural investment strategies with local strengths and wetland ecosystem characteristics to support sustainable development. Design/methodology/approach – Economic resilience is measured using indicators such as production diversity, access to basic economic infrastructure, presence of local financial institutions, and regional accessibility. A scoring method (0–5) is applied, and the results are compiled into an Economic Resilience Index (ERI) ranging from 0 to 1. Findings/Results – Applying a 12-indicator ERI framework across 17 wetland villages, the findings reveal that production diversity is high and nearly uniform across villages, so that differences in overall resilience are driven mainly by credit access, market/retail infrastructure, and regional accessibility. Using a mean ± 0.5 SD classification rule, four villages (Lubuk Muda, ERI = 1.00; Sungai Nibung, 0.9167; Sungai Siput, 0.90; Sungai Linau, 0.8833) fall into the High resilience category, seven fall into the Medium category, and six villages (including Lubuk Garam, the lowest at 0.65) fall into the Low category, with credit facility access and public transportation identified as the main constraints separating lower- from higher-tier villages. Originality/Value – This study contributes a transparent, rule-based 12-indicator Economic Resilience Index (ERI) for Southeast Asian wetland village contexts, where village-level investment readiness remains undermeasured relative to social- or ecological-resilience approaches; full replicability and objectivity of the index depend on continued validation and reporting of the underlying scoring rules and raw indicator data. By combining IDM secondary data (2024) with field-verified primary data across all 17 villages of a wetland sub-district and applying a transparent, rule-based classification of resilience tiers, the study offers a planning foundation rather than a direct measurement of investment outcomes; improving infrastructure, strengthening local institutions, and expanding financing access are identified as the priority levers for inclusive and sustainable rural development in Riau's coastal wetland areas.

Abstract

Tidal flooding in Dumai City has intensified in recent years, causing damage to settlements, infrastructure, and community livelihoods. However, previous studies predominantly focus on technical modeling and lack updated, field-based assessments of post-2020 conditions, especially regarding the effectiveness of recent mitigation efforts. This study aims to analyze the causes, impacts, and mitigation strategies of tidal flooding in Dumai by filling these research gaps. Using a qualitative approach, including semi-structured interviews with BPBD officers, relevant agencies, and affected residents, as well as field observations, the research reveals that tidal floods were triggered by high rainfall, tidal cycles, and inadequate drainage infrastructure before 2021. The impacts include damage to homes, furniture, vehicles, and public roads, as well as health and economic disruptions. Since the construction of 15 floodgates and water pumps in 2021, supported by mangrove planting and increased community participation, flood duration has drastically decreased from several days to approximately three hours. The study concludes that these strategies are effective but require ongoing maintenance and expansion. It is recommended that the government enhance drainage systems, widen mangrove rehabilitation areas, and accelerate relocation plans for high-risk households to ensure long-term resilience.

Abstract

ANALYSIS OF FLOOD PROBLEMS AND FLOOD DISASTER MITIGATION STRATEGIES IN KAMPAR REGENCY, RIAU PROVINCE Kampar Regency in Riau Province is a flood-prone area where flood management efforts still require comprehensive improvement. Flood occurrences are influenced not only by natural factors but also by spatial planning, environmental management, and the roles of institutions and communities. This study aims to identify the causes of flooding, analyze mitigation efforts undertaken by the Regional Disaster Management Agency (RDMA) and local communities, and formulate appropriate strategies to reduce flood risk. The research was conducted in Sipungguk Village and Buluh Nipis Village, Kampar Regency, in May 2024 using a qualitative approach through observation, interviews, and documentation. The findings show that flooding is caused by prolonged high rainfall, lowland topography, overflow of the Kampar River influenced by the operation of the Koto Panjang Hydropower Reservoir, inadequate drainage systems, land-use change, and settlement development along riverbanks. Flood mitigation efforts by RDMA are still dominated by emergency response and short-term preparedness measures, including flood hazard mapping, evacuation, and community education, which have not significantly reduced flood risk. This study concludes that flood mitigation in Kampar Regency remains reactive and poorly integrated. Therefore, an integrated mitigation strategy is required, emphasizing institutional capacity strengthening, community-based risk management, environmental management, and coordination of water discharge regulation with the Koto Panjang Hydropower Plant.
