Abstract

Competency is one of the most crucial factors in managing human resources, in order to produce the greatest value for the key stakeholders. This article critically reviews the policy of the Indonesian Government in formulating the competencies standard for the civil servant leaders. Key words: Competency, managerial skills and organizational competitiveness.

Abstract

Policy alienation was developed to better understand the experience of frontline public professionals with new policies. The study of policy alienation examines the problems that arise from the implementation of certain policies. The implementation of the Public Service Mall policy is intended to unite services from the central government, local government and private sector in one place. This research focuses on alienation in policy implementation, especially on the implementation of the Public Service Mall (MPP) policy in the Banyumas Regency. The research method used in this study is qualitative. The data analysis method used is an interactive analysis model. The results of the study indicate that policy alienation in the implementation of the Public Service Mall policy in Banyumas Regency does not occur spontaneously, but because of the emergence of various reactions and events on the implementation of the Public Service Mall policy in Banyumas Regency through various actions, such as refusal to integrate licensing and non-licensing services from several agencies. Then, another reason is the limited authority possessed by public employees in MPP. Another factor behind the occurrence of policy alienation in the implementation of the Banyumas Regency Public Service Mall is the limited budget and human resources.

Abstract

Kondisi pandemi Covid-19 membuat berbagai organisasi di dunia mengubah sistem kerjamereka dari konvensional menjadi Work From Home (WFH) untuk menghentikan penyebaran penyakit ini.Perubahan tersebut memicu berbagai respon di kalangan pekerja. Penelitian ini bertujuan untuk memahami peran technostress terhadap sikap terhadap perubahan dengan komitmen terhadap perubahan sebagai pemoderasi.Penelitian ini bersifat kuantitatif dan menargetkan staf non-akademik Universitas Gadjah Mada yang bekerja dari rumah sebagai partisipan. Data dikumpulkan dengan menggunakan kuesioner terstruktur sebagai instrumen. Kuesioner berisi tiga skala yang diadopsi dari skala yang sudah ada, yaitu Skala Sikap terhadap Perubahan, Skala Technostress, dan Skala Komitmen terhadap Perubahan.Penelitian ini menemukan bahwa technostress memiliki peran negatif terhadap sikap terhadap perubahan, dan komitmen terhadap perubahan dapat memperlemah peran negatif technostress dan sikap terhadap perubahan. Penelitian ini merekomendasikan pentingnya bagi organisasi untuk membuat kebijakan yang dapat mencegah terjadinya technostress, sehingga sikap pekerja terhadap perubahan sistem kerja sebagian besar akan menjadi positif. Selain itu, penelitian ini juga menunjukkan bahwa komitmen pekerja dapat memperlemah efek yang ditimbulkan dari sisi negatif perubahan.

Abstract

This research examined Indonesian civil servants' work behavior using social media interactions. A hermeneutic approach was used to ascertain the meaning of an individual’s actions using text in social media interactions. The results showed that the work behavior of Indonesian civil servants tends to be negative and is primarily due to the unequal distribution of workload. First, this study uses a collection of data obtained from Twitter. Second, the data taken is selected based on the topic of work behavior. This research implies that work behavior needs to be monitored and managed appropriately to enhance public sector organizations' achievement and keep employees in proper conditions. Furthermore, work behavior management can be improved by evenly distributing the workload among employees. Negative work behavior leads to decreased employee performance, which causes dissatisfaction in public services. Work behavior analysis using social media interactions in the public sector is a new theme that needs to be explored in public administration practice. This is a critical topic of research as it can affect the achievements of an organization due to the support of rapid technological developments.

Abstract

The purpose of this study is to describe how the Provincial Smart-City Agency in Indonesia adapted agile practices. Implementing agile in conventional government is challenging because formal regulations dictate that a government entity operates by default. While agile approach demands a quick and effective response to shifting circumstances, its deployment frequently contrasts with the established bureaucracy. Considering practicing agile in government organizations, this paper asks how the Provincial Smart-City Agency adapts an agile approach to comply with the conventional government. This case study uses a qualitative method and NVivo software to organize and analyze data. Data were collected through internship observation from April to August 2022 and semi-structured interviews between June and September 2022. Data triangulation was used to validate the informants’ information. By describing the adaptation of agile practices in a provincial smart city agency, this paper expands knowledge on the adaptation of government organizations to implement agile concepts within a conventional bureaucracy that previous studies did not discuss. The result of this study contributes to agile adaptation practice to help government organizations start implementing agile practice by learning from the Provincial Smart-City Agency's success through six elements adapted to enable agility: the innovative structure of the organization, flexible working hours for non-permanent employees, workflow interaction, operational flexibility in the workplace, categorization of work into dynamic flexible tasks and routine repetitive tasks, and work location. These elements are affected by several factors, some of which arise from inherent characteristics of the agile components that influence the other components.
