Abstract

Peningkatan pengelolaan sampah di Indonesia menjadi salah satu tantangan utama dalam mencapai keberlanjutan lingkungan. Seiring dengan pesatnya transformasi digital, kebijakan pengelolaan sampah berbasis teknologi mulai diterapkan untuk meningkatkan efisiensi dan transparansi. Penelitian ini bertujuan untuk mengevaluasi efektivitas dan tantangan implementasi kebijakan pengelolaan sampah berbasis digital di Indonesia, dengan fokus pada kebijakan/program digital seperti SIPSN, SIMBA, CRM, dan smart city. Tujuan utama penelitian ini adalah untuk mengidentifikasi sejauh mana kebijakan pengelolaan sampah berbasis digital dapat meningkatkan efisiensi, efektivitas, dan transparansi pengelolaan sampah di berbagai daerah di Indonesia. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan systematic scoping review, yang mengkaji berbagai sumber literatur baik dari artikel peer-reviewed maupun grey literature untuk mendapatkan pemahaman yang mendalam tentang fenomena yang terjadi. Hasil penelitian menunjukkan bahwa meskipun kebijakan pengelolaan sampah berbasis digital telah membawa perubahan signifikan, seperti meningkatkan partisipasi masyarakat melalui platform CRM/JAKI dan menyediakan data yang lebih transparan melalui SIPSN, tantangan utama masih ada dalam hal efisiensi, kecukupan infrastruktur, dan pemerataan implementasi serta kesenjangan digital antara daerah maju dan kurang berkembang. Penelitian ini merekomendasikan perbaikan interoperabilitas data, penguatan infrastruktur digital, serta standarisasi indikator pengelolaan sampah di seluruh Indonesia untuk mendukung pencapaian Indonesia Bersih 2029 secara lebih efektif dan terukur.

Abstract

This study addresses the persistent inequality in educational quality between coastal and non-coastal regions, where geographic isolation, fragile local economies, and limited public services systematically undermine access to and outcomes of schooling. It specifically analyzes how local government policy is implemented to improve education quality in coastal areas, with particular attention to institutional capacity, governance dynamics, and multi-stakeholder engagement. A qualitative, exploratory research design was employed, combining in-depth interviews with local officials, school leaders, teachers, community figures, and parents, along with field observations and analysis of policy documents and program reports. Data were analyzed through thematic coding and constant comparison, and their credibility was reinforced using source and method triangulation. The findings show that successful policy implementation is strongly shaped by the capacity of local governments to translate national regulations into context-sensitive programs, coordinate relevant actors, and institutionalize collaborative mechanisms with communities, educational institutions, and non-governmental organizations. However, weak inter-agency synergy, inadequate infrastructure, teacher shortages, and low community participation remain critical barriers to improving educational quality in coastal settings. The study concludes that an adaptive, participatory, and locally grounded policy approach is essential to ensure the sustainability and equity of education quality in coastal areas. The novelty of this research lies in its integrated focus on institutional capacity, governance practices, and multi-actor collaboration within the specific socio-geographic context of coastal communities. The results contribute empirically and conceptually to the literature on decentralized education governance and provide practical guidance for local policymakers seeking to reduce territorial disparities in education.

Abstract

This study aims to examine gender disparities in adjusted per capita expenditure by comparing Samarinda and Yogyakarta, with particular attention to how local economic structures, women’s labor-market participation, and gender-responsive governance shape different patterns of inequality. The study employed a qualitative comparative case-study design. Primary data were obtained through interviews with policy actors in women’s empowerment, labor, cooperatives, micro, small, and medium enterprises, and regional planning, while secondary data were drawn from official statistical publications, regional planning documents, and gender-mainstreaming policy reports. Data were analyzed using the interactive model of data reduction, data display, and conclusion drawing, followed by cross-case comparison. The findings suggest that the wider gender gap in Samarinda is driven by lower female labor force participation, the concentration of women in unpaid domestic and informal work, limited access to formal employment and productive resources, and the uneven implementation of gender-responsive planning and budgeting. In contrast, Yogyakarta’s narrower gap is supported by a service-based economy that provides broader opportunities for women’s participation and stronger inter-agency coordination in gender-responsive policy implementation. The study emphasizes the need for affirmative local policies that expand women’s access to employment, social protection, productive resources, and institutionalized gender-responsive governance. This study contributes to gender and public administration scholarship by offering a city-level comparative analysis that links adjusted per capita expenditure disparities with structural gender relations, local economic configuration, and institutional capacity.

Abstract

This study aims to analyze the implementation of the Bontang Mayor's Circular Letter concerning the Statement of Physical Land Control in West Bontang District as an administrative policy instrument in local land governance, which emerged in response to the gap between de facto land control practices in the community and the formal land system that requires proof of de jure ownership. This study uses a qualitative approach with a descriptive analytical method, where data is obtained through in-depth interviews with village and sub-district officials, community leaders, and residents directly involved in the process of processing the statement of physical land control, supplemented by limited observation and policy documentation studies. Data analysis is carried out through the stages of reduction, presentation, and drawing conclusions by maintaining data validity through triangulation of sources and methods. The results of the study indicate that the implementation of the Bontang Mayor's Circular Letter takes place contextually and is greatly influenced by the capacity of implementing officials, bureaucratic discretion, as well as the social context and local power relations that develop in the community. This policy was relatively effective in providing temporary administrative recognition and building social legitimacy for land ownership, but on the other hand, it also gave rise to procedural variations, inconsistent service delivery, and differences in public understanding regarding the legal status of the declaration. This finding confirms that the effectiveness of local land policies is determined not only by the smoothness of the administrative process, but also by the clarity of policy communication, the management of apparatus discretion, and the ability of local governments to integrate local administrative policies with the national land reform system and agenda to realize fair, accountable, and inclusive land governance.
