Penelitian ini menggunakan penelitian hukum normatif, yang menekankan pada studi dokumen dalam penelitian kepustakaan untuk mempelajari data sekunder di bidang hukum yang berhubungan dengan permasalahan dan tujuan penelitian ini. Pendekatan yang digunakan adalah pendekatan konseptual dan pendekatan historis. Pendekatan konseptual dalam penelitian ini dimaksudkan untuk mencari kajian penanganan illegal fishing di Timor Leste yang berasal dari asas-asas hukum yang relevan. Pendekatan historis dilakukan dalam kerangkan pelacakan kasus- kasus kejahatan Illegal Fishing di perairan Timor Leste. Penelitian ini menekankan pada data sekunder yang terdiri dari bahan hukum primer berupa ketentuan- ketentuan mengenai Kejahatan Illegal Fishing seperti dalam undang-undang dan sebagainya, sedangkan bahan hukum sekunder diperoleh dari buku teks, jurnal, kasus-kasus hukum. Prosedur pengumpulan bahan hukum dilakukan melalui studi literatur dan studi dokumen sesuai dengan permasalahan yang telah dirumuskan untuk selanjutnya dikaji secara komprehensif. Hasil penelitian menunjukkan bahwa dalam Hukum Nasional Timor Leste telah di atur dalam Dekretu Governu No. 5/2004 Juillu Regulamentu Jeral Peskas No Akikultura mengenai pelayaran di perairan Timor Leste dan pembatasan Zona Maritim nasional dalam hal ijin mengenai aktifitas kapal umum penangkap ikan di perairan nasional Timor Leste yang tertera pada Pasal 2 (1). Selanjutnya melalui pencegahan pelayaran kapal asing di perairan terluar dengan efek pencegahan dalam artian, operasinya dikonsentrasikan pada perairan potensial yang rawan dari ancaman kedaulatan, serta dapat dilakukan melalui preventif dan responsive dimana melalui sarana dan prasarana teknologi sisitem monitorining kapal.

First Meeting Joint Border Committee Indonesia-Timor Leste dilaksanakan pada 18-19 Desember 2002 di Jakarta. Pada tahap ini disepakati penentuan batas darat berupa deliniasi dan demarkasi, yang dilanjutkan dengan perundingan penentuan batas maritim. Kemudian perundingan Joint Border Committee kedua diselenggarakan di Dilli, pada Juli 2003, di lanjutkan dengan Provisional Agreement between the Government of the Republic of Indonesia and the Government of the Democratic Republic of Timor Leste on the Land Boundary yang ditandatangani pada 8 April 2005. Kewajiban untuk membuat pegaturan mengenai peraturan perbatasan sementara antara kedua negara diatur dalam Pasal 74 ayat (3) dan Pasal 83 ayat (3) UNCLOS yang mengatakan sambil menunggu suatu persetujuan delimitasi batas maritim, Negara-negara yang bersangkutan, dengan semangat saling pengertian dan kerjasama, harus melakukan upaya untuk mengadakan pengaturan sementara yang bersifat praktis dan, selama masa peralihan ini, tidak membahayakan atau menghalangi dicapainya suatu persetujuan akhir.  Kata Kunci:Yuridiksi Negara, Delimitasi Maritim, Timor Leste, Indonesia.

Civil trials on the principle of ius curia novit and rechtsvinding become a breath of fresh air for justice seekers seeking their laws that fulfill the ideè des rechts (rechtssicherheit: legal certainty, zweckmässigkeit: expediency, and gerechtigkeit: justice). The principle of ius curia novit which means that the judge is considered to know the law becomes a space for judges in making legal discoveries (rechtsvinding). The implementation of laws by judges is not merely a matter of logic and proper use of the mind, but rather the provision of juridical forms rather than basing on juridical experience and judgment rather than basing on abstracts, because the law cannot be complete, only one stage in the process of forming a law that is forced to seek its completeness in the legal practice of the judge. The judge's wiggle room in fulfilling the sense of justice for justice seekers in the environment as the decision No. 374 / Pdt.G / LH / 2019 / PN.Jkt.Pst which granted the lawsuit of the plaintiffs (Advocacy Team of the Capital Movement (Initiative to Clean the Air of the Universe Coalition) based the findings of the judge's law, basing on Decision Number: 36 / KMA / SK / II / 2013 concerning the Enactment of guidelines for handling environmental cases. Keyword: ius curia novit, rechtsvinding, onrectmatigedaad, lawsuit, environment.

Indonesia and Timor Leste still have 4% of the land border that has not been agreed upon by the two countries, the fact is that the people who live on the border that is still being disputed have not accepted the implementation of international law which is the basis for resolving the border. However, this is precisely an obstacle when the state takes the main role, without considering the Traditional Leaders. This research will focus on efforts to reconstruct the role and existence of traditional leaders in the cultural dimension and the interconnectedness of local institutions, so that later a model for resolving state border disputes will be built with structured, legitimate cultural values that can be accepted by all components of society on the land border between the two countries, especially the Oecussi Enclave area. The outputs (products) of this research are the spectrum of the existence of traditional figures as local institutions based on religion in resolving disputes, a draft model for resolving land boundary disputes between Indonesia and Timor Leste in the Oecussi Enclave area, a draft mechanism for engineering public policies that are based on the cultural diversity of the Indonesian and Timor Leste communities, and scientific articles and intellectual property rights (IPR) on soft security based on culture in the role of traditional figures in resolving land boundary disputes between Indonesia and Timor Leste.

This study aims to analyze the annulment of the Joint 3 (three) Ministerial Decree concerning School Uniforms for Students, Educators, and School Personnel by the Indonesian Supreme Court and to examine the Supreme Court’s decision under international human rights law and Islamic law. In the annulment of the Joint 3 (Three) Ministerial Decree on School Uniforms for Students, Educators, and School Personnel by the Indonesian Supreme Court, the legal reasoning follows a meticulous analysis rooted in normative legal research. The study employs statutory, conceptual, and comparative approach to unravel the complexities surrounding the decree. Through the descriptive analysis, it is established that the decree runs afoul of the educational values enshrined in the National Education System Act, particularly the imperative to foster religious spiritual strength in students. Moreover, the National Education System Act also mandated that the Indonesian National Education must also be rooted in religious values. The Supreme Court’s decision to annul the Joint 3 (Three) Ministerial Decrees grounded in the rationale that the decree conflicts with the higher law, specifically the National Education System Act. The annulment also aligns with international human rights law and the values of Islamic law. Indonesia has a margin of appreciation in the regulation of religious freedom as practiced in the European Court of Human Rights, adjusting to the condition that Indonesia is not a secular country but also not a religious country. Indonesia is based on Belief in the one and only God and upholds pluralism.

Highway traffic plays a crucial role in transportation, but it requires further development to ensure it covers all areas and integrates seamlessly with other modes of transport. Unfortunately, the condition of roads and pedestrian facilities falls below standard, leading to frequent accidents due to lack of traffic awareness among drivers and pedestrians. The Codigo Estrada government regulation in Timor Leste emphasizes the importance of road safety and transportation, outlining rules for vehicles and pedestrians. To gather data for this study, the authors relied on empirical laws and interviews. Traffic violations that result in accidents are met with criminal and administrative sanctions, aiming to prevent future incidents. Hence, it is essential for the government to implement annual plans and educate the public through mass media to enhance awareness of traffic regulations in Timor Leste

Genocide is one of the crimes that are included in gross violations of human hights where this crime is related to ethnic cleansing which is also included in crimes against various political groups because it is difficult to identify which causes an international problem in a country. The crime of genocide in international criminal law is an extraordinary crime and is a prohibited act which was later included in the 1948 Genocide Convention, the statutes of the International Criminal Tribunals for the Former Yugoslavia (ICTY), the statutes of the International Criminal Tribunals for the Rwanda (ICTR) and the 1998 Rome statute. This study is intended to analyze the crime of genoside in the perspective of international law. This study found that the analysis and discourse of genoside in intersected with human rights theory and state responsibility. Genocide also highlighted as international crimes that are included in 4 (four) international crimes, namely genocide, crimes against humanity, war crimes, and crimes of aggression. In the Indonesian National Law Regulation, the Law of the Republic of Indonesia Number 26 of 2000 concerning the Human Rights Court in Article 7 states, the Crime of Genocide is a grave violation of human rights.
