Abstract

Bertambahnya jumlah usaha-usaha yang ada di kota Malang berdampak pada jumlah penggunaan reklame yang semakin meningkat dari tahun ketahun. Tujuan penelitian ini untuk mengetahui dan menganalisis implementasi kebijakan pemungutan pajak reklame berdasarkan Peraturan Daerah (Perda) Kota Malang serta mengetahui faktor penghambat dan pendukungnya. Jenis penelitian yang di gunakan adalah deskriptif kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data menggunakan model Miles dan Huberman, yakni reduksi data, penyajian data dan penarikan kesimpulan dan verifikasi. Kebasahan data menggunakan triangulasi tehnik. Hasil penelitian menunjukkan bahwa  implementasi kebijakan pemungutan pajak reklame di Kota Malang dengan menerapkan sistem official assessment, mekanisme pembayaran yang dilakukan oleh wajib pajak dengan membawa blanko Surat Pemberitahuan Pajak Daerah (SPTPD) dan tarifnya ditentukan dari nilai sewa reklame x dan tarif pajak reklame. Kebijakan mengenai intensifikasi yaitu mengenai pengawasan pembayaran pajak oleh wajib pajak, peningkatan kualitas sumber daya manusia dan penyusunan peraturan. Kebijakan terkait dengan ekstensifikasi yaitu mengenai pendataan wajib pajak baru dan sosialisasi pajak reklame. Faktor pendukung penerimaan pajak reklame di Kota Malang yaitu meliputi 1) Sarana dan Prasarana 2) Sistem informasi yang mendukung dan 3) kondisi perekonomian yang semakin membaik. Faktor Penghambat yaitu meliputi 1) rendahnya kesadaran wajib pajak 2) Kualitas Aparatur Dispenda Kota Malang dan 3) Adanya perubahan sistem media reklame yang digunakan dan harus beralih menggunakan reklame berbentuk videotron.

Abstract

The BKPSDM of Pasangkayu Regency created an innovative digital-based leave service called La-Cuti by utilizing the Google Form application. This research aims to describe and analyze the level of effectiveness of implementing online leave as a response to digital-based public services compared to manual leave services. This research uses quantitative descriptive research. The data collection technique uses literature studies and surveys with the research population, namely civil servants who deal with personnel issues in each organizational unit as many as 277 Organizational Units, the total sample is 84 ASNs representing 84 Organizational Units within the Pasangkayu Regency Government, West Sulawesi Province. The results obtained are that online leave services are more effective than manual leave services with a Very Good predicate with a score of 99.07. ASN's level of understanding regarding the use of the online leave service application (La-Cuti) also received a Good rating with a score of 81.5. The conclusion of this research is that the implementation of digital-based leave licensing is more effective than manual leave services. through the digitalization process in leave services, leave services can be made easier in terms of mechanisms and procedures, cut time for processing leave, and cut costs spent on arranging leave. This is because online leave can be done anywhere and at any time.AbstrakBKPSDM Kabupaten Pasangkayu membuat sebuah inovasi pelayanan cuti berbasis digital bernama La-Cuti dengan memanfaatkan aplikasi Google Form. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis terkait tingkat efektivitas penerapan cuti online sebagai respons pelayanan publik berbasis digital dibandingkan pelayanan cuti secara manual. Penelitian ini menggunakan penelitian deskriptif kuantitatif. Teknik pengumpulan data menggunakan studi literatur dan survey dengan populasi penelitian yaitu PNS yang mengurusi masalah kepegawaian di masing-masing unit organisasi sebanyak 277 Unit Organisasi, jumlah sampel sebanyak 84 ASN yang mewakili 84 Unit Organisasi pada lingkup Pemerintah Kabupaten Pasangkayu Provinsi Sulawesi Barat. Hasil penelitian menunjukkan bahwa pelayanan cuti online lebih efektif dibandingkan pelayanan cuti secara manual dengan predikat Sangat Baik dengan skor 99,07. tingkat pemahaman ASN terkait penggunaan aplikasi layanan cuti online (La-Cuti) juga mendapat predikat Baik dengan skor 81,5. kesimpulan dari penelitian ini yaitu pelaksanaan perizinan cuti berbasis digital lebih efektif daripada pelayanan cuti secara manual. melalui proses digitalisasi dalam pelayanan cuti, dapat mempermudah pelayanan cuti dari segi mekanisme dan prosedurnya, memotong waktu pengurusan cuti, serta memangkas biaya yang dihabiskan dalam pengurusan cuti. Hal ini karena cuti online dapat dilakukan di mana saja dan kapan saja.

Abstract

This research aims to describe the role and empowerment model of BUMDes in realizing sustainable village tourism, serving as a reference for policymakers in harnessing the potential towards effective governance. The data in this study is primarily collected through an in-depth analysis of purposively selected, relevant informants. Subsequently, the qualitative data obtained is analyzed using the Miles, Huberman, and Saldana model. The research findings reveal that empowerment, characterized by three indicators: conscientization, community organizing, and resource delivery, is not effectively carried out by BUMDes. Local communities respond to the presence of Cafe Sawah tourism independently, initiating businesses and trade within the Cafe Sawah area. BUMDes efforts to maintain the existence of Cafe Sawah tourism involve training and education for employees on rural tourism development, improving marketing management through enhanced social media promotion and conventional institution outreach, ensuring visitor comfort, delighting with natural scenery, providing local cuisine, and enhancing overall visitor experience. This study sheds light on the importance of BUMDes in fostering sustainable rural tourism while highlighting opportunities for improvement and development in their empowerment strategies

Abstract

The market relocation policy aims that better and cleaner city arrangement because in fact the presence of an inappropriate market raises several fundamental problems such as a narrow, less strategic market location, its proximity to gas stations, and traffic congestion. Unfortunatelly, many problems happen because of policies regarding market relocation implementation. This study uses a quantitative approach with the technique of determining informants using purposive sampling. Data collection techniques using interviews, observation and documentation. Data analysis was using data reduction techniques, data presentation and drawing conclusions. The results showed that the market relocation policy implementation was carried out through the socialization, structuring and controlling stages. However, in the relocation implementation, there are some traders who return to the old market. The neglect of the lack of compliance by some traders raises the assumption that the Regional Government is inconsistent in implementing the policies that have been issued. Judging from the principles of good governance, the local government where the research was conducted has only applied three principles, namely participation, transparency and accountability. The research results also show that the lack of facilities and infrastructure, low compliance of traders and the impression of inconsistency of the government in implementing policies that have been issued are the obstacles of these policies implementation.

Abstract

The Village-Owned Enterprise as village development instrument is about to develop its village potency and support village goverment based on the capibility and village authority. According to the Village Regulation Number 2, 2022 about Village-Owned Enterprise Source of Prosperity described that in order to advance the business in economic sector and public service in Pujon Kidul Village needs to build Village-Owned Enterprise, Source of Prosperity. Based on theory George Edward III, to observe four main issues in order the policy implementation be more effective are communication, resource, bureaucracy structure and disposition. This observation purposed to find out how far the implementation of Village-Owned Enterprise policy in Pujon Kidul village. The methods of observation are qualitative observation, data collecting technique by interviewing, observation and documentation. The sampling techniques are purposive sampling, data analysis by data collecting, data condensation, data presentation and conclusion. Based on the observation and discussion, it may concluded that the Implementation of Village-Owned Enterprise Policy in Pujon Kidul village, Pujon Subdistrict, Malang Regency was run expected, means commucation, resource, bureaucracy and disposition were maximal. It caused of good corporation between goverment village and policy executor. There is a support and barrier factor on the Implementation of Village-Owned Enterprise Policy, Source of Prosperity. The support factor is all managments have high effort so all program finished well. Meanwhile, the barrier factor is participation of local society. Badan Usaha Milik Desa (BUMDes) sebagai instrumen pembangunan desa adalah untuk mengembangkan potensi desanya dan mendorong pemerintah desa sesuai dengan kemampuan dan kewenangan desa. Dalam Peraturan Desa Nomor 2 Tahun 2022 Tentang Badan Usaha Milik Desa (BUMDes) Sumber Sejahtera, memberi penjelasan bahwa dalam rangka memajukan usaha dibidang ekonomi dan atau pelayanan umum di desa Pujon Kidul perlu dibentuk Badan Usaha Milik Desa Sumber Sejahtera. Berdasarkan teori George Edward III, untuk memperhatikan empat isu pokok agar implementasi kebijakan menjadi efektif, yaitu komunikasi, sumber daya, struktur birokrasi dan disposisi.   Penelitian ini bertujuan untuk mengetahui sejauh mana pelaksanaan kebijakan Badan Usaha Milik Desa (BUMDES) di desa Pujon Kidul, jenis penelitian yang digunakan adalah metode penelitian kualitatif, teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi.  Teknik sampel yang digunakan adalah purposive sampling, teknik analisis data menggunakan pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan.  Berdasarkan penelitian dan pembahasan, dapat disimpulkan bahwa Implementasi kebijakan Badan Usaha Milik Desa (BUMDes) di Desa Pujon Kidul kecamatan Pujon Kabupaten Malang sudah sesuai harapan, dalam artian mulai dari Komunikasi, sumber daya, struktur birokrasi dan disposisi sudah maksimal. Hal ini karena kerja sama yang baik antara pemerintah desa dan pelaku kebijakan tersebut.   Adapun Faktor pendukung dan penghambat dalam implementasi kebijakan BUMDes Sumber Sejahtera, faktor pendukung adalah semua kepengurusan memiliki semangat kerja yang tinggi sehingga semua program yang dicanangkan dapat diselesaikan dengan baik. Sementara itu faktor penghambatnya itu partisipasi masyarakat desa.

Abstract

The research problems are low public awareness to pay PBB, clear evidence of the benefits of development from PBB, and the lack of enthusiasm by officials to collect PBB. This study aims to determine the village government's efforts to increase public awareness to pay PBB. The research method used was qualitative with data collection techniques using interviews, observation, documentation, and literature related to the research focus. Data were analyzed using the interactive Miles, Huberman, and Saldana models. The results of the study show that increasing public awareness in paying PBB is carried out by holding intense outreach on various occasions. Collaborating with community leaders to provide an understanding of the importance and benefits of PBB, making it easy for people to pay PBB by opening payment counters at the Village Office, and making efforts to improve community data that does not match real conditions on the ground. Factors that influence people's apathy and reluctance to pay taxes are tax data discrepancies with conditions in the field, as well as inadequate facilities. As a recommendation for improvement, there needs to be intense assistance from village officials to provide awareness for the community.

Abstract

Darul Ulum Banyuanyar Islamic College was one of the new colleges that used the established curriculum. The Arabic language in the college is taught at the first level with the four language skills, which are listening, speaking, reading and writing. The researcher would like to seek in this research and focus on the types of topics that are suitable in this regard, speaking of speaking skill on the basis of situations that control their selection and arrangement, and the researcher uses the appropriate educational materials in them. This research is conducted using the development approach, Burg and Gall stated that research and development. The results of the research are: 1) Needs analysis, planning and development, material development, expert arbitration, modification and correction, field experiment, recent modifications and corrections. 2) New teaching materials are effective in improving students' ability when performing their oral expression. This appears when the researcher compared the results in the pre-test and the post-test, and that the degree of t-account (t0) in this research (93,3) is greater than the degree of t-table at the level of 99% (2.83).

Abstract

Strategi marketing public relations yang diterapkan oleh Haus! Indonesia adalah mempertahankan citra perusahaan sebagai brand minuman modern yang difokuskan pada generasi milenial. Menggunakan pendekatan kualitatif dengan metode analisis deskriptif, teknik pengumpulan data melalui wawancara, observasi dan studi pustaka. Teori yang digunakan adalah dari konsep Three Ways Strategy oleh Thomas L. Harris yaitu push strategy, pull strategy, dan pass strategy. Hasil penelitian menunjukkan bahwa Haus! Indonesia menerapkan strategi marketing public relations berdasarkan konsep Three Ways Strategy oleh Thomas L. Harris yaitu push strategy (promosi langsung), pull strategy (komunikasi digital interaktif), dan pass strategy (kegiatan sosial dan CSR). Ketiga strategi tersebut dijalankan secara sinergis oleh tim pusat dan pelaksana lapangan untuk membangun citra merek yang positif, adaptif, dan relevan. Strategi marketing public relations tersebut terbukti memberikan dampak nyata dalam meningkatkan consumer engagement dan mempertahankan citra perusahaan di tengah persaingan industri minuman kontemporer. Kata Kunci: Pemasaran Hubungan Masyarakat, Strategi Tiga Arah, Citra Perusahaan

Abstract

Penyelenggaraan pelayanan publik yang beretika merupakan fondasi utama untuk mencapai tujuan organisasi dan kepuasan masyarakat. Penelitian ini mengkaji implementasi etika aparatur desa dalam meningkatkan kualitas pelayanan publik. Tujuan utamanya adalah untuk menganalisis penerapan etika pegawai serta mengidentifikasi faktor pendukung dan penghambatnya di Desa Pendem, Kecamatan Junrejo, Kota Batu. Menggunakan pendekatan kualitatif, data primer dan sekunder dikumpulkan melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan secara sistematis mengikuti model Miles & Huberman yang mencakup koleksi, kondensasi, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penerapan etika pelayanan di Desa Pendem telah berjalan efektif dan memenuhi harapan masyarakat. Hal ini tercermin dari pelayanan yang non-diskriminatif, bertanggung jawab, dan loyal terhadap kepentingan publik. Inovasi menjadi kunci keberhasilan, terutama melalui peluncuran aplikasi layanan digital "Si Polo Pendem", yang secara signifikan memudahkan masyarakat dalam pengurusan dokumen. Faktor pendukung utama adalah ketersediaan fasilitas teknologi yang memadai. Sebaliknya, faktor penghambat yang paling signifikan adalah ketergantungan pada koneksi internet, di mana gangguan jaringan dapat menyebabkan keterlambatan pelayanan. Penelitian ini menegaskan pentingnya sinergi antara etika aparatur dan inovasi digital dalam mewujudkan pelayanan publik yang prima.

Abstract

The governance of natural resources in Indonesia, especially the mining sector, remains a contested legal domain involving intersecting economic, political, and constitutional interests. Article 6 paragraph (1) letter j of Law No. 3/020 grants the central government the authority to designate WIUPK “on a priority basis,” raising constitutional questions about its alignment with Article 33 paragraph (3) of the UUD NRI 1945. Critics argue that the vague term “priority” invites discretionary abuse, perpetuates structural inequalities, and potentially legitimizes monopolistic practices in the name of development. This study aims to critically examine the constitutionality and practical implications of the said provision using a normative legal research approach. The method involves statutory analysis, jurisprudential review, and interpretative evaluation of relevant constitutional principles, including distributive justice and economic democracy. The findings suggest that while the provision may be justified as an affirmative policy instrument to promote equitable access to natural resources, its current formulation lacks clear legal criteria, thereby opening space for misuse. The Constitutional Court's Decision No. 77/PUU-XXII/2024 affirms that any prioritization must be grounded in transparent, accountable mechanisms and should reflect the principle of social justice. This decision also signals the importance of inclusive governance, public participation, and state responsibility in preventing legal inequality. Without substantial regulatory reform, the application of “priority” risks contradicting the very essence of constitutional fairness.
