Abstract

This study reviews the challenges in implementing risk management for village fund management and provides insights based on current practices. Risk management provides a process for addressing risks associated with managing village funds; however, it faces barriers, particularly at the village level within government organizations. The work background and educational experience of village heads and officials are key obstacles in applying the RM village fund management. The study uses a qualitative, descriptive approach; locations were selected based on established criteria for independent villages in mountainous areas. Data collection involved interviews, searching documents for regulations, followed by analysis through preparation, reading, viewing, coding and interpretation. This study identified eight types of risk, categorized into two groups, during the implementation of risk management for the misuse of village funds. Therefore, providing socialization to village governments on training, policy setting, and local government support is crucial to solve challenges in village funds management. The research is limited to two villages in the mountainous region. The findings are useful for developing government science, particularly in local government management, and are necessary to achieve effective small-scale governance and development. Challenges come from both internal and external sources within the village government during risk management implementation.

Abstract

This research examines belis as a marriage tradition in East Nusa Tenggara by comparing the belis tradition in three regions, namely Lembata, Alor and Sumba. The research focuses on the belis tradition, including the ritual system, the use of items used as belis, and the meaning of belis by the community. This research analyzes how the belis tradition forms a social norm that places women in a lower social class and strengthens the position of men in the family and social environment of the NTT community. Data collection in this research uses the literature study method by reviewing secondary data such as books, articles, journals, and all forms of reports that are in accordance with the issues raised. The results of this study show that the belis tradition has a major impact on the rights and position of a woman in the life of the NTT community. This research highlights how belis strengthens the position of men by placing men as the center of power and authority in the household and community, while women both in the household and social life will always be in a lower social class.

Abstract

Penelitian bertujuan untuk mengetahui dan mendeskripsikan strategi pengembangan BUMDes Tarumajaya di Desa Tarumajaya, Kecamatan Kertasari, Kabupaten Bandung. Dalam penelitian ini difokuskan pada strategi pemerintah desa dalam mengembangkan BUMDes Tarumajaya berdasarkan teori strategi oleh Mintzberg, dengan 3 (tiga) indikator. Metode kualitatif digunakan dalam penelitian ini dan penentuan informan menggunakan teknik purposive sampling dari Pemerintah Desa Tarumajaya sebagai perancang strategi dan warga Desa Tarumajaya sebagai sasaran dari pengembangan BUMDes. Pengumpulan data dilakukan dengan wawancara mendalam, observasi lapangan dan pengumpulan dokumen. Proses analysis data dengan tahapan reduksi data, menyajikan data dan menarik Kesimpulan. Adapun hasil penelitian ini yaitu strategi yang digunakan pemerintah Desa Tarumajaya dalam pengembangan BUMDes dengan memanfaatkan dan memaksimalkan potensi desa. Temuan lain menunjukkan dukungan anggaran belum optimal serta kemampuan pengelola BUMDes. Hal ini menunjukkan bahwa strategi pemanfaatan potensi desa dalam pengembangan BUMDes dapat dilakukan dengan dukungan tambahan anggaran dan peningkatan kapasitas pengelola.   Kata Kunci: BUMDes, Pengembangan, Strategi.

Abstract

Paradigma layanan darurat global telah meluas mencakup respons bahaya biologis dan evakuasi satwa urban, namun evolusi fungsi tersebut belum diimbangi dengan standar keselamatan yang memadai bagi personel. Ketimpangan protokol keselamatan terlihat nyata pada UPT Dinas Pemadam Kebakaran Kota Malang, di mana tingginya intensitas penyelamatan hewan tidak berbanding lurus dengan ketersediaan pedoman operasional baku, sehingga memicu urgensi analisis risiko berbasis standar NFPA 1500. Penelitian ini menggunakan metode deskriptif kualitatif melalui analisis konten terhadap literatur akademis, standar NFPA 1500, serta teori keselamatan David Goetsch dan Frank Bird, tanpa melibatkan observasi lapangan langsung namun berfokus pada sintesis kritis sumber teoretis. Analisis mendalam menyoroti tiga kegagalan sistemik utama, yakni ketidaksesuaian kompetensi tatkala personel terlatih bahaya fisik menghadapi ancaman biologis, penggunaan alat pelindung panas yang memicu kelelahan, serta budaya "kepahlawanan intuitif" yang menormalisasi risiko lantaran absennya protokol tertulis. Fenomena tersebut secara tidak langsung membentuk persepsi publik yang keliru mengenai kapasitas beban kerja pemadam kebakaran yang seolah tanpa batas. Adopsi indikator NFPA 1500 meliputi pelatihan kompetensi dan manajemen risiko lantas menjadi prasyarat mutlak guna mengubah pola penyelamatan dari aksi nekat menjadi operasi profesional yang aman, sekaligus menegaskan batasan tanggung jawab institusi demi menjamin keselamatan personel jangka panjang.

Abstract

Teluk Village in Labuan District, Pandeglang Regency, Banten Province, is a flood-prone area with water levels reaching 1.5–3 meters, potentially damaging important family records such as birth certificates, diplomas, and land certificates. This situation is exacerbated by low community literacy regarding archive management and minimal safe storage practices. This community service activity aims to train village communities in managing family archives in Teluk Village and describe mentoring strategies through a one-day workshop on manual and digital archive management. The activity was carried out using a participatory approach through observation, short interviews, tool demonstrations, and archive digitization practices. Analysis was conducted descriptively through processing field findings and participant feedback. The results showed that most residents store archives in unsafe places (under mattresses, damp wooden cabinets), do not have archive classifications, and have never digitized documents. The workshop increased participants' understanding of important archive types, digitization steps, and the use of mobile-based digital storage. Indicators of success were seen in increased participant knowledge (85%), basic digitization practice skills (78%), and the use of waterproof plastic folders as initial storage facilities. This study emphasizes the importance of disaster mitigation-based family archive management and the need for further training to ensure the sustainability of archive digitization practices in disaster-prone communities.
