Abstract

Geothermal utilisation policy based on the consideration highlights that geothermal resources are natural resources which are low cost and environmentally friendly. In some countries, including in Indonesia, waste from geothermal utilisation causes pollution of water sources in geothermal working areas. A normative juridical method was employed in this study, which data was processed based on the research of secondary data. The study results indicated that (1) geothermal management in the protected forest area of Mount Slamet, Central Java in Indonesia, resulted in contamination of clean water sources that were commonly used by the community for their daily needs. The liquid that came out of the process of geothermal exploitation had an impact on water governance in protected forest areas. In some countries pollution of water sources caused a long-term threat to human health and environmental sustainability, (2) the danger of sustainability of water resources in protected forest areas, it was caused by the policies undertaken did not pay attention to the principle of prudence. Therefore, it is necessary to reformulate policies in the utilisation of geothermal resources.

Abstract

The purpose of research is to examine the mining potentials and policies that have been implemented in Lampung Province and to reformulate mining policies in Lampung Province, which on the one hand can improve the regional economy, on the other hand while maintaining environmental sustainability. Mining resources are a source of prosperity for the region, but it requires commitment from local governments, public institutions, the private sector and the community to conduct sustainable mining management. Sustainable management is able to meet the needs of the present, in the future and improve the health, prosperity of the environment and surrounding communities. Policies that can be carried out starting from licensing, monitoring post-mining land management, managing mine waste and compiling regulations that can support the realization of green mining and environmental conservation activities. The results of this study indicate that mining management in Lampung Province provides economic value to increase local revenue. However, it must be supported by environment-based policies, because mining activities have the possibility of an environment that becomes uncontrollably damaged. Efforts that can be done by local governments are by paying attention to licensing for managers, providing guidance, supervision, so that mining activities can be controlled and not damage the environment Keywords: Reformulation; Policy; Mining.

Abstract

Reforma agraria merupakan kebijakan strategis yang ditujukan untuk memperbaiki struktur penguasaan tanah dan mendorong keadilan sosial di sektor agraria. Di Indonesia, ketimpangan distribusi lahan yang tinggi telah menjadi salah satu faktor penghambat pengembangan sektor pertanian yang inklusif dan produktif. Artikel ini bertujuan untuk menganalisis hubungan antara kebijakan reforma agraria dengan potensi peningkatan keterserapan angkatan kerja di sektor pertanian. Penelitian ini menggunakan pendekatan yuridis normatif-empiris dan didukung oleh data sekunder dari sumber resmi seperti Badan Pusat Statistik dan kementerian terkait. Temuan menunjukkan bahwa pelaksanaan reforma agraria yang efektif, terutama dalam aspek redistribusi tanah dan legalisasi aset, dapat menciptakan peluang kerja baru di pedesaan, meningkatkan pendapatan petani kecil, serta memperkuat ketahanan pangan nasional. Namun, tantangan implementatif seperti tumpang tindih kebijakan, konflik agraria, dan lemahnya kelembagaan masih menjadi hambatan utama. Oleh karena itu, keberhasilan reforma agraria tidak hanya bergantung pada aspek hukum formal, tetapi juga pada integrasi kebijakan sektoral dan keberpihakan politik terhadap petani kecil. Artikel ini merekomendasikan perlunya reformulasi kebijakan yang holistik dan penguatan tata kelola agraria agar reforma agraria benar-benar menjadi instrumen pembangunan yang berkeadilan dan mampu menyerap tenaga kerja secara optimal di sektor pertanian.

Abstract

Climate change is one of the primary issues widely discussed by the international community, particularly in relation to rising sea levels that threaten island nations. The submergence of state territories has become a major factor driving the emergence of climate refugees, who are forced to leave their home countries in search of shelter elsewhere. As coastal land becomes submerged and uninhabitable, populations are forced to relocate, giving rise to the phenomenon of climate refugees. However, current international legal frameworks do not explicitly recognize climate-induced displacement within the traditional refugee definition under the 1951 Refugee Convention and its 1967 Protocol. This research used the doctrinal method of legal research and is supported by secondary data based on available literature. This article examines the legal and geopolitical implications of disappearing state territory and explores the preventive role of states in responding to the emergence of climate refugees. Focusing on case studies such as Kiribati and Indonesia’s involvement through regional cooperation, the paper analyzes how states can enact proactive policies, from relocation strategies to transnational partnerships to mitigate future risks. Through doctrinal legal analysis, this study proposes state-centered strategies for strengthening global governance in addressing climate-induced migration. It further explores how states can anticipate and address the potential loss of national territory due to sea level rise in the future.

Abstract

The issue of low reading interest in Indonesia remains a complex challenge, not only related to illiteracy rates but also involving broader cultural and structural aspects. In the context of legal education, weak literacy culture can hinder the development of critical thinking and legal imagination, both essential for addressing contemporary legal challenges. This community engagement activity aims to foster reading interest among law students through a literacy approach that goes beyond legal documents, incorporating fiction and other multidisciplinary readings. Through training and discussion sessions involving law students in Bandar Lampung, this activity identifies factors influencing reading habits and encourages participants to be more critical in selecting credible reading sources. The results indicate a gap between academic reading obligations and personal reading motivation. Therefore, a contextual and creative literacy approach is needed to shape law students who are not only capable of reading legal documents but also possess interdisciplinary insight, empathy, and strong legal imagination. Abstract

The percentage of households with access to safe drinking water in Lampung Province is 82.78%, and regarding access to proper sanitation, Lampung Province has a percentage of 84.58%. This figure does not yet account for the difficulties in providing clean water access to coastal communities, which affects the fulfillment of maternal and child welfare. This research used the doctrinal method of legal research. This study concentrates on doctrines which are syntheses of rules, principles, norms, or interpretative guidelines and values, and proceeds with both locating the sources of law and interpreting or analysing the text. Based on this study, the fulfillment of the right to clean water, particularly for mothers and children in coastal communities, is not only a fundamental right enshrined in the constitution but also a duty and responsibility of both the central and regional governments. This is essential for meeting the basic rights and needs of mothers and children, including physical, psychological, social, economic, spiritual, and religious aspects, allowing them to develop and participate optimally in accordance with their social functions in the development of community life.

Abstract

This activity was conducted to foster literacy awareness and critical thinking skills among law students in the era of Artificial Intelligence (AI) utilization. The activity was motivated by the growing reliance of students on AI in the learning process, which potentially diminishes their capacity for deep reading and legal reasoning. The participants consisted of law students in the City of Bandar Lampung with varying levels of reading habits. Through a series of counseling sessions, discussions, and reflective practices, this activity explored the relationship between legal literacy, critical thinking skills, and the ethics of AI usage.The results indicate that legal literacy is not merely related to the number of books read but also to the depth of understanding, interpretation, and contextualization of legal texts within their social framework. Furthermore, participants were introduced to the risks of over-reliance on AI and the phenomenon of AI hallucination, which may compromise the accuracy and integrity of legal reasoning. The discussions were then directed toward strengthening students’ competencies through the integration of human analytical skills and AI-based technologies in a reflective and ethical manner.
