Abstract

Bali has written rules about building procedures which are traditionally are still used today. The rules are written in an ancient manuscript in the form of a palm leaf known as Asta Kosala Kosali (AKK). The AKK manuscript has been around since the arrival of the Aryans from the Majapahit kingdom to Bali, therefore the architectural products produced in this period are called Bali Arya’s architecture. Based on the contents of the AKK script, the disclosure of architectural knowledge is carried out using an architectural perspective in the context of construction. This perspective and context used show that this research is different from previous studies of the AKK manuscripts that use cultural, anthropological, and historical perspectives. This study places the AKK script as the main object of research, therefore the method used is to apply hermenetic operations or called interpretations. Through this research architectural knowledge can be formulated in the context of construction, namely; 1) the basic foundation of the construction process that is carried out is truth in the process, obedience to the principles of building and the achievement of pleasure in each stage and its results. 2) The principles applied in the construction process, technically is the assembly of construction components starting from the building body, applying the principle of strong columns -weak beams, prioritizing the sustainability of materials, construction and building, and using rational composition of regular geometric shapes to achieve beauty . 3) The basic concept as the ultimate goal of the construction process is the balance and harmony of the relationship between humans, nature and God. These three formulations are components of the building of Bali Arya’s architectural knowledge in the context of the construction process. Keywords: knowledge; construction process; Bali Arya’s architecture; interpretation

Abstract

Bindu River Ecotourism is a tourist attraction that has natural potential as a place of recreation in the Denpasar City area. Apart from the potential offered by Bindu River Ecotourism, there are still problems that exist in Bindu River Ecotourism including river water which has a lot of sediment, the lack of public awareness to care about the surrounding environment, and the lack of exposure by the public makes only the surrounding community aware of it. If zoning is not carried out in its development, the natural potential of the Bindu River Ecotourism area that has been arranged can be reduced, for this reason, zoning is needed in its development to determine areas in the Bindu River Ecotourism area that are in accordance with the land use and development potential. Based on the delineation and the existing potential, the Bindu River Ecotourism area is divided into a conservation zone and a recreation zone. For the conservation zone, it can be developed into several more zones in the upstream part, it can be developed into a zone for the development of the function of protecting water resources, a zone for the development of the function of protecting flora and fauna as well as limited recreational functions. While the recreation zone can also be developed into several more zones. The upstream recreation zone can be developed into a recreation function development zone and the downstream recreation zone can be developed into an educational function development zone.

Abstract

Kota Singaraja di Bali Utara sebagai salah satu kota lama di Bali banyak memiliki warisan budaya diantaranya Jalur Belanda. Pemerintah Kolonial Belanda membangun jalur ini setelah menguasai daerah Bali pada tahun 1846 dan menjadikan Kota Singaraja sebagai pusat pemerintahannya. Sepanjang jalur ini, dibangun perkantoran, perdagangan, fasilitas pelayanan umum dan rumah-rumah dinas. Kawasan ini sekarang telah banyak mengalami perubahan dan bahkan terjadi kerusakan pada bangunan-bangunan tersebut. Permasalahan yang terjadi saat ini adalah kegiatan pelestarian kawasan Jalur Belanda di sepanjang jalan Ngurah Rai sangat lemah partisipasi masyarakat karena kebijakan sebelumnya yang didominasi oleh pemerintah sehingga seringkali masyarakat tidak dilibatkan. Tujuan penelitian ini untuk menemukan konsep peningkatan partisipasi masyarakat dalam konservasi bangunan kolonial di Jalur Belanda menuju Singaraja kota pusaka dengan menggunakan metode kombinasi model sequential explanatory. Hasil penelitian menemukan konsep partisipasinya adalah: 1) pemberian penyuluhan pelestarian bangunan bersejarah; 2) mengadakan diskusi tentang rasa memiliki dan kebanggaan dengan bangunan bersejarah bersama tokoh masyarakat; 3) pendampingan terhadap masyarakat melalui kerjasama dengan pemerintah dan tokoh masyarakat; 4) pengecatan ulang bangunan sehingga memunculkan suasana kota lama Singaraja; 5) mengadakan festival budaya kerjasama dengan pemerintah, profesional dan masyarakat; dan 6) pengupayaan pendaftaran bangunan lama yang belum terdaftar untuk menjadi bangunan bangunan kolonial.-------------------------------------------------------------------------------------------The city of Singaraja in north Bali, one of the ancient cities of Bali, has many cultural heritages including the Dutch route. The Dutch colonial government built this road after controlling Bali in 1846 and making the city of Singaraja the center of its government. Along this route, offices, commercial businesses, public service facilities and official residences will be built. This area has undergone many changes and even damage to these buildings. The problem that arises today is that the conservation of the Dutch line area along Jalan Ngurah Rai is very weak due to the lack of community participation because the previous policy was dominated by the government, so the community was often not involved. The aim of this study was to find the concept of increasing community participation in the conservation of colonial buildings on the Dutch route to Singaraja, a heritage city, using a method of combining sequential explanatory models. The results of the study found that the concept of participation was: 1) providing advice on the conservation of historic buildings; 2) discuss with community leaders about ownership and pride in historic buildings; 3) community assistance through collaboration with government and community leaders; 4) repaint the building in order to bring out the atmosphere of the old town of Singaraja; 5) organize a cultural festival in collaboration with the government, professionals and the community; and 6) efforts to register old buildings that have not been registered to become cultural heritage buildings.
