Abstract

The Ulee Lheue Ferry Port connects Banda Aceh City to Sabang City. Passenger services at the port are expected to meet the established service standards to enhance Sabang City tourism and mobility for local residents. The purpose of this study is to evaluate the performance of facilities and services at the Ulee Lheue Ferry Port based on passenger assessment. This study employs a quantitative descriptive method, with a questionnaire instrument delivered to 400 respondents using simple random sampling. Respondents should meet the following criteria: must have used port facilities and services in 2023; be over 22 years old; and have a job and income. The Importance Performance Analysis (IPA) method was used to analyse the data. By referring to the service quality (servqual) aspect, 46 indicators are utilized to measure the level of performance and its importance. The findings revealed, only 9 indicators were included in the highest priority (quadrant A), implying low performance but essential problems. Those indicators are health facilities, security facilities, bathroom conditions, service information, officers' concern, officers' responses, officers' reactions to passengers’ problems, officers' friendliness, and officers' service equality. In conclusion, this study suggests that port management and local government should improve facilities and services so that passenger service standards at Ulee Lheue Port would be significantly better.

Abstract

Lean construction is a construction implementation method that can minimize waste and maximize value. The problem is that there are still many contractor companies that adhere to conventional implementation methods. Lean construction has been introduced by the central government since 2016. This research aims to determine the level of importance and ease of implementation of lean construction on building construction projects in Aceh Province according to perceptions of the qualifications of small and non-small contractor companies partially and simultaneously. Draft Lean construction evaluated as many as 47 indicators. This research uses quantitative methods through questionnaires with a sample of 78 contractor company personnel. Technique sampling used proportionate stratified random sampling. Data analysis techniques used descriptive statistics and importance-performance analysis (IPA). The research results show that in the application of lean construction, according to the perception of small contractor companies, there are 11 indicators that are considered important and not easy to implement. The application of lean construction according to the perception of non-small contractor companies, there are 6 indicators that are considered important and not easy to implement. The application of lean construction according to the perception of small and non-small contractor companies, there are 11 indicators that are considered important and not easy to implement. For small and non-small qualifying contractor companies to increase readiness for implementation of lean construction in building construction projects in Aceh Province, it is necessary to increase the readiness of the indicators included in quadrant A.

Abstract

Peningkatan pembangunan rumah oleh pengembang perumahan di Kota Banda Aceh dan Kabupaten Aceh Besar terus mengalami kenaikan sebelum terjadinya bencana penyebaran pandemi Corona Virus Disease 2019 (COVID-19). Penelitian bertujuan untuk mengidentifikasi risiko-risiko yang dihadapi oleh pengembang perumahan semasa pandemi covid-19 terhadap kerugian biaya, kerugian waktu, dan menurunnya mutu. Teridentifikasi sebanyak 25 variabel risiko yang dilakukan melalui wawancara kepada 4 orang pengembang perumahan. Jumlah responden dalam penelitian ini sebanyak 20 orang pengembang yang akan mengisi kuisioner. Pengujian instrumen dilakukan dengan menggunakan uji validitas dan realibitas. Sedangkan pengolahan data dilakukan dengan analisis deskriptif, dan analisis frequency index (FI), yang dibantu dengan menggunakan software Microsoft Excel. Hasil analisis frekuensi indek menunjukan 5 variabel risiko dominan yang berdampak terhadap kerugian biaya diantaranya calon pembeli menunda pembelian rumah, penurunan penjualan perumahan, biaya tambahan untuk mendatangkan tenaga kerja dari luar daerah, penurunan permintaan rumah, dan minat pembeli kurang. Sebanyak 7 variabel risiko dominan yang berdampak terhadap kerugian waktu diantaranya kurangnya iklan dalam pemasaran sehingga memperlambat penjualan rumah, hambatan terhadap penyediaan material selama pembangunan rumah, keterlambatan pengiriman material ke lapangan, pemasok tidak dapat memenuhi pesanan material. Sebanyak 1 variabel risiko dominan yang berdampak terhadap menurunnya mutu yaitu ketersediaan tenaga kerja yang kurang.

Abstract

Proyek konstruksi merupakan suatu kegiatan yang kompleks dan melibatkan banyak pihak yang terlibat dalam pelaksanaannya. Salah satu upaya untuk meningkatkan kualitas pelaksanaan proyek konstruksi adalah dengan menerapkan Sistem Manajemen Keselamatan Konstruksi. Tingkat kecelakaan kerja konstruksi terbilang cukup tinggi maka harus diterapkan Keselelamatan dan Kesehatan Kerja pada proyek konstruksi bertujuan yang untuk meningkatkan keselamatan dan kesehatan kerja di lokasi konstruksi, sehingga dapat mengurangi risiko kecelakaan dan cedera pada pekerja. Penelitian ini bertujuan untuk mengkaji tingkat risiko kecelakaan kerja pada Proyek Peningkatan Jalan Peurelak Lokop – Batas Gayo Lues  dan menentukan pekerjaan dengan tingkat risiko kecelakaan tertinggi. Metode yang digunakan dalam penelitian ini adalah survei melalui kuesioner, menggunakan sumber data primer dan sekunder. Kuesioner disusun berdasarkan variabel yang terkait dengan penerapan K3. Pengolahan data kuisioner dilakukan dengan menggunakan presentase skala Likert, sedangkan pengolahan data wawancara dilakukan dengan menggunakan metode FMEA ( Failure Mode Effect Analysis ). Hasil yang didapat dari penelitian ini variabel yang paling dominan yaitu variabel operasional dengan skor rata-rata sebesar 89.85%, dan nilai RPN (Risk Priority Number) dari 8 kecelakaan kerja yang berpotensi terjadi didapat pekerjaan pengangkutan material yang memiliki risiko kecelakaan kerja tertinggi yaitu dengan nilai RPN sebanyak 90,64.

Abstract

The development of growth poles, urban activity centers, and service centers in Banda Aceh City has impacted the spread, a complex urban phenomenon challenging to measure due to urban sprawl. The increasing need for space in urban areas drives the development of suburban and random areas (urban sprawl). This is evident from the BPS Banda Aceh City data for 2024, where the population increased by 25.61% post-tsunami, affecting the density of each sub-district in Banda Aceh City. Research using Shannons Entropy Method and the Gravitational Model is necessary to prevent uneven growth in the city of Banda Aceh. The application of Shannons Entropy method in Banda Aceh City from 2010 to 2020 can be seen in the Relative Entropy Matrix, which shows that the linear spread pattern (Quadrant C) is more dominant in the districts of Banda Raya, Baiturrahman, Kuta Raja, Kuta Alam, Lueng Bata, and Syiah Kuala. The urban spread pattern of Banda Aceh tends to move towards the East, largely due to the landform factors that are very suitable for being developed into built-up areas. Meanwhile, the results of the gravity analysis show that the area of interaction with the most substantial interaction value as the growth pole is the interaction between Kuta Alam District and Baiturrahman District, with a value of 190,617,812.346 interactions. The results of identifying the factors influencing the development of urban sprawl, such as the distance to the CBD, the GRDP of Banda Aceh City, changes in land use, housing demand, and the availability of infrastructure facilities in the districts of Banda Aceh City, can be concluded that there is an influence of urban sprawl on the spatial structure and regional patterns in Banda Aceh City.

Abstract

Statistically, work accidents show a significant increase. The Social Security Organizing Agency (BPJS) Employment noted that the number of work accidents continues to increase by 5.65% every year. The purpose of this study is, and find out how the relationship between the effectiveness of HSE plan and risk control on the rate of work accidents. This study used a hypothesis test method, data collection was carried out using questionnaires to respondents of related parties. The closeness of the relationship between the two is included in the very strong (perfect) category, with a Pearson correlation value of 0.884. And it has a positive relationship which means that the higher the level of effectiveness of the HSE plan, the higher the level of work accident control. While the results of the coefficient of determination were obtained that the effectiveness of the HSE Plan affected the control of work accidents by 77.5%, while 22.5% of other things, the results of the hypothesis test simultaneously calculated table with a sig value of 0.05 and tcalculate ttable with a sig value of 0.05. This states that H0 is accepted and Ha is rejected, which means that there is an effect of the effectiveness of the HSE plan on simultaneous and partial control of work accidents. It can be concluded that the effectiveness of HSE Plan has a relationship and influence on work accident control. And it is expected that the next researcher will vary additional variables to be able to get an influence result of more than 80%.

Abstract

Pidie Jaya adalah salah satu kabupaten yang sedang berkembang di Provinsi Aceh. Infrastruktur jalan menjadi salah satu sektor utama yang dikembangkan di daerah tersebut dimana sudah menjadi prioritas utama bagi pemerintah guna mempercepat pembangunan ekonomi daerah atau regional tertentu. Jalan berfungsi sebagai infrastruktur transportasi tunggal dimana menghubungkan antara wilayah tertentu dengan wilayah lainnya sehingga dibutuhkan peningkatan dalam bidang konstruksi jalan untuk menumbuhkan perekonomian warga setempat. Salah satu proyeknya yaitu peningkatan jalan baru yang berlokasi di Desa Blang Gapu - Blang Iboih - Lhok Duek, Kecamatan Bandar Baru, Kabupaten Pidie Jaya. Tentunya dalam membangun proyek konstruksi jalan banyak permasalah-permasalahan yang akan dihadapi. Maka penelitian ini bertujuan agar dapat menentukan faktor kritikal yang dapat mempengaruhi kesuksesan pada pembangunan proyek konstruksi jalan tersebut, sehingga proyek dapat berjalan sesuai dengan perencanaan. Penelitian ini dilakukan secara deduktif kuantitatif dimana data diperoleh dari hasil menganalisis data persepsi yang diperoleh dari jawaban kuesioner. Metode yang digunakan dalam penelitian ini adalah analisis RII (Relative Importance Index) dengan menimbang faktor tertinggi dari faktor-faktor yang telah ditetapkan dan nantinya akan dirangkingkan berdasarkan penentuan kriteria penilaian dengan rentang nilai RII yang telah di uji. Maka didapati hasil penelitian terdapat 5 faktor kritis yang dapat mempengaruhi kesuksesan pada proyek konstruksi jalan Desa Blang Gapu-Blang Iboih-Lhok Duek yaitu; pertama adalah variabel X10 yaitu mekanisme pengontrolan yang baik, hasil olah data didapatkan nilai sebesar 4,8372, kemudian variabel X15 yaitu x-factor (kurang etika, curang, korupsi, dan sikap pilih kasih), hasil analisa yang didapat berupa nilai sebesar 4,7674, kemudian variabel X8 yaitu mengimplementasikan program K3 yang efektif, hasil olah data didapatkan nilai sebesar 4,7442, lalu ada variabel X13 yaitu peralatan dalam kondisi baik, menurut hasil data analisa didapatkan nilai sebesar 4,6744, lalu diposisi ke-5 ada variabel X12 yaitu tenaga kerja yang terampil dan berpengalaman, hasil olah data didapatkan nilai sebesar 4,6279.

Abstract

Introduction: Ready-mix concrete service providers from batching plants in Aceh Besar District include PT. A, PT. B, PT. C, and PT. D. The production service provider, even though it has ISO 9001:2015 certification, is not consistent with the quality of the product. This study aims to determine the performance of the quality management system implemented by a batching plant production service provider in Aceh Besar District. The production quality of the batching plant under review is the standard deviation of the compressive strength of the concrete on the Sigli – Banda Aceh Toll Road Project. Methods: This study uses a quantitative method approach through a questionnaire. The population is addressed to the personnel of PT. Adhi Karya (Persero) Tbk, which deals with batching plant production, namely project production manager, supervisor, and quality control. Respondents addressed the personnel of PT. Adhi Karya (Persero) Tbk is a service user related to batching plant production, namely project production manager, supervisor, and quality control. Results: The results showed that the performance of the quality management system needs to be improved on a high-priority scale for PT. A is the organizational context for PT. B is the organizational and planning context, and for PT. D is planning. Conclusion: Performance of PT. What needs to be maintained is planning, operations, leadership, and support; what needs to be improved on a low priority scale is performance improvement and evaluation, and what needs to be improved on a high priority scale is the organizational context

Abstract

Fire can cause material loss and also cause physical disabilities and even fatalities for building users. Fires that occur as a result of human activity must be overcome by increasing human awareness themselves. However, fires caused by natural factors or errors in the electrical system can be overcome by having a fire prevention system or safety system. The aim of the research is to identify the main indicators of fire protection systems in educational buildings in Banda Aceh City. A closed questionnaire and Likert scale survey of respondents using educational buildings was conducted to collect data. Next, the data is processed using the frequency index analysis method and the Relative Importance Index (RII). The results of the frequency index analysis provide an overview of the percentage level of occurrence of the fire protection system variable, namely the acid detector, at 91.294%. Based on the results of the RII analysis, five main indicators were found that influence the safety system, namely light fire extinguishers (0.929), smoke detectors (0.913), water transmitters (0.911), standpipes (0.894), and fire hydrant systems (0.892). Meanwhile, the main variable for the fire protection system is the active protection system with a RII value of 0.889.

Abstract

Abstrak Dinas Pekerjaan Umum Kabupaten Pidie Jaya, telah mengusulkan peningkatan jalan ke Kementerian Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia sebanyak 5 ruas untuk ditingkatkan pada tahun 2021 dengan total biaya sebesar Rp. 16.731.593.750. Usulan peningkatan jalan tersebut di tahun 2021 tidak dapat ditingkatkan semua, karena adanya keterbatasan anggaran. Keterbatasan anggaran disebabkan adanya refocusing anggaran untuk penanganan Corona Virus Disease 2019 (Covid 19) di Indonesia. Penelitian ini bertujuan untuk menganalisis kriteria yang dominan perlu dipertimbangkan dalam peningkatan jalan di Kabupaten Pidie Jaya dan menganalisis urutan prioritas peningkatan jalan di Kabupaten Pidie Jaya berdasarkan kriteria kerusakan jalan, biaya peningkatan, dan tata guna lahan. Penelitian ini menggunakan pendekatan metode kuantitatif melalui kuesioner.Data primer yang digunakan adalah data kuesioner. Pengumpulan data kuesioner dilakukan dengan menjumpai langsung keberadaan responden.Responden dalam penelitian ini ditetapkan sebanyak 5 stakeholders yaitu Kepala Bidang Bina Marga Dinas Pekerjaan Umum Kabupaten Pidie Jaya, Kepala Bidang Perencanaan Sarana dan Prasarana Badan Perencanaan Pembangunan Daerah Kabupaten Pidie Jaya, Kepala Bidang Perhubungan Jalur Darat Dinas Perhubungan Kabupaten Pidie Jaya, Anggota Komisi D Bidang Pembangunan Dewan Perwakilan Rakyat Kabupaten Pidie Jaya, dan Akademisi Universitas Syiah Kuala. Kriteria yang ditinjau adalah kerusakan jalan, biaya peningkatan, dan tata guna lahan. Alternatif yang ditinjau adalah Jalan Blang Dalam - Jurong Teungoh, Jalan Jeulanga Barat - Jeulanga Mata Ie, Jalan Simpang Pertanian - Cot Trieng - Rungkom, Jalan Trienggadeng - Panton Beurasan - Cubo, dan Jalan Meurandeh Alue - Asan Kumbang - Blang Miroe.Teknik analisis data digunakan statistik deskriptif dan Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa kriteria yang dominan perlu dipertimbangkan dalam peningkatan jalan adalah kriteria biaya peningkatan dengan nilai rata-rata gabungan eigen sebesar 0,49. Prioritas peningkatan jalan berdasarkan kriteria kerusakan jalan, biaya peningkatan, dan tata guna lahan adalah Jalan Meurandeh Alue - Asan Kumbang - Blang Miroe sebagai prioritas 1 dengan bobot sebesar 0,38 dan Jalan Trienggadeng - Panton Beurasan - Cubo sebagai prioritas 2 dengan bobot sebesar 0,25. Kata kunci:              prioritas, kerusakan jalan, biaya peningkatan, tata guna lahan  Abstract The Public Works Office of Pidie Jaya Regency has proposed 5 sections to increase the road to the Ministry of Public Works and Public Housing of the Republic of Indonesia to be upgraded in 2021 with a total cost Rp. 16,731,593,750. All of the proposed road improvements in 2021 cannot be upgraded, due to budget constraints. The budget limitation is due to refocusing the budget for handling Corona Virus Disease 2019 (Covid 19) in Indonesia. This study aims to analyze the dominant criteria that need to be considered in road improvement in Pidie Jaya Regency and to analyze the order of priority for road improvement in Pidie Jaya Regency based on the criteria for road damage, improvement costs, and land use. This study uses a quantitative method approach through a questionnaire. The primary data used is questionnaire data. The questionnaire data was collected by directly seeing the respondents. Respondents in this study were assigned as many as 5 stakeholders, namely the Head of the Bina Marga Division of the Public Works Office of Pidie Jaya Regency, the Head of the Planning for Facilities and Infrastructure of the Regional Development Planning Agency of Pidie Jaya Regency, the Head of the Land Line Transportation Division of the Pidie Jaya Regency Transportation Service, a Member of the Commission D Development Sector Pidie Jaya Regency People's Representative Council, and Syiah Kuala University Academics. The criteria reviewed are road damage, cost of upgrading, and land use. The alternatives reviewed are Jalan Blang Dalam - Jurong Teungoh, Jalan Jeulanga Barat - Jeulanga Mata Ie, Jalan Simpang Pertanian - Cot Trieng - Rungkom, Jalan Trienggadeng - Panton Beurasan - Cubo, and Jalan Meurandeh Alue - Asan Kumbang - Blang Miroe. The data analysis technique used descriptive statistics and Analytical Hierarchy Process (AHP). The results show that the dominant criterion that needs to be considered in road improvement is the cost of improvement criteria with a combined average eigenvalue of 0.49. Road improvement priorities based on the criteria for road damage, improvement costs, and land use are Meurandeh Alue - Asan Kumbang - Blang Miroe Road as priority 1 with a weight of 0.38 and Jalan Trienggadeng - Panton Beurasan - Cubo as priority 2 with a weight of 0.25. Keywords: Priority, road damage, cost of improvement, land use
