Abstract

Abstrak Dinas Pekerjaan Umum (PU) Kabupaten Pidie Jaya pada tahun 2020 mengajukan usulan peningkatan ruas jalan sebanyak 5 ruas kepada Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) melalui Dana Alokasi Khusus (DAK) yang akan dilaksanakan pada tahun 2021. Tujuan dari penelitian ini untuk menganalisis urutan prioritas peningkatan ruas jalan di Kabupaten Pidie Jaya berdasarkan criteria aksesibilitas dan pengembangan wilayah. Data yang digunakan pada penelitian ini berupa data primer dan data sekunder. Metode pengumpulan data primer menggunakan pendekatan kuantitatif melalui kuesioner dan data sekunder didapatkan melalui instansi Pemerintah Kabupaten Pidie Jaya. Penetapan responden pada penelitian ini menggunakan teknik purposive sampling, dan ditetapkan sebanyak 5 responden, yaitu KepalaBidang Bina Marga Dinas PU Kabupaten Pidie Jaya, Kepala Bidang Perencanaan  Sarana dan Prasarana Badan Perencanaan Pembangunan Daerah (Bappeda) Kabupaten Pidie Jaya, Kepala Bidang Perhubungan Jalur Darat Dinas Perhubungan Kabupaten Pidie Jaya, Anggota Komisi D Bidang Pembangunan Dewan Perwakilan Rakyat Kabupaten (DPRK) Pidie Jaya, dan  Akademisi Universitas Syiah Kuala. Kriteria aksesibilitas dan pengembangan wilayah akan menjadi pertimbangan dalam menentukan urutan prioritas 5 (lima) alternativ ruas jalan yang akan ditingkatkan. Untuk menentukan bobot kriteria dan bobot alternative berpasangan digunakan metode Analytical Hierarchy Process (AHP), selanjutnya persamaan matematika digunakan untuk mendapatkan urutan prioritas peningkatan jalan. Berdasarkan hasil analisis data menunjukkan bahwa criteria aksesibilitas lebih dominan.  Urutan prioritas peningkatan ruas jalan berdasarkan criteria aksesibilitas dan  pengembangan wilayah menunjukkan bahwa alternatif Jalan Simpang Pertanian- Cot Trieng - Rungkom sebagai prioritas pertama, dan alternatif Jalan Trienggadeng - Panton Beurasan-Cubo sebagai prioritas kedua. Kata kunci: prioritas, jalan,kriteria, aksesibilitas, pengembangan wilayah  Abstract The Public Works Office (PekerjaanUmum (PU)) of Pidie Jaya Regency in 2020 has submitted a proposal to increase the road section of 5 sections to the Ministry of Public Works and Public Housing (PUPR) through a Special Allocation Fund (DAK), which will be implemented in 2021. The purpose of this study is to analyze the priority order of segment improvement. Roads in Pidie Jaya Regency based on accessibility criteria and regional development. The data used in this study are primary data and secondary data. The primary data method used a quantitative approach to a questionnaire and the data were obtained through the Pidie Jaya district government agencies. Determination of respondents in this study using purposive sampling technique, and determined as many as 5 respondents, namely the Head of Bina Marga Division of the Public Works Agency of Pidie Jaya Regency, Head of the Planning for Facilities and Infrastructure of the Regional Development Planning Agency (Bappeda), Pidie Jaya Regency, Head of the Landline Transportation Department Pidie Jaya District Transportation, Members of Commission D for the Development Sector of the District People's Representative Council (DPRK) Pidie Jaya, and academics at Syiah Kuala University. The criteria for accessibility and regional development will be considered in determining the priority order of 5 (five) alternative roads to be improved. The Analytical Hierarchy Process (AHP) method is used to determine the criteria weights and the paired alternative weights. Mathematical equations are used to obtain the priority order of road improvement. Based on the results of data analysis, it shows that the accessibility criteria are more dominant. The order of priority for road improvement based on accessibility criteria and regional development shows that the alternative for the SimpangPertanian - Cot Trieng - Rungkom Road is the first priority, and the Trienggadeng - Panton Beurasan - Cubo road alternative is the second priority. Keywords: priority,road, criteria, accessibility, regional development

Abstract

Abstrak Pelaksanaan Proyek Strategis Nasional (PSN) membutuhkan kersediaan luas lahan cukup besar sehingga diperlukan pembebasan lahan. Beberapa penelitian memperlihatkan permasalahan pembebasan lahan yang terus ada dalam pembangunan Infrastruktur. Permasalahan pengadaan tanah secara internal antara lain dana, alokasi penambahan dana, data administrasi tanah, sumber daya manusia, pemahaman Panitia Pengadaan tanah (P2T), koordinasi dan pemilik tanah. Sementara secara ekternal meliputi peraturan, keuangan, harga, status tanah, faktor lingkungan, faktor geografis dan keterlibatan instansi dari luar. Provinsi Aceh dalam beberapa tahun terakhir sedang melaksanakan beberapa PSN diantaranya pembangunan dua jaringan irigasi yaitu Lhok Guci dan Jambo Aye Kanan. Penelitian ini dilakukan untuk mengkaji dampak proses pengadaan tanah terhadap pencapaian kinerja PSN Jaringan Irigasi Aceh. Pengumpulan data dilakukan dengan kuisioner terhadap 115 orang responden. Jawaban kuisioner kemudian diolah dengan analisis korelasi. Hasil analisis data diperoleh tiga faktor utama dari proses pengadaan tanah yang berhubungan dengan pencapaian kinerja proyek yaitu sumber daya manusia, koordinasi dan harga. Kata Kunci: Pengadaan tanah, kinerja proyek, keterlambatan, analisis korelasi  Abstract The implementation of the National Strategic Project (PSN) requires the availability of a large enough land area so that land acquisition is required. Several studies show that land acquisition problems continue to exist in infrastructure development. Internal land acquisition issues include funding, allocation of additional funds, land administration data, human resources, understanding of the Land Acquisition Committee (P2T), coordination and land owners. While externally it includes regulations, finance, prices, land status, environmental factors, geographical factors and the involvement of outside agencies. Aceh Province in recent years has been carrying out several PSNs including the construction of two irrigation networks namely Lhok Guci and Jambo Aye Kanan. This research was conducted to examine the impact of the land acquisition process on the performance achievement of the Aceh Irrigation Network PSN. Data collection was carried out using a questionnaire to 115 respondents. Questionnaire answers were then processed by correlation analysis. The results of data analysis obtained three main factors of the land acquisition process that are related to the achievement of project performance, namely human resources, coordination and price. Keywords: land acquisition, project performance, delays, correlation analysis

Abstract

Abstrak Pandemi Covid 19 pada tahun 2020 dan 2021 telah turut mempengaruhi triple constraints dalam pelaksanaan proyek konstruksi gedung di Provinsi Aceh. Penelitian ini bertujuan untuk mengetahui faktor-faktor dominan yang mempengaruhi triple constraints pada proyek konstruksi gedung di Provinsi Aceh dalam masa pandemi Covid 19. Proyek konstruksi gedung yang ditinjau adalah proyek yang telah selesai dibangun oleh perusahaan kontraktor di Provinsi Aceh, dengan menggunakan sumber dana dari Anggaran Pendapatan Belanja Aceh (APBA) tahun 2020 dan 2021 dan mempunyai nilai kontrak lebih dari 1 miliar rupiah. Penelitian ini menggunakan pendekatan metode kuantitatif melalui kuesioner. Teknik analisis data digunakan statistik deskriptif dan Principal Component Analysis (PCA). Hasil penelitian menunjukkan bahwa faktor-faktor yang mempengaruhi triple constraints pada proyek konstruksi gedung di Provinsi Aceh dalam masa pandemi Covid 19 yaitu faktor eksternal, tenaga kerja, keuangan, dan kontrak dengan total varian (persentase triple constraints) sebesar 66,596% dan faktor dominannya adalah faktor eksternal dengan varian sebesar 31,478%. Kata kunci: Triple constraintsi, Covid 19, PCA  Abstract The Covid19 pandemic in 2020 and 2021 has also affected triple constraints in the implementation of building construction projects in Aceh Province. This study aims to determine the dominant factors and factors that affect triple constraints on building construction projects in Aceh Province during the Covid 19 pandemic. The building construction projects reviewed are projects that have been completed by a contractor company in Aceh Province, using funding sources from the Aceh Revenue and Expenditure Budget (APBA) for 2020 and 2021 and have a contract value of more than 1 billion rupiah. Data analysis techniques used descriptive statistics and Principal Component Analysis (PCA). The results showed that the factors that influenced the triple constraints on building construction projects in Aceh Province during the Covid 19 pandemic were external factors, labor, finance, and contracts with a total variance (percentage of triple constraints) of 66,596 % and the dominant factor was external factors with a variance of 31.478%. Keywords: Triple constraints, Covid19, PCA

Abstract

The development of the construction services sector in Indonesia continues to experience rapid growth, encouraging construction industry players to have quality human resources. This research aims to identify project manager competency factors on construction projects in Banda Aceh City, analyse the relationship between these and project performance achievements, and evaluate their influence on construction project performance achievements in Banda Aceh City. The object of this research is the competency factors of project managers that influence construction project performance. This research was conducted at contractor companies domiciled in the Banda Aceh City area. The data sources used in this research are primary data and secondary data. The population of contractors at small, medium and large qualification levels is 71 contractors. The total sample was 42 contractors. The sampling technique used was purposive sampling. The variables used in this research include the independent variable (X) and the dependent variable (Y). The data analysis used in this research is descriptive, simple correlation analysis and multiple linear regression analysis. The research results show that knowledge, skills, and attitudes have a solid relationship. In contrast, management has a high relationship with project performance achievement. Overall, the project manager's competency factor significantly affects project performance, reaching 94.9%. Management is the most dominant competency factor influencing the achievement of project performance in Banda Aceh City. Thus, increasing the competence of project managers, especially in management, is expected to improve the quality of construction project implementation in the region.
