Abstract

Artikel ini didasarkan pada perdebatan konseptual dalam menempatkan dan memposisikan negara (pemerintah) dalam berbagai urusan sosial yang kian berkembang baik bentuk dan kedalamnya. Posisi itu berkisar dua hal yaitu peran negara yang dominan ataupun sebaliknya. Debat semacam ini cenderung dikotomis yang pada aras praksis juga masih menimbulkan persoalan. Oleh karena itu, melalui artikel ini, penulis menawarkan gagasan democratic governance yang bertumpu pada manajemen kolaborasi. Melalui upaya literatur review dan eloborasi hasil penelitian lapangan penulis, artikel ini diarahkan untuk menunjukkan kemandekan model kebijakan sosial yang cenderung ?state oriented? sekaligus menunjukkan kemungkinan secara paradigmatik mengenai cara pikir dan cara kerja kebijakan sosial yang lebih efektif dalam konteks Indonesia saat ini. ?State oriented? memiliki karakter hirarkis yang menempatkan persoalan sosial menjadi sangat institusionalis di mana negara menjadi dominan dalam menentukan apa dan bagaimana masalah sosial dipecahkan. Di saat yang bersamaan, aktor nonnegara juga mengalami pelemahan kapasitas menghasilkan ?kebijakan komunitas?. Democratic governance sebagaimana yang ditawarkan dalam artikel ini sejatinya adalah gagasan yang mengedepankan kolaborasi antaraktor sebagai basis kebijakan sosial di Indonesia. Model ini bertumpu pada beberapa hal dasar yaitu resource exchange, interdependence, trust, negosiasi dan reciprocity.

Abstract

This research aims to identify and understand the barriers affecting public sector employees' innovative behaviors, particularly examining how these obstacles differ across stages of innovation and between genders. Utilizing a qualitative phenomenological approach, the research involved in-depth interviews with 40 informants from six agencies in Kupang City and Kupang Regency. Data were analyzed through thematic analysis techniques, revealing eleven major barriers categorized into political-administrative leadership, public management, and individual factors. Political-administrative barriers include insufficient support from political actors and a restrictive organizational climate. Public management challenges encompass a risk-averse culture, weak interdepartmental collaboration, limited knowledge sharing, bureaucratic constraints, and regulatory rigidity that restricts creative ideas perceived as "out of the box." Another key finding highlights the demotivating effect of redundant local digital innovations replaced by centrally mandated platforms, fostering employee frustration and discouragement. Individual barriers identified include a lack of expertise, limited access to policymakers, and significant gender-related issues such as patriarchy, stereotypes, and domestic responsibilities. The study highlights its novelty by uncovering how regional contextual factors, especially gender dynamics, uniquely shape barriers to innovation. This study uniquely contributes to the literature by specifically examining barriers to innovative work behavior (IWB) in the under-researched context of Eastern Indonesia, focusing on both innovation stages and gender differences.

Abstract

Violence against women and children in Kupang City is a serious problem that requires an integrated approach. Collaborative governance is a crucial strategy for strengthening cross-actor coordination in addressing this issue. This study aims to analyze collaborative practices in handling cases of violence against women and children in Kupang City. The method employed is a qualitative case study, utilizing data collection techniques that include interviews with 17 informants, observation, and document analysis. The results of the study indicate that the Kupang City Women's Empowerment and Child Protection Service (DP3A) plays a central role in building partnerships with various actors, including the police, legal aid institutions, civil society organizations, and international partners. This study demonstrates that the capacity for joint action is built upon a track record of collaboration, alignment of procedures, and public trust despite being limited by budget, expertise, and supporting facilities. Collaboration is facilitated by formal regulations and informal agreements and supported by transparency through coordination forums and the publication of information on digital media. Responsive, initiative and proactive leadership strengthen decision-making. The collaborative process involves regular meetings, participation from target groups, communication within networks, and shared commitments, resulting in community empowerment, child involvement in advocacy, and enhanced victim assistance. Recommendations include establishing regional regulations, recognizing the contributions of community volunteers, providing ongoing training, and enhancing inclusive public communication strategies to promote a more cohesive community.

Abstract

Implementasi Peraturan Daerah Nomor 1 Tahun 2024 Tentang Pajak Daerah dan Retribusi Daerah secara spesifik merujuk pada sektor pendapatan asli daerah melalui Retribusi Daerah yakni Parkir tepi jalan umum merupakan permasalahan yang serius dan membutuhkan proses implementasi yang baik. Implementasi yang baik menjadi sebuah terobosan baik untuk bisa mendapatkan hasil yang baik juga untuk peningkatan pendapatan asli daerah di kota kupang. Metode yang digunakan adalah studi kasus kualitatif dengan teknik pengumpulan data melalui wawancara terhadap 10 informan, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa proses Implementasi yang dilakukan oleh dinas perhubungan kota kupang sebagai dinas pelaksana teknis melalui pungutan retribusi parkir menjadi tumpuan utama bagaimana implementasi perda ini dapat berjalan. Penelitian ini menunjukan dari ukuran dan kebijakan bahwa adanya kejelasan regulasi dan procedural dalam pemungutan retribusi parkir tepi jalan umum. Sumber Daya yang ada seperti sumber daya manusia dan sumber daya anggaran menjadi motor penggerak dalam proses implemetasi di lapangan. Sikap pelaksana ditunjukan pada pemahaman kebijakan dan komitmen pelaksana dari setiap elemen yang terlibat . Karakteristik agen pelaksana yang diamana mencakup struktur organisasi dan koordinasi antar instansi. Komunikasi pelaksana yang dalam upaya melakukan sosialisasi kebijakan agar tujuan dapat dilaksanakan. Lingkungan Ekonomi , sosial, dan politik mencakup partisipasi masyarakat dan kekuatan ekonomi masyarakat di kota kupang. Rekomendasi mencakup perlu mengalokasikan anggaran khusus, Peningkatan kapasitas SDM pelaksana, Sosialisasi Perda perlu dilakukan secara masif dan sistematis, serta Koordinasi antar instansi terkait

Abstract

This study aims to describe the implementation of Bureaucratic Reform and the Quality of Licensing Services at the Investment and One Stop Service Office of East Nusa Tenggara Province. This study uses a qualitative descriptive approach with data analysis techniques using an interactive model developed by Miles and Huberman. This research was conducted at the Investment Office and the One Stop Service Office of East Nusa Tenggara Province with a number of 20 informants consisting of employees and permit applicants as users of licensing services. The sources of data in this study are primary data and secondary data with data collection techniques through interviews, document studies, and observations with validation of research results using triangulation techniques. The results of the study indicate that from the aspect of structuring Human Resources, bureaucratic reform has not been carried out optimally, but from the aspect of structuring management, institutional structuring and accountability, bureaucratic reform has been carried out despite budget constraints. Meanwhile, the quality of licensing in terms of tangible, reliability, responsiveness, assurance, and empathy, has mostly met the expectations of service users despite budget constraints in optimally utilizing technology. Overall, the bureaucratic reforms implemented can improve the quality of licensing services at the Investment and One Stop Service Office of East Nusa Tenggara Province.

Abstract

This study examines the persistent gap between centralized voter registration policy and its local implementation in Indonesia’s geographically dispersed island districts, focusing on Flores Timur in East Nusa Tenggara Province. The aim is to understand why voter registration inaccuracies undermine democratic inclusion despite institutional reforms and digital innovations. Using a qualitative case study approach, the research draws on 28 in-depth interviews with electoral officials, civil registry personnel, and community stakeholders, complemented by document analysis. The findings reveal three interrelated problems: institutional fragmentation between the General Election Commission (KPU) and the Civil Registry Office (Disdukcapil); lack of real-time interoperability between the Sidalih and e-KTP data systems; and procedural redundancies due to multi-level manual validations. These challenges result in the persistent exclusion of eligible voters, particularly in remote and marginalized communities. Moreover, the study documents how local actors respond through informal workarounds, such as using village records and social networks, which further entrench inequality and data inconsistency. As a key theoretical contribution, this article introduces the concept of data governance dissonance to explain how institutional and technological misalignment perpetuates electoral exclusion in decentralized and resource-constrained democracies. The study provides insights for improving voter registration systems in fragmented governance settings globally.
