Abstract

Title: Policy Analysis of Core Zone in Marine Conservation Areas, Coastal and Small Islands in Seribu Island The core zone of the Coastal Marine Protected Area and Small Islands (KKP3K) can face anthropogenic, natural threats, as well as due to the impact of sectoral policies and egos. The purpose of this study is to examine the ecological, social, and economic aspects of the Thousand Islands conservation area so that it is expected to produce the best scenario related to the issuance of Government Regulation Number 27 of 2021 concerning changes in the KKP3K core zone. This research uses quantitative methods with an empirical approach and uses primary data obtained through Focus Group Discussion (FGD) and interviews as well as secondary data from documentation studies screened with scenarios using trade-off analysis. The results showed that the best scenario (average 57) was scenario B (core zone used for sustainable ecotourism) because it prioritized the principle of environmental sustainability as one of the assets in encouraging tourism. Scenario A (core zone does not need to be changed) is the second alternative because restrictions on activities through the zoning system positivelly on the sustainability of environmental ecology, while scenario C (core zone is used for economics) describes changes in ecological, economic and social aspects that can produce negative impacts on ecology and only have positive implications for economic and social aspects. The legality basis of changes to core zones used for national strategic projects will have social and ecological impacts, therefore changes to core zones should not be necessary unless they provide alternatives that lead to alignment and improvement of ecological, economic, and social aspects of the region.

Abstract

Background: Brebes District, recognized as the largest shallot producer in Indonesia, continues to face challenges in ensuring the welfare of its shallot farmers. This situation emerged from a complex network of stakeholders involved in shallot agribusiness in the Brebes District, characterized by a significant presence of intermediaries. Purpose: This research aims to i) analyze the shallot supply chain in the Brebes District by applying the Food Supply Chain Network (FSCN) approach and ii) examine its performance through marketing margin and farmer share. Design/methodology/approach: Data was gathered through interviews with 83 shallot farmers and 12 marketing actors in the Brebes District. Additionally, a Focus Group Discussion (FGD) was conducted to gather strategic insights from all stakeholders involved in the shallot agribusiness in the Brebes District. The research used a qualitative approach to answer the FSCN analysis and a quantitative approach to measure the supply chain performance.Findings/Result: This study identified that the supply chain had clear objectives and structured relationships between actors. However, it was not optimized because the business process was not integrated into the long term. The supply chain involved multiple marketing channels, where each level of intermediary had involvement and impact on farmer share and margins. More direct marketing channels, such as Marketing Channel I, where farmers sell directly to village traders, offer the highest farmer share (89%) due to the absence of intermediaries like wholesalers. In contrast, channels involving more intermediaries, such as wholesalers in Channels III and V, result in higher total margins but a lower farmer share (81%). Conclusion: The FSCN analysis of shallots in the Brebes District reveals a complex marketing system with various channels. Direct marketing channels give farmers the highest share by removing intermediaries, while those with more intermediaries offer higher total margins but lower farmer shares. Reducing intermediaries is recommended to boost farmer incomes. Additionally, inefficiencies like poor coordination and limited access to market information hinder overall performance.Originality/value (State of the art): This study introduces a novel application of the FSCN approach to comprehensively analyze the shallot supply chain in Brebes District, Indonesia. The FSCN offers insights into the complex relationships between farmers, traders, and other actors, their challenges, and the potential for improving the system's efficiency. Keywords: shallot, information sharing, marketing actors, marketing channels, supply chain efficiency

Abstract

The Mustika Rahayu community group is engaged in tilapia cultivation for consumption, located in Karangtengah Village, Cibadak District, Sukabumi Regency. The downturn due to the Covid-19 pandemic is also experienced by this business group, and this condition is getting worse due to low skills on how to cultivate tilapia properly and correctly, the high price of feed and medicines, and the lack of knowledge to do fish farming online. The results of the assistance and training activities for tilapia cultivation skills carried out to partners, namely the Mustika Rahayu fish farming business group, empower them, as evidenced by the following: 1) increased partner knowledge about tilapia cultivation in round ponds with biofloc system/technology; 2) increased knowledge and skills of partners in conducting good tilapia farming; and 3) increased tilapia production by 40% from before the implementation of the activity. This Community Empowerment (PKM) project had a positive impact, especially on partners who were able to cultivate tilapia properly in biofloc ponds.
