Abstract

Penelitian dilatar belakangi oleh pelayanan Dinas Pemadam Kebakaran dan Penyelamatan oleh Pos Damkar Wilayah Majalaya dalam penanggulangan kebakaran di kabupaten Bandung yang belum optimal. Tujuan penelitian ini adalah untuk mengetahui kualitas pelayanan Dinas Pemadam Kebakaran dan Penyelamatan oleh Pos Damkar Wilayah Majalaya dalam penanggulangan kebakaran di Kabupaten Bandung. Teori yang digunakan adalah lima atribut model SERVQUAL menurut Tjiptono dan Gregorious (2012:232) meliputi dimensi: 1) bukti fisik, 2) kehandalan, 3) daya tanggap, 4) jaminan, dan 5) empati. Metode penelitian yang digunakan adalah metode deskriptif pendekatan kualitatif. Teknik pengumpulan data yang dilakukan dengan cara observasi, wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pelayanan Dinas Pemadam Kebakaran dan Penyelamatan oleh Pos Damkar Wilayah Majalaya dalam penanggulangan kebakaran di Kabupaten Bandung berdasarkan dimensi: 1) bukti fisik mencakup aspek fasilitas dan perlengkapan belum sesuai dengan standarisasi yang diamanatkan oleh Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 114 Tahun 2018, 2) kehandalan mencakup aspek pengetahuan dan keterampilan masih belum seluruhnya tersertifikasi, 3) daya tanggap mencakup aspek kemudahan dan kecepatan layanan cenderung mudah dan responsif, 4) jaminan mencakup aspek ketepatan waktu dan kepastian biaya relatif tepat waktu dan dipastikan layanan gratis, dan 5) empati mencakup aspek kepedulian untuk membantu menjaga kondisi mental korban dan meminimalisir kerugian sudah dilaksanakan sesuai batasan kewenangan tugas pokok dan fungsi. Saran yang diajukan adalah perlunya memperbaharui fasilitas, perlengkapan dan lokasi Pos Majalaya sehingga layak untuk ditempati sebagai Pos pemadam kebakaran.

Abstract

This research is driven by the growing prominence of English, a trend that has emerged alongside rapid globalization, and it presents significant challenges for countries where English is not the primary language. This study investigates the language attitudes of students in Bandung Regency towards the Indonesian language, which serves as a vital component of national identity for Indonesian nation. Utilizing a qualitative approach, the research employed a questionnaire survey and written narrative inquiries to explore both social and linguistics perspectives of the respondents. Participants included high school students (SMA/SMK) from Bandung Regency area. The findings indicate that students exhibit a strong positive attitude towards the Indonesian language, perceiving it as a symbol of nationalism and a mean of fostering national unity. In general, this study confirms that Indonesian language remains a significant aspect of national identity, even amid the challenges posed by globalization and evolving language usage patterns among the youth.

Abstract

This study aims to analyze the quality of village government apparatus in supporting the performance of the Tanjungjaya Village Government, Cihampelas Subdistrict, West Bandung Regency. The analysis is grounded in a theoretical framework of apparatus quality encompassing human resource quality, service quality, and performance quality. This research adopts a qualitative method with an inductive descriptive approach. Data were collected through in-depth interviews with village officials and community members, direct observation of public service practices, and analysis of official village documents. Unlike previous studies, this research explicitly links apparatus quality to the stagnation of the Village Development Index (IDM) status of Tanjungjaya Village during the 2020–2024 period. The novelty of this study lies in identifying a gap between relatively adequate formal educational qualifications of village officials and suboptimal public service performance. This finding contributes to the literature by emphasizing that formal education alone is insufficient to ensure effective village governance without technical competence, work discipline, and professional service orientation. The results indicate that apparatus quality is moderately satisfactory, reflected in administrative knowledge, work experience, service reliability, and responsiveness to community needs. However, limited personnel capacity, inadequate infrastructure, and weak adaptation to digital-based public services remain significant constraints. Therefore, strengthening apparatus capacity through applied technical training, service innovation, and performance-based governance is essential to accelerate improvements in village development status as measured by the IDM.
