Abstract

AbstractThis study aims to describe the socio-economic conditions of the fishing community in Kalama Island, District of Tatoareng, Regency of Sangihe islands. The method used in this research is descriptive method. This method is used to look for the elements, characteristics, properties of a phenomenon. This method begins with collecting data, analyzing data and interpreting it in the form of text or images. The social situation of fisher in Kalama Island has a high sense of solidarity. People who help each other. The low level of education of fisher, where most have elementary school education. The economic situation of fisher is also uncertain, depending on weather conditions. The profit earned by fisher is IDR 700,000 - IDR 1,700,000 per day. However, this profit does not guarantee the welfare of fisher, because the catch is uncertain and the fisher's lifestyle is wasteful. The government can pay more attention to the welfare of fisher on small islands and develop the potential of Kalama Island.Keywords: socio – economic condition; fisher; coastal; Kalama Island AbstrakPenelitian ini bertujuan untuk menggambarkan kondisi sosial ekonomi masyarakat nelayan di Pulau Kalama, Kecamatan Tatoareng Kabupaten Kepulauan Sangihe. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif. Metode ini digunakan untuk mencari unsur-unsur, ciri-ciri, sifat-sifat suatu fenomena. Metode ini dimulai dengan mengumpulkan data, menganalisis data dan menginterpretasikannya ke dalam bentuk teks atau gambar. Keadaan sosial nelayan di Pulau Kalama mempunyai rasa solidaritas yang tinggi. Masyarakat yang saling membantu satu dengan lainnya. Tingkat pendidikan nelayan yang rendah, dimana sebagian besar mempunyai pendidikan SD. Keadaan ekonomi nelayan juga tidak menentu, bergantung pada kondisi cuaca. Keuntungan yang diperoleh nelayan sebesar Rp 700.000 – Rp 1.700.000,- per hari. Namun, besarnya keuntungan ini tidak menjamin kesejahteraan nelayan, karena hasil tangkapan yang tidak menentu serta pola hidup nelayan yang boros. Pemerintah dapat lebih memperhatikan kesejahteraan nelayan di pulau kecil dan mengembangkan potensi Pulau Kalama.Kata kunci: kondisi sosial ekonomi; nelayan; pesisir; pulau kalama

Abstract

Development of sustainable nature-based tourism in the islands requires the role of stakeholders who not only support environmental, local economic and cultural sustainability but also enhance the tourist experience and their satisfaction.  This research focuses on identifying the existing conditions of tourism development in the Tatoareng Islands, and the role of stakeholder in developing nature-based island tourism in Tatoareng Sangihe, North Sulawesi. This research uses a descriptive qualitative approach. Data collection techniques include observation, interviews, focus group discussions, and document study. Data reduction techniques and SWOT analysis were used to analyze the data.  The findings show that the Tatoareng Islands have potential tourist attractions, including protected habitats, wildlife and cultural heritage. However, there are several challenges in their development, such as limited accessibility, infrastructure, and low tourism human resource quality. The role of stakeholders is vital in improving the quality of the 4A components (attractions, amenities, access, and ancillary services) and enhancing the tourism human resources of the local community to achieve sustainable nature-based tourism development goals in Tatoareng.

Abstract

Penetapan kawasan konservasi di Pulau Para Lelle, Kabupaten Kepulauan Sangihe, telah mengakibatkan penyempitan wilayah tangkap ikan yang berdampak pada kebutuhan masyarakat akan sumber penghidupan baru. Sebagai respons terhadap kondisi tersebut, sejak tahun 2020 dilakukan pengembangan sektor pariwisata berbasis potensi alam dan budaya lokal sebagai alternatif mata pencaharian yang bertujuan menarik kunjungan wisatawan ke wilayah Para. Penelitian bertujuan merumuskan strategi pemberdayaan masyarakat nelayan dalam pengembangan daya tarik wisata berbasis kearifan lokal. Metode yang digunakan adalah pendekatan kualitatif deskriptif melalui identifikasi potensi wilayah, pemetaan pelatihan pengembangan sumber daya pariwisata, serta penguatan kelembagaan masyarakat melalui Kelompok Sadar Wisata (Pokdarwis). Hasil menunjukkan bahwa peningkatan kapasitas masyarakat dalam pengelolaan homestay, pemanduan wisata berbasis budaya, promosi digital, serta pelestarian praktik tradisional seperti pembuatan garam, penangkapan ikan dengan soma batu, dan surf fishing mendorong partisipasi inklusif dalam sektor pariwisata. Pengembangan dilakukan berdasarkan prinsip konservasi dan pariwisata berbasis masyarakat untuk menciptakan model pengelolaan yang adaptif, berkelanjutan, dan berorientasi pada kesejahteraan pesisir.

Abstract

This study explores the political economy and historical roots of economic growth in Indonesia’s coastal fisheries, with a focus on the country's 3T regions (disadvantaged, frontier, and outermost). Drawing on qualitative field data and critical policy analysis, the research reveals how historical marginalization, market dependency, legal exclusion, and fragmented governance have shaped uneven development trajectories in these regions. Despite rich marine resources and integration into global seafood markets, small-scale fishers in 3T areas often remain economically insecure and politically invisible. The study highlights how growth has been promoted through centralized, extractive models that prioritize production and capital investment while neglecting community rights and local institutions. However, it also identifies local strategies of resistance, adaptation, and institutional innovation suggesting that endogenous, community-driven growth is possible when socio-political conditions are supportive. By situating fisheries development within a political economy framework, the research calls for a more inclusive and territorially grounded approach to maritime development, one that recognizes coastal communities not as passive beneficiaries, but as central agents in shaping sustainable and just growth. Abstract

Destination image is a critical determinant of tourist attraction and long-term competitiveness, particularly for emerging marine tourism destinations. Sangihe Island, located in Indonesia’s outer island region, possesses diverse marine and coastal resources but faces challenges in forming a strong and consistent tourism destination image. Previous studies on destination image development have predominantly focused on marketing and promotional strategies, with limited attention to the role of multi-stakeholder collaboration in shaping image formation from the tourist’s perspective. This study aims to analyze how various stakeholders contribute to shaping Sangihe’s marine tourism destination image as perceived by tourists. This research employs a qualitative descriptive approach through in-depth interviews with tourists and key stakeholders, including government institutions, local communities, tourism businesses, media actors, and academic representatives. The analysis emphasizes key destination image dimensions from the tourist perspective, namely marine and natural attractions, environmental quality, service experience, accessibility, safety, and destination promotion. Data were analyzed thematically to explore stakeholder roles, interactions, and their influence on tourist perceptions. The findings indicate that effective collaboration among stakeholders plays a significant role in strengthening positive destination perceptions and enhancing tourist satisfaction. Integrated governance, active community participation, and coherent promotional narratives contribute to a favorable marine tourism image. However, fragmented coordination and unequal stakeholder involvement can weaken image consistency and visitor experience. This study contributes theoretically by integrating destination image and stakeholder collaboration frameworks within a marine tourism context. Practically, the findings provide strategic insights for destination managers and policymakers to reinforce collaborative approaches as a foundation for sustainable marine tourism development in small island destinations.

Abstract

Ekosistem pesisir Salurang, Kabupaten Sangihe, Sulawesi Utara, menghadapi ancaman abrasi kritis yang diperparah oleh degradasi ekosistem mangrove dan kerusakan infrastruktur pelindung yang menyebabkan kerugian ekologis dan sosio-ekonomi. Salah satu strategi mitigasi adalah menerpakan rehabilitasi mangrove mono-spesies, yang telah terbukti tidak memadai dan kurang efektif untuk restorasi lingkungan jangka panjang. Keadaan ini mendorong penerapan pendekatan restorasi multi-spesies yang lebih holistik. Pengabdian kepada masyarakat kolaboratif antara ITB, Polnustar dan masyarakat Kampung Salurang ini bertujuan mengevaluasi potensi restoratif dari pendekatan multi-spesies yang pada fase ini berfokus pada kelangsungan hidup mangrove Rhizophora apiculata dan Calophyllum inophyllum. Monitoring selama 90 hari pasca-penanaman menunjukkan tingkat kelangsungan hidup C. inophyllum (82,48%) yang signifikan lebih tinggi dibandingkan R. apiculata (53,70%). Perbedaan ini diduga berhubungan erat dengan kerentanan R. apiculata terhadap tekanan lingkungan di muara sungai Salurang yang terdegradasi (sedimentasi, sampah, fluktuasi salinitas), sementara C. inophyllumdi lokasi relatif terlindung menunjukkan adaptasi yang optimal. Meskipun demikian, tingkat kelangsungan hidup R. apiculata masih lebih baik dari beberapa inisiatif mono-spesies di beberapa tempat lain. Hasil ini juga menegaskan pentingnya alokasi spesies berdasarkan kesesuaian ekologis dan menyoroti urgensi reintroduksi spesies kunci lain seperti Nypa fruticans untuk meningkatkan resiliensi ekosistem. Pendekatan partisipatif melalui Focus Group Discussion (FGD) dan pelibatan masyarakat aktif dalam seluruh tahapan program telah memperkuat relevansi solusi lokal, menumbuhkan rasa kepemilikan, dan mengintegrasikan kearifan lokal dengan data ilmiah. Kegiatan pengabdian kepada masyarakat ini menggarisbawahi model rehabilitasi pesisir dengan yang mengintegrasikan ilmu pengetahuan, kearifan lokal, dan partisipasi komunitas dalam upaya merestorasi pesisir dan mengoptimalkan manfaat multifungsi sumber daya lokal.
