Abstract

This study aims to determine cross-sectoral collaboration efforts in disaster management in Bima Regency through coordination, integration, partnership, and empowerment. The subjects of this study were selected through a purposive sampling technique. Data collection techniques consist of observation, interviews, and documentation. The results of the study indicate that the implementation of disaster management, apart from referring to the ability of the Regional Government of Bima Regency to implement policies and their performance effectively, also applies the principles of integration and various levels of organization. Especially in disaster prevention and mitigation efforts, the Regional Government of Bima Regency collaboratively seeks to strengthen rules and institutional capacity and disseminate regulations and guidelines for implementing the Bima Regency Spatial Plan by implementing building zoning in disaster risk areas. Then carry out Research and Development activities involving professional Research Teams and NGOs. Publish research results to be used as guidelines for reducing risk and increasing knowledge of the government and the community in efforts to reduce disaster risk.

Abstract

Tujuan kegiatan ini untuk meningkatkan ketrampilan siswa dalam menulis karya ilmiah. Target dan sasaran kegiatan ini yaitu siswa Sekolah Menengah Atas, sedangkan targetnya adalah siswa klas 3. Secara khusus sekolah yang akan digunakan sebagai tempat pengabdian ditentukan setelah dilakukan survei awal yaitu di SMAN 1 Sape. Kegiatan ini dilaksanakan dengan dua cara, pertama memberikan pengetahuan melalui ceramah tata muka, menggunakan cara belajar orang dewasa, diskusi dan tanya jawab. Kedua, bimbingan kilat dalam menulis artikel ilmiah. kegiatan pengabdian telah terlaksana dngan baik dan berjalan dengan lancar. Peserta antusias untuk mengikuti kegiatan yang ditunjukan dengan keinginan yang tinggi untuk bertanya dan berdiskusi mengenai cara-cara penulisan artikel ilmiah. Sekolah disarankan untuk mengadakan pelatihan penulisan artikel ilmiah secara reguler agar siswa mampu menulis artikel ilmiah dengan baik atau memasukan materi penulisan artikel ilmiah dalam mata pelajaran yang ada. Memfasilitasi siswa untuk mengikuti lomba-lomba artikel ilmiah yang banyak diselenggarakan oleh perguruan tinggi atau institusi lain untuk melatih kemampuan menulis artikel ilmiah.

Abstract

This study aims to explore and analyze how the integration of deontological ethics and virtue ethics can serve as a foundation for enhancing accountability and transparency in the Social Services Department of Bima Regency, focusing on the understanding and application of ethical principles by civil servants and their impact on governance. Employing a qualitative descriptive method, this research involved in-depth interviews, participatory observation, and documentation studies to collect data from various informants directly involved in the implementation and supervision of bureaucratic ethics. Data analysis was conducted through an iterative model, including data reduction, data display, and conclusion drawing to gain a deep understanding of the dynamics of deontological and virtue ethics in the bureaucratic environment of Bima Regency. The findings indicate that although the integration of deontological and virtue ethics holds great potential in enhancing transparency and accountability, real challenges are faced, including the misalignment between ethical principles and bureaucratic operational realities, resistance to change, and weaknesses in the oversight system. These findings highlight the importance of comprehensive ethical education and training, the development of effective accountability mechanisms, and increased community participation as key strategies to overcome these challenges and strengthen the ethical foundation in the governance of Bima Regency.

Abstract

Taking economic benefits from reserved land became a considerable business for many local governments worldwide, including the Bima Regency Government, through an annual leasing policy. Besides its success story, which can increase regional original income, the policy implementation also leaves complicated problems, often characterized by the tension of the struggle for management rights and negative accusations regarding the auction process, which needs to be more transparent. This article discusses an empirical case about the tension of actor relations in the scramble for limited resources in a local context, where the authors conducted in-depth interviews with several informants who were selected through purposive sampling techniques, including those in charge, directors, and leaders of the Regency Level Committee, as well as individual participants, both those who won and lost in the annual leasing auction. Although the land leasing policy can increase local original income and provide opportunities for landless residents to engage in agricultural activities, the auction practice is often marked by a need for more transparency and conflicts of interest. Such a conflict is especially evident in the uneven auction process, which tends to trigger stakeholder tensions. This policy has yet to be entirely successful in supporting land conservation for long-term agricultural production regarding the threat of land degradation due to excessive exploitation.

Abstract

This study examines political pressure on Civil Servants (ASN) during the 2024 Simultaneous Regional Elections (Pilkada Serentak) in Bima City, focusing on ethical dilemmas that threaten bureaucratic neutrality. ASN are expected to remain neutral, but often face political pressures from local elites, creating conflicts between regulatory compliance and demands to support specific candidates, which undermines bureaucratic credibility. Using a qualitative descriptive method, data were collected through in-depth interviews and observations of political dynamics. The analysis shows that ASN frequently encounter political pressure, leading to ethical conflicts that erode their independence. Career threats further complicate their ability to resist such pressures. The lack of understanding about neutrality regulations worsens the situation, affecting public service quality and local democracy. The study offers insights into reforms to strengthen bureaucratic neutrality and support fair democratic processes in Bima City.

Abstract

Penelitian ini membahas tentang Pemilihan Umum Gubernur Provinsi NTB, adapun yang menjadi tujuan penelitian ini yaitu untuk mengetahui framing berita tentang Pemilihan Umum Gubernur Provinsi Nusa Tenggara Barat periode 2018-2023 pada media online Bimakini.com dan Stabilitas.com edisi 15 Mei-23 Juni. Pendekatan dalam penelitian kualitatif yakni kualitatif interpretatif. Teknik pengumpulan data yang digunakan yakni dengan cara mengunduh data-data pada website media online Stabilitas.com dan Bimakini.com sebagai sumber data utama. Teknik dalam menganalisis data penelitian menggunakan model analisis framing Pan dan Gerald M. Kosicki. Kemudian hasil dalam penelitian ini adalah bahwa media Online Bimakini.com yang hanya melihat sosok dari kedua pasangan tersebut yang memiliki jiwa sosial tinggi dan ingin lebih dekat dan bersilaturahmi langsung dengan masyarakat NTB. Berbeda dengan media online Stabilitas.com yang membingkai berita tentang Pemilihan Umum Gubernur Provinsi NTB edisi 15 Mei-27 Juni 2018, berita tersebut lebih meyakinkan bahwa pasangan Zul-Rohmi ini akan mendapatkan suara teratas dan pasti akan menang di Kota dan Kabupaten Bima. Jadi, kedua media online tersebut lebih menonjol memberitakan tentang kegiatan dari pasangan cawagub No 3 dan bernilai positif dimata masyarakat, dibandingkan dengan pasangan cawagub yang lainnya.

Abstract

Existing studies on village governance and public accountability have largely focused on institutional and structural drivers of corruption, often overlooking the interplay between administrative practices, local power dynamics, and perpetrator motivations. Accountability failures are shaped by these interactions as much as by formal structures. This study examines village fund oversight in Mawu and Waduruka Villages, Bima Regency, Indonesia. Using a qualitative case study, the authors collected data through field observations, document analysis, and in-depth interviews with village officials, members of the Village Consultative Body (BPD), community representatives, government auditors, village facilitators, and corruption perpetrators. Key findings include: (1) Oversight is predominantly focused on procedures and compliance with regulations, which allows genuine accountability to be hidden; (2) Administrative approaches, along with limited ability of institutions to perform their functions, minimal resources for financial review (auditing), and deeply rooted relationships between patrons (people in power) and clients (dependent supporters), directly lead to fake documents, inflated budgets, and fictional activities; (3) Citizen participation is disjointed and mainly reactive, occurring after corruption comes to light; (4) The idea of the 'administrative formality trap'—where official systems for accountability exist but meaningful evaluation or enforcement is missing—shows that such systems can unintentionally allow corruption.
